This was a technical working session between city staff (Tiffany, Sam, Natalia) and consultant Carolyn to review and optimize use of the Legistar agenda and minutes management system. Discussions covered system security, workflow refinements, and minutes formatting improvements.

- Legislative File Creation Privileges: Staff discussed restricting the ability to create new legislative files to the city clerk's office, with the city manager serving as an approver to prevent surprises. - Motion Text and Action Customization: Staff requested new action types (e.g., “Provided direction to staff”) and renaming of rarely used actions to avoid clutter. Carolyn also proposed adding the enactment number to the motion text to reduce manual data entry.
- Historical Meeting Data: A 2015 special meeting was found to be missing from public view; staff will republish it after suppressing the printed on date to avoid confusion.

Yeah. Thank you. So in um system in admin system security, security features. You can set the privileges for each group. So let's just do so. You all are obviously system admins, I would imagine. So we're not gonna impact you. But with the new group with the group that should be able to do it, would it be the city clerk drafter group or or the admins? Is there an admin group? There is an admin group, yeah. So it would probably be just us. So the the um the privilege that you're looking for ultimately is this add legislative files. That's the button that's literally gonna allow them to click new. So system security uh security features, and then if they're ledge files, and it's called add legisl ad legislative files, which is at least logically named, which is more than I can say for some of our stuff. So I would have just have to go in and uncheck that from all the other groups from all the other groups, essentially, and then we establish our new process by which they email the Steve for approval, he says yes, and then they email our agenda email box, and we have to put in the placeholder. Yes, and then my question, my follow-up question for that would be once the placeholder has been created uh with with the responsibility for adding the rest of the material and editing it and making it you know correct go back to them. The the city manager just doesn't want them to just create files willy-nilly without yeah, we've been getting surprised lately, and I think I see he's just trying to have a better all over understanding management and like yeah, that's it's just trying he's trying to lock it down, which I appreciate because then we don't get any surprises. Um, and he keeps saying, I I see it last in the workflow, and it it drives me nuts. And I'm like, Steve, we can move you, and right now we could make you first in the workflow. That would be an FYI in the beginning, like if so immediately before it goes. So, but I think I think what we need to do is make him um an approver because I think what happens is the FYI he gets the notice, but it doesn't show in his like in that bottom right corner. Yeah, so it doesn't. That's right. It doesn't show in Legistar. Yeah, and so I'm like, Steve, if you because you are you do see it first, but I don't think he's making the connection or something because then it's he's the last approver because we have him see the final pretty product, and then like he's the last one to sign off, right? But I said we can move you, he's acting like it's their fault that he sees it last. Well, you could also put him in their book twice. I know. So then you have because then you click on the link because I don't if FYI I don't think they get the link, do they? Correct. They get a link, but I mean it doesn't I mean they they it just takes them to somewhere where they can read it, which doesn't really help him. Yeah, so anyways, I think that's well. You might want to revisit that with him because my concern, the concern I would have if he was asking me this, the thing that I would say to him is Steve, I think you're gonna gum up the works a lot by asking you know the clerk's office who is already very busy to do data entry work. I'm worried that he's putting more on your plates than that would be my concern, but you know, not mine. But the placeholders take two seconds. I mean, it's really just meeting date item, and we would make them fill out like they'd have to say we don't want to take away any of their editing privileges. He literally just doesn't want to allow them to allow to create a brand new. Yeah, I mean, if that's not too cumbersome for you, I think that's fine, but I think you're yeah, I I do like your idea that if this gets frustrating and like changing all the privileges and you get a lot of people pushing back on you, just make him first and make him both the first approver and the last approver, and basically his first approval is yeah, I'm okay. Let's create this file, and then his last approval is the pretty product, but that's creating more work for him. Well, then I was telling you not really though. Right. And that's not being tracked anywhere other than his email. Yeah, so and well that would make me a little nervous if I were him. Yeah, so I don't know what I think he would rather I don't know, I gotta talk to him again, but yeah, well, he might not realize that he can be in a sequence more than one time. Yeah, he he may not understand that because he's not, you know, he's not sitting on these calls with us and being getting like the technical, you know, 17 layers down in the in the technicalities of it all. So you may well, I can I'm already in there once. Can I be in there twice? Yeah, you could be in there six times. Yeah. I could show him my testing, um, my my testing sequence that has been passing a file back and forth between Brad Pitt and Angelina Jolie for seven years.
