Environmental Quality Commission Meeting - November 19, 2025

The Northfield Environmental Quality Commission (EQC) met on Wednesday, November 19, 2025, from 6:00 PM to 7:02 PM in Council Chambers. The meeting included approvals of agenda and minutes, commissioner reports on recent outreach events, discussion of a draft advisory memo on urban forest management, updates on the 2025 work plan, and initial discussion of the 2026 work plan. • Commissioner Petri reported attending a "Lower Your Energy Cost" outreach event on November 17, 2025, at the Northfield Community Resources Center, featuring a presentation from the Minnesota Center for Energy and Environment (MNCEE). She also attended an Environmental Action Group event at Village on the Cannon on November 19, 2025.
• Commissioner Anderson attended the same November 19 event and expressed hope it might inspire additional community outreach in 2026 when Save Energy Minnesota launches rebate programs. He also attended a heat pump training workshop for HVAC contractors on October 22, 2025, at the Northfield Public Library, sponsored by Air Source Heat Pump Collaborative (ASHP) and the City of Northfield.
• Commissioner Shmurak reported attending the same heat pump training workshop.

Discussion Items

• Urban Forest Management Advisory Memo: Assistant to the City Administrator Risi Karim provided background on the draft memo. Commissioner Jones presented the report, which was drafted by Commissioners Jones, Shmurak, and Anderson. The memo's specific content was not detailed in the minutes.
• 2025 Work Plan Updates: Karim confirmed the status of several initiatives:
