They'll have some professionals on staff that'll uh be looking at how to restore and showing people how to restore some of these really old headstones.

And if you don't know about the Thomas Overton Cemetery or Thomas Overton, he was very important when it comes to our president from this area, Andrew Jackson, and a duel that he was in.

But that event's gonna happen at the Thomas Overton Cemetery this Saturday from 9 a.m.

to 3 p.m.

And then on the 30th of October, we have a multi- uh district community meeting talking about planning and the changes in the bills proposed.

That will be at 400 4004 Lebanon Road on October 30th from 6 until 7, and the members of the planning staff will be there for questions and answers.

Essentially, districts 11 through 15 will be hosting a meeting with the planning department at Mount Gilead Missionary Baptist Church.

That meeting will take place on October the 30th at 6 p.m.

Uh meeting topic will be the proposed zoning changes.

Um but we do have RS 2025-1555, a resolution recognizing October 2nd, 2025 as wrongful conviction day in Nashville and Davidson County, presented by Councilmember Capp.

And it's really an honor to be joined by uh two of the exonerees that are mentioned in this resolution.

Um they're here with us today, uh Mr.

Whitehead and Miss Watkins.

Uh so thank you to them for joining us for the reading of this resolution.

Whereas the Metropolitan Government of Nashville and Davidson County is committed to promoting justice, fairness, and the protection of the innocent, and whereas wrongful convictions cause irreparable harm to people, families, and communities, and undermine public confidence in the justice system.

And whereas the following people were wrongfully convicted in Tennessee and then exonerated.

Wayne Burgess exonerated after serving 24.5 years in prison.

Charlie Dunn served 26.4 years in prison but died in prison before being exonerated.

Claude Garrett, exonerated after serving 29 years in prison.

Paul Shane Garrett exonerated after serving 8.5 years in prison.

Scott Minton exonerated after serving 31 years in prison.

Darren Price exonerated after serving 17 years in prison.

Joyce Watkins exonerated after serving 27.2 years in prison.

Ricky Lee Webb exonerated after serving 46.5 years in prison, and artist Whitehead exonerated after serving 21 years in prison.

And whereas the wrongful convictions of Charlie Dunn, Claude Garrett, Paul Shane Garrett, and Joyce Watkins occurred in Davidson County.

And whereas raising awareness about wrongful convictions such as these and the systemic factors that contribute to them helps foster reforms to prevent future injustices and recognizing wrongful conviction day with Nashville and Davidson County will serve as a meaningful reminder of the need for vigilance reform and support for exoneries.

And whereas recognizing wrongful conviction day will I let Nashville Nashville's Davison Counties commitments to criminal justice reform, due process, and the protection of the constitutional rights.

Okay.

Um now therefore, be it resolved by the Metropolitan Council of Nashville and Davidson County.

Um section one that the Metropolitan Council hereby goes on record as recognizing October 2nd, 2025 as wrongful conviction day in Nashville and Davidson County, acknowledging the wrongful convictions of innocent individuals and supporting ongoing efforts to address the crucial issue.

Section two that the Metro Metropolitan Council encourages all residents, organizations and officials to observe wrongful conviction conviction day by reflecting on the importance of justice support and reform initiatives and promoting awareness.

Section three that the Mellet Metropolitan Clerk is directed to forward a copy of this resolution to the Tennessee Innocence Project.

Section four that this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

And I'll ask um our exonerees to join us and their families are present here today for a photograph and presentation.

So first, I would like to wish a happy diwali to all who celebrate.

It is the Hindu festival of lights, celebrated by millions worldwide to symbolize the victory of lights over darkness and good over evil.

So Lord knows we could use a lot of that celebration right now.

I also want to acknowledge that it is Filipino American History Month, a time to honor the history, accomplishments, and culture of Filipino Americans in the United States.

Um, as well as other methods of coercion and control.

Excuse me, was also an honoree um for that particular award.

So Creative Girls Rock was um honored for transformative education, Reverend Egoran McIntyre for women's empowerment, Reverend Edward Sanders the second for spiritual formation, and Turk for racial justice.

Uh so congratulations uh to those honorees.

And lastly, anyone who knows me knows that I do not watch sports ball.

However, I would like to send the congratulations to Vanderbilt on their big win against LSU and a big blue congratulations to my two-time alamada, the Tennessee State University on a successful and safe homecoming as well as a big win against my other alma Howard University.

I grew up in the Catholic Church and still practice Catholicism today.

I attend Saint Vincent DePaul Church, where I've been a member for over 25 years.

With that, let us pray.

Lord God, we come before you and ask you to turn our hearts and minds to you alone, to you who have power over the whole world and who can do everything in our hearts according to your will.

Forgive us, Lord, for being too busy or distracted by evil things for not fully recognizing what you've so freely given and all that Christ has done for us.

