Environmental Quality Commission Meeting - March 18, 2026

The Environmental Quality Commission (EQC) met on Wednesday, March 18, 2026 at 6:00 PM in Council Chambers. Chair Provancha called the meeting to order at 6:01 PM. Six commissioners were present, two were absent. The meeting was adjourned at 7:05 PM. Items included approval of the agenda and consent agenda, board member reports, an update on amendments to the Sustainable Building Policy, review of the 2026-2027 work plan, and staff updates. No public comments were received.

Consent Calendar

• The consent agenda was approved unanimously (7-0) and included the February 18, 2026 EQC meeting minutes and a motion of support for Resolution 2026-030 proclaiming April 25, 2026 as Earth Day in Northfield.

Board Member and Commissioner Reports

• Chair Provancha reminded the EQC that city parks are now under the commission's purview and requested more information from staff on Northfield's solar interconnectivity issues.
• Commissioner Petri reported on letters to the editor (including her own) concerning electrical grid congestion in the Northfield News, and a webinar on grid congestion sponsored by the Minnesota Pollution Control Agency that elicited online comments from Northfield residents.

3. Update on Amendments to the Sustainable Building Policy (Section 8.06)

• Sustainability Coordinator Sara Pabich presented an update on amendments to the Sustainable Building Policy and responded to questions and comments from the EQC.

4. 2026-2027 Work Plan Updates

• The EQC and Sara Pabich reviewed initiatives on the work plan:
  • Energy Efficiency Education: Commissioner Petri reported that the subgroup is planning tabling during RiverWalk and will coordinate with Rotary Climate Action on outreach and materials, especially regarding available rebates. Pabich will send a survey for members to sign up for tabling dates.
  • Electric Vehicles: Vice-Chair Hanson reported on an upcoming virtual meeting with Recharge America and hopes one of their advocates might visit Northfield.
  • Active Transportation: Chair Provancha reported that this subgroup has not met yet.
  • Landscaping: Commissioner Shmurak reported that this subgroup has not met yet. Petri reported attending meetings of Prairie Partners, a local group focused on native plantings.
  • Waste Reduction: Commissioner Haroldson reported on a meeting scheduled for next week with the Northfield Public Library Youth Director regarding setting up a toy library.
  • Zero Waste: Haroldson is developing a training toolkit and will submit it to be placed on the EQC agenda for review when complete.

5. Staff Update

• Sustainability Coordinator Sara Pabich and City Administrator Ben Martig presented updates from City staff and responded to questions and comments from the EQC.

Key Outcomes

• The agenda and consent agenda were approved unanimously (7-0).
• The EQC expressed support for a resolution proclaiming April 25, 2026 as Earth Day in Northfield (part of consent agenda).
• Work plan subgroup activities were updated and noted; the energy efficiency education subgroup will proceed with tabling plans, and the zero waste subgroup will bring a training toolkit for future review.
• Staff updates were received without further action.
