Yeah, but it was different.

0:02

Something to do.

0:03

It was just, you know, good people watching for sure.

0:05

Sounds like a nice surprise too, which is always fun.

0:08

I enjoy a surprise.

0:09

Yeah, that's about that was my big excitement.

0:13

How about that?

0:15

Me?

0:16

Yeah.

0:17

Um I um just didn't really do much this weekend.

0:21

It snowed all day Saturday.

0:23

At least it did up by me, Brian.

0:24

I don't know if it did down by you.

0:26

You know, I don't know if you got a lot of snow down there or it snowed quite a bit on Saturday.

0:32

Yeah.

0:33

It was um not a ton of accumulation, but it was consistent throughout the day.

0:39

Yeah.

0:39

So it made it sort of difficult to want to go and do anything, leaving the house wise because you know, the it was really cold and the roads weren't great.

0:48

So uh and you're both in Colorado, is that right?

0:51

Yeah.

0:52

Yeah.

0:53

Uh Brian, I think you're a little south of me.

0:56

Is that right?

0:58

Um, I'm in the tech center area.

1:00

So yeah.

1:02

I'm downtown.

1:03

So yeah, like uh 20 minutes from downtown south, basically, something like that.

1:09

So Brian, Brian doesn't always get exactly the same weather as me.

1:13

Gotcha.

1:14

Yeah.

1:15

But you know, I live I live just outside of downtown.

1:20

So we're talking Boulder, right?

1:22

Denver.

1:23

Denver.

1:23

Okay.

1:24

Yeah.

1:24

I can actually if I not that I stand on the roof of my house regularly, because that would be weird.

1:29

But if I stood on the roof of my house, I can actually see our office building.

1:34

Oh, so you have headquarters, granted.

1:36

We do.

1:39

Technically is is I think Denver might be the only office we have left.

1:42

Oh, really?

1:44

Oh.

1:44

Yeah.

1:45

Yeah.

1:46

We're we're pretty pretty remote forward company now.

1:51

Um right.

1:52

Well, we're all here.

1:54

Welcome back.

1:55

I did start our recording.

1:58

Uh this is our final of our calls together for the optimization reconfiguration of your Legistar.

2:05

Uh and the purpose of the call today is to um kind of just review all of the steps and changes that we took together.

2:14

Uh capture any outstanding um items or questions that we need to adjust.

2:22

Make sure that any tickets that I need to submit, do go ahead and get submitted.

2:27

I wanted to specially and specifically review the generation of the housing authority and PFA um meetings, since those are the new meeting bodies that we created, make sure those are working as expected, including the publication, the export and publication process.

2:44

Um want to make sure that those are working as expected.

2:48

Uh and then uh answer any outstanding questions we have.

2:53

We also have Brian joining us today.

2:55

He's the been the project manager for this call for this project.

2:59

Um Brian, it's probably been a while since you talked to the Napa team.

Legistar Optimization Project Wrap-Up Meeting - January 27, 2025

This meeting was the final formal call between Granicus consultants (Carolyn and Brian) and Napa city staff (Tiffany and Sam) to review completed changes and outstanding items for the Legistar agenda and meeting management system reconfiguration. The project involved separating the Housing Authority (HA) and Public Finance Authority (PFA) into their own body types, enabling new reporting features, and documenting remaining tasks.

Discussion Items

  • Review of Completed Changes: Carolyn confirmed that boilerplate language for meeting bodies has been updated live. Tiffany noted that the PFA boilerplate still needs to be copied from a recent agenda; Carolyn will assist.
  • Separation of Body Types: The Housing Authority and Public Finance Authority were split from the primary legislative body into their own types. This prevents cross-contamination of items and allows distinct procedural rules. All relevant workflow controls and office members have been configured.
  • HTML Agendas and Minutes: Carolyn will enable the feature. HTML versions will apply only to new meetings published going forward. The team agreed to start using it from February 1, with existing January meetings to be republished retroactively.
  • One-Click Packet Generation: This will allow collation of packets with bookmarks for printing. Carolyn will enable both the internal single-click PDF and the packet publication to Insight. Brian warned that signed or encrypted PDFs may need flattening (e.g., via Microsoft Print to PDF) to avoid collation errors.
  • Report Changes: The “printed on” date will be suppressed. Fonts and alignment have already been adjusted to place recommendation/attachments under the item number, which staff approved.
  • Feature Request: Staff requested that non-ready statuses (draft, approval review, approval paused) appear in red instead of green in the agenda module, to avoid confusion with items that are actually ready to publish. Carolyn will submit a feature request and tie it to a support ticket for updates.
  • Repairs:
    • Special meetings imported from historical data (e.g., 2015) are missing from Insight. Carolyn will investigate with the migrations team (Chris Minton); worst case, they can be republished.
    • Motion text in minutes was confirmed to be working correctly for the January 21 meeting. A closed session problem (pulled item lacking “withdrawn” action) was resolved by adding additional action types (withdrawn, continued) to the closed session workflow.
  • Consent Calendar Issue: Tiffany reported that when processing consent votes in Legistar, the first item (typically Minutes) frequently fails to retain the standard action, requiring manual correction. Carolyn asked Tiffany to record a screen capture of the issue for analysis.
  • Live Manager Use: Tiffany expressed interest in using Live Manager to edit motion text (e.g., changing future tense to past tense) during meetings. Brian and Carolyn confirmed that if the “use media manager text on import” setting is enabled, editing in Live Manager should work. They recommended testing on a small upcoming meeting (February 4).
  • Next Steps for Planning Commission: Sam will independently migrate the Planning Commission from Media Manager to Legistar. Carolyn will provide a list of file types in advance. Training sessions with Lauren are scheduled: three sessions the week of February 3 and two the following week.

Key Outcomes

  • Action Items for Carolyn (Granicus):
    • Enable HTML agendas and minutes (target: January 30 so staff can start February 1).
    • Enable one-click packet generation (both for internal and Insight publication).
    • Suppress “printed on” date on reports.
    • Submit feature request for status color changes and tie it to a support ticket.
    • Upload all remaining project call recordings to the Media Manager folder (Legistar Optimization Project).
    • Investigate missing special meetings from Insight.
    • Provide Sam with the list of file types for Planning Commission setup.
  • Action Items for Napa Staff:
    • Tiffany to republish January 2025 meetings after HTML feature is enabled (excluding cancellations).
    • Sam to consolidate drafter/approver groups on her own timeline.
    • Staff to test Live Manager editing on February 4 meeting.
    • Tiffany to record a screen capture of the consent calendar issue and share it with Carolyn.
  • Training: Lauren will conduct scheduled training sessions starting February 3, with emphasis on Live Manager and consent calendar processes.
  • Support: After project close, minor tweaks can be handled via Granicus support; larger projects would require a new project engagement.
