The New Albany Board of Public Works & Safety met at 10:00 a.m. on Tuesday, August 18, 2026, at New Albany City Hall. The board unanimously approved Harvest Homecoming-related special event permits, heard infrastructure and paving updates, approved a temporary Main Street closure for church clock repairs, and approved claims and the August 11, 2026 meeting minutes.

Special Event Permits
- St. Mark's Harvest Homecoming parking (Thursday, October 8 through Sunday, October 11): Approved for blocking four on-street parking spaces along East Third Street next to the Floyd County Health Department lot. The church requested city and police department signage on barricades because people moved them last year; volunteers will help monitor. Hours: Thu noon–9 p.m., Fri/Sat 9 a.m.–9 p.m., Sun 11 a.m.–5 p.m.
- YMCA Harvest Homecoming parking (October 8–11): Approved subject to reminding the YMCA that it is responsible for landscape maintenance in the area and must have it in order before the event. Barricades will be dropped at parking lot entrances on West First Street, Jeanette Way at West First Street, and Pearl Street. Hours: Thu–Sat 7 a.m.–9 p.m., Sun 7 a.m.–6 p.m.
- St. John's Harvest Homecoming parking (October 8–10): Approved for the Billy Herman parking lot. The parks department will not use the lot during that time. One section will be reserved for Harvest Homecoming vendors; St. John's will monitor and remove trash and allow park staff to park there. Hours: Thu–Sat 11:30 a.m.–9 p.m.
- New Albany Main Street Harvest Homecoming Farmers Market (October 7–11): Approved for City Square. The city will check all electrical outlets before Wednesday, October 7 load-in. Hours: setup Wed 4–7 p.m.; open Thu noon–9 p.m., Fri/Sat 9 a.m.–9 p.m., Sun 11 a.m.–5 p.m.; teardown Sun 5–7 p.m. A permit correction was noted so Friday hours reflect 9 a.m.–9 p.m.
- In Memory of Ralph Hines Car Show (Saturday, October 10, 7 a.m.–4 p.m.): Approved for Mark Miller in partnership with the city and Harvest Homecoming. The permit incorrectly stated there would be no music; the event will have music and a DJ on the amphitheater stage. It will use the West Amphitheater parking lot, East Amphitheater parking lot for accessible parking, Water Street closure from the West Amphitheater lot to the East Amphitheater lot, the amphitheater, and the old grant closure from 6 a.m.–4 p.m. The organizer said about four volunteers will monitor trash, and the city will place a dumpster near the lower amphitheater. The skate park will remain open. The board noted the permit should be updated for next year to include pop-up tents and to list Mark Miller as the host organization.

- Paving update: A subcontractor is completing concrete work on Roanoke Avenue and Greenview Drive, full-depth patching on Bellmead Drive, a liquid road application in the Bellmead Drive neighborhood, and final striping. Staff contacted an Eakin Avenue property owner about striping overspray on a vehicle and a separate vehicle-hit issue. A Bellmead/Miller Lane driveway overspray will be pressure-washed after the application is complete.
- Trail and Oak Street updates: Work continues between Spring and Elm on sidewalk and curb, around Sweet Stuff Bakery; fence work west of 10th Street and brick paver installation are ongoing. On Oak Street, storm and sanitary work continues, and new sidewalks are being poured along Culverts and Pearl after curb and gutter work. A water main break on Pearl the previous weekend was being coordinated with Krystina Jarboe so it would be resolved before paving.
- Main Street closure for church clock repair: The lift expected for Friday, August 21, was unavailable, so Page agreed to provide a crane. The board approved closing Main Street from Third Street to Fourth Street from 8:30 a.m. to 1:00 p.m. on August 21, with an anticipated work duration of two to three hours. Approval was conditioned on providing advance notice to Stein Glass and Agave & Rye and allowing access to Agave & Rye's parking lot if possible.

Call over the August 8th of the 2026 meeting of the Board of Public Works and SAT will begin with a pleasurable agent. With the address of board, we're not on the agenda. There's a sign in sheet at the podium, sign in or following you later in the meeting. Communications from city officials. Whenever a project home or some matter uh select the encroaches on the city's own property and all right away. Uh what do you have in front of you is uh two or two areas of possible not possible? Two areas of your parchment that we're asking for is to approve and authorized. Uh one is on a cold side and one is on uh I gave you a large printout copy uh of those two areas you can kind of identify the scene there. Um if you have any further questions, I know uh Mr. Schrickler is here along with Dylan Fisher, uh one of the first that's in give you a little more answers. And this is necessary, so the the uh existing guys cut the infrastructure that have to be moved. I think most of this is necessary to site layout and potentially some other matter for late cheese, it's not necessary. Uh 100% sure on that, you guys know sure it's is it just a site layout that's okay? It's more of a side layout uh in order to fulfill it and make the best dimensions, I guess, correct? Okay, yeah. We also uh don't have that early today. Um we'll get that to you uh and have time to get that ready today. Um but we will have those coming for this on the call.
