is

Speaker 1

Uh uh actually bylaws uh on the main services number five.

Unassigned speaker

10:00

And then just as a children, just from how it's just like two for the past tradition dialogue and stuff on the main services, all cost is very self-connection.

Speaker 1

10:37

So I think for the water street, one thing that we have to come back on to I have all the items that I want to have three have been discussed in fourth session.

11:04

Um also do have a motion

Unassigned speaker

11:07

that

Speaker 2

11:07

you can make a motion to design

Speaker 1

11:13

specific by the same agenda to that all over the paper.

11:23

Um maybe I think um consultations and

Speaker 2

11:52

uh IoT

11:55

we call um cherimus presentations, recognitions, we're gonna cherimies and other types of cooperations that we want to share with you today.

12:09

Um always please a local fasting for the case while the north class become um take so we know the uh useful automations to multiple just to find uh three walls and now the difficulty I just like to say uh personal people uh for the phone um several times early in the morning if you are walking your battle people and do uh someone who has uh either someone else do you take the time to make the city won't be quite and it's the powerful water to actually always appreciate the fore walls and uh said because it's the point to make a lot of ways for the album.

13:42

Do you want to make information for some information of transition on animals and downloads full to open the studio focused not only by problems, the streets product species

Unassigned speaker

14:05

and

Speaker 1

14:06

also by the most community to remove the pleasure to do a little bit of service?

Unassigned speaker

14:47

Um people are done to see how many people walking on to well too.

Unassigned speaker

15:00

So there's an example of structure services are placed for the Uhways are shown that small people are actually going to have a meaningful lasting working about the well yeah it's in addition to the two environment to actively participated in the democratic process by attending me from what we used to show you players and what I've powerful country for many days in the city of World Classics and players and I actually obviously censorship intensity and community and so city is very suspicious for dedication also making it strong cleaning more things well recognized and stressful association to animals in that place and feel for the full example encouraging all residents all really taking part in our study and simple finding multiple ways and I think so I have a certain class of things I want to find this automation is equal and food and we offer it together because we can automation is only the in order low cost um we all experience um it's uh we think um interests it's uh and um offering um so now to our work and husband what you do for year on one and quote to be successful we have we appreciate it because this was really I'm experiencing like the fourth fashion I I would see almost all day enjoying the music being a musician myself I love hearing all the different uh genres and all the different performances and sporting one to use great we did a fantastic job so we are all you just automatically are the model to want to do it members different first and so forth and to me so I'm trying to volunteers experience the fiscal world successful year of time and cooperative collaboration there has to be 1500 attendees to go into our new class and this is why I would achieve first time

Unassigned speaker

20:00

format to spoke to one thing straight into the fantastic job so we are you with this part of which is automation on the model tools that's important to visit members different first together so first of all this testing to know is that question for me for the new class on the trick to volunteers experience the fiscal world successful of all year applying and cooperative collaboration for us working an estimated 1500 attendees to go into our new class and this is why I would see the first time seeing all the performances local businesses restaurants hours power in the community's too transformed churches sidewalks and the other spaces into street is for creativity and connection or encouraging residents and visibility to expect this sort of more faster and move in a meaningful way.

Speaker 1

21:01

For local businesses and restaurants to visitors from across the region and start doing it and be to express their admiration for the community and interest in making their home to more cost their home

Unassigned speaker

21:16

as

Speaker 1

21:16

the success of the mobile to be possible in the effort of towards hosts business challenges organizations public safety personnel all working together to create a welcome memorial experience for these in the cool community art and maybe help establishing costs to the world class and it's the foundation for people celebrations.

