The uh June 20th, 2023 planning commission meeting.

Um short agenda tonight.

Um we have the community community development block grant program for the year, I believe that should be 2023.

It's not okay, 2022.

It is their program year, and somehow they felt it's a program year, not a fiscal year.

So they're in programming in 2022.

Okay.

It's confusing, I promise.

2022 and then minutes.

Um we'll start first order of uh business community development block grant program year 2022 application certification proposed activities not in conflict with the North Kingstown comprehensive community plan or local development ordinances or regulations.

So this is Pat's favorite activity of the year.

Um part uh we participate in applying to the C D BG program every year.

Um as part of that, there are different steps that have to be taken.

There are two public hearings um that are held, one has already been held, the other one's held at the end of the the application process.

Um as a town agency, we are um responsible for taking in what's called sub-recipient application.

So members of the community can apply to um to get a portion of North King Sound's funding for C D BG.

Um and so that deadline for anyone to apply through North Kingston as a subrecipient was last was the 12th.

And what you see in front of us is R the applications that we've received at this time.

Um we we have on a regular basis um data scholarship program for the recreation program for the summer recreation program, so it's a scholarship to low-income families to be able to attend the camp.

Um there is a request from Kingstown Crossings for housing services.

There is a and so that there's a request from the town for Yorktown Park for some um redevelopment of the park.

And we are always allowed to allot a portion of funding in our application for administration of the program.

So that's the $500 um application that we don't put it in.

I don't actually oh yep, it's here on page three as part of the the program.

So as part of the application process, the planning commission is required to certify to the best of its knowledge that the activities proposed are not in conflict with the general policy set forth in the comprehensive plan.

Um Pat loves this part.

We do put together a memo that includes what we have found as staff within the um the company that shows consistency.

Again, it's the wording is confusing because when you're certifying it, they want us to certify it's not in conflict, but there are other pieces that ask us to look at whether it's consistent.

So when we look, we look to find stuff that shows consistency, not necessarily conflicts.

Um so that is what is the memo before you.

Um that is the one and only piece of the C D BG application process that the planning commission holds.

I've actually I guess I've got two.

So is is the first one the recreation camp also by the town?

Yes.

And and Yorktown part.

Um and the other one is can we we can just take these all together, right?

Yeah, I would say you can take them all together.

So the while nobody had any questions for Nicole.

Does anybody have any uh comments on these uh proposals and their lack of conflict with the uh comprehensive plan?

I mean, I looked at them and they seem to be consistent with the comp plan.

I looked at the comp plan and it all looks very consistent with what we're trying to push for in the comp plan.

I just uh on the first one, and I guess it's uh just a comment because it doesn't fall under our remote really seems like the five thousand dollars for those scholarships as it's described here is a pretty good deal.

So in the in the past, um Chelsea had obtained or asked for more funding.

Um history for this particular one is back in the day before a lot more auditing was done of the C D BG program.

Um the request was for money for the for the program itself, and so it could be used for any portion.

Um as C DBG got a little bit uh stricter, I would say, right, in in following their own rules, um they determined that that was not really the right way for them for the state to be processing those that money towards these programs because they could not necessarily show or prove that they were specifically helping and targeting the low-income members.

So um it was turned into a scholarship program instead.

They did apply for ten thousand dollars la and received actually I think they applied for more last year than ten thousand and maybe sixteen, they received ten thousand.

Um Chelsea felt that she may not be able to accommodate that many scholarships.

They also have issues with staff, you know, the whole gamut of the program.

Um so she felt that the five thousand dollars was a more appropriate number for her to apply for the this year's program for this summer.

Um she was booked within minutes of opening it up.

So it's a very well used program.

Um and staffing is really our issue right now.

We just don't have the staff to make a bigger program.

And we will be looking at that separately as a town.

Um so C D B G is broken into different pieces.
