Attendance: 5 members present (Commissioners Morlan, Vogel, Toft, Podracky, Anderson); 2 absent (Vice Chair Gebler, Commissioner Conde Arenas). Also present: Spanish Translator Claudia Garcia and Meeting Associate Kirsten Fjeld Zillmer.

Consent Calendar

• Approval of Agenda: Motion by Commissioner Morlan, seconded by Commissioner Podracky, passed unanimously (5-0).
• Approval of Minutes (26-213): Motion by Commissioner Anderson, seconded by Commissioner Morlan, passed unanimously (5-0) to approve the February 25, 2026 meeting minutes.

Board Member and Commissioner Reports

• Commissioner Bruce Morlan reported attending a Citizens' Climate Lobby Training Day and lobbying on climate change.
• Commissioner Kelli Podracky announced that the Northfield Union of Youth is opening "The Lock," a youth-specific resource center, with a grand opening on May 18, 2026.
• Commissioner Krissa Anderson noted that while Northfield Supporting Neighbors (founded to help residents affected by ICE) is not seeing ICE in the community as much, immigrant residents are still being picked up from the Rice County Courthouse and the Rice County Jail. She also reported that residents following the legal process have their cases denied on technicalities, leading to deportation orders.

Discussion Items

• 2026 Subcommittee Updates and Discussion (26-214):
  • Immigration Subcommittee (Commissioners Morlan and Anderson): Proposed holding a public hearing with organizations involved with the immigrant community (e.g., Community Action Center, Northfield Police Department, Northfield schools, Northfield Supporting Neighbors, and employers with a significant immigrant workforce). The purpose is to educate the board, the public, and each other on needs, issues, and available services, and to help the HRC determine how best to serve the immigrant community. The subcommittee requested HRC members submit suggestions for possible participants and questions. The subcommittee will report back with more details.
  • 2SLGBTQIA+ Subcommittee (Commissioners Toft and Podracky): Provided updates on planning in conjunction with the Pride in the Park Committee to create safe zones for neurodivergent attendees. The focus will shift from negative protest rhetoric to providing a safe, joyful space with safe entrances/exits, sensory kits, music, de-escalation-trained marshals, community ally support, and technical documentation. Central Park neighbors will be encouraged to report noise violations to law enforcement. A press release on these initiatives is forthcoming.

Staff Updates

• Spanish Translator Claudia Garcia highlighted two significant settlements reached in early 2026 at the state level from lawsuits filed under the Minnesota Human Rights Act. She also noted that as of 2027, the City of Northfield website will be completely ADA compliant.
