The regular meeting of the Civil Service Commission was called to order on April 20, 2026 at approximately 1:30 PM. Commissioners present: Holliday, Mason, Fitzgerald, Halliday; Commissioner Aguilar absent. No changes to the agenda. No public comments were received.
Consent Calendar
- Items 4B and 4C were approved unanimously by voice vote.
- Item 4A was separated from the consent calendar per a commissioner's request (citing an inability to vote on that item). It was then approved with one abstention; the remaining commissioners voted aye.
Discussion Items
- Recruitment Status Report: Caitlin reported on ongoing recruitments: interviews for Planning Manager and Maintenance Superintendent scheduled for Wednesday (April 22); an information session and performance exam for Maintenance Laborer; applications under review for Payroll Specialist; continuous recruitment for Heavy Equipment Operator and Associate Civil Engineer; multiple days of interviews for Police Officer Trainee; and the department's participation in the Napa Valley College Job Fair on Thursday (April 23).
- Expiration List Report: MJ reported on six eligibility lists (Police Officer Trainee, Police Officer Lateral, Accounting Supervisor, Accounting Technician, Building Inspector 1/2, and Firefighter) noting that all lists resulted in hires.

Are there any changes to the agenda or supplemental reports? No changes. All right. Thank you. We'll move on to public comment. Public comment provides an opportunity for members of the public to directly address the commission on items of interest within the subject matter jurisdiction of the commission. If your comments pertain to a specific item on the agenda, please reserve your comments until that item is before the commission. Are there any public comments from the audience? Seeing none. Since we've received no uh comments from the public, we'll now conclude the general public comment portion of the agenda and move on to section four, the consent calendar. Uh these routine consent calendar items can be approved with one motion and vote. If a commissioner wishes to discuss an item, they may request that the item be removed from the consent calendar, and after the remaining items are approved, the items which are removed are considered separately. Um I would move that we separate it for A. Since I can't vote on that. All right. Um we're going to move 4A off the consent calendar.
