The proclamation for the National Community Planning Month, a proclamation for the hundred black men of Las Vegas, and a certificate of recognition for Juan Estratus.

So, council, let's go down front.

And also on Sunday, I got to spend the day at the Las Vegas Motor Speedway, and I got to go around the track in a pace car.

They were only supposed to go a hundred, but they went a little faster than a hundred.

And the driver kept saying, look out to the right, because you can see how close we have to be to that wall.

I'm like, because I'm thinking if that car touches that wall, all I had on was a seatbelt, we'd have been lights out.

So but I it was exhilarating and it was so much fun.

All right.

Okay, let's focus.

I'm not telling my secrets.

I met two famous people.

First of all, the driver and the actor Glenn Powell.

Oh my gosh, it was it was great.

Focus, mayor.

Come on.

I'm focusing.

Okay, go ahead.

Okay, our first presentation is for community planning month, and I'd like to read the proclamation.

Whereas change is constant and affects all cities, towns, suburbs, counties, boroughs, rural areas, and other places.

Planners can navigate this change with data-driven insights and expertise that provide better choices for how people work, live, and whereas community planning provides an opportunity for all residents to be meaningfully involved in making choices that determine the future of their community.

And whereas the American Planning Association endorses National Community Planning Month as an opportunity to highlight how planning is essential to every community and how planners are uniquely positioned to identify solutions to communities to communities, uh, project specific questions, and whereas the celebration of National Community Planning Month gives us the opportunity to publicly recognize the participation and dedication of appointed planning commission members who have contributed their time and expertise to the improvement of the city of North Las Vegas.

And whereas we recognize the city of North Las Vegas' professional community and regional planners for their valuable contributions and ongoing commitment to public service.

But the team you have here with the planning commissioners and staff, they actually help work on hundreds of zoning applications a year, thousands of permits, and a lot of those uh they come in and you would think there's like a whole process, but we we do a lot of those things right over the counter and get them done.

And then when we work on uh things like Thule Springs and in the future a comprehensive plan for the community, these are the folks that are doing all the all the heavy lifting.

I do so I want to have can I have an applause for the team if you thank you.

But there is, I think we have a number one planner on our team, and that's our actual city manager, Michaela Moore.

Every chance uh we start to talk to her about the future of North Las Vegas and what we want to imagine and what we want to see.

She asks us to dig a little deeper to actually get a little bit more creative and envision uh a better future for the community.

And so we make no small plans, we make big plans because we know they have the ability to stir the soul and to inspire the residents of North Las Vegas.

So I think we want to come up for a photo if you don't mind, and and then I'll and then I'll stop talking.

I have the pleasure of recognizing a long-standing organization, the Hundred Black Men of Las Vegas.

Um, I don't I will read the proclamation and then you all can come up and then decide who's going to talk, because you've got to talk, you can't stand there and sit quietly.

Okay.

The Hundred Black Men of Las Vegas has served the North Las Vegas community for over twenty-five years and is dedicated to positively impacting well-being of youth and families through mentoring, education, health, and workforce development programs.

And whereas a hundred black men of Las Vegas has achieved measurable outcomes for North Las Vegas youth, such as improved academic performance, reduced absenteeism, increased graduation rates, scholarships, and mental health awareness while addressing systematic disparities in education, financial literacy, and career readiness.

And whereas the hundred black men of Las Vegas has distributed three thousand pre-cooked meals in North Las Vegas for Thanksgiving and awarded over seventy thousand dollars in scholarships.

And whereas the hundred black men of Las Vegas has impacted the lives of over fifteen hundred youth and adults, and whereas the hundred black men of Las Vegas was recognized as twenty twenty-four chapter of the re year by a hundred black men of America for their mentoring and community efforts.

The recognition of Officer Juan Estrada.

As I said a moment ago, I want to recognize a team member who recently went above and beyond.

You may have seen news coverage of a fire that burned four excuse me, four properties last month.

But what you didn't see was Officer Juan Estrada calling in the fire, driving to the flames, and evacuate multiple people and pets from their homes.

We all, including myself, want to thank you, Juan, for your bravery, dedication.

And now we'd like to give you a little something for that certificate of recognition.

And it reads to Juan Estrada for your quick thinking, selflessness, and exceptional courage during a fire incident in the three hundred block of Jetson Avenue on August twentieth, twenty-five.

Your bravery and heroic actions are worthy of praise and exemplifies the highest standards of service in the city of North Las Vegas.

Congratulations and thank you for your bravery.

Moving on to council items.

Councilmember Roan.

Thank you, Mayor.

I'm really lucky that I caught a break that the commissioner gave me the flowers to give to you since I was running a little behind.

You know, that's a good way.

If you're ever in trouble, um, always give flowers, you know.

Um, and that helps, you know, uh a lot of people get out of trouble, I think, right?

Uh maybe I shouldn't be saying that.

Anyhow, um, it's been uh uh it's been an eventful uh last couple of weeks since we met, Mayor.

Um to begin with, I wanted to definitely thank our our police our police department's uh community engagement team there.

I don't think that's the name for them, right?

But I uh I definitely want to thank them for uh sponsoring and organizing the coffee with a cop uh with the community it is their their name, uh the community engagement team.

That was October 1st at Starbucks on Lake Mead.

