1:14

Okay.

1:15

I'll start there.

1:17

Proposal slides have been accepted as for the record.

1:21

Wesley, you want to go over your report.

1:27

Uh we had some slop fencing down and some full mats and a few sites, uh, he had a little sediment output.

1:36

Um seems like they've got it all take care of since then we're still asking Wawa to reinstall their construction trees, but that's that's all I got this week.

1:47

Okay.

1:47

Any questions for Weston?

1:49

All right, thanks, sir.

1:50

Thank you, Chrysler.

1:51

All right, yeah, do you want to go over the financial reports for us?

1:55

Uh yeah, so our uh revenue is logical breakout or under budget by our road from Jam.

2:08

Our expenses are running off so I felt okay.

2:19

2:21

2:23

3:02

Good morning.

3:03

Good morning.

3:13

Jason Copperwood of the Primavera and Associates 100 Bell Lane, New Albany.

3:16

Uh here representing Jake Elder, uh, who's Tech 12 LLC, who's the developer for Fox Run Commons.

3:22

I'm not sure.

3:23

Did you guys get a copy of the drainage redirection analysis report that I that I did?

3:28

I don't believe so.

3:29

I don't remember okay.

3:31

All right.

3:31

I can go through a little more detail then.

3:33

So Fox Run Commons is a residential neighborhood on the north side of Reese Lane, just west of where it turns 90 degrees uh from the west of Sam Tech.

3:42

Um we uh prepared plans and went through drainage review approval through through Heritage, your third party uh reviewer uh and achieved approval.

3:52

Um and they started construction.

3:55

I think I think they had a big rain event like right at the beginning of construction, which which would cause some some flow across Reese Lane and kind of through Lancaster Woods, and the developers started looking at alternatives.

4:06

What would be a better alternative for stormwater discharge?

4:09

So naturally, uh watershed one from the development, there's about three watersheds.

4:14

Watershed one flows directly south, crosses Reese Lane and goes through Lancaster Woods through a relatively shallow small ditch, but that's the natural path of flow.

4:24

In our design, we restricted the flow down to pr at or below pre-development level, so we meet the ordinance, but it's still not a great discharge point, right?

4:33

Because it's through another neighborhood.

4:35

Um, you know, so he started looking at alternatives, and he's also part of what he's doing is improving Reese Lane, that east-west portion over to his development.

4:45

So he's putting in storm sewers to improve that section.

New Albany Storm Water Board Meeting - June 11, 2026

The Storm Water Board of New Albany, Indiana, met on Thursday, June 11, 2026, at 10:00 AM in City Hall Room 100. The board approved routine items, received staff reports, and conditionally approved a stormwater redirection plan for the Fox Run Commons development.

Consent Calendar

  • Approved the minutes from the May 28, 2026 meeting.
  • Approved the claims for the period May 28 to June 10, 2026, totaling $45,231.81.

Staff Reports

  • Stormwater Director's Report: Phillip Aldridge was absent; his emailed report was attached to the record by motion.
  • QPI Inspections Report: Westley Fair reported that some sites had silt fencing down and sediment output, but issues were resolved. Wawa was still asked to reinstall construction trees.
  • Financial Report: Ed Wilkinson stated revenue is under budget and expenses are running favorably. No questions.

Discussion Items

  • Fox Run Commons Stormwater Redirection: Jason Copperwood of Primavera & Associates, representing developer Jake Elder (Tech 12 LLC), presented a proposal to redirect stormwater from Watershed 1 of Fox Run Commons to Slate Run instead of its natural path across Reese Lane through Lancaster Woods. The developer is improving Reese Lane with storm sewers, and the redirection would use those sewers. Analysis showed that adding the proposed 100-year flow (about 45 cfs) to Slate Run would increase water levels at existing culverts by approximately 1.5 to 1.75 inches, with no impact on upstream structures. The board considered this a better alternative than sending water through an already flooded neighborhood. Casey of Heritage Engineering (third-party reviewer) supported the concept and recommended three conditions.

Key Outcomes

  • Motion to Approve Conditionally: The board approved the redirection request subject to the following conditions:
    1. The discharge rates to Slate Run must not exceed the originally approved rates.
    2. The rise in water level at the culverts must be limited to no more than 0.1–0.15 feet above existing conditions.
    3. The developer must obtain approval from the Sanitary Sewer Department for the proximity of the new storm sewer to an existing sanitary sewer on the north side of Reese Lane. Additionally, final design and calculations must be reviewed and approved by the third-party reviewer (Heritage Engineering).
  • Vote: Unanimous (all ayes, no opposition).
  • Next steps: Developer to proceed with detailed design and obtain necessary approvals.

No public comments were made during the meeting. The meeting adjourned after the vote.