Remove the obstacles in our hearts that cover your grace.

When we arise from prayer, let us not forget your love, and may our prayer continue.

When we engage with each other, may your mercy go forth as we were saved by your mercy.

Let us stand firm on principles on the rock that is Christ whose spirit gives us life.

Councilmember Swara has uh hosted two uh annual youth and local government days with numerous council member volunteers.

Councilwoman Gamble has presented to the Cups Youth Group.

Um, Councilmember Vowe is making plans for Carter Lawrence student leaders to visit the council, just to name a few.

Civic education and understanding the institutions of our democracy and the checks and balances at all levels of government has always been important and is especially important now.

Helping young people learn to be critical thinkers who know how to find trustworthy, unbiased information in an age of increasing different disinformation is important.

There were free vaccination clinics across the city until 6 p.m.

today.

Even if Nashvilleans were not able to participate today, vaccinations are still available through our Metro Health Department.

So please do follow them for more information as well as for information about how to access breast cancer screenings.

October is breast cancer awareness month, and as many council members may be aware, I was diagnosed with stage 1B, estrogen receptor positive cancer five years ago at the age of 47 through a routine screening mammogram, which is now recommended starting at age 45.

As I had no warning signs, had I waited till age 50, my cancer journey would have been a very different one.

I was able to address my cancer with a mastectomy surgery and did not have to undergo chemotherapy.

And for that, I am very grateful.

So please do encourage every woman you know that is 45 or older to get a mammogram.

The deadline for Nashvilleans to register to vote for the Congressional District 7 special election on December 2nd is coming up fast on November 3rd.

So if you are hoping to vote in that special election in early December, please plan ahead and look to the Davidson County Election Commission for information you will need.

Please note also that due to that special election on Tuesday, December 2nd.

Council's uh first December meeting will shift to Thursday, December 4th.

Council members, you have a memo from me on your desk providing notice that there is now one vacancy on the Transportation Licensing Commission.

The function of the TLC is to have exclusive jurisdiction of the licensing and regulation of all vehicles for hire, including but not limited to taxi cabs, wreckers, sedans, limousines, horse-drawn carriages, and persons and businesses engaged in the practice of booting.

Members of the council will be called upon to make nomination at the November 4th council meeting.

Lastly, uh Council members, October the 31st is the deadline for your submittals to the Capital Improvements Budget, uh, which is somewhat confusingly the planning document that informs the capital spending plan, which is an actual budget.

We thank the planning department and council office staff for their work on that, as well as their work and support for a wide variety of informational community meetings about pending zoning legislation, and we encourage the community to follow the planning department, the council office, and their council members online for more information about those meetings.

We have very diverse community representation matters, and so they committed to doing all of that voluntarily, I might add.

And so, but I just wanted to at least before we vote for us.

Nothing to do with the vote.

I'm voting for it, not because of that commitment, but I think the fact that they voluntarily did that in good fate, I wanted to acknowledge that as well.

I just wanted to thank um everybody involved on the administration side and the um successful bidder uh for their focus on keeping the greenway connections open um behind the amphitheater.

Um that's been uh between that uh previous operator and the construction in the area that has been a major roadblock for cyclists and pedestrians in the area.

I'm really excited about the uh the kind of extended greenway.

Um and I did I did ask some questions.

I wasn't able to be here in committee yesterday, but I asked some questions, and we are anticipating that roughly the cost of that greenway extension is gonna be the million for construction and 100,000 for planning that um is in this agreement.

Although if if it does go over, it will obviously fall to Metro and not the um the Opry group, but we're we're believing that it's about that 1.1 in total, so that's really great news, and I just um really appreciate the focus on that aspect of it.

There were at least five drafts for this bill.

And then I withdrew it at the September meeting only to make sure that we had all our ducks in a row.

I am, and I told the two committees, I am what is known as CDO, and that's OCD alphabetically.

Um, I don't just throw stuff on paper and present it.

And we had 30 something people that said in this room that said they would co-sponsor it.

Um because somebody in the Department of Health dropped the ball and did not give it to the Board of Health, and because somebody wasn't paying attention, they did not get a copy of this, and they wanted to have an opportunity at their November 13th meeting to read it.

And I stood firm and I said this has been going on for almost a year.

This has been going on, and I didn't remember how many drafts there were.

I disagreed.

Um the folks in public health agreed with me.

Clearly, the folks in rules did not.

So I'm gonna move for a two-meeting deferral.

Um, and there's a condition to that effect.

So removing that condition would uh go against the planning commission recommendation then result in a disapproved bill.

Yes, there was a concern with the community that this um new project is gonna bud up to that there would be people visitors parking in the community and then taking up space on their street and coming over.

It was a small concession to get the project done.

We felt overall it's a good project for the district, and if that was gonna get the community community on board, we felt was the right thing to do.
