But uh uh to attend um the Feast of Gratitude uh yesterday at the neighborhood recreation center.

Um I forget the name of the other sponsor that was there, but we had the JD Smith uh Mariachi, the Mariachi Bravos that they were there.

And uh it was a fantastic time.

And of course, you know, this is the time of the year where uh I myself, it's my favorite holiday, uh, Thanksgiving idea, again, thanks for the good things that we have in life, right?

Counter blessings kind of thing.

So um uh it that I wanted to thank the uh the neighborhood recreation staff uh for putting that thing together, our parks and rec uh department, uh fantastic job.

Um speaking of thinking, um, the Dolores Hortas Center.

Uh I definitely wanted to thank uh and make sure that the Dolores Hortons Center.

I I see in the back we have Wilson, uh his imposing towering self there, uh, who's over that entire department.

Uh but I want to thank him, his department, um, the Deliver Sports Center, just one project who of course operates it, and then I go to uh our good friends at the Red Square and uh again the NRC teams, the temporary food distribution centers they've been putting out together.

There's a lot of need out there in the community, and uh again our our city staff, our team is rising to the occasion to uh fill the needs to fill in the gaps uh uh to uh all the people who are needing our community.

Um the way of uh uh of um of getting things and getting back.

I wanted to announce and let people know if they're if you're watching, we're having the annual turkey giveaway at City Hall, uh Liberty Park this Saturday, November 22nd at 8 a.m.

Uh, the city in partnership with Cox and Bimbo Bakeries will distribute freely family-sized turkeys and bread to 500 local families on a first come, first served basis until supplies were out.

And I guess uh I'm sure that uh our good friend Maggie Morraf, she's uh listening, she I'm sure she has uh very much a lot to do with it, right?

So um she's probably working as we speak to to secure the donations.

Um and uh coming up, you know, uh I know in another uh in another one of our um uh recreation centers, uh we have Breakfast with Santa, but of course uh the Ward One version is Tacos Wassanta.

And I just wanted to put that out there that uh the neighborhood recreation center will be having its Tagos Wosanta on December 16th at 4 p.m.

I don't know the name of the actual site, but if you go to our website, you'll be able to get on and uh register to be part of that.

It's absolutely free, but you do have to register.

Um so uh queremos que todos vayan a sitio de la ciudad de Norte Vegas, se registren y que están con nosotros uh.

On November 7th, I had the privilege to represent uh Mayor Goines Brown at the Civica uh Nevada's new building edition that's just across from City Hall here on Kerry.

Uh that school's been there for a few years.

They just added a second building, which will enable them to offer uh high school uh classes.

Um it was a really awesome festive occasion and a big celebration.

That's such a great asset in our community in Civica is a four-star high school and five-star middle middle school.

So it's uh they're educating our uh North Las Vegas youth in a in a very effective way.

That was at the Orleans Hotel Casino.

Uh, NAOP is uh an organization that deals with industrial and commercial space on the developer side, the design side, the leasing side, um, the brokerage side, and our uh North Las Vegas economic development team had an amazing presence there.

We had an amazing display in their um vendor area, and we have so many great things going on in the commercial industrial space that they had to have two stops on the bus tour to showcase everything that we have going on on Saturday the 15th, along with Mayor Gwyns Brown and Councilwoman Garcia Anderson attended the Silver Mesa Rec Center Feast of Gratitude.

It was incredibly well attended.

Um the thing that's super cool is the attention to detail of the Parks and Rec team.

It was kind of like a wedding reception meets prom as far as the decorations, it was just incredible.

The uh local entertainment from youth groups um was was fun, and everybody had a great time there.

And then lastly, it's not too late to start training.

If you want to get in on the uh the ugly sweater walk run at Craig Ranch Park on December 13th at 9 a.m., I'll be there with my ugly sweater and my running shoes, and so let's have some fun.

Oh, um, actually, one last thing, if I may.

Uh, last evening, uh Mayor Coins Brown and I had the privilege of joining the LVGEA.

Uh, there was a uh site selector uh event that occurred over the last few days.

Uh site selectors that uh work in the Kondurk commercial industrial space to connect end users to the appropriate sites around the country were here.

Uh we had a great presence uh last evening, the mayor and I to talk about uh at the at the dinner that culminated their event to talk about the great commercial and industrial opportunities that are throughout North Las Vegas, primarily in the Apex area.

And so I think we represented our city very well.

We did.

On November 5th, our North Las Vegas Police Department held another Citizens Academy graduation.

This is the 50th session, and we just want to thank all the participants for taking the time to come to learn and to get to know our officers and our processes as well as our police department for their efforts in holding this great academies to uh empower our community.

Um and then on November 7th, um, Mayor Pro Tem and I had the privilege of being invited to visit Jesse D.

Scott Elementary School, which is in Ward II and address an entire school of super cute elementary um students, um, teachers.

They weren't cute, they were you know normal.

Faculty and the veterans for Veterans Day Assembly.

Um, this was a student-led assembly, and it was just um just great to see the students, you know, pay tribute to the men and women who have served our country.

Um so I just want to thank Principal Turner and her staff for their efforts, and as well as our veterans who have served our country.

