North Kingstown Planning Commission Meeting - July 15, 2025
The North Kingstown Planning Commission met on Tuesday, July 15, 2025, at 7:00 PM in Town Hall. - Commissioner Margaret Kerr (Meg) requested this agenda item to better understand cumulative traffic impacts from developments along Post Road. She expressed support for the road diet and pedestrian safety but wanted historical traffic data to provide context. Other members noted that Post Road is a state road and that DOT reviews curb cuts and traffic impacts; they suggested gathering existing data and using third-party traffic reviews when needed. The consensus was to first collect more data (including historic data from DOT) before deciding whether to bring a formal request to the Town Council. No motion made.

Tree Planting Standards (Subdivision Regulations)

Adaptive Reuse Ordinance (Zoning Amendments)
- Staff presented updates to match recent state law changes, which allow conversion of certain commercial buildings (including offices, schools, religious facilities, medical buildings, mills, and malls) into residential or mixed-use, with at least 50% residential. Key discussion points:
- The definition of "building envelope" (whether it means the existing building volume or the setback-defined envelope of the lot). Staff and commissioners expressed uncertainty and will seek clarification from other communities and state planning.
- Density: State law allows no maximum density if at least 10% of units are affordable (for projects with more than four units); if less than 10% affordable, the municipality can set a maximum density. Commissioners favored setting a reasonable density limit for projects without affordable housing, but no specific number was agreed on. Staff will bring back proposals.
- The review procedure was noted to require development plan review, but staff will correct the language to align with state definitions.
- The commission provided general guidance to move forward with drafting amendments, including addressing the green-highlighted items.
Comprehensive Plan Five-Year Implementation Reporting

The rest of them. No, I make a motion that we elect Patrick Roach as vice chair. Second all in favor? I Secretary? Do we do a secretary? I don't have anything to do with the other secretary, they don't do anything. Well that I'll turn it over to Chairman. Uh thank you very much. I appreciate everybody's confidence and like to publicly thank Jim Grundy for the time he spent serving this town here. Hopefully I can halfway fill those shoes. At your last meeting, you asked to keep this on the agenda for updates. Um at this time, Ali had, if you remember, she had a memo from Kim that she wanted to add to to get to the developer. She has done that. We're waiting response. So at this point we have nothing from them. Um I don't know how long that will take, but once we do get it, you'll be seeing that. So you still have to review the modification requests, right? Once we have that information, you'll have to decide how you want to review it. So does it just stay on the agenda till we get back? If that's your if we would like it to, I'm assuming that's what you had asked when you asked for to keep updated, so that was the plan. Um we can keep doing that. That's fine.