It was uh it was uh nice to uh, of course, uh get with the officers and let them uh see them meet and uh make um build bridges there with members of the community.

Um I think uh most of the the the city council joined me at uh community uh uh uh College of Southern Nevada's uh Cheyenne uh campus mascot kickoff, which is on October 8th.

It was nice to see uh Cody the coyote um as he was introduced to the to the public there, right?

Um a great event.

And um I uh I really it was really nice to meet the president there.

He seems like he's extremely um enthusiastic about his uh uh about his charge.

Um also uh uh big kudos out uh to uh the uh Dolores Huerta Center.

Uh the team uh they uh organized a visit by NASCAR driver Daniel Suedez.

Um it was uh I never thought I'd actually get it uh get a chance to meet a real NASCAR driver, and and and and he gave us some words of wisdom there at the center on October 10th.

So kudos uh to the Dolores Hortons uh center team when we get it happen.

Um although you know we're winding down, I think today or tomorrow, Hispanic Heritage Month.

We're also about to start Octoberfest.

And you may not know this, but we're either at the 49th, 50, or maybe even 51st or first 52nd Octoberfest anniversary, and we had the German American Club right here in the heart of downtown North Las Vegas.

It's um it's uh it's an incredible, it's I I find it you know a very um interesting, and I uh I got invited.

I'll I'll be joining them for their uh for their event here uh on October 17th at 6 p.m.

So I guess if you're not doing anything, you feel like being German for a day, I'm sure I'm not doing anything bad by telling you to stop on by.

And finally, um Harvest Fest.

There's uh Harvest Fest, uh a couple of them happening.

The one in Ward 1 will uh happen at the uh neighborhood recreation center October 25th from 10 a.m.

to 2 p.m.

Uh there'll be games, there'll be prizes, there'll be a trunk or treat uh totally free and open to the public.

And hope to see everybody there with big smiles on their faces and costumes and lots of candy.

We just recently on October 4th celebrated our 11th year of having our armed forces and military veterans appreciation day at Craig Ranch Regional Park.

Uh I could tell you that we have a we all know we have a beautiful park there.

This year was a little exceptional.

We have beautiful weather as well.

And it was nice not to have the dust and the dirt blowing in your face now that we completed the park, right, Valerie?

Uh it was well attended, and uh I could tell you that every year it's getting bigger and bigger, and uh we appreciate the support of the city when we do this every year.

So uh next year will be the 12th year, and I'll keep you posted on that with what day it is.

Um the other as important, if not well, maybe a little more important, is our pause in the park uh event coming up next Saturday, October 25th.

It's gonna be in uh Nature Discovery Park, right off of Aliante Parkway from 10 a.m.

to 1 p.m.

Um we're asking you, and I'm not too sure what this means, uh Rizel, but uh bring your WHU-MAN family and furry friends to enjoy kitty and doggy tricks and treats.

Shopping, food, costume contests, and fun and activities.

Well, I understood all that, but I didn't understand the Who Man.

Uh oh, who man costume?

Okay.

Are you gonna be there again uh with your little doggy?

Okay.

Uh it's gotten bigger every year, truly.

Uh and uh uh all this is important, and we have a lot of sponsors on poor on board this year, uh helping us to uh to make it uh an event that we should all be very appreciated for with our animal friends.

But I I need to add the fact that this is more than just a uh a pause in the park event with uh prizes and you know, a parade of animals dressed up like their owners and vice versa.

You know, Christie Stevens from Hearts of Life Village will be there once again this year.

Uh microchipping uh dogs free of charge for uh families that are underprivileged who just can't do that.

And uh, like I said, every year it's getting bigger and better.

So we appreciate uh all of our park staff for helping out.

We appreciate all our sponsors.

We'll have all the names of those people, of course, as they come in, hoping to work together for next year and do it bigger and better.

And just for a personal note, this started a few years ago uh from my little dog Suki, who's no longer with us, she's in heaven right now.

But I know she's looking, I know she's looking down upon us over here saying thank you for what you're all doing.

Uh I'd like to report on a few awesome events that I had the privilege of participating in and make a few announcements of upcoming events.

On October 4th on uh Saturday, also at Craig Ranch Park was uh the Bike Toberfest, North Las Vegas RTC bike ride.

We had a good turnout, we had good support from the community.

Our parks and rec team did an incredible job setting up the course um within the park.

We had families there.

There were was one family there that learned about the event and purchased used bikes on Facebook Marketplace the night before so they could participate.

I thought that was a win and a success right there.

The mayor and her husband and her sister were there riding their bikes.

We rode about 12 miles.

We went up through the trail systems that we have.

Uh the police was the safest ride I've ever done.

I ride my bike every week because the police were helping us cross at the cross across uh points on the street.

So it was a great event.

Appreciate the RTC and the partners that helped out be successful.

On October 7th, uh at uh Cozine Elementary School in Ward 3.

Uh the CCSD PEF book bus stopped by.

Every student at Cozine received two books out of the book bus.

I was able to talk to some of the kids and look at some of the book selections.

It's amazing uh the investment in childhood literacy, giving books that the kids can own and have pride of ownership and take and read and reread.

That was really a wonderful event.

Uh, just this past Monday, also uh dealing with educational efforts that we have in North Las Vegas.

