And uh what I try to look for, as we all do, is a business that is really part of the community, uh, impactful, and is uh service-oriented.

Um there was no problem in my mind when I when I saw Mathnesium, as far as the work that you do over here with those young children.

There is there's nothing more important to the future of not only our city, but our country and then our next generation.

So uh I wanted to take say that uh this is my privilege to be here today to have the uh opportunity to say thank you to all of you.

Um, I was born here in North Las Vegas, and you know, Nevada born raised, went to UNR and also went to UNLV, so kind of committed the ultimate transition from going to UNR to UNLV.

Uh, graduated, and uh that's where I came across Mathnesium as an instructor 10 years ago and proud to actually be in the franchise and actually be boots on the ground and working with our community partners, our school partners to uh make the impact.

Because for myself and I think a lot of our instructors, we sometimes overlook that um how much of a difference math can build confidence because oftentimes we did well in math, and then uh being able to sit with kids that maybe haven't been able to practice it enough and you know, get that challenge, and you see their confidence you know slip off, and they start creating that identity that they're just not a math kid.

And um, Dustin is my center director, he is the head that takes such great care of our families.

Um, our instructors are really the ones that impact the kids every day, and so it's just been amazing to see them do what I did 10 years ago and uh getting to be a bigger part of that.

So, thank you so much for recognition because uh we'll keep it going and excited to get more done in the uh area.

So, sure we'll be back up here sometime soon.

So October is National Manufacturing Month, a nationwide effort to recognize the significance of the United States manufacturing sector and its impact on the community and society.

The celebration starts with National Manufacturing Day on the first day of October or on October 3rd.

In recognition of National Manufacturing Month, we are proud to recognize CREAT, who recently established its third manufacturing facility in North Las Vegas, occupying a total of 572,000 square feet across two buildings in the Sun Point Commercial Center.

This expansion aims to strengthen Create's partnership with Home Depot and serve the Western United States.

Used for personal storage.

They are developing new container products for various markets, including plumbing, lawn and garden, home organization, and construction using large industrial 3D printing and their innovation centers.

Creates expansion in North Las Vegas is projected to create a significant number of full-time jobs and will generate over 90 million dollars in new sales from the Home Depot partnership alone.

Uh we're gonna continue to invest in the area.

We are a you we are a very good community partner.

We like to invest in the areas that we're having our facilities in, and we're looking forward to a long and mutually beneficial racial relationship.

Oh, so quantum a call and family and Lindsay and uh Principal Leschi all come on up.

So we are here to honor you, your staff, your students, your families, your community, for the effort that you have put in to bring Quantum Call from a two-star to a four-star school.

And we have other schools in North Las Vegas that have made gains, but the progress that you all have made goes without.

I mean, we are so honored and so proud of the work that you all have done, and that you are a great partner to us, and we are a great partner to you.

It just makes all the difference for my little bitty school there at the corner of Donna and Carrie.

Um, this is my 23rd year in education, and it's been such a dream.

Um, I have always all of us have always supported um at-risk low-income schools, and you always feel like every year are we gonna get there, are we gonna get there?

And then you finally do.

And it's just an absolute dream, and we're riding this for the next 360 some odd days.

And then I just like to highlight a few other schools.

Carol Johnston went from a one-star to a three-star.

Um, and then Legacy Traditional School at North Valley, um, went from a okay, I've been out of the loop for a minute now.

Um, for the elementary school from a one to a four and middle school from a two to a four.

And Civica, which is right across the street here from our city hall, their elementary school went from a one to a four and middle school from a two to a five.

Wow.

And Somerset Academy Losi, middle school from a two to a three elementary school from a two to a five and high school remained the same from three-star to over to a three-star.

And then Somerset in North Las Vegas went from two to a four-star.

So congratulations to all of our educators and and my babies.

So, congratulations, oh, I'll make sure I got sent.

I am going to read the proclamation for fire prevention week.

And it reads if you want to hold this, please, thank you.

Whereas the city of North Las Vegas is committed to ensuring the safety and security of all those living in and visiting our community, and whereas fire remains a significant public safety concern, both locally and nationally, and homes are where people are at greatest risk from fire, and whereas the majority of fire deaths in the United States occur in the home with cooking, heating equipment, electrical failures, and smoking materials being used, being leading leading the leading causes.

And whereas working smoke alarms and home fire escape plans have been proven to save lives by providing early warning and a clear path to safety.

