So it's a big deal for us to I I I think for uh to recognize, of course, our our IT department.

Um you know, uh Councilman, would you like to read this?

Not because I don't want to read it, not because you know I'm too lazy to get my glasses off, but I like to share the wealth here.

So I was saying that I've been here for about four years, it's over four years, and I've been working with the most passionate, caring, and hardworking IT department that I've ever worked with.

And I'm proud of the team for what they've done and what they've accomplished.

And they're always so passionate about helping others and making sure that whatever issues are going on are resolved.

And uh I'm proud to be director over such a fine group of individuals.

So uh love this city.

I thank Mayor and Council for making this happen and recognizing us and just you know, kind of being there for us.

So with that being said, just thank the team, thank you guys, and and thank the city for uh the honor and privilege it is to support and take care of things for it.

No, I I just uh I was amazed at uh how many uh of people you have in your department there.

I've been trying to get my emails fixed for two years.

No, uh I I uh it seems like whenever we have a ticket that needs to be fixed.

Man, I I sometimes the ticket gets fixed before I'm even finished uh typing the email, right?

Plus, your team's been really good at you know, supporting us for the events that we have here, uh events with the city, right?

Uh and right now it's a big deal because we're we're converting over to a new system.

And believe me, for for the for people who are less than 100% to like you know, uh techie, like like me, we really lean on you.

But the the big thing is you know, you do your own, you you're an integral part to the protection of our city, and we are really indebted to you.

I I will say something.

Actually, I I wanted to thank you guys because um it's my understanding that the city was unharmed during the attack that took place at the state.

Um, and I don't think we understand that the magnitude of of that um and the um all the hard work that went into um protecting our city.

I mean, we have thousands of employees.

We we rely on on a really strong, powerful um system here in the city so that we can keep things running smoothly.

And I don't think we could have done it without your help.

So thank you guys so much.

Thank you to those that were stressing out and probably stayed up till really late at night time trying to figure this out.

Uh the Air Force um celebrated 78th uh birthday on the 13th uh of this month at South Point Hotel and Casino.

Um it was a really nice event.

It was the second one I've been to uh over the years.

Um and we all had a very good time.

And uh we'll be working uh a lot closely with Nellis now in the future on a number of things.

Secondly, and probably not more important than the Air Force, but very, very close is uh our upcoming pause in the park on October 25th.

Um that will begin at 10 a.m.

to 1 p.m.

at Aliante Nature Discovery Park.

Registration for the for the Possum Halloween costume contest is on site only from 10 to 1030 uh on the day of the event.

Last year was uh I don't know if this is our fourth year, fifth year.

Uh every year it gets bigger and bigger and bigger.

And the costumes uh together with the uh the parents of the dogs uh are getting more and more extravagant.

Uh and I'm thinking this year, seeing that we're going to have a Halloween uh uh, you know, what do you call?

Yeah, there we go.

Can you see it up there?

Uh the event will be for Halloween.

And uh we'll have uh food vendors on site.

We'll have uh up to and including uh Christy Stevens from Hearts Alive Village uh providing uh uh chipping for the animals that she does every year.

And uh I ask you to um come participate in that, even if you don't have a dog, you can come and see uh exactly what it's all about.

And then I'm sure we could find a dog for you if you really want one.

I had to narrow down my my list.

There's so much going on.

I didn't feel like this last uh few weeks have been incredibly busy here at the city.

All good things.

Um but I'd like to start um by mentioning the uh fire uh fire department recruit academy graduation.

We welcomed 11 new firefighters to our North Las Vegas family on set September 4th.

Um they successfully completed 11, sorry, 20 weeks of very, very intense training, and we'll soon be receiving positions at one of our nine fire stations here in our community.

Um I attended with Mayor and uh Mayor Pro Tem, and it was one of uh it's what probably one of my best um my favorite graduations to attend um as well as our police department graduations.

Um and then on September 10th, at Jo I joined a group of very, very excited seniors from one of our local um Rec centers, the NRC.

We planted uh vegetables at the orchard at Cal Ranch, which is located in War 2, and um it was just an amazing um event, and uh we are going to be inviting them to return in November to uh harvest what was planted.

