I guess I'm not going to be able to do that. Good afternoon. We're going to get started. Thank you for your patience. And welcome to today's city planning commission meeting. It is December fifth at two PM. And we're going to get started first by reading the public hearing rules. So before we get started, we're going to call rolling Commissioner Steag. Commissioner Steag? Here. Commissioner Brown? Here. Commissioner Alexander. Present. Commissioner Jordan here. Commissioner Stewart. Present. Next, I'll read the formal public hearing rules. The City Planning Commission has established certain rules governing the procedures to be followed at public hearings. Before speaking, each person shall give their name, address, and state whom he or she is representing. Proponents for the proposal will speak first for a period of 10 minutes. Each speaker shall be allowed a maximum of two minutes. Opponents or other interested parties will speak second for a period of 15 minutes. Each speaker shall be allowed a min uh a maximum of two minutes. Proponents will be allowed a period of six minutes for a rebuttal. Each speaker shall be allowed a maximum of two minutes. Opponents will not be allowed to rebut. No material, written matter, photographs, maps, or other items will be accepted by the commission or its staff at any time during this hearing. This procedure shall be filed except at such a time when the presiding officer shall, with the approval of the commission members present, extend such time. And the first item of business is the adoption of special public hearing rules. Yes, so I think if one of the members would make a motion to adopt the regular uh public speaking rules as the special meeting rules, that would be in order. Commissioner Alexander will make a motion that we adopt the regular hearing rules as the special hearing rooms for this meeting. Second it. Next up is the introduction of the 2022 to 2023 master plan future land use map amendment request. So I'm gonna do a brief uh overview of the process. I'm gonna turn it over to Rachel to elaborate a bit on um matters that are up for the hearing today, and then um I'm going to make a brief statement and ask the commission for guidance on several items that have been withdrawn, um, so that you can guide us, uh give us some guidance on how we should be responding to those. So, for first of all, um I just wanted to have a quick update on the logistics of these master plan considerations. So, first of all, for the because of the limited time we have in the chambers today, and for those of you who don't know, we have to be out of the chambers at 5 p.m. Uh because there is another agency or another commission that is uh scheduled to have a public hearing at that time. So it is highly unlikely that we will not get through all of the 49 items that are on today's agenda. Um so we have tentatively scheduled the completion of those items for the commission's first regular meeting on January the 9th. So for today's meetings, um, I just wanted to um get the commission's direction on how to um how to proceed through all of the items on the agenda. And so the way I see it, there's two options. One we can just take them in order as they come and and then just draw the line at at the point at which we can't move any further. Um the second option is to take them in order, but when we get to an item where there is nobody here to speak, that we put that to the rear, and that way we can proceed to all through all of the items where there are people here who have come here and taken time out of their day uh to come and speak to these items. So I don't I don't want to send people away if we don't have to without having that opportunity. Um those are the two options, and I I think y'all should vote on adopting that agenda order. Yes, sir. Do we still take public comment on the items that have been withdrawn? That's um that's up to you, and I'm gonna explain the withdrawals in just a minute.