And whereas fire departments across the country, including the North Las Vegas Fire Department, are dedicated to reducing the occurrence of home fires and related injuries to deaths, prevention, education, and community risk reduction.

And whereas residents are encouraged to take proactive steps, such as installing and maintaining smoke alarms on every level of the home, practicing home escape plans twice a year, keeping anything that can burn away from heating equipment and staying in the kitchen while cooking.

Whereas the 2025 Fire Prevention Week campaign, fire safety is everyone's responsibility, serves as a reminder that simple actions taken by individuals can significantly reduce the risk of fire-related tragedies.

Tragedies.

Now, therefore, we, the City Council of the City of North Las Vegas do hereby proclaim October 5th through the 11th, 2025 is fire prevention week through the city of North Las Vegas and urge all residents to participate in fire prevention efforts at home and in the community to make North Las Vegas a safer place for all and witness whereof we have set our hand and cause the seal of the city of North Las Vegas to be a fix this first day of October 2025.

I'm the fire prevention supervisor here at the North Las Vegas.

I first want to begin by thanking all of our community partners for raising the awareness on these posed fire risk by lithium ion batteries.

And fire prevention is a shared responsibility.

And it is one of those that uh we pride ourselves on very much out in the community every day.

And like Mayor had said, that this is a uh responsibility for the entire community.

And we just want to thank everybody for their part in um putting that information out there and making sure that we ensure the safety of our community and all the people here in North Las Vegas.

Um, well, for our first responders, uh, and I guess uh one of our colleagues will be talking about you know first responders here uh a little bit later.

I wanted to have a shout out, of course, to our PD's community engagement department.

They put on a great uh event today with coffee with uh with the cop at our Starbucks that's right off the freeway.

I couldn't give you the address.

I think it's like 523 uh East.

Um I think that's it, 523 or 525, whatever it is.

You can't, yeah, you can't miss it.

Well, you know, there's a whole bunch of Teslas parked there and the front.

You can't miss it.

But it was a fantastic event, and uh we had a lot of participation.

So uh thanks to uh to uh to our PD team for putting that together.

Um we had uh I I was able to attend uh our neighborhood recreation center.

They put on a Hispanic Heritage Month celebration, and um that was uh last uh that was on September 20th, and uh I had the uh we're still in Hispanic Heritage Month, middle of September to middle of October.

And uh thank you very much for the staff.

And uh I I think I saw I well, I actually I forget who it was who were this the sponsors.

The staff did a great job putting it together, and I I saw uh Balefo Corgo Sol Huasteco was also one of the presenters.

So uh thank you very much for them.

Uh PD, another shout out to PD.

Uh the community engagement division's Hispanic Community Connection event was held at the Dolores Huerta Center Resource Center here on September 23rd.

Um a lot of great things are happening there at the Dolores Warters Center.

There's one a little bit that uh there was one being held today, but I think I'll report on that one at the next council meeting.

And finally, again, going back to our uh to our amenity here, uh the neighborhood recreation center.

Last Saturday, um, our friends here at Special K, they had their baby supply giveaway, and that was on September 27th at NRC.

Uh a big shout out to Mr.

John Johnson and your team, if you're listening at Summer Silver Summit Help Plan and the Library Discit District, and of course, again to the very helpful staff at uh the neighborhood recreation center.

A lot of things going on, Mayor.

I just want to remind everyone that uh excuse me, on October 4th, um our 11th year of uh our annual armed forces military veterans and first responders appreciation day.

Um will be at Craig Ranch Regional Park.

Opening ceremonies are about 11 o'clock.

Uh we present the colors, and then uh we have approximately, I think uh 70 vendors who are participating this year to uh show off their products and uh a lot of things that could benefit uh uh medical issues that could benefit our veterans during that day.

Uh plus we're gonna have entertainment as well.

Um the other item I want to remind everybody about is uh our annual pause in the park event that I was happy to uh work on uh with uh our staff, Kantasha sitting in the back over there, uh, who does an excellent job of uh putting everything together for this event.

Um this year's theme is uh Halloween.

So uh I'm looking forward to seeing all of the parents of the little doggies out there dressed up very similar to their dogs that are or the dogs dressed very similar to their parents.

Uh we have vendors out there, and uh I want to thank uh in advance um hearts of live village, Christie Stevens, uh for the time that she puts in in microchipping the animals out there at no expense uh for the people who um can't afford to have their their animals shipped.

