Napa Planning Commission Regular Meeting – January 19, 2023
The Napa Planning Commission held its regular meeting on January 19, 2023, at 5:30 PM in City Hall. The commission elected new officers, heard a quarterly development report, conducted a public hearing on the Browns Valley Subdivision, and discussed future work on residential design guidelines.
Election of Chair and Vice Chair
- Commissioner Bob Massaro was unanimously elected Chair.

Administrative Report
- Quarterly Development Report (Q4 2022): Staff presented a summary of projects submitted and permits issued. Notable: 66 residential units were permitted in Q4 2022, including 54 permits for the Valley Lodge motel conversion (Project Home Key supportive housing). The report included a year-over-year comparison for the fourth consecutive year.
Public Comments & Testimony
- Eve Kahn (realtor, Browns Valley resident): Expressed support for infill housing, urged protection of native oaks (11 of 25 protected trees to be removed) and asked about on-site replanting. Also suggested ADUs could be integrated into the main house design as seen in other Edenbridge projects.
- Marie Gato (owner of adjacent 3.5‑acre property, 3084 Browns Valley Road): Opposed the density and the ADU exhibit, stating she was not properly notified. Expressed concerns about parking, traffic on Browns Valley Road (difficulty exiting her driveway), and erosion from stormwater discharge into the creek.
- Chris Craker (architect, neighbor): Supported annexation and a subdivision but argued the project should provide more units (at least 16) consistent with the new 2040 General Plan. Criticized the architecture as “big boxes” lacking character, the widening of Browns Valley Road, and the misalignment of the proposed cul-de-sac with the existing parking lot across the street. Urged smaller, more affordable houses.

- Public works confirmed the project would generate about 110 daily trips and would not trigger traffic signals; the cul‑de‑sac location met sight‑distance standards.

- Vice Chair Shotwell noted the applicant followed all procedures and policies. Commissioner Kelly encouraged the applicant to revisit density after the tentative map stage. Commissioner Hurtado struggled with the design but acknowledged compliance. Chair Massaro stated the commission lacked the legal means to require higher density or better design under existing rules.

What does it mean regular? Like irregular meeting for the Planning Commission. Let's do our uh call to order. That's called order and a roll call, please. Commissioner Urtado. Present. Commissioner Kelly. Present. Commissioner Shawwell. President. Vice Chair Masaro. Present. Chair Heather. I'm here. Um could you all make sure your pages and your phones are off and join me in a pledge of allegiance? I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. So we have a little order of business that happens every two years, and that's called the selection of the chair. Um, which means I'm not going to be the chair, and the selection of the vice chair. So I'd like to start that party off by I'd like to nominate Vice Chair Masarro for the chair position. Um can I get a second on that? Second. Uh anybody want to discuss it at all or all in favor? Oh, wait, I'll discuss. Um I think it's a great idea. Can you just express that with your vote? So do I. All in favor. I so now we're looking for a nomination for vice chair. Um I guess Commissioner Heather, I uh nominate um Beverly Shotwell as vice chair. Okay. Um may I have a second? And then we can discuss. Yeah, I think we did we should discuss. Um second, okay. So I I know we sort of do this kind of i irregular um rotation of of commissioners, but I would just want to you know point out that um Commissioner Hurtado has has been on the uh commission a year longer than Commissioner Shawwell. Okay. Anything comment about that? I'm okay if uh Commissioner Shotwell wants to take the vice chair. Um I'm I'm all for that, so I appreciate you uh Commissioner Kelly. Um but I I think I think it's uh I think we're ready for you. Okay, well you don't have anything to say. Let's hear what Commissioner Shawwell has to say. Just comment. Um I I would also very much support be 100% behind Commissioner Hurtado.
