Northfield Planning Commission Meeting - December 18, 2025

The Northfield Planning Commission met on Thursday, December 18, 2025, at 6:00 PM in the Council Chambers at City Hall, 801 Washington Street, Northfield, MN. Chair Kuhlmann called the meeting to order with six commissioners present and one absent. He reviewed Minnesota state parkland dedication enabling legislation, use of fees, and nexus and proportionality requirements, and noted comparative research from nearby cities, including Owatonna and Ramsey. The commission discussed current and proposed park and trail dedication fees. No motion or vote was taken on the text amendments during this meeting.

Staff Updates

• Interim Community Development Director Mikayla Schmidt provided the following updates:
  • Scott Wopata will start as the new Community Development Director on Monday, December 22.
  • The Archer project remains on hold.
  • Cedar Meadows is still moving forward.
  • The city is still working with Post on the Ames Mill Dam.