Um if that you fall into that category, then um I suggest that uh you give a call to 70278002 and make an appointment to bring your your dog in there.

Um she has plenty of help over there, and the more animals that we get, uh the better off is for all those little babies out there.

On September 20th, I participated in the Parks and Rec event, the family day of golf at the Par 3 golf course.

North Las Vegas has two golf courses, one in Aliante and one just down the road from City Hall here.

That one happens to be my favorite.

It's perfect for my uh attention span.

You can do it in about an hour.

It's very affordable and it's a lot of fun.

It was awesome to see families out there enjoying that amenity.

Our Parks and Rec team did a great job.

They had some games and events for for the families after they played golf.

Um, also this past Saturday, another amazing community event was an open house and barbecue at Fire Station 55, which is in Ward 3, there on Allen Lane, just north of Ann Road.

Uh I rode my bike there because I live close by, and it was awesome to see neighbors walking from their neighborhoods.

I mean, there were people that drove there, but it was just really cool to see parents and kids walking from their homes across uh Allen there at the crosswalk to the barbecue.

I just thank you to the fire department for opening your the doors of your home to the community.

It was really, really a wonderful event.

On September 25th, I had the privilege to speak uh at the monthly luncheon of the ACES of Nevada, it's a local chapter of the American Council of Engineering Companies to give a uh basically an update or showcase of the great development projects that are occurring all throughout North Las Vegas, both industrial, commercial, and residential.

And uh they had some good feedback for the way that we operate from a process standpoint in our public works planning and zoning department.

So I was proud to do that.

And then lastly, uh this Saturday, in connection with our friends at the RTC, we're having a bike Toberfest bike ride.

The entire month of September or October rather has activities surrounding bike riding and getting out in the outdoors.

But this one uh is at the Craig Ranch uh Regional Park at the Garden Plaza.

It starts at 10 a.m.

It goes to 1 p.m.

There will be vendors, food trucks, music.

Um, there will be bike shops, local bike groups there to talk about bike safety, giveaway uh helmets.

There will be two rides, a family-friendly ride that's about two miles around the park, and then a longer ride if you want to get out on some of the trails.

Uh, I'll be uh doing the longer one.

I know the mayor will be there riding her bike, and so I encourage you to tell your friends, tell your neighbors get your bike, your helmet, come out and ride with us at beautiful Craig Ranch Park.

Um on September 20th, I had the privilege of attending the very first Silver State um education foundation gala, uh, where you, Mayor, were honored.

And it was just a wonderful celebration uh to uh be able to attend and support um their teacher their student to teacher pipeline program.

Um and I know uh mayor played a huge role in that um in our team, so I just want to thank our our education Wilson's team, uh, education um team in the city as well for all their hard work.

Um and for those of you that aren't aware that Silver State Education Foundation, they launched um their homegrown teacher program about a year ago in October.

Um, and it's been tried out at Kenneth Springs High School, which is in Ward 2.

Um, and it's it's going great, and so we're very um very proud to be able to support them.

And then um September 23rd, I was invited to um attend the open house at Behavioral Health Group, which is located in Ward 2 on Cheyenne, and I was able to learn and tour their their new and improved facility.

Um I was able to meet their providers, their staff, learn about the services that they offer.

Um so if anyone's interested about what the work they do, they're located at 3470 West Cheyenne Avenue.

Um also I was able to tour the gas station studios, also located in Ward 2, um, on September 25th.

Um, and it was the best.

I had such a great time with our team.

Um, Maggie and Wilson came with me.

Um, and this is a very first studio of its kind in our city.

I was able to learn about how they're our are lifting our local artists in our community.

Um, and those across the globe, they have clients from um other countries who come just to utilize their studios and their production side.

Um they have a very uh amazing approach.

They're very family friendly.

Um, and uh we're just so grateful for the support they bring.

Um, and then also I'd like to share some stats from our um our homeless pop-up event that took place at Tonapot Park, also in War 2.

Um this was the city's largest homeless services event to date.

Um, I just received um numbers.

They had uh we had a record breaking of 657 people who were assisted.

Six 657.

Um they were assisted with services, resources, referrals for housing, substance abuse, behavioral health, medical, and more.

