Cultural Heritage Commission Regular Meeting - September 10, 2026
On September 10, 2026, at 5:30 PM, the Napa Cultural Heritage Commission convened to consider nine Mills Act contract applications, elect new officers, and discuss the status of the Thomas Earle House. Commissioners reviewed each property individually after the entire consent hearing was pulled for discussion. Eight properties received favorable recommendations to City Council, one application was continued, and new Chair and Vice Chair were elected.

Selection of Chair and Vice Chair

Mills Act Contract Applications (Items 6A through 6I)
Commissioners pulled all nine Mills Act items from the consent calendar for individual discussion. After staff presentations and applicant statements, each property was evaluated for consistency with Secretary of Interior Standards and the city's Mills Act program.
- 6A – 1516 Third Street (Lovejoy Mansion): Applicant Todd Lyon described extensive exterior repairs, interior unit upgrades, and new landscaping. Commissioners noted the home's eligible status and approved a motion to recommend to City Council (5-0).
- 6B – 1907 Spencer Street: Owner Elizabeth Schutz (appearing via Teams) explained plans to replace failing 1980s windows with wood double-hung units matching historic photos. Recommended for approval (5-0).
- 6C – 1340 F Street: Owner Rebecca Schenck detailed foundation work, research at Napa Historical Society, and planned restoration including the water tower. Recommended for approval (5-0).
- 6D – 1031 Vallejo Street: Owner Scott Jensen described completed interior restoration and planned maintenance. Recommended for approval (5-0).
- 6E – 362 Jefferson Street: Owner Andrew Stern emphasized the home's excellent condition and commitment to preservation. Staff noted a clerical error in attachments, which would be corrected before council. Recommended for approval (5-0).
- 6F – 617 Wilson Street (former Silverado Ballet School): Owner Paul Klein shared historical research and plans for roof replacement and window restoration. The commission asked that the 10-year plan be merged with his detailed project description. Recommended for approval (5-0).
- 6G – 576 Patchett Street: Owner Hillary Brennan outlined foundation repairs, window replacements, and potential conversion of an existing detached garage to an ADU. Discussion included appropriateness of a swimming pool (year 8) as a Mills Act improvement; the commission accepted it as a property enhancement. Recommended for approval (5-0).
- 6H – 1423 Seminary Street: No applicant attended. Commissioners criticized the current non-historic windows and vague 10-year plan (e.g., “maintain as necessary”). After debate, the commission voted to continue the item to the November 12, 2026 meeting to allow staff to work with the applicant on a revised plan including window replacement (motion to continue approved 5-0).
- 6I – 333 Randolph Street: Handled via consent after recusal of Commissioner Weston (applicant) and Commissioner McKinne (within 1,000 feet). Commissioner Rasmussen stayed. The commission approved recommending the contract to council with updated attachments (attachments 19 and 20 replaced 17 and 18) (4-0, 1 abstention).
Administrative Reports and Commissioner Comments
- Thomas Earle House: Commissioner Tuikka expressed concern about deteriorating protective plastic on stored architectural elements. A motion to place the property on the November 2026 agenda for a full status report passed unanimously.
- First Street Bridge Stones: Staff reported seeking information on the current location of salvaged stones.
- Historic Signage Program: Commissioner Wesson requested an update on initiating a historic signage program for districts like Fuller Park. Staff will report back on timing for related capital improvement projects.

First, because we're going to separate uh item I. So commissioners to my left. How about we go there? Um I went around and looked at all these houses uh in the last couple days and I sort of familiarize myself with what what the what they looked at and sort of look like and sort of my thoughts about their historical value. Um I haven't really got anything else. Very good. Go ahead, Commissioner Weston. I went by all of the properties. And when the Wilson property and the F Street property were on the market years ago, I did two of those properties on the inside. Um I also I normally when there's an applicant that comes before the CHC, I right away contact them so I can meet them and see and talk see and hear about their project. So I initially did that um with all the applicants, but then I decided to cancel it because I myself have a Mills Act and I didn't want there to be any question of any conflict of interest. Excellent. Thank you very much. To my right, Commissioner McKinney. I also went by all of the properties and did not see any of the homeowners, so I didn't have an opportunity to speak with anyone. But um visited everyone, a couple of them I was familiar with already. Thank you. Vice Chair Towica. I visited in the last few days, visited all of the houses, and I believe a couple of them were on the candlelight tour in the past, and I've been inside a couple of them, so in the years past. Yes, and the same for me as well. Uh having been on landmarks and vice president of that, they were on the tour. Uh couple of them came before this commission when I've been on the commission, so I know those as well, and basically know all these properties pretty well, uh, having lived here for so long and also toured them in the last week and again just a quick reference uh today. Um then um I just wanna can I just I did please do a candlelight tour and did go in with them too. If you're involved in landmarks, you end up in some of these. So yes. Okay. Thank you. If everyone can remember to turn off their uh or silence their phones, we'd really appreciate that. Um at this time, I would like to know if any commissioners are choosing to pull this from uh consent if there are any of these projects at this time. Um items A through H, or if there's any uh discussions further. I would like to pull off 6H, 1423 Seminary Street for discussion. Okay. Six H. Yeah. Any I would like to pull all of them. Okay. And other commissioners at I understand that Karen is, but is there any other thoughts from other commissioners? Commissioner, okay. So at this time, um I guess we have to make a motion to pull every one of these off for uh of the consent kit and um take deliberation. So do I have a motion to do so from other commissioners? Well, I'll make a motion that we uh acquiesce and pull the uh pull them off the public uh for discussion. Yeah. Yep. Is there a second? All second. All in favor? Aye. Aye. All right.