And so if you haven't visited Kyle Ranch, um, anyone that's listening or that's here in um in this in this in the chambers, I would like to um invite you to stop by and uh the address is 2465 Kyle Way in North Las Vegas.

Um, and then the following day I attended the police academy graduation.

Um we welcomed 18 new officers, and it was just an amazing um an amazing uh event and graduation.

It's always also um it's makes me really proud to be able to be a part of that and witness the graduation.

Um this officers also completed a very intense training that lasted 24 uh months, and they he provided more than a thousand hours of instruction.

Um this new police officers will move on to field training, and it lasts any anywhere from between 17 and 23 weeks.

Um, I'm sorry, not 24 months.

Uh, their training lasted 24 weeks.

Um welcome, and so I just want to say welcome and thank you to all the new officers, uh, and thank you for your commitment to serve our community.

And then last Sunday, um, we celebrated Hispanic Heritage Month.

We had our fifth annual kickoff along with my colleague, Councilman Barron, and it was just an amazing turnout.

And we had a community performances, there was a parade of nations, uh, we had Grito de Dolores, recognition of community members.

I I heard great feedback from from the community.

So I just want to thank our team and everyone that participated in ensuring that this event um you know took place and it went very smoothly.

And then last but not least, um, this past Monday, September 15th, um, I attended the SOAR ceremony, SOAR Safety Officer Award Recognition, um, which is hosted by the Las Vegas Rotary Clubs.

And um our very own battalion chief John M.

Wright of the Las Vegas Fire Department was recognized because he he um he was crucial in developing the very first version of the valley wide hostile mass casualty incident policy.

And so the entire valley uh is gonna be able to um use uh this this policy and it's um he provided direction to first responders in our valley uh for mitigating like hostile events um like active assailants and active shooters.

And so he was recognized with his very prestigious award, and um we just want to say congratulations to Battalion Chief Wright and the entire team of uh North Las Vegas uh fire department.

And then also Officer Roscoe was recognized, as many of you, many of you remember, he was a member of our North Las Vegas Police Department, and he was killed in the line of duty on February 4th of this uh year.

He received a beautiful standing ovation at the end.

Um legacy that he um has left will live on forever.

And so once again, I also want to thank uh the men and women that that protect our city day and night uh in our North Las Vegas uh police department.

Um and that's all I have, Councilman.

And uh just for the uh for just personal, um, I remember Officer Roscoe very fondly, and so it's uh it's always good to hear his name.

Well, we're living uh this is the time of year that where we have like one event after another, it seems like as soon as school gets back in, we have lots of events coming up, right?

Uh pause in the park, Halloween, then it come up, trinket treat, truck retreat.

But I'm really happy that we had a chance here to kick off the middle of September to the middle of October that we recognize as National Hispanic uh recognition uh month, right?

And we led the valley here with a number of with already with with two events.

We uh we hosted here uh the the crowning of uh of one of the uh the the son of uh the legendary um uh singer here uh last Thursday, and that kind of started everything off.

You you were here for for that.

And so um, and then this last Sunday we had our uh the fifth annual Hispanic Heritage Kickoff and the second annual Parade of Nations.

Uh at the same time, I didn't know that um for the first time we also honored the charros, uh Charro is a mounted as a horseman, right?

And they're actually considered an auxiliary of the Mexican uh our army.

And so for the very first time we honored them, they're the other charters on the 14th, and of course the the midnight for the 15th to 16th is uh the the kickoff uh for Hispanic Heritage Month.

So we got things going for the we set kind of like the the tone for the entire valley.

So um we uh we want to thank uh all of our um all of our friends who came together to make that happen.

Of course, the charros, uh the other members of the council who made it possible, including our our our friend the mayor and the mayor potem, um all of our staff members who really knocked themselves out, especially uh our our team on the ninth floor, our park staff did an amazing job.

I know uh they were probably up to here with all these special requests, getting bollards out, you know, and and and fixing pasel, the uh that Los Palmas.

Yeah, I named something else without their permission, but uh that's that's the name of it.

Uh let's go ahead and uh we I hope we love it.