Um so I'd like to uh make a shout out to North Las Vegas, nonprofit restoration and recovery, um, who not only served meals for all of the individuals but as well uh to all of our 66 providers who came.

Um also earlier today, um we were all at the Dolores Huerta Resource Center, DHRC, attending a really great event.

Um, so I'd like to uh just mention it real quick.

I think they're just uh wrapping things up at the moment.

But we had, thanks to the um partnership that we have with the Mexican consulate, um, they were the bridge between the UFC and our community to be able to bring three Mexican UFC flyweight champions, Alexa Grasso, Brandon Moreno, and Ronaldo Rodriguez.

Um Alexa was uh is the first Mexican woman to win a UFC title, and she's currently um she was there earlier today talking to about 60 uh youth from our North Las Vegas community and just inspiring these kids.

They brought um gifts for the kids and the UFC representative uh Brian Smith, he expressed interest in this being the start of a long-term partnership.

So I'm very grateful to our team Wilson.

We only gave him a week to put this together, and he did it, and um there was no complaints, they just worked um just amazing.

And so um the Mexican consulate was very, very grateful for how um how easy and how smooth the process was and how um communication was streamlined, and it was just uh a great event.

So thank you so much.

And then last but not least, um October 7th, a week from Tuesday, we have our national night out at Desert Horizons Park in Ward 2 from 6 to 9 with our police.

So come out, enjoy a great night of music, food, um activities, and come and meet our local law enforcement.

And you may notice that we are all wearing purple today, and it's the go purple campaign because October is domestic violence awareness month, and Marcy's Law for Nevada is urging Nevadans to go purple in support of domestic violence victims and survivors, and to recognize outstanding citizens who work each day to protect victims and their families.

According to the National Coalition Against Domestic Violence, on an average, nearly 20 people per minute.

20 people per minute are physically abused by an intimate partner or in the United States annually.

This adds up to more than 10 million people.

So one in four women and one in nine men experience severe intimate partner physical violence, sexual violence, and or intimate partner stalking.

So to shine a light on this preventable crime, we ask all Nevadans to go purple in October for domestic violence awareness month.

Advocacy organizations will be hosting events all month, and we ask you to join in the effort, and there's ways that you can do that.

Turn on your exterior lights, make sure they're purple, wear purple and take photos to post on social media, use signage to show your support and support local advocacy organizations that are helping survivors and Kim who's over there.

And Kim, who's over there, we are always grateful to have you here every every single year, and we look forward to many more years until these numbers decline significantly.

Item 18, ordinance number 3256 and ordinance amending section 15.72010B of the North Las Vegas Municipal Code by authorizing the building official to approve an exception to the requirement to comply with the most current adopted technical codes for certain single family home subdivision projects requiring automatic residential fire sprinkler systems for permits issued on or after January 5, 2026, and providing for other matters properly related there too.

Item 19, ordinance number 3258, an ordinance amending chapter 8.28 of the North Las Vegas Municipal Code regarding permissible construction hours and providing for other matters properly related there too.

Um so we are super excited to introduce City Connect.

Um, our econ dev, police, and community services departments have teamed up to launch this new program.

Um the team is meeting one-on-one with local business owners to hear concerns and offer solutions.

And so we want to give a big thanks to Per uh econdev specialist Perry Erson for kicking off this initiative.

And they've already got um gone to two businesses at least, two businesses I believe, and I also want to give shout out to uh Maggie Mora from our community engagement division as well as Captain Paul Manteufel for also joining in this.

So we're really excited.

I think we've started with ward one, and so we're gonna get to to each of you.

And um, I think this is gonna be a really great um initiative.

Uh wanna give a big shout out to our parking enforcement officer.

He went above and beyond.

You may have seen the news coverage of the big fire that uh burned um uh last month.

What you didn't see is parking enforcement officer Juan Estrada calling the fire, drive to the flames, and evacuate multiple people and pets from their homes.

So thank you, Juan, for your bravery and dedication.

And another shout out for fire.

Umgratulations to Battalion Chief John Wright for receiving the 2025 SOAR award from the Las Vegas Rotary Club.

Chief Wright has led the groundbreaking work on casualty response and technical rescue, making a lasting impact on public safety across the valley.

And as pastor said earlier, today is October 1st.

And so just to all the victims, the survivors, the family, the community, our first responders, and anyone else who had a hand in making sure that our community was safe.

We just want to know that we will never forget and stay strong.
