Item 5.A: Classification Specification Revisions for Fire Marshal, Senior Fire Inspector, and Fire Inspector I/II
- Staff presented that the Fire Department requested updates to reflect current industry terminology, more accurately describe scope of work and responsibilities, update certification requirements, and meet operational needs. A salary survey found the positions within the city's salary philosophy, so no salary adjustments were proposed. Both affected bargaining groups (AMP and NCA) reviewed and agreed with the recommendation. The existing Senior Fire Prevention Inspector and Fire Prevention Inspector I/II classifications will remain in place. A flex matrix for progression from I to II was also developed with the union. The Fire Chief and Fire Marshal were present for questions.
- The Commission voted unanimously (5 ayes, 0 noes) to recommend that the City Council amend the City Classification Plan by revising the Fire Marshal specification and adopting new specifications and salary ranges for Senior Fire Inspector and Fire Inspector I/II.
-
Item 5.B: Election of Officers – Chair and Vice Chair for August 2026 to July 2027
- Per Civil Service Rule 11(A)(2), the Commission elected officers. Commissioner Russo moved to nominate Ryan FitzGerald as Chair and Scott Holliday as Vice Chair, citing tradition of progression from Vice Chair to Chair and from Vice Chair to future Chair. Both nominees agreed. The motion was seconded and passed unanimously (5 ayes, 0 noes).

- Item 4.B and 4.C: Consent calendar items approved without discussion.

Meeting Transcript
We're ready to call the meeting to order. All right. The regular Civil Service Commission meeting for August 17th, 2026 is called to order. Caitlin, would you please take roll? Commissioner Holliday? Here. Commissioner Mason. Here. Commissioner Russo? Here. Vice Chair Fitzgerald. Here. Chair Halliday is absent. All other commissioners are present. Thank you. Thank you. Moving on to item two on today's agenda. That's agenda review and supplemental reports. Do we have any changes or supplemental reports? Yes, we do have one typo that was caught on a attachment number four on the fire inspector one two class spec, third line down. There should be an of in between inspection and new. So a little typo there for that class spec. The inspection of new construction and fire protection systems. Okay. That's the only change. That's the only change. Yep. Great. Then we'll move on to item number three on our agenda, and that's public comment. So this is an opportunity for members of the public to directly address the commission on items of interest that are within our subject matter jurisdiction. So if anybody has a comment that is about a specific item on today's agenda, we'd ask that you hold that until we get to that item. But if there's anyone that has a general public comment, now would be the time to make it. Seeing none, um, we're going to then move on to item four, which is our consent calendar. These are routine items that can be approved with one motion and vote. If a commissioner wishes to discuss an item, they can request that item be removed from the consent calendar. And after the remaining items are approved, items which were removed will be considered separately. Does anybody want to remove anything from the consent calendar for a separate discussion? I'd like to please remove item 4A. Very good. We'll take up item 4A separately. Is there a motion to or is anything else that people would like to remove for separate conversation? I second his motion, right? I'd like a motion to approve item 4B and 4C. Oh. Okay. I move to approve items 4B and 4C on the consent calendar. I second. All those in favor say aye. Aye. Aye.