But we also uh need to thank, of course, you know, um all the people who participated in the parade, and we had quite an amazing, you know, I mean, we had a mounted horsemen, followed by dudes and low riders, followed by the uh the little racers, and then ballet folklore goes everywhere, uh Native American groups, right?

Uh we uh and we had I think uh uh I think eight or nine different countries represented.

I also want to thank uh of course our event sponsors.

Uh as always, our good friend La Bonita, who uh definitely showered us with lots of water.

Um, but Dr.

Beatty's office, you know, uh the the he has uh a place right across the street.

TI Foods that we honored a few years ago as the business uh uh of the year, right?

Um but our two big uh biggest sponsors are of course our Agora Realty and L and Las Vegas Paving.

Without their help, we couldn't have made it happen.

So that was a a lot of people, and um, and I guess the what I did not uh who I did not think was our uh our community that came together uh and trusted us to put this event on.

And um, and again, you know, um without their help, you know, and of course I I should mention uh our our our PD who led the parade, you know, on their motorcycles and watched over us, and we had in fire involved in it, right?

It's you it's more than one person, it's always a big team that makes these happen.

And uh apparently we got coverage not just locally but nationally and even internationally, we have people asking him to join the parade next year from Mexico.

So let's see what happens.

Um if you uh came in, you might have noticed uh outside we have in our Stone Soup Art Gallery an art exhibition that's going on right now.

So that's from the city of the world, and they're doing, of course, their art exhibit.

And I don't have the name for it, and probably someone will text me before we're done here, but it's honor of h of Hispanic Heritage Month.

And uh the art gallery runs uh until October 16th, and the reception will be on September 24th from three to five.

I'll have to remember uh remind myself to bring the coffee and donuts, right?

Uh councilwoman, you and I, we had the honor of being invited to uh our color country commercial McCurdy's Latino Heritage Month event at the Welcome to Fabulous Las Vegas site, which of course they they changed the sign to reflect the colors there for Hispanic Heritage Month uh uh on September 15th.

It was really nice uh to attend that event.

It you know the the the weather has calmed down just a little bit for us, right?

So we we weren't baking.

And so we well uh uh McCur uh uh Commissioner McCurdy's been a a good friend to the city in Holy Vegas, and uh of course we thank him very much for for uh for including us.

And the biggest one, uh I see uh our education Zar uh is just uh out here in the Yeah, I call her our education Zar, uh uh uh I'm really happy Ingrid, yes.

But I I like my title for her better, Education's Are just sounds really cool.

Um call uh elementary school.

That's where I went to kindergarten.

It had kind of fallen in hard times in in in these past few years, but we're really happy that I was uh with the superintendent.

We had a surprise visit from the from the superintendent.

We showed up and made a big deal about this because on September 15th, um they announced that uh their uh rating had gone from uh two stars to four stars, right?

Which is a big deal.

You know, if you've been in education, you know how har how difficult it is, you know, to to even educate kids, period.

But they've moved, you know, they're really moving in the right direction.

Four out of five stars is pretty darn good, and they really improved, especially in ELA English language arts, math, and attendance.

Um the NPSF star ratings uh for this year.

So we have to really congratulate Principal Lush and her entire staff for making that happen.

Again, it's never one person, right?

Although sometimes it's good to have good leadership there, right?

It's always a team effort to make that happen, and we have to salute uh our our this school in particular, though, that was pointed out, especially because it's in Ward One.

And so that's yeah, it's it's one of those it's happening in North Vegas is happening in Ward One.

So that's just my little thing here.

This has been a wonderful way to spend microgrands here in the city and see some amazing results come of it.

Okay, good afternoon.

Um, for the record, Ingrid Johnson, education initiatives manager at the city of North Las Vegas.

Uh today uh today I'm excited to share the impact of our microgrant program for the 24-25 school year.

Uh North Las Vegas supercharged classrooms this last year, as they invested 280,000 into a citywide microgrant revolution that empowered 40 local educators in a bold demonstration of the city's commitment to educational excellence.

We launched our third consecutive year of transformative education microgrants.

And what makes this initiative truly remarkable is it's grassroots effort um and approach where educators themselves design projects tailored to their students' specific needs and their classrooms.