Uh Mayor Goines Brown hosted her annual principal, North Las Vegas Principals Appreciation Breakfast.

There were I I would say more than 40.

The conference room on the ninth floor was packed with principals from our local schools, elementary, middle, and high school.

Um the mayor uh spoke to the principals about the the great things that we're doing in North Las Vegas.

I had an opportunity to talk about the investment we're making in our microgrant program.

Uh councilwoman was uh was there.

Chief Gravat gave a nice presentation and spoke about uh school safety, our commitment to pedestrian safety for the students to get to and from school and other safety measures that we're committed to do with our other law enforcement agencies around southern Nevada.

Uh, the special guest was Sandra Douglas Morgan, the president of the Raiders and our former city attorney, and she gave a great presentation.

Really at the end of the day, the the principals felt heard, they felt supported.

They were filled up with uh all manner of uh caffeinated beverages from the coffee bar, and it was a great success.

And the mayor is our uh education mayor, if you haven't noticed already.

Um coming up uh this coming Saturday the 18th, there are two uh Harvest Fest events, one at the Silver Mesa Rec Center on Allen Lane from 10 a.m.

to 2 p.m.

Lots of fun games, trunk retreating, and then later that day, if you miss that one or if you need a second uh round at trunk retreating.

Um, I'll be uh giving out candy at the Aliante Master Association trunk or treat event from 5 p.m.

to 8 p.m.

at Deer Springs Park.

Um I would like to start by talking about the National Night Out, um, which was hosted by our police department on October 7th.

It took place at the Deser Horizon Park in Ward Two.

And once again, it was a night, a super successful event, a night full of um just community.

We had a lot of families just come, a lot of um were just neighbors from around the neighborhoods that just walked to the park, and it was just a great event.

So thank you to our CED, our community engagement division from the police department for their efforts.

Um, they did an amazing job.

We had food, we had uh music, we had a lot of um community partners that were there uh with resources, and it's actually one of my favorite events.

I don't know if I've shared this before, but it was one of the first events I attended when uh my husband and I first purchased our home in Ward Two about eight years ago.

We heard music, we were outside playing, and then we just walked to the park, and half of my kids were barefoot, and so we had to go back home so we could put shoes on.

And and we went back because it was just amazing.

So um it's uh favorite.

So it's uh favor my like I said, it's one of my favorite events, and I just want to thank um their CED team for a fantastic uh event in our police department and all that they do.

Um, and then the following night again, our police department um hosted another great great event in our community, our faith uh annual Faith in Blue um event.

It took place at the Church of Jesus Christ to Latter day Saints in North Las Vegas.

Um our police department hosted a parent and youth forum.

And so everybody was able to um enjoy a night of civil dialogue where the youth um listened to the police officers, they asked questions, um, and they learned a lot, and then the the parents were on the on another room.

Um, and so this was just a really really great event where our police department was able to engage with our community, promote mutual respect and cooperation.

So thank you once again to our team, especially Portland, who uh works really hard uh making that ensuring that these events take place in our community.

And then the following day on October 9th, our best committee did an amazing job organizing our annual employee appreciation day.

It took place just right here at the Liberty Park, which is right across from City Hall.

We had really good food, we had games, uh, we had music for our entire uh City of North Las Vegas team members.

So thank you again to all those that participating to uh participated into our community.

I mean our committee for putting together this great event.

I served salad.

It wasn't the most popular uh side, but I had a great time, and I thought the salad was really, really good.

Um, and then that same day um at the Dolores Huerta Research Center, they held their very first farmers market, and I just got stats from the Just One Project.

They're the ones that are managing our center.

And I learned that 175 households, households were served.

They received fresh food, fresh festival, vegetables, meat, and including fish for family, and it was free of charge.

So we want to thank our partners at the Just One Project, our DHRC team, um, our team here at the City Wilson Maggie for all the work that you do.

And last but not least, the pumpkin patch at Craig Ranch is running through uh October 31st.

So there's still a few more days left on the weekend.

So Saturday and Sundays, it starts at noon, and you can go in through the entrance on North Commerce.

Entry is free.

So if anyone's listening, we have any families here that want to go to the pumpkin patch or steal time.

Um, the $10 wrist ban is provides unlimited access to all the activities, including the bouncy houses.

So if you haven't had a chance to go, stop by.

As you can see, we've have a super super busy October, and we're even halfway through for events that we've already had or that are coming up.

And so I just want to, every person in the city has a hand one way or the other in all of these activities that I know we're a little high maintenance sometime that we want to put these ideas together, and um it's just effortless once they are finally occurring.

And so I want to first of all start by thanking all the council liaisons on the ninth floor for arranging these events and and talking with council and seeing what they want to do.

But every single department, parks, recreational, police, fire, you name it, everyone has a stake in all of the activities that go on in the city of North Las Vegas.

So I just want to say thank you and know that we don't take for granted what you do, and we totally appreciate you.

How are we supposed to promote civic engagement with the population?

If you guys don't even give them uh information to actually make educated opinions and actually understand what's going on within uh city council, you know.

You know, uh when Mayor John Lee was uh city council mayor, he had supplemental data up there.

You know, the old the old um portal that we had, they had that.

I don't understand why you guys can't do that with these items.

