Arts & Culture Commission Final Meeting – November 10, 2025

The Arts & Culture Commission (ACC) held its final meeting on Monday, November 10, 2025, at 6:00 PM in the Council Chambers. The meeting was called to order at 6:01 PM by Chair Paula Granquist. Seven members were present and three were absent. The commission addressed an update on the Art in Public Places Program, a recommendation for an ice arena artist, and staff updates noting the commission's elimination due to City budget cuts.

Discussion Items

• Art in Public Places Program Update: Commissioner Michael Johnson and Library Director/Staff Liaison Natalie Draper reported on work completed in 2025 in partnership with the Northfield Arts Guild. The program continues with new projects, including temporary art on construction fencing around the Archer House site (featuring large book concepts by Rocky Casillas, to be installed in early December).
• Public Art Review Committee (PARC) Recommendation for Ice Arena Artist: Commissioner Johnson announced that PARC recommended Michael Sweere to create artwork for the Ice Arena. Sweere will develop three renderings to be voted on by the public at Winter Walk on December 11, 2025, to select the final design.
• Staff Update: Draper informed the commission that this would be the last meeting due to City budget cuts eliminating the ACC. The Art in Public Places Policy was revised by the City Council to remove references to the commission and instead designate the Northfield Arts Guild as the Local Arts Agency (LAA) to manage public art. Draper provided a summary of achievements over her five years with the commission. Commissioners shared comments on the dissolution of the ACC, and Johnson offered information on how community members can continue supporting the arts.

• PARC Recommendation for Ice Arena Artist: Motion by Commissioner Rich, seconded by Vice Chair Anderson. Approved 7–0 (7 yes: Chair Granquist, Vice Chair Anderson, Commissioner Rich, Commissioner Woodstrup, Commissioner Johnson, Commissioner Rustad, and Board Member Thieling). The commission formally selected Michael Sweere as the artist.
• Adjournment: The commission chose not to formally adjourn, as this was the final meeting. The posted minutes have not been and will not be formally approved.