And these grants have catalyzed positive change through North Las Vegas schools.

So in this presentation and report on the 20 or four school year microgrants, we'll spotlight several standout projects brought to life by our microgrants that reveal and then will reveal next steps for the next school year ahead.

When you trust educators with resources, they design solutions that directly meet their students' needs.

So during the 2425 school year, the city supported 40 teachers across 19 schools.

Teachers received $5,000 awards and administrators received 10,000.

And these resources turned into powerful campus programs.

The city microgrant program stands on four foundational pillars, each one essential to advancing student achievement.

Through the microgrants program, the city has poured 700,000 total directly into our schools.

An investment that sparks opportunity, strengthens our community, and even transforms futures.

Now let's uh see firsthand how investing in our teachers and schools creates real measurable impact.

I'm thrilled to kick this off by welcoming Johnston Middle School's own Mario Torres.

Yes.

Hello, hola, hola.

It's a it's an honor to be here.

And um, yeah, I just wanted to share a little bit with what we were able to do with that Michael Grant and the impact that it cost on our program and actually the entire school.

Um we wanted to do the uh STEM sound studio.

We are in art, so my wife and I we both teach ethnic music, maniachi, um, and it's a new program at Johnston.

And we wanted to create something where our kids had that firsthand experience with uh STEM.

Uh we did a recording studio engineering and exploring the science of sound.

Uh, we converted our actual office into that, and it was really cool to collaborate with different departments in our school uh where we got to the kids from day one creating the design and modeling to using Tinkercat to create the actual studio to painting, to um adding the equipment, the microphones and everything that we were able to purchase and then also um for their performances at school.

It definitely brought a lot of uh pride to our kids, and you know, you can just see the uh the school spirit with the kids and how they enjoy going to our class, even the boring stuff like with math, because we even did a budgeting stuff with them too to see this is our budget, let's look how much this thing costs, what can we buy?

And it was a really cool, fun thing to do, and um, we continue to use it, and that actually had has played a big impact in in our school with even additional support from the school now.

Um, and I I know uh city councilwoman has actually been to our school and checked out firsthand or a little studio there.

So thank you for that.

That definitely just makes us feel very proud to be not only working for the city of Nor Las Vegas, but also being residents of City of North Las Vegas.

Um before you go, uh didn't we recognize uh you and your wife last year last year for Hispanic Heritage Month?

You you did.

So thank you so much for that too.

That was just a shameless plug on my hand on my board, that's all.

And to add to that, um, this year we are we're also um recognized by CCSD and teachers as well, too.

Yeah, thanks to the microgrant project, Johnston Middle School through Mario's project was proudly showcased to state officials, CCSD magnet leaders, and the state magnet committee during the governor's designated Nevada STEM school observation.

And um they were able to really share an incredible spotlight on the innovation happening right here in North Las Vegas due to his project with all of those people from around our community and the state.

Um, also, you know, kudos to Johnston.

They're also a two-star um jumper this year.

So well done.

You just give a school some resources, and man, they respond.

Absolutely.

So thank you, Mario.

Um, one of the key priorities of our committee when looking for awarding microgrants each year are projects that take on one of our toughest challenges across our schools, which is chronic absenteism.

At Priest Elementary, the stay in school initiative reached 755 students and successfully transitioned 40 chronically absent students into consistent regular attendance.

Fitzgerald Elementary's family store turned the tide.

82% of the students that served boosted their attendance.

Principal Watson said that one parent shared that the family store has been a true blessing to her family.

She explained that even small things make a huge difference when money is tight.

With her husband just starting a new job, those items have helped them stay afloat and maintain dignity.

She said the store not only provides essentials, but also offers luxury items like a Swiffer for dusting, which gives families pride and comfort they otherwise couldn't afford.

Martina's elementary, their attendance incentives not only reduced chronic absenteeism, but also strengthened family engagement, helping the school sustain progress and raised its NSPF rating by a star level.

Cozine Elementary built stronger family connections through their attendance incentives.

Principal Notch also relayed that while we were able to provide for families with our store.

Antonello Elementary successfully cut behavior incidents by over 50% and reduced chronic absenteeism from 31 to 26%.