Uh it seems like also uh you guys are going to you have some grants, right?

For uh agenda item three.

You guys have grants for uh acquisition of rehabilitation of houses and stuff like that.

Um how are we gonna get our money back from this?

Uh we don't get real estate taxes.

The real estate taxes go to Clark County.

The only taxes that we really get is from uh the land, you know.

And if we have all this money for the acquisition of affordable housing, what about the poor homeowners?

What about the poor property owners that are in our uh in our current district?

You know, you could go down the street and there's nonstop poor impoverished pop property owners who struggle to pay their simplest the taxes.

Yet you guys are bankrolling how many people's uh houses so that they could rent houses and stuff like that.

It seems totally um unfair to to sit there and make all these things, you know, sit here clap and giggle uh while you guys are completely neglecting other portions of the population while also thinking, oh we we just looks good, or we pat ourselves on our back, or we're super cool.

Um and then also in addition, oh, just kind of interest like this goes back to why you guys need the supplemental data.

You know, I'm interested in what's happening on agenda item 20.

Well, why do we why did what is this thing have to do?

This is a previous administration, you know.

But anyways, that's my time.

Item 18, this position and development agreement would regore agora realty and management inc for master plan development located at 2300 Civic Center Drive, 19.38 acres of APN 1392350605.

All right, good afternoon, Mayor and Council.

Once again, Terry Sheridan for the record, economic development.

Uh agenda item number 18 before you is the disposition and development agreement for the uh for the old city hall property between the city and Agora Realty, and our recommendation will be for approval on this item as well.

I would like to take the opportunity to briefly share with you the project's vision, objectives, positive economic impacts that it'll bring to the city, and to and most importantly to our residents.

The former city hall site sits on approximately 30 acres, as we know.

The agenda item and the agreement that will define the process to sell the approximate 19 acres to Agora is the DDA that is before you.

Agora is proposing to construct a mixed-use campus on three separate projects, a public civic building project, a commercial building project, and a private multifamily mixed-use project.

This project could not be more exciting as it will enhance the quality of life for the local residents by bringing a large range of amenities, housing units to the downtown area, services and amenities to to the downtown core and our residents as well.

Additionally, and probably most importantly, the function for redevelopment of property such as this particular property is to remove blight, repurpose the property, and bring new life to property that is otherwise not doing much for us right now today.

The property will generate an estimated 1.6 million dollars in new annual tax revenue.

That's new tax revenue that's not being generated.

So for the 14 years that we haven't been in that building, the city hasn't been collecting anything because it's been our city property.

Now that it will go and become private property, those new property taxes will be generated.

And then just in and finally, just as I conclude, um, mayor and council, the last 10 plus years, your vision to reimagine and repurpose this property has been top of mind for all.

Um it would I'd be remiss if I didn't say thank you, if I didn't say it just on behalf of eCondev.

Um, thank you for letting us work with you on this property and to bring this project to life.

And then also before I introduce our guests, just to answer any questions you might have.

I'd also just like to thank City Manager Michaela Moore for believing in us that we could bring this property to life, breathe new new vision and create new opportunities for the city.

And then Andy and the Andy Moore and the entire city attorney's office.

What they've done for us for this project has been nothing short of spectacular.

And um, we've all worked really hard to bring this, bring this to life.

Also want to thank the team that we've worked so hard and so long for, especially with the leadership of Michaela Moore, the city manager and staff and city attorneys.

It takes a village to build a village.

And I'm here to answer any questions or share anything or you guys would like to uh discuss regarding uh the uh disposition and redevelopment of old city hall.

Thank you, Carrie, and thank you, Terry.

Um this is very sentimental to me because this has been a building, the old city hall that I've been a part of over 20 plus years ago um when my father was the war two city councilman.

And so it's it's very moving.

However, the building's old, and you know, things come to an end, and it's seen its life, it's seen its days.

Um I didn't get to go inside the building, but just walking around the building just brought back so many memories.

And I think the fondest one for me is just it was a play place for me with all the beautiful lawn out there, and the the trees were mature.

And so I understand that we have to move forward and plan for you know decades uh ahead.

And so um when when you know we thought about what we would want down in in this plan, and so it's it's just a breath of fresh air.

You know, you start with a blank slate and then you just toss up ideas, and um, so I think we have the perfect fit for our downtown area over here where our old city hall property is.

And so I'm excited to see what's coming in the very near future, and just thank you for being a part of our village when you're building another village and sharing in our vision.

We appreciate that.

Okay, so I will turn it over to guess whose ward we're in stale, ward one.

Well, well, Mayor, um again, no, uh we're very happy that we that we've uh brought this uh project to this point because it wasn't that long.

Well, I guess it was a little while ago.

Um back in 2013 where we're in when we were at the depths of recovery.

We had no hope of any of this, Mayor.

Um matter of fact, uh, I you know, um, if remember way back then, um our city was tied, unfortunately, with uh one municipality in San Bernardino with the highest amount of foreclosures per capita in the country.

Um it's been a long uh time and and trying to bring uh a critical mass, I think, uh to our city, but especially to uh to this part of the city that uh has seen so many challenges.

And um I'm again just uh a few short months ago having uh a project like this that quite frankly hits all the points.

You know, we're like um quite frankly, this project is like kind of like a triangle player to be a good triangle player, you gotta be able to hit all the edges.