Unassigned speaker

22:08

And I was question for volunteers for this project annual event and say a sincere appreciation for the contributions to cultural partiality and communities to see more to everyone see of all the all this together last year so they knew they want to help make this a success and then have a lot of roads and water and a bit of um a floor opening for services to address the governing body um so if you're here to discuss um or in opposition to the reform Western Hill Stroud that's always one of our public hearings and I need to come up with um if you only often have uh an issue that we find that they would like to bring to the council um issues they come to all that each time you are if you have 212 um things the all the things which you have to before I'll say uh well to see what the internet is it proven

Unassigned speaker

25:00

We've only wrestled a hill stride that's we want to do one of our public hearings and all I need to tell these feet um it's anyone often has uh an issue or concern that they would like to bring to council um about any issues because uh and just about this uh two are 592 um things the all the things would be that uh serious before I'll say we uh well to see more broad activities in the business and um it's proven in a lot of quality the water started to be very strong economic development driver uh so maybe we've kind of go straight for what happens when you turn on the internet and we own the fold, we own the right away, we own the system with the old people um to provide ice meeting uh also can be used as archaeological development.

Speaker 1

25:51

We do a lot of third rate warehouses along the car to be they could be converted to uses for um engineering business for uh you know number cheese or wherever Jimmy Carter does to help people uh if we can continue to pursue that allow these businesses to grow and allow those uh old period buildings and be um uh reconverted into something that's even more um uh you know divide in that probably about our career conditioning uh bringing people in the city for um so continued this process of uh creating our uh service and this thing once further and providing something that um we can use it as an economic development tool um 34 years of poor the proof of parking, I still think that you need to bring up on your contribution to the uh development

Speaker 2

26:50

uh you know

Speaker 1

26:53

for those houses and Amazon doesn't

Speaker 2

27:04

mean the full controls.

27:08

And we won't be card and street idea to speak and even all the street parallel parking forwards for streets that large street is a major independent a three-line street with a 2500 people in it that already serves as a major third thing to a tremendous amount of time

Unassigned speaker

27:40

to

Speaker 2

27:41

a lot of parallel parking on this Cree in the team.

27:46

It's certainly not even its attractiveness

Speaker 1

27:52

to have sure because of the industry.

27:58

Not

Speaker 2

27:58

to mention the structures of existing what we want to when is this happened to feature feet need more factors and uh more people want to stop uh street party on public streets around this new

Speaker 1

28:22

15 pounds development from uh to the developer's purpose that was even to actually come for these new home is also reducing a lot of this.

28:54

That's the party

Unassigned speaker

28:55

which

Speaker 1

29:00

I think well.

29:13

So I think we'll just

Speaker 2

29:38

uh hang out so we used the world.

30:06

I think we see all I don't know what to do.

30:18

I don't think that we just make an all these things really just to do that.

30:43

So we slow down so that we didn't somehow have all these things, right?

30:56

It's not on four years.

31:05

They also put my house just far and they start something else.

31:11

Yeah, so this seems not that big.

31:14

Well not so much.

Speaker 1

31:32

So I would like to speak on uh any other issue.

Speaker 2

31:46

Okay, see no movement

Speaker 1

31:48

too um council

Unassigned speaker

31:55

uh

Speaker 1

31:56

council

Speaker 2

31:56

number

Speaker 1

31:57

two.

Unassigned speaker

31:58

Yeah, I just wanted to mention um we uh uh really uh uh um recently and he um is fun to mention that uh super grateful for LH we issue he was a little increasing years back when uh we should want um using uh listening one uh to go through that last one as well and um and then he always um uh and um and he uh crossing one uh and uh that's super grateful we were able to h a couple months ago and uh so I'm super grateful we were able to do that and um great remarkable you know especially I was uh trying to be a marriage and um so I just I think that it's over July and more cost um uh however you choose to do that um uh it just do it will be uh used to and uh I'm very grateful for the freedom that we enjoy here and um I mean the last thing is that uh the way for installation and I think this is so cool um if you didn't have to see a lot of work for like uh today I mean if you read this to uh listen to our thing that is a little bit of this uh really uh super white school friends we had uh a little response last week um we're very blessed to be able to talk to recognize uh public uh what's the police and everyone else for these city especially when the power is out um communication to give you a more backup design job to uh give me a little and there's no idea so um very much uh to be able to provide that great service um that uh the best for uh same thing uh from the sources for uh system was one of the most fun downs and a long time was a bit of uh uh controlly speaking for colours and to basically also I wanted to uh take a point transformation as it's a hope of all uh too little about this but I know isn't we know just the uh we the art book here just talk a little bit about that if you just really

Summary of Proceedings

City of Norcross Regular Council Meeting – June 1, 2026

The Mayor and Council of Norcross met on Monday, June 1, 2026, at 6:30 p.m. in Council Chambers. Mayor Craig Newton called the meeting to order at 6:37 p.m. With Councilmembers Matt Myers and Marshall Cheek absent, the three present members — Councilmembers Andrew Hixson and Josh Bare and Mayor Pro Tem Bruce Gaynor — constituted a quorum. The meeting included two proclamations, citizen comments, one public hearing, board appointments, and a unanimous consent agenda before adjourning to executive session for real estate at 7:43 p.m.