Uh, the following day, we went to Cheyenne Ridge Park and Board 2 to have another tree planting event.

Um, this time we had over 30 volunteers show up from Just Serve.

Um, and then the majority of them were youth.

And um, it was just so great to um to be able to um you know engage with our community and to see this this kids, you know, plant trees in their community park.

Um so I just want to thank our our park staff for their efforts, uh to all the volunteers for participating.

And I want to mention that we planted a hundred and twelve so far at Cheyenne Ridge Park and more are coming.

Um, and then on November 12th, I stopped by the Martin Luther King Senior Center for their baby's bounty type of distribution.

Um, this time it also included a food distribution from Three Square due to the pods on the snap benefits.

And so we just want to thank Babies Bounty in Three Square, um, our Martin Luther King Senior Umer staff for their partnership and all the good work that they're doing in our community for bringing this resources to those that truly need it.

Um, and then last but not least this morning, I participated um in my very first Spanish education panel at the Ace Community Center in Las Vegas.

I was invited by um a nonprofit organization, uh parents in leadership.

And um, I was able to highlight the work that we are doing here in our city at the Dolores Huerta Resource Center.

I spoke about Wordley, um, you know, our AI translation tool and our education advisory board and how we are connecting our community with resources and advancing education.

Um, and so I must say, Mayor, that everybody was very impressed with our efforts um here in North Las Vegas, and it was just a really great opportunity to network and to get to know more great people in our community doing great things.

That is my report.

And just to piggyback on what Mayor Pro Tem said about the site selectors who visited with the Las Vegas Global Economic Alliance, um, along with us two.

There was um share um Mayor Berkeley from Las Vegas and um Clark County Commissioner Justin Jones, and they were just so impressed, so thankful that they could put hands on their elected officials because they typically say when they go to different cities, that does not happen.

They may get two minutes or handshake in the elevator, but to sit there and have open dialogue about each of our municipalities and then how we collaborate and I always say you know it's collaboration over competition.

Um, but they were just so thankful, and they just kept saying it over and over and over and over.

So just a testament to the fine work that we are doing here, especially in North Las Vegas.

Um, I didn't have anything additional uh prepared, but I will I do want to give a shout out to police command staff, POA, and Noel Eidesmore for coming together to really flush out the language that you see before you and the MO MO MOU that talks about the new probationary periods for our uh lateral police officers who will serve a 12-month probationary period, as well as our police or peace officers who decide to leave the bargaining unit and then come back, depending on if they come back within a year or longer than a year.

We have the six-month uh and 12-month probationary period, which really covers those groups because right now the CBA just reflects an 18-month initial probationary period and doesn't cover uh those groups that I just uh spelled out.

All right, thank you for clarifying that for us, just to add that additional language.

Item 22, annual audit report for the fiscal year ended June 30, 2025.

Mayor and City Council, I'd like to introduce Kathy Lye from Crow LLC who will present our audit report, and then I'll get up and say a few things.

Good evening.

My name is Kathy Lyme and partner with Crow and the lead engagement partner on the City of North Las Vegas Financial Statement Audit.

It's a pleasure to be here with you this evening.

I'm pleased to present the results of the financial statement audit over the fiscal year ended June 30th, 2025.

We have issued an unmodified opinion, which is excellent news.

Essentially, my opinion states that the financial statements are fairly stated in accordance with generally accepted accounting principles.

And so if that statement is unmodified, it's actually the highest level of assurance that the city can receive.

So an excellent report for the year.

Second, with respect to estimates, it's very normal for any entity actually to have estimates within their financial statements.

A great example of that could be accruals and likewise with respect to pension or other post-employment benefits and the use of actuarial valuations.

Um my team has reviewed those and we have no comments there.

Third, I just wanted to point out, and I'm pleased to report that there were no material corrected or uncorrected misstatements uh related to the financial statements.

And then last but not least, I just wanted to confirm that Crow is um and is an independent auditor, is independent of the city.

It's very important our role to maintain that as part of being your auditor.

And with that, I'm happy to address any questions that you might have.

Any questions, counsel at this time?

Um, not so much a question, but uh I guess um maybe uh our our CFO can answer this.

Uh so uh how many clean sheets is this uh for us in a row.

That's my term, not I don't think it's the uh your term.

I'm using a soccer term there, having a clean sheet.

This is our third clean finding that's pretty amazing.

Pretty good.

Yeah, uh Mr.

CFO, and of course, this goes all the way up and all the way down.

Uh please give my deepest regards uh for your team to keep us in financial uh in financial uh certitude.

That uh it's a good thing to hear.

And uh it's a long way from the battle days from uh when we were uh struggling to make it seemed like week to week, month to month.

Uh again, um, my deepest regards for your team and thank you.

Uh your your uh company's been doing a really good job with us.

Appreciate it.

Thank you, Council Will Riggs, Director of Finance.

And just to give you a little follow-up, this audit's a little bit different than the past.

In there, you will not find any require uh federal audit or the single audit, or this is uh what they call the schedule of a federal financial assistance, and that is because the federal government has not released their compliance supplement.