Teacher Kelly Berkeley explains we would not be able to provide the materials, incentives, or lunch bunch without the grant.

These elements are essential to our programs and crucial for keeping them running.

Tom Williams Elementary engaged 539 students in positive behavior reinforcement, creating a better environment for achievement.

Microgrants were also leveraged by our schools to strengthen family engagement incentives.

Cosine's Once Upon a Time Project expanded library access, increasing book checkouts amongst preschoolers from 2% to 57%.

Teacher Barbara Flippin shares that she borrowed the phrase, quote, library joy from a popular library influencer, saying, quote, this perfectly captures the experience of watching preschoolers visit the library.

They enter with smiles, radiating excitement as they select their books.

Desert Rose High School celebrated 100 students for their positive behavior and academic growth while also enhancing family engagement.

Hello, everyone.

I'm George Orioste, and I've been teaching at Desert Rose for the past 11 years.

And last year, I was blessed with the North Las Vegas microgrant that I dubbed Positive Incentives for Positive Student Accomplishments.

This grant provided two community luncheon award ceremonies that were brought together students, families, and school staff alike to celebrate our students who showed positive academic growth as well as consistent school attendance.

The Breakfast of Champions, which we ended up calling the events, ended up being a great motivation for our students to try their best and look forward to possibly attending the events.

These students showed the highest level of perseverance and dedication to their education and fought hard to improve themselves through their educational experience.

Oftentimes traveling up to two hours by foot or city bus just to arrive at Desert Rose.

These luncheons and award ceremonies provided a way to congratulate the students of Desert Rose High School for their hard work and effort and to make sure that it did not go unnoticed.

The grant also provided uh graduation cords that they wore proudly during the high school graduation ceremony.

So big shout out goes to Ingrid Johnson and the whole city of North Las Vegas.

At Dickens Elementary, access to music struck a powerful chord, boosting attendance, sparking engagement, and inspiring 780 students.

Ms.

Katz enthusiastically shared the ukulele's were an instant sensation.

Students practically buzzed with excitement, eagerly diving into each ukulele session with focus and joy.

At Tartan Elementary, Creativity came to life through a vibrant self-portrait project fostering both artistic expression and positive behavior and over 450 students.

With new display frames, inclusive skin tone crayons, and supplies for every student, the hallways became a gallery where students delighted in seeing their work.

Bridger Middle School provided targeted tutoring and family engagement nights for English language learners, benefiting 120 students.

Simmons Elementary Ignited Learning with hands-on math manipulatives and dynamic STEM programs, empowering over 1200 students across two uh transformative projects.

Mojave High School United Families for a vibrant world culture night, celebrating 15 cultures and deepening community connections.

Also supported by our council.

In addition, our microgrant um programs dedicated are dedicated to keeping talented teachers in North Las Vegas programs.

I'd like to share a testimonial from teacher Jason Finger at Desert Rose High School.

He states, hello, I was very fortunate to be one of the recipients of the North Las Vegas microgrant last year.

My grant project was called using SMA and GMA to achieve industry employment in North Las Vegas.

The project was created to benefit every one of my welding students by being able to buy materials and consumables that we have not used before.

They were able to learn about a brazing process using a welding machine with a special filler metal, silicon bronze.

The process is utilized in the auto industry and the sheet metal industry as well.

My students got to learn this process and make fun projects to take home.

Students also got to build tables and other things needed for our welding lab.

Ultimately, one of my students benefit every one of my students benefited from this grant.

Thank you very much for the opportunity.

At Elizondo Elementary, teacher retention soared from 51% to 92%, directly benefiting their 438 students by providing consistent high-quality instruction.

Thanks to the grant, teachers attended the highly regarded get your teach on conference.

Principal Stacy reflected, quote, this project did more than meet its goals.

It breathed new life into our campus culture, helping us build a stronger school community.

In closing, I want to express uh sincere gratitude to the mayor and city council for their unwavering support in the microgrant program.

Targeted microgrants have proven to make a meaningful difference, boosting student achievement, improving attendance, and fostering stronger family engagement across our schools.

Looking ahead to the 25-26 school year, the city of North Las Vegas will continue this important investment with applications opening tomorrow, September 18th, for our next round of microgrants.