And this one has a housing component, uh commercial component, a civic component, right?

It has a lot of what quite frankly, our entire valley needs, but in specific, what is good for Ward One and what is good for the entire um city of North Las Vegas.

Um it's our dream that we'll have eventually uh a real walkable downtown community.

And this is like one of the cornerstones.

So uh don't look now, but um we have a project from Agora uh at the very entrance to the downtown area here, um down to our centro that North Las Vegas here.

And this is kind of like a bookend project on both ends, you know, uh of the very core uh of our uh of our city here, uh of our downtown.

Um it's uh it's uh a lot of thought and and of course, you know, uh a lot of work on our end, as uh as Terry um uh so uh eloquently pointed out from our our legal department to our planning department, our economic development department, right?

There probably not a single, you know, uh the department in our city that hasn't contributed somehow to this, including, of course, vision here from myself and uh from my colleagues, including you, Mayor, on on the board here.

So I um it's uh it's a long time of coming.

And um sometimes we get um we get impatient because we we we want to change the entire world of a day.

And it turns out when uh you really come into to um a position of um a political position like this, you find out the realities that there are financial realities, there are legal realities.

Just finding the right developer is oftentimes a challenge in and of itself.

But we have a developer who um they they believe in what we're doing as a city and helping us to create a better North Latvia, something that we'll look upon decades from now.

Um Godspeed, we'll be able to look back and be really proud of what we work together to accomplish.

And uh again, it takes a little bit longer.

You can't just wave a magic wand and you know, wish for things to happen.

It takes a lot of hard work.

But I'm happy that uh Gore Development is right there, step for step with the city and step for step there with our residents.

And if there's no one else who wants to say anything, I'd like to make a motion to approve.

Um, yeah, I just want to say, you know, in my short tenure here in the city council, I've um I've learned that not everybody has the best interest uh heart for our community.

And so it's a hard job to try to figure out what the right partner is.

But I think um you and your team, the agora family, I'm gonna call the you guys are a family, have done a fantastic, a fabulous job at uh working with us, understanding our vision, and um just taking the time to really know our community.

And so we are really appreciative of that.

I I'm very grateful as well.

Um and I've been spending a lot of time recently learning about the the RDA.

I know this is in the RDA.

Um, and so it makes me really exciting.

It's really exciting to see um this piece of property um not just be transformed, but be uh be a center where that can be that can inspire the rest of our community.

I think um, you know, in underserved communities when they have something to be proud of, they um they can be inspired to become better people and to want to dream bigger, right?

And um and I think this this is gonna have that, this has that potential.

And so I'm really really grateful for that.

So I don't know if Carrie, if you could maybe explain some of the like the renderings that we're looking at for those that maybe are watching online or are here, and this is the first time that they're hearing about this.

Just like a brief explanation of some of the like the picture that we're looking at.

Of course, yes, and I'll switch to the rendering, uh, which is looking.

Is it uh do I have it centered?

Uh I guess it will show up.

Um thank you.

So I also would be remiss if I didn't uh mention in uh earlier, you know, because this was a tremendous collaborative approach, but uh I'd also like to mention that uh Terry Sheridan and the economic development uh group with Scott Carter and Brittany West.

We they they work tirelessly and uh you know helped us coordinate all the collaboration.

So we do really appreciate all of their efforts as well.

So what I'm sharing with you is the rendering of the project, and it is a culmination of um everyone's input, all the community stakeholders.

Uh and uh what we're seeing is a civic building, so uh to be able to support um uh civic services and you know city services that are needed.

We're gonna have a recreational building, something similar to like a YMCA, where uh there'll be an opportunity uh for those that live and work in the area to be able to utilize that building um for you know anything from events to exercise, there'll be an outdoor pool area.

Um we're also planning um uh a multifamily project that will uh coexist with the commercial.

Uh the commercial will also include some essential goods and services.

So what we're trying to create in the downtown corridor is a very walkable community.

Um it doesn't make sense that you'd have to get in your car to go get a cup of coffee.

So uh we're hoping that we'll have maybe a local you know coffee uh store that uh everyone will be able to walk to.

Um we're gonna have open fields in the middle of this area surrounded by um a strolling area where one can walk.

So whether you're uh working in the area or living or community members that can come by, but they can enjoy a very um park-like setting.

In addition to that, we'll have also a dog park, which is in a portion of the area, and then we'll have some hard surface playing courts as well for whether it's basketball or pickleball or tennis, whatever might be the desire is best use for those surface sports.

Everything will be landscaped, there'll be shading, and uh we hope that it really will be a catalyst for our downtown corridor and revitalize the area with uh the community in mind.

Um I also had the opportunity to serve uh in a short time in in the old city hall during my appointment process, 9 to 11.

Uh, and I was privileged to be there, same building that uh the mayor's dad was there for many, many years.

So it's kind of bittersweet, even though I was there for two years.

I did manage to get my sign out and bring that home when we left there.

But um, you know, I remember when you brought us into the room upstairs a couple of months ago, and uh individually sat us down to kind of get some perspective of what we wanted down here in conjunction with what you're doing along Lake Mead besides um I I had the sense that uh we were in a room with uh um a bunch of Disney Imagineers.

I I still feel that way.

