All right. I am going to call the special civil service meeting for July 22nd, 2025 to order. Please take roll, Caitlin. Commissioner Aguilera? Here. Commissioner Halliday. Here. Chair Mason. Here. Three commissioners are present. Vice Chair Riesenberg is absent. Commission Ryan Fitzgerald is in attendance as an applicant. Thank you. Great. Are there any changes to the agenda or supplemental reports? No changes. Okay. Public comment. Public comment provides an opportunity for members of the public to directly address the commission on items of interest within the subject matter jurisdiction of the commission. If your comments pertain to a specific item on the agenda, please reserve your comments until that item is before the commission. Since today's meeting is a special meeting, public comment will be limited to one agenda item under item 5A. I will call for public comment on item 5A after first hearing a report from staff. Are there uh section four comments by commit commissioners or staff? Are there any comments from commissioners or staff? Seeing none, we'll move on to five administrative reports. Um 5A is an appointment of our fifth member. And MJ, can you provide the staff report on the appointment of the fifth member members? Thank you, Chair Mason. So to provide some background for all those in attendance and the public. The Civil Service Commission consists of five members who serve on terms of three years at a time. Two of the commissioners are appointed by city council. Two of them are elected by classified employees of the city of Napa, and then the fifth commissioner is appointed by the other four commissioners. Currently, Commissioner Ryan Fitzgerald's term as the fifth member was initially set to expire on June 30th, 2025. Uh but then at the May 19th Civil Service regular meeting, the commission extended that term until the fifth appointment date, which is today, July 21st, 2025. And that was due to two commissioner absences at the June 16th regular meeting. At that same meeting, Chair Mason called for a special meeting to be held today, July 21st at 4 30, to appoint the fifth member. So in accordance with section 76.1, the Napa City Charter provides the fifth member of a civil service commission be appointed by two members of city council, two elected by classified employees, and then the fifth by the other four. So and also normally as we've done in other recruitments, the clerk has posted the notice of the vacancy, solicited applications for the vacancy, and city clerk accepted accepted applications from May 9th, sorry, May 8th of this year through May 30th. And the recruitment's announcements were made on the city's website and various other platforms. So we received a total of two applications, including uh Commissioner Fitzgerald. I will provide an update that as of today, um, one of the the other uh applicant withdrew, so we have two applicants today. Uh copies of the application can be uh in attachment to can be found in attachment two for your reference. Oh, yeah, one applicant today, I'll say two. Yeah, one applicant today. And I was worried, I'm like, I didn't see three. No, sorry, only one applicant today. Yeah, yes. Yeah, so um with that the appointment of this fifth member will serve a three-year term starting today, July 21st and ending on June 30th, 2028. So our recommendation is that the commission appoint the fifth member of the Civil Service Commission for City Charter 76.1 and civil service resolution R 2012 12 to serve the three-year term starting today and ending on June 30th, 2028.
