This is for 2415 Trower Avenue variants, which is an application for variants requesting a reduction to the required front setback from 20 feet to 12 feet, and a reduction of required parking spaces from 3 to 1 at 2415 Trower Avenue.

3:24

Applicant is the city of Napa.

3:27

Just referred to the project site 2415 Trower Avenue is located approximately 250 feet west of Linda Vista Avenue.

3:37

It is part of the Linda Vista specific plan area on site.

3:41

There's a single family dwelling with an attached carport, is a three-bedroom, one bath.

3:48

As part of the fiscal year 1718 budget, one of the improvements was a Trower Avenue Complete Streets project, which identified a portion of Trower Avenue, approximately 250 feet, like I said, west of Linda Vista Avenue that called for street widening and improvements that are similar to the improvements you see out there today, which are required acquisition of approximately 22 foot sections of four properties, and this is the the fourth of those four tonight.

4:29

The request is a reduction in the front setback of the single family infill zone from 20 feet to 12 feet and a parking space reduction from three to one.

Summary of Proceedings

City of Napa Planning Commission Regular Meeting - November 20, 2025

The Planning Commission met in regular session on November 20, 2025. Commissioners approved routine minutes and conducted a public hearing on a variance request for 2415 Trower Avenue. Staff provided updates on upcoming projects and personnel.

Consent Calendar

  • Approved the minutes of the November 6, 2025 regular meeting by unanimous vote.

Discussion Items

  • Variance for 2415 Trower Avenue: Staff presented a request from the city (as applicant) for a variance to reduce the required front setback from 20 feet to 12 feet and reduce required parking from three spaces to one. The property is a single-family dwelling affected by the Trower Avenue Complete Streets project, which required acquisition of land for street widening. No public testimony was offered. The commission voted unanimously to approve the variance and adopt the resolution finding the action exempt from CEQA.

Other Matters

  • Commissioner Ebach noted that new thermoplastic crosswalk striping appears slippery when wet. Public Works staff acknowledged the comment and said they would monitor the situation.
  • Commissioner Myers thanked staff for temporary markers on Third Street, citing improved pedestrian safety. Staff reported a contractor is scheduled for early December for permanent striping.
  • Personnel Update: Community Resources and Development Director Molly Radigan announced that Planner Ryder Dilly made his first hire after a recruitment that received 185 applications, with 45 phone screenings and 10 in-person interviews. The new hire's name will be announced later.
  • Project Updates: Radigan reported that La Petite Elephant will receive its building permit on Monday, and the First Street Phase Two project received its structure permit. She also noted that a major foundation pour (the "wagon wheel") for that project starts at 3 a.m. on November 21 at the Pearl Street Garage and Archer Hotel, involving hundreds of cement trucks and expected to conclude by 2–3 p.m.

Key Outcomes

  • Unanimous approval (5–0) of the variance resolution for 2415 Trower Avenue.
  • The next regular Planning Commission meeting is scheduled for December 18, 2025; the December 4 meeting is canceled.
