0:05Good evening and welcome to the Wednesday, June 3rd, 2026 Municipal Arts Commission meeting of the City of New Rochelle.
0:14Tonight with me is Michael Morero, Linda Key, Fred Spinowitz from the Department of Development, Kevin Menez, and the Department of Buildings, Joe Golion.
0:26For tonight, our uh we have one adjourned case, uh first case on the agenda is two-2026 application by Nicola Doyle to install illuminated channel letter sign at 20 East Main Street.
0:50Um so we resized um, I think switch options.
0:59So we have this some other detail as well.
1:05So you think like between these three types of great, thank you.
1:09So the the first one is the smallest uh option.
1:13I think that was when we went we cut the size um three three quarters, and then it's 24 inch 36, yeah.
1:30This is the second option, and then the original one that we had is this one.
1:38So you're going like from 48 to 36, and was the first one.
1:50Yeah, I would put this as well.
1:53Is already the options code compliant, or do they still need a uh no, they're still all exceed.
1:58Even at the smallest size, yeah.
2:03The code would be 18.
2:08But we felt like we were uh similar to the all the other businesses on the street because we're in the car dealership area, and the building is just so large and it's just a blank empty space there.
2:19Um that's why we chose to go a larger sign.
2:23And we kept it simple, the design on uh not flashy or anything, just simple letters.
2:31And then the architect that chose the size of the sign uh.
2:36So he was working with the proportion of the building, yeah.
2:41It's not that we were trying to have the biggest sign and to stand out.
2:44Uh we were just trying to make it aesthetically pleasing.
3:04And the large signs in the neighborhood are single letters as well.
3:07So we kind of stuck with a similar concept to what the car dealerships were doing with their sign.
3:18Joe, do you remember the cut the the size of letters in the car dealerships that are close by?
3:23Uh I mean Honda's across the street.
3:25Theirs are probably around three feet.
3:30Um then you got Mazda Mazda, you know, came.
3:34I think Mazda came before the board not that long ago because they renovated and took over the next door to Honda.
3:40Um Jeep is technically out of our jurisdiction.
3:43Oh, right, yeah, like we're on the border.
3:45Uh as well as Porsche.
3:52Well, I mean, if they are much bigger buildings on the big facade.
3:57Well, I think we could consider them the middle option if if the if if in the adjacent areas, there's their size that size.
4:06Yeah, there's similar similar to that.
4:09I couldn't tell you the exact number.
4:11In proportion to the building.
4:13Do you have the do you want to do Google Street View cap for them?
4:16Yeah, real quick, for sure.
4:17I emailed over um the pictures, but uh the middle option seems I mean it does seem like the smaller one is really lost.
4:24We know that very small considered the middle option, it seems yeah.
4:33I mean the brick is you know over ten feet total on the front of the building, so we trying to see the the adjacent buildings?
4:49Yeah, they just wanted to see some of the all like these over there.
4:54So Honda and Mazda across the street.
5:05Yeah, those big oh you said technically we had no jurisdiction to that one.
5:13The local is very large there.
5:22I think the Honda's right across from us.
5:28Oh it's very large, but what we're seeing is it's in it's consistent with the area.
5:33And again, as Joe mentioned, the buildings are very tall.
5:37So it has a very large expanse, the large letters don't seem to overwhelm.
5:42And we kept it to the letters because that's what the other businesses had.
5:51So it keeps it attractive.
5:59That was the sign that was previously there that's been taken down now.
6:16So this is the 18-inch the smallest option.
6:20You don't have them all together by any chance.
6:23No, there's three separate files the way they submitted it.
6:28That would be the middle one.
6:30Yeah, this is the middle one here.
6:36When they reference the three feet, that's just the top letters.
6:38And then you have the right.
6:39Then you have a little bit of a space, then you have a box below it.
6:42So it probably takes up an extra foot with the bottom.
6:46Yeah, which was a lot more with the you said that's a ten foot cement top there.
6:51According to the dimension, it's 138 inches.
6:54Which is more than assuming it's originally 24 feet, so yeah.
7:17Is this the one or no?
7:38So it goes from 18, that's 18 to 36, which is double.
7:45Oh, 23, 36 or 48 for the cushy.
7:48And then the box below uh goes from 7.8 inches to 11.7 to 15 inches on the pick.
8:03I think the middle size seems to work.
8:06The middle size you're probably top to bottom.
8:10Probably about four and a half feet on an eleven and a half foot wall.
8:15The small one, you're probably three and a half feet.
8:19By the time you have the space in the box and the two-foot letter.
8:24Unless we go between the small and the middle.
8:27It's like the small seems small, but the the middle seems still a little bit too big, even though it seems to be a proportion with the building.
8:39Would you be opposed to and in between the small and the medium?
8:44Um I I think the middle side, I mean I do agree with you.
8:48The first one, it was a little large looking at them, but I like the middle one personally, but it's obviously not up to me.
8:53Um I think it looks great for the size of the building, and it's not too, you know, obnoxiously large looking when you're looking at the building.
9:00The thing is also um, we're also thinking of the of the you know requirement, the legal requirement that if if we were to try to be as close to the legal requirement, it would be the smaller one, which would just seem to also work.
9:16It's just the facade of the building, it's just enormous.
9:19That's one of the reasons we went with the large sign.
9:26It's just not an attractive building.
9:29Yeah, the the building bec yeah, the attract and just becomes a side.
9:50You're not adding any signage to the windows, correct?
9:58Yeah, that would be our only sign on the building.
10:01Yeah, you've tinted them already, because you're required to.
10:15That's the smallest, I think, yeah.
10:17I mean it's not bad looking.
10:24And the main entrance is the door, right?
10:26The main entrance is in the parking lot to the left.
10:29Oh, it's on the left.
10:31And there's no sign there.
10:34We weren't planning on putting the colour.
10:35Yeah, so then it makes sense to put it in the middle.
10:37Because if the main entrance were the door, it would put up, you know, over the door button.
11:06So what would a middle ground between these two look like size-wise?
11:17That's the second middle option.
11:19It would be like two windows for it.
11:22Oh, that's so you can see side side by side.
11:31Oh, this is the main.
11:37This is the largest one.
11:38That's the 36, I think.
11:40It looks like the middle one.
11:42And this one as well.