I was just at a school yesterday in the War II Gilbert Elementary.

And I had an opportunity to, you know, talk to the principal.

They're really, we had a great conversation about the support that they feel from our team from the city.

Um, and it just like it warms my heart to know that we are truly making a difference in our community.

Um, and and you are a big part of that, your team.

Um, and I think when our educators feel supported, it trickles down to the kids.

And um, and we are seeing, I mean, we saw all the pictures that you just showed in this, you know, amazing presentation, all the wonderful things that are happening in our schools here in North Las Vegas.

So I just want to I just want to thank you.

Um, and then uh I was as I was hearing you know, Mr.

Torres talk about his um his initiatives.

I have been to the school, and it's just amazing what you guys are doing.

So we are so grateful to you.

We are grateful too.

Um I also um when I went and knocked on on doors, you know, with CCSE trying to um you know provide resources uh during the open enrollment initiative.

Um a mom came out and she asked about Cerola.

She said, I really want my son to go to this at Rose because I heard it's a great school, and so that was amazing to hear, you know.

I think we are doing something good, and I think we got to continue doing this.

And um it says here that microgrands, it's a revolution, and I I like that word um because it really is, you know, we're changing things up, and so I think we ought to do what we can to continue supporting our schools to continue working with CCSD, um, to continue being the partner with them because at the end of the day we are one community, and um there's really some investment in the leaders um of our future, which is really our kids.

Uh I just want to say thank you as well, Ingrid, for all the uh the work you do here at the city, particularly with our our children and all of our teachers and all.

You know, I'm I'm happy that uh the councilman uh councilman Barron said just cold this picture over here because um this is really our future.

And I think we spend an awful lot of time on a lot of different projects here, and we do a very good job in doing that.

But in reality, this is probably one of the most important, if not the most important um category of of initiatives that uh that we're putting our our vision on right here.

And uh, you know, I'm personally happy that uh I'm part of a council and part of a city that does that for our children.

It's been a long time since I've been in school.

But uh, you know, back east uh we didn't do very much of this, at least when I was there, but um this is really amazing work that you really get them and uh to participate and you get some of the parents out too.

So uh thank you is not enough.

So but but thank you.

Well, this is a program that we've started that we are extremely proud of in the city of North Las Vegas, and thank you to our educators, our families, our students that work so hard and educing our babies in North Las Vegas, and we could not be more proud.

And as long as we are able to support, we shall.

Yes, I just wanted to add that doing it multiple years gives us a chance to gather data and prove that we can achieve outcomes for our North Las Vegas students.

So I'm glad that we've been able to do this over the last few years and making an impact in the schools that uh our community serves.

Um for me, um, you know, I'm disappointed.

I was disappointed that uh uh a few years ago, which is not that long ago, um a public official uh with another authority that I I'm not gonna mention actually looked at me and said the city in Hall of Vegas needs to stay in its lane when it comes to education.

I think that was pretty short-sighted, right?

Um we of course we take care of things for the city, but our lane here at the city is every person who resides or is educated within our city boundaries.

This investment, and really considering how much the the the uh our our state and uh and of course our county uh invest in education, this is something that's minor, although it's a lot more money than I have in my pocket or that I'll ever have, right?

It's a relatively minor investment.

Five thousand here, ten thousand there.

But just the other day, the superintendent, and I overheard her very well.

She said that if we just get resources and invest in our uh and in our in our children and our educators that'll pay back.

And in this case, um I'm gonna say that, and I'm really proud that I'm part of a board and that I'm here with the rest of the city and the staff that we believe in investing, large and sometimes small, right?

Uh in uh in our children and the children who reside and are educated right here in the city of North of Vegas.

Um I'm really proud of it.

And as this uh as the uh councilman pointed out, these children are a future.

We're talking about setting the setting a pace, setting you know groundwork here for these children 10, 20 years down the line.

One of those kids there, that might be, you know, my my future doctor, a future podiatrist of mine, a future dentist of mine, someone who might be patrolling the streets of our uh of our city, right?

We have no idea.

But every dollar that we put towards them right is more than well spent.

Um, I just have a uh a simple question.

