I'm Ty Hankerson, Chair of the Committee on Parks and Rec, and I'd like to welcome all of you to this hearing of the Committee on Parks and Recreation, where we will vote on two bills. Proposed intros 864A and 880A, which we I'm sorry, which were both considered by this committee on June 16, 2026. Proposed intro 864A, sponsored by Councilmember Epstein, would require the Parks Department to establish a pilot program that would designate volunteer-led dog run groups that have experience maintaining dog runs to collect dog waste from dog runs under parks jurisdiction for composting. These designated groups with aid from the parks department when requested would install dog feces collection bins and provide compostable uh dog feces bags for the purposes of composting such waste. This bill would also require the parks department to report to the mayor and the speaker of the council and post online details regarding the pilot's implementation. It requires the parks department to post signs at park entrances and exit and at a certain park facilities, telling people in plain language that they have to pick up after their dog. And what um and what the penalty I mean penalty is if they don't. Anyone who walked through a park in my district knows the problem. Kids sit down in their grass, parents push strollers over it, park staff deal with it every morning, every day, every single hours before most of us are awake. They have to do their job. So most dogs owners do the right thing already. The ones who don't are usually counting on nobody to notice that. But we are noticing them. Yes, signs alone. Uh won't fix this, but they set a clear expectation at the door and give enforcement something to point to. I urge my colleagues to support this bill.
