2:42

Uh next item, new business, April Tiff report.

2:48

This is the um report that we compile um each year for this body.

2:54

Um so this is uh for uh the year of 2025, and you'll see that within this by Indian code, we are required to um list the commission members and their offices as well as their terms, the employees and uh salaries for this office, um any recipients that will loan or a grant, which you'll see is the um development county school court uh educational program.

3:23

We need to list the amount of funds uh at the close of the calendar year, so you'll see the TIFS that are listed there, as well as expenditures and revenues, uh, as well as the areas that have been established when those expire.

3:39

Um we have a summary of activities that were accomplished during 2025, and then you'll see the attachments which have the principal and um interest obligations, the lease obligations, and then our tip parcel list as well.

3:56

If you have any questions about those, um I'm happy to answer them.

4:01

Um if we receive uh your approval, then this just gets submitted to uh Linda Muller and the controller's office, and uh it's uploaded into the LGF.

4:14

So I guess that that's my one question is just you know, um obviously we do this and we comply with the post number requirement, which I believe is in gateway, correct?

4:27

So um do we also uh put this on the website or anything?

4:32

Just is that no, it's that's not a requirement of Indiana Code is required for it to be uh for it to be filed with uh with a gateway.

4:43

So anyone can pull this down from gateway.

New Albany Redevelopment Commission Meeting – March 24, 2026

The New Albany Redevelopment Commission met on March 24, 2026 at 5:15 PM. Present were Terry Middleton, Jenny Collier, and Adam Dickey; Bob Norwood and Daniel Guest were absent. The meeting was called to order, and the pledge of allegiance was recited. Roll call was taken, and the commission proceeded to approve the minutes from the March 10, 2026 meeting, heard no public comments, had no old business, and considered two new business items: the April 2025 TIF report and a claims worksheet. The meeting concluded with announcements of upcoming ribbon cuttings and adjournment.

Consent Calendar

  • Minutes Approval: The minutes from the March 10, 2026 meeting were approved unanimously. Commissioner Adam Dickey, who was not present at that meeting, stated he had reviewed the recording and felt comfortable approving the minutes. The motion was made by Terry Middleton, seconded by Jenny Collier, and passed by voice vote with all in favor.

Public Comments & Testimony

  • No members of the public signed in or provided comments.

Discussion Items

  • April 2025 TIF Report: Staff presented the annual TIF report required by Indiana Code. The report lists commission members, offices, terms, employees and salaries, loan/grant recipients (including the Development County School Court Educational Program), fund balances at year-end, TIF area expenditures and revenues, established areas and expiration dates, and a summary of 2025 activities. Attachments detail principal and interest obligations, lease obligations, and the TIF parcel list. The report will be filed with the State Controller (Linda Muller) and uploaded to Gateway. Commissioner Adam Dickey asked about posting the report on the city website for transparency; staff clarified that Indiana Code only requires filing with Gateway, but the information is publicly available there. The commission approved the report unanimously.

  • Claims Worksheet: A small claims worksheet was presented, which included an item for “Earthwork design – litigation plan coordination with DNR and submissions.” Commissioner Dickey confirmed that this line item related to the riverfront shoreline improvements. The worksheet was approved unanimously.

  • Other Business – Ribbon Cuttings: Staff announced two upcoming ribbon cuttings: one on Friday, March 27, 2026 at 12:00 PM with Riley Dental Group (Oneaside), and another on Monday, April 13, 2026 at 11:00 AM also with Oneaside (related to construction). Commissioners requested that the details be emailed to them.

Key Outcomes

  • Approval of April 2025 TIF Report – Unanimous. The report will be filed with the State Controller and uploaded to Gateway.
  • Approval of Claims Worksheet – Unanimous.
  • Meeting Adjourned – Motion by Terry Middleton, seconded by Jenny Collier, carried unanimously.
