Summary of Proceedings

Senior Advisory Commission Regular Meeting - October 7, 2026

The Senior Advisory Commission (SAC) met at Napa City Hall on October 7, 2026 at 2:00 PM to hear presentations from Abode Services and the Napa Quilt Guild, review the updated Regional Community Partners table, and receive the Senior Center Program Update. Commissioners approved the minutes from two prior meetings.

Consent Calendar

  • Approval of Meeting Minutes: Motions were made and seconded to approve the minutes of June 3, 2026 and September 23, 2026. Both items passed unanimously (all ayes, no oppositions).

Public Comments & Testimony

  • No public comments were made.

Discussion Items

  • Abode Services Presentation (Wendi Moore, Community Engagement Coordinator): Moore presented statistics on seniors served during fiscal year 2025–26, noting that 31% of clients (301 individuals) are age 55 or older, with 14 individuals over age 70 living unsheltered. She described outreach services, the South Napa Shelter (104 beds, 365-day stay limit, low-barrier including pets), the North Napa Center (closed July 2026 after state funding ended), housing programs (permanent supportive housing with 95% retention rate), and coordination with law enforcement and other agencies. Commissioners asked about case management continuity, stay duration, ADL requirements, and interfacing with care court.
  • Napa Quilt Guild Presentation (Kelly Van Kampen, Program Director): Van Kampen described the guild’s mission (preserving quilting culture, community service) and activities, including a quilt show at the Napa County Fair, the "Quilts to Share" program (hundreds of quilts donated annually to local organizations), and monthly meetings at the Senior Center (about 60 in person plus Zoom attendees). Commissioners suggested Abode Services and the Monarch Justice Center as potential recipients for quilts.
  • Regional Community Partners Table Update (Linda Button, Recreation Coordinator): Staff presented the updated table (Attachment 1), which is reviewed annually to avoid duplication and improve referrals. Commissioner liaison assignments were discussed—Liz Marks declined a liaison role for CSOA but agreed to Active Wellness; Tom Woolf noted a name change for Providence community health services; Howie Borxton offered to serve as liaison for some groups. Commissioners will provide final feedback by the next meeting.
  • Senior Center Program Update (Linda Button): Highlights included a Transit Ambassador event with NVTA (24 participants learned bus schedules, apps, and routes—planned as an annual event); the Summer BBQ (75 attendees with music, games, and catered BBQ); new fall programs (evening guided meditation, knitting/crochet, Spanish/English conversation, strength & stretch, writers group, art classes, speaker series); Coffee with Police and Fire Chiefs (about 12 attendees); Noche de Fiesta celebration for Mexican Independence Day (75 attendees, live music, dancing, catered by Azteca Market); and ongoing planning for Halloween, Thanksgiving, and holiday luncheons. Linda also reported on the Dia de los Muertos community altar (a 6‑week workshop, 13 participants creating handmade decorations including a 5.5‑foot paper mache Catrina named Paco). Justin Blanc, former program manager, has moved to the finance department, and Andrea will assume his program manager role.

Key Outcomes

  • Minutes from June 3 and September 23, 2026 were approved.
  • Presentations were received and information noted; no formal votes were taken on presentations or updates.
  • Commissioners were asked to review the updated Regional Community Partners table and submit any final feedback to staff before the next meeting.
  • The next regularly scheduled meeting of the Senior Advisory Commission is December 2, 2026.