Um I'm very happy that you know uh the state legislature uh found it um timely and very uh necessary for the Clark County School District that is growing into one of our close partners.

I'm really happy that things have changed with the school district, and we have uh a new leadership there that's committed to being our partner.

And uh CCSD, they had to, of course, do quarterly reports to us.

And I've kind of asked in the past, but maybe we should be reporting to CCSD.

What we do, basically, I know that'd be like you.

I'm actually that'd be like volunteering you for that, right?

And and that's something that have to come from our city manager's office, right?

But uh I I still think that you know, uh, if the I'm sure our city manager uh what would might agree and maybe we'll have another talk, but perhaps we should have uh an agenda item uh at the city of North Vegas to present to a CCSD for a few minutes for them to see what we're doing to help uh uh the children in our city.

And as and of course, maybe this will be something that'll stimulate uh uh uh stimulate the other agencies, you know, Clark County, Henderson, and Las Vegas to also, you know, to know we'll we'll put some you know uh some spotlight on them so they can present what they're doing to support the mission uh of CCSD.

Good afternoon.

Um I'm here just to provide a brief overview of um the grant agreement with the Animal Foundation.

Um so the total interlocal grant amount um it was uh approximately 1.7 million um for the city of North Las Vegas' portion being the 17.34%, um, which is approximately 303,000 for the city of North Las Vegas.

Um the animal foundation is seeking this grant because the shelter is often over capacity um due to the animals brought in by all the animal services jurisdictions um in southern Nevada, um, creating additional costs beyond the shelter um operations.

So the funding will help cover the expenses to ensure um animals at the adoption side continue um receiving the time and programs and the things that they need to transfer or adopt into a forever home or uh foster effectively and efficiently as possible.

The animal foundation was the only entity to um submit a bid response, the interlocal request for proposal for the operation for the multi-jurisdictional shelter.

Um the grant um will be they've asked the grant be awarded alongside the shelter operations contract.

Um so the two sources of funding can coincide and allow them to um continue striving to achieve um positive outcomes for all the animals that are at the shelter and the adoption side.

Um supporting the grant for North Las Vegas will help ease the strain caused by overcrowding.

Um allowed the animal foundation to provide additional services such as adoption events, community outreach, um, foster stipends and support and related costs there too.

Um if there's any questions, I'm happy to answer anything I can.

Well, I just wanted to um it's um it's uh it's quite the charge that they have.

It's it's uh it's a difficult thing.

It was only a few weeks ago that I uh I had a personally intervene there with my family.

Uh there was a beautiful Belgian Malinois that was hanging out at the old uh at the old city hall.

Someone dumped her there, right?

Uh it's it's a sad thing, but you know, she was hanging around there for a few days.

And of course, uh our uh animal protection officers, they they made a big deal about going to go rescue her, right?

And uh I I um I I hope that eventually she was uh she found a new forever home, right?

These uh are the animals that are entrusted with our city uh government, uh of course.

And so uh this resolution allows us to be able to continue to provide protection for uh such animals.

Those that just get out sometimes, or sometimes, you know, uh unfortunately they're they're not wanted, and we're able to re-home them.

So uh I uh I know uh I am very um appreciative of of what we do uh in coordination here with the Annal Foundation.

Um councilman, did you did have some add that?

Uh no, actually, what uh I don't have a question, but um, I'll be happy to make a motion to approve this, but I just wanted to give an opportunity to uh Miss Gray if she'd like to speak uh you know to our agreement here, our partnership.

Um it means a lot to us.

Um this is our first, I know the contract was the other piece of it, but um, to be able to have a new contract for the first time in many years.

Uh really wanna thank uh Will, uh Marissa Bramirez and Kelly for working with us.

We had some really wonderful conversations about really coordinating on the issue of life saving and making sure that we are all together endeavoring to get lost pets home.

As you observed, Councilman Varone, sometimes pets get out because life happens.

The more that we can do together in the community to foster microchipping, um, to encourage people to come in and volunteer and foster and adopt, get their pets spayed and neutered, um, then the shelter won't be overcrowded anymore, and we won't have the need for this grant.