You know, even though I represent the area uh of Thule Springs in the north part of our city, I'm more excited about uh Ward One over here with this over here right now because this is not separate and distinct from what's going on around the city.

And I I and I mentioned to someone um last night that how much of a privilege it is to be on this council right now, where many councils just do day-to-day work.

They do a very good job.

But but but this team we have over here now, and I'm not speaking just of us up here, because the the employees and and everybody else is the backbone of what's accomplishing here.

We're not just getting things done every day.

We're going well beyond that, light years beyond that.

So to be able to look back on and on that and say, hmm, I I was I was a little bit of a part of that.

And you know, uh just to get back to what that gentleman said at the microphone a little bit ago about the people down here.

We're building amazing things over here, but nobody's taking care of them.

Well, this is not separate from what what they're going through.

This brings up property values, it gives them a sense of community.

Uh, and eventually, and of course, we most of the people don't know exactly what we're all doing here, that'll help everybody.

So, you know, I personally appreciate you know your involvement in this.

I I think yourself, your company uh are honorable people that want to do an amazing job.

And uh to me it's a privilege to know you and to be able to work with you in the future.

I I apologize, but my uh recollections and memories of the old city hall aren't quite as fond as the mayor and councilman Churchio.

My mom used to make me go wait in the line to pay the water bill while she waited in the car.

And then when I learned to drive, my grandpa used to make me go pay the water bill and go to the grocery store.

Just kidding.

But anyway, um I am really thrilled about this project.

In particular, I'm looking at the civic building component.

I think having, I mean, our city hall is a stunning building.

It serves our community, it uh meets you know the needs of the services that we provide to uh you know an extent, but we're a growing city, we're the third largest city in in Nevada and growing.

So to have more uh a modern new facility designed intentionally to you know to provide uh space for uh civic services incredibly important.

I think it's great for our employees, but also um that creates a short-term job creation opportunity for skilled trades for working families in our community, another economic engine.

Um I was thinking of the entirety of this site, and uh Terry mentioned that the building in its current state isn't doing anything.

It actually is doing something, it's costing the taxpayers money.

And so I think it's incredibly smart to go from uh a liability aspect of an antiquated site to convert that into something that will generate upwards, I think she said of 20 million dollars in economic uh impact on the the area, but also the tangible tax dollars of 1.6 million uh um, you know, that's estimated.

Uh, in my simple math, that's uh, you know, more than a dozen police officers or more than 15 firefighters, that's services that will come to our city by virtue of turning that liability into an asset that generates revenue, but also generates, as it's been stated by my colleagues, community place, uh an identifiable downtown for our city.

So I'm I'm very, very thrilled.

Item 19 settlements totaling 2.95 million to resolve a construction defect litigation matter involving fire station number 53, located at 2804 West Gowan Road, under which defendants Decker, Perak, Sabatini Limited, Nevada by Design LLC, and Ninu and Moore will pay the city 2.5 million dollars, and defendants Richardson Construction Inc.

Jackson Family Partnership LLC, Aztec Plastering LLC, an instant jungle landscape will pay the city 450,000.

Authorization for city manager or her designee to execute settlement agreements and any ancillary documents necessary to effectuate the settlements in a form approved by the city attorney's office.

Welcome.

Good afternoon.

I'm Chris Kraft, Deputy City Attorney.

The city attorney Andy Moore asked me to give a little background on the case.

Um this concerns Fire Station 53, which is located on um Gowan Justice of Simmons.

Uh the project uh was completed on July 1, 2009.

Notice of completion was done then.

Remember that date, that'll be relevant here in a minute.

Um, the lead designer was Decker Perts Sabatini, and the construction was primarily done by Richardson construction.

Everything was fine with the fire station until about 2018 when problems started popping up.

Walls started cracking, the building was basically falling apart.

So we contacted an engineer to find out what was going on, and he determined that it was sinking into the ground.

This was a huge problem.

We that was gonna eventually take more than five million dollars to repair.

Um I was reviewing the email chain earlier between uh Michaela Moore, your city manager and myself and Dale Daffer when we gave them the bad news that at that time the statute of repose for any construction defect claim was six years.

Um I got a little pushback on that.

We knew that was going to be bad news, but sometimes you have to bear the bad news.

So that meant we had absolutely no chance of any claim.

A statute of repose is a drop-dead date for any claim you have for statute of um for uh construction defect claim.

And because more than six years had passed from 2009, we were looking at a zero recovery, no chance.

But sometimes good things happen.

In 2019, the legislature actually extended the statute of repose from six years to 10 years.

And the reasons explicitly was that a lot of times construction defects do not show up within six years.

Sometimes they take 10.

Uh Michaela Moore noticed that this had actually been signed into law on June June 3, 2019.

So we barely ducked under the window of that 10-year closing on us.

Now we do not have a big red button in our office that says panic on it, but if we did, we would have smacked that button.

Uh, because a construction defect complaints is not just a simple piece of paper you sort of type up and ship out.

This has to be detailed.

You have to have an expert backing it up, and you have to find all your defendants that you can sue.

You got to sue everyone all at once, otherwise they get away.

We did it though.

Uh we sued everyone.

And I would say that the litigation that preceded after that was hard fought on probably a scale of nine of nine on a scale of one to ten.

