• Public Hearings (Second Readings): Three amendments to Section 9-4 (Fee Schedule) were presented. All passed without public testimony. • Town Manager's Report (Ralph):
  • School and Public Safety Bonds: Middle school project stage two is before RIDE; next building advisory subcommittee meeting November 5. Public safety complex bond: RFQ for construction manager in preparation; land swap discussion with Quonset Business Park continuing.
  • Community Electricity Program: Good Energy's Ocean State Community Electricity Program tentatively launches January 2026.   • Storm Tools Forum: A workshop on storm tools hosted by Climate Conversations is scheduled for November 4 from 3-5 p.m. at 100 Fairway Drive.
  • SNAP Benefits and Federal Shutdown: Statewide efforts underway; North Kingstown Food Pantry (led by Councilmember Kim Page) is active. Financial donations more effective than food donations. First SNAP payment expected, but only covers half the month.
  • Quonset Business Park: Attended event celebrating 15,000th employee (a URI College of Business graduate).