But the grant does acknowledge, as Kelly said, that because we are the public shelter and we're not in control of our own population, that we have been going to very extraordinary measures to get as many positive outcomes, as many animals into forever homes as we possibly can.

And that involves adopt a thons with a lot of overtime, a lot of fee-waved adoptions, sometimes working with our paw partners.

We provide incentives so that they can take more transferred animals from us, but all of it is in the name of life saving.

And we really really do appreciate uh our partnership that we have with you with all three jurisdictions, and look forward to a great year of working together again.

We appreciate all they're doing and can't wait for them to get back.

Our city manager Michaela Moore and our mayor pro tem Scott Black had the opportunity to join our North Las Vegas SWAT team for some hands-on training.

They explored officer tactics and learned firsthand about the challenges our officers face in the field.

It was a valuable experience and a great reminder of the skill and dedication our public safety teams bring to protecting our community every day.

Um I'm Heidi Ramirez, and am I supposed to give my address as well?

My address is 1911 Yale Street, um, North Las Vegas.

Um so I just took down some notes and I would like to read.

Um the intersection uh east, Lake Mead Boulevard and Yale Street is a major concern for the community.

Everyday students, several students and parents cross these streets to reach the school, yet there are no designated crosswalks in place.

This creates a a serious hazard, especially since this area serves as an entrance and exit to the freeway.

Um without clear pedestrian crossings, it's at risk for both traffic and pedestrian accidents is greatly increased.

I urgently request that the crosswalk be installed at both intersections along East Lake Mead Boulevard and Yale Street.

Mike Keo, uh retired cardiologist, I live at uh Sunset Aliante.

We have these uh I've had three orthopedic surgeries, uh, two next sign and lower spine surgery from uh wrestling career remotely.

And uh, you know, we have these ramps to ease, okay, going in and out of your over over these curves, and these curves are pretty pretty steep, okay.

So for your car or your golf cart.

So I mean, uh they seem to be approved.

A lot of people had a neighborhood had them.

Okay, I got one.

Uh it's very heavy, very almost like asphalt, you get together with huge screws, they weigh a fair amount.

Okay, anyway, put them together and everything's fine, and all of a sudden somebody decided that they were against code.

Okay, and that you know, we all had to get rid of them in the neighborhood, which uh they were expensive, they're hard to put together.

Um, you know, putting sending them to the landfill just makes no sense to me whatsoever.

Um I get a lot of benefit from my back, you know.

It's a this is almost like disability issue.

Uh so rather than just throw my mine away like other people, I I I didn't want to do that.

I want to at least speak my mind that they're very beneficial to me.

I think a good compromise is to make the homeowner, me uh keep the things clear of debris.

Apparently, they're they're a storm drain problem.

There's not a storm drain within 75 yards of mine, okay.

We hardly get any storms on it.

I don't think that's really the the answer, the reason why I think there's something else going on, but uh I just don't want to get rid of something that's very useful to me, and I don't think it harms community at all.

I think uh everybody should, I think somebody's jealous, okay.

I think everybody should have one.

So I I would like to address the recent issue in North Las Vegas code enforcement violations.

I've taken upon my myself to send an email to the city of North Las Vegas enforcement addressing the violations of many residents in our community.

I have dressed on how this was infringement of the American Disability Act for some residents who utilize these ramps for disability purposes.

I was told by addressing this issue, American Disability Act is often overlooked and seldom acknowledged.

Mr.

Joshua Christensen agreed.

When I received the phone call from the head enforcement, Justin Christensen, who acknowledged my email and concerns, he reported with due to the overall calls and frustration of the residents, the city North Code Enforcement Division has put temporary hold on receiving the violations of further priority in this residents of these ramps.

So the second the second paper that you guys have.

I'll be done in 30 seconds.

So the second paper that you guys are looking at, that's the approval from the HOA.

They've been approving these for 18 years.

Richard has a house in a ward for he knows because he'd driven the neighborhood, he's seen them ramps for 18 years.

The HOA sent letters out to all of us that got the approval for these ramps and said that we and then the last place is the violation.

So I'm asking Mayor and City Council to see if you can put this on the agenda for next month.

So the mayor and council can vote on and help us out in our community.