Fortunately, it was done, even though it's hard fought, it was done without any bad blood.

And the fact that it took so long actually helped us because we discovered more damages during the litigation because they dragged it out, we were able to actually get our full total bill, which turned out to be about 5.4 million dollars.

The parties eventually went to a mediation led by the retired judge Tagliotti, who did a great job of putting pressure on everyone to come up with real money and to be reasonable.

And in the end, the design defendants, who are our experts said was primarily responsible for the problem.

Those defendants that should have you know done the soils better, designed it better, came up with 2.5 million dollars.

And the construction defendants, one of the lead one was actually defunted the time, had an insurance company that didn't want to pay anything, came up with 450,000.

So in a case where we were looking at zero, we were coming away with almost three million dollars.

Um I appreciate the efforts of our outside counsel, Rick Gordon of Snell and Wilmer.

I appreciate Judge Tagliati.

Um I appreciate the support we got from our staff internally.

And we think at our city attorney's office, this is a good settlement, and that we recommend approval.

I recall going to the very, was it the very first court hearing on this case um some years ago and just the process is enough to make your head spin and to understand all the terminology and all of the you know all of the moving parts.

And so um I'm just grateful that you know our staff um hung in there.

We fought the good fight, and also just glad that now we have closure to this issue.

Um, and this the station is um repaired and it's operational, and so we can carry on business as usual.

Item 20, settlement of litigation matter brought by Chong Lu against former Mayor John Lee and former city manager Ryan Juden, under which Liu will pay 290,000 to the City of North Las Vegas and authorization for city manager or her net designee to execute a settlement agreement and any ancillary documents necessary to effectuate the settlement in a form approved by the city attorney's office.

Yeah, good afternoon, Andy Moore, City Attorney.

Uh, this litigation matter uh started in January of 2020 when um former city manager Chong Lu filed the complaint against then Mayor John Lee and then city manager Ryan Juding asserting causes of action related to comments that were made at a city council meeting in February of 2018.

Um in response to that complaint, um the attorneys that were representing John Lee and uh Ryan filed the motion to dismiss the complaint.

That motion was denied by the trial court in February of 2022.

The mo the matter got appealed to the Nevada Supreme Court.

Um in February of 2024, the Nevada Supreme Court reversed and remanded the matter back to district court.

And then there was subsequent hearings and supplemental briefing related to the matter.

Um, and then earlier this year in May of uh of this year, the trial court issued an order granting the motion to dismiss.

The statute um by which the complaint or the motion to dismiss was filed, allows the parties that are victorious in the action to seek attorney's fees.

And so there were motions that were filed for attorney's fees.

Those were granted in July of 2025.

The total that was awarded to Mayor Lee or former Mayor Lee and former city manager Ryan Juden was 299,800.

After that order was issued, there were settlement discussions between the parties.

And instead of extending this litigation matter further via another more appeals and stuff, uh the plaintiff Chong Lu is offered to pay 290,000 of the 299,800 that's due to fully resolve the matter.

And obviously, that's uh almost about 97% of what the city is owed.

So obviously the city attorney's office recommends um approving the settlement.

Because these cases, I remember them like they were yesterday.

Um thank you for the work from the city attorney's office and all of those that are in involved in this.

And so this will end the entire case.

It's closed after the vote, or depending on the output.

This will end this litigation matter that Chong brought, yeah, that was filed in 2020.

Okay, so glad there's closure on this.

Yeah, and then I did I did want to clarify one thing that I didn't know.

Like this was one where because of the comments were made at a city council meeting during the course and scope of the employment, even though uh the we the city was not a named party, it was Mayor Lee and former city manager Ryan Juden that were named parties.

We picked up the expense, so obviously the payment would we picked up the expense for the defense, and so the payment would obviously come to the city.

And so this uh rather than continuing the litigation, the city attorney's office recommends settling the matter for 85,000 dollars.

He served for 18 years, and after that, uh his retirement, he worked for a number of years uh in the legal aid of Southern Nevada in the children's attorney project, which is focusing on um basically helping in and preserving children's rights in our community.

Um he's a longtime North Las Vegas resident.

Um I I know him uh well.

He's committed to our community, he's uh a wise individual that wants the best for North Las Vegas, and I think he would be um uh worthwhile voice on the charter committee.

So that would be my motion to appoint Mr.

Steve Dahl.

All right, so we heard from earlier today that Mayor spent her birthday at the racetrack in NASCAR style.

Um, but what she forgot to mention was that she got to hang out with uh Grand Marshal Glenn Powell.

And she and the speedway team even surprised her with a tire look tire shape birthday cake, is that right?

Well, this guy doesn't need an introduction.

Eddie Rodriguez has again been honored with another award, this time by the Southern Nevada Arborist Group.

Um, so thank you, Eddie, for continuing to keep North Las Vegas green and thriving.

And in conjunction with some of the work that Eddie does for our city and this weekend, scouts from Las Vegas Area Council Troops 219, 555, 737, and 7770 planted trees at Richard Town Tamp Park to beautify the area and reduce heat.

So thank you to everybody that made that possible.

And this morning, I joined Mayor Pro Tem, um Scott Black, Chief Gravat, and Chief Calhoun for a really great tour of the UNF Pipeline, which is one of our actually pioneering um businesses in Apex.