12:31Well, you I'm also looking at it, you know, comparing it to the station wagon below.
12:37You know, to give it scale.
12:42Well, but the thing is that the smaller one works and it's closer to the to the uh compliant.
12:48It's closer to calling the code.
12:51It looks so small in the building now.
12:55That's uh you have a good point though that it doesn't need to be as big as the SUV.
13:00I think the first one was definitely uh too large when I looked at when I looked at all three options for sure.
13:06Twenty-four inch looks best.
13:09It's not overpowering, yeah.
13:11It still makes a statement.
13:15It will it will work.
13:17I mean you would when uh I mean you see it in three dimensions, it's gonna especially because it's illuminated.
13:35If we ask you to go in between those two, would you have to come back, or can we just do that okay with circulation?
13:42You can do it with a stipulation.
13:43Um comes back every month.
13:47Yeah, turn I see all the as long as you're concise, and yeah, if you specify 30 inches, because that's the middle ground between 24.
13:58The middle ground between 18 and 24 would be 21 inches.
14:02Oh, I thought you were saying, No, no, no, between the middle the 24 or the 36 inch letters.
14:08Between the smaller, oh no, no, I I wouldn't go more.
14:11I wouldn't go to you were you were suggesting between the small and the middle.
14:15That would be the that if yeah, the eighteen to twenty-four would be twenty-one inches.
14:20That yeah, I don't know whether it makes me a happy medium.
14:23That's what I'm suggesting.
14:25Yeah, one foot nine inches.
14:27The eighteen is co-compliant.
14:30Sixteen is code compliant.
14:32It's still a lot more.
14:34And I I think that could be because we're kind of like we could see the larger one in proportion to the building, but we also think about the regulation.
14:43And and maybe that could be a happy medium.
14:48I mean that's the same.
14:49That would work too.
14:50Okay, now we're working on 21 inches?
14:52Let's do with the stipulation.

15:05So making a motion to approve the sign as a 21 inch tall sign.
15:12Well, the the top letters.
15:14The top letters are 21 inches tall.
15:16And the bottom ones are proportional.
15:18And the bottom in the proportion of the and the bottom ones, the bottom letters are in proportion to the top letters as shown in the other signs.

15:41And I guarantee it's going to look fine.

15:43Yeah, I think no, I think that was a good decision.