Attendance & Procedural Actions

  • Councilmember Josh Bare gave the invocation; the pledge of allegiance followed. (The agenda had assigned the invocation to Councilmember Myers, who was absent.)
  • The minutes of the May 4 Regular Council Meeting, May 11 Special Called Meeting, and May 18 Policy Work Session and executive session were approved unanimously, 3-0.
  • The agenda and consent agenda were accepted as presented by a 3-0 vote.
  • Note: The minutes header lists "Mayor Pro Tem Marshall Cheek" and "Councilmember Bruce Gaynor," but the agenda and roll call identify Bruce Gaynor as Mayor Pro Tem and Marshall Cheek as Councilmember; this appears to be a typographical error in the minutes.

Ceremonial Presentations, Recognitions, and Swearing-in Ceremonies

  • Mayor Newton presented a proclamation honoring Tyne Willis and Donna Glaze, "The Prayer Walkers," for their early-morning walks and service to the community.
  • Mayor Newton presented a proclamation honoring the inaugural Norcross Porchfest and Kristen Corley, recognizing the event's estimated 1,500 attendees and its transformation of porches, sidewalks, and other spaces into venues for music and connection.

Public Comments & Testimony

  • Jim Eyre urged the city to pursue high-speed internet as an economic development strategy, citing Chattanooga as an example; he suggested that improved internet access could help convert older warehouses along Jimmy Carter Boulevard into technology, engineering, and other professional uses. He expressed support for the proposed parallel parking and recommended the city limit its financial contribution to the development.
  • Charlotte Osborn opposed the proposed on-street parallel parking for the Academy/Lawrenceville Streets residential development, saying Lawrenceville Street already experiences significant traffic and that adding parking would increase congestion, create safety concerns, and potentially result in the loss of mature trees. She recommended that parking needs be addressed within the development and advocated for sidewalks and walkability.
  • Lynne Ward expressed concern about the city's continued emphasis on adding parking at the expense of trees, green space, and community character, citing several properties acquired or redeveloped for parking and questioning whether the approach aligns with the city's Comprehensive Plan. She urged city leaders to slow growth, preserve the tree canopy, and prioritize the qualities that make the community unique.

Public Hearings

  • RZ2026-001 — 6011 Western Hills Drive, JSL Properties Management, LLC: The Council held a public hearing on a request to rezone the property from OI (office institutional) to C1 (neighborhood business). The agenda packet included a staff report, redacted application, proposed floor plan, impact analysis, historical code enforcement violations, certificate of mailing, and grocery inventory. Residents spoke in opposition, citing concerns about traffic, compatibility with the neighborhood, and availability of more appropriate commercial alternatives. Councilmember Josh Bare moved to deny the rezoning; Mayor Pro Tem Bruce Gaynor seconded. Although the agenda described the item as an approval with staff recommendations, the motion to deny carried unanimously, 3-0.

Reports and Announcements

  • Mayor Newton reviewed the June calendar, including the Summer Concert Series, Movie Mondays, Day of Play, Coffee With Council, the June 15 Policy Work Session, Juneteenth observances and celebration, Father's Day Pop-Up, Jazz in the Alley, and Red, White & BOOM! on July 3.

Board Appointments

  • Architectural Review Board: reappointed Jeff Hopper, Naim Harrison, and Bill McLees to terms expiring 06/01/2029. Approved 3-0.
  • Discovery Garden Park Board: reappointed/appointed Barbara Kohlhausen, Nicole Maxfield-Hooks, and Helga Lewis to terms expiring 06/01/2028. Approved 3-0.