Uh, we learned how the facility keeps our region's fuel supply running strong, and so big thanks to Sinclair's Ray Godfrey and Jeremy Vanfield for showing us around and sharing how they keep North Las Vegas and all of Southern Nevada moving.

Mayor Yeah, that's uh that's a great shot at you and I haven't been there in a while.

Uh when it comes to our municipal forester, um, in a short conversation that I had with with uh with Eddie.

Of course, you know, now I have grown to become a big admirer of his uh palm trees in front at Paso de Yeah, on PAS and Pastel de Palmas and uh Elk do we call it El Centro de Palma.

Anyhow, it's it's fantastic and made for great coverage for our parade.

Um it was fantastic.

Yeah, it was a good way to end up the parade.

But I just wanted to point out that uh as he uh as he pointed out, uh, since he became our forester, he's actually received he went most of his career without ever being recognized.

And now since he's been doing a fantastic work with us, uh he's been actually on the national register for many awards, and so I think that's very prestigious for for him and for North Vegas.

Yeah, incidentally, Arbor Day is around the corner too, so he's he's gonna be featured again very soon.

Awesome.

Uh it's been a while.

I just I just want to let everybody know this is your yearly reminder.

This is not a capitalistic uh economy.

This is a mixed economy leaning towards socialism, you know.

It's it's kind of crazy.

You guys, you know, go with these long linear projections of supposed economic growth and all these things, right?

But look at Las Vegas.

Las Vegas had uh F 150, and they thought, oh, we're gonna get all this uh notoriety by attracting tourism and stuff like that.

Their economy is highly dependent on tourism.

And what happened?

Tourism is down, they're losing jobs nonstop over there.

Their local population is starting to have to disperse because they can't afford living in Las Vegas.

Same thing happening over here.

We got people living in the upper part of uh North Las Vegas who can't afford the the homes that you guys um sold to these master plan communities uh that that they're building.

Nobody's buying those homes.

They can't own the property because there's no freedom in owning those homes, you know.

Um, my name is Jasmine.

I am from Las Vegas.

Um, I am here to invite you all to the No Kings protest coming up this weekend.

Um, the flyer that I brought is for the evening one.

Um, because we have seen a lot of pro police brutality against um protesters.

So, and I've heard a lot of great things about our law enforcement here.

So I want you guys to see from your own eyes.

Um if you're willing to actually say that you're for the people with the people, then you'll stand with us that evening.

Um I'm also here to talk about ICE.

Um, I think they're a racist institution and they're very violent.

Um, our state has agreed to use our law enforcement to work with them.

And I think that's pretty alarming.

I think we're wasting resources to brutalize our community and our citizens here when they should be attending to actual crime and not to just helping detain people or helping assist ICE with raids.

And honestly, I just think at this point, if you're choosing to stay quiet, you're choosing to be complicit and siding with the oppressor.

And I know that we have a city council member here running for mayor.

I think this is a great opportunity for you to stand with the people and show that you're with us.

Because there's a lot of people that are not happy about what's going on.

Even though it's not affecting us like how it is in other places like Chicago, LA, Portland, people are still scared.

People are still living in fear.

I do.

I'm afraid every single time I see a cop that because my last name.

Are they gonna call ICE?

Are they not gonna look at my license and take that as a proper form of identification?

I'm just saying this is a great opportunity for you guys to stand up.

Um my name is Tamika Jimenez.

I'm here because of the accident that happened with the child that was um hit and killed on the 3rd of October.

Um, as parents, we have stepped up with SafeWalk to show us how to have the kids cross over properly and safely.

We've been doing it for almost two weeks.

Um, we also spoke with the city of Las Vegas and North Las Vegas um a week ago.

They brought up about a cross light that's supposed to be done in mid-26.

We just want to know can that get put up before mid-26 to make it safer because it's not just safe for the kids crossing, it's also bad for the community when they're crossing that street on Owens.

Um, I did notice that we brought up about the crosswalks are being faded and not done.

We have seen that some of them have been done in the last week.

And I just think that they need to get crossing guards out so we as parents don't have to do it, that you could get someone to do it, but if not, we will be out there right now.

We have a total of 11 parents that are willing to come in in the morning and in the afternoon.

That's all I have to say.

I just want the crosswalk to be put up before mid-26.

My name is Bethany Lamove.

I'm with Walk Safely LV.

I'm here tonight to speak to you and to ask you guys a few things.

First and foremost, I would like to ask you guys to do what councilwoman Bruni did for Ward 6 in the city of Las Vegas and help these women behind me get stop signs.

Next, I'm here to ask you guys to consider launching a pilot program at your high school for crossing guards.

This past year, the city of Las Vegas implemented this at three, and as of this week, now four high schools.

We have seen a great improvement at those high schools.

My child attends one of those high schools.

I can tell you it has been tremendously safer for him to cross.

More schools are now being added.

We believe that North Las Vegas high schools can.

I can't think of the word.

I'm sorry, they can adapt to this.

Um we'd be happy to share more details with you from the city's results of these pilot programs, but I'm urging you to help keep our children safe.

These high schools need it.

The accident that happened to this child a couple weeks ago was totally preventable.

Had a crossing guard been there to help him cross the street.

So please consider this.