The audit or cannot release that report without that supplement to make sure we were in compliance with everything the federal government asks.

And so as soon as we get that uh compliance supplement released, we can then get the single audit released to the city.

But this is the rest of the financial statement showing us that we are clean and healthy.

The other thing I'd like to bring out is this is a audit is the second year we've been able to get this done without an extension to the state.

We've got it presented.

We've actually got staff that's going to enjoy Thanksgiving again with their family because they're not working on an audit.

And this is really a cooperation between Crow and our team and the city.

Jessica Diokino has been very instrument in helping to make this happen.

She has Instagram or scheduled, she's set up the plan, and then she has worked with the other areas and other managers.

But it takes the whole department.

We have Debbie Barton, our finance manager, her and her staff have got in and done a lot to this audit.

We have Julie Thule from our Capitol Projects Manager and her team has been a big part.

We have Shelley David David Ike and her team that's helped put this together.

Not only that in grants, we have Mark Easley and his team and in utilities, Letitia Romero and her team.

And it takes all these individuals who dedicate their time and efforts to make this happen.

And this year, not only were we doing the audit, we're also in the end-to-end testing of the workday software.

So staff has been very thin.

They're very dedicated and they spent a lot of time on both projects to make this happen.

And I would just like to thank them for their hard work and all of that they have done to make this happen.

Thank you so much for your presentation.

Ums Kathy, we appreciate it.

Um, and this is just a testament to the work that you um as a director of this department um and and manage it well.

The dedication, um, you know, you have to commit to detail, especially when you're crunching numbers and those kind of things.

So it's tedious work, but today shows the work has paid off what you have done, and just to thank all the people in the in the various departments and grants and utility utilities.

So I appreciate that as well.

But just to say thank you.

Um, and and we're so proud, and uh this is awesome news to hear, and this is this is like our third excellent finding.

So it's like, where do we go from here?

We just have to continue.

So again, I appreciate all the work and thank you so much for your tireless efforts.

Um people stayed late and helped our families get through a very, very challenging time.

So thank you.

Um, last week we had a delegation from North Las Vegas attend the Henderson State of the City where Mayor Michelle Romero outlined her vision for safe neighborhood, strong economic development, and vibrant public spaces in the city of Henderson.

Her message underscored the importance of regional partnership.

Our cities work closely to support growth, improve services, and strengthen communities across southern Nevada.

And one of my favorite events, join us on Thursday, December 4th from 4:30 to 6 p.m.

for our fifth annual holiday tree lighting ceremony at Liberty Park outside City Hall.

We're gonna have story time with the mayor, holiday performances, crafts, hot cocoa cookies, and a visit from Santa.

So bring the kids, bring your neighbors, and help us kick off the season the North Las Vegas way.

Um, on Tuesday, um, our parks director Doug and I attended the um help me with this acronym, Doug.

The municipal forestry.

Well, it was an awards luncheon where our own municipal forester, um Eddie Rodriguez, and then we had Chris were both honored with the legacy award, and it was for the work that we did at Kyle Ranch, correct?

And so we were just so grateful to be there to support them and that you know, the work that we are doing in that in our green spaces and and planting trees and in our community gardens and what we're doing in our parks, people are seeing it and recognizing the great work.

So thank you as well, Doug, and for your leadership out in you too, Valley.

My name is La Fulafusue, and I am the founder of Totua Inc.

here in North Las Vegas.

The definition of Tau Tua is a Salmon proverb, Oleala Ilpule, Ole Tau Tua.

The pathway to leadership is through service.

Our nonprofit is deeply rooted in the values of faith and service, and we are dedicated to uplifting families and individuals in our community.

As we introduce ourselves tonight, I'd love to share that our mission is to empower through service and to live out that principle as we all do in all that we do.

We have some exciting initiatives ahead this holiday season.

We'll be part partnering with local churches and groups to provide meals, and we're eagerly awaiting responses about toys and winter supplies to distribute to families in need.

Looking forward, our goal is to open a youth program next summer uh that will introduce cultural teachings of dance, language, and arts.

We're also excited about the possibility of expanding our reach to include a seniors program, creating a welcoming space where people of all ages from the Pacifica community can gather and feel at home.

We warmly invite you, any of you who feel inspired to join us in these efforts or simply to reach out and learn more about how we can collaborate together for our community.

Steve Sands, the president, veterans in politics.

I believe the last time I stood at this podium, John Lee was mayor during his first term.

So it's been a minute.

I'm here today to invite the city council and uh North Las Vegas to our eighth biannual Valentine's Day ball and gala, which is going to be taking place at the Sun Coast Casino on February 7th, 2026, between the hours and 5 and 10 p.m.

Um, we're trying to get all the mayors to show up.

Mayor Brown.

We already have um Mayor Berkeley and uh we already have Mayor Hardy, and we're working on Mayor Romero.

And uh we'll love to see a lot of the city council members there and a lot of North Las Vegas residents there.

This is our eighth biannual.

We do it every two years.

The first uh um ball we had in 2012.

So we have come a long way since then.

And uh we're just trying to have folks get together and meet um veterans and meet the constituents and uh meet different political figures within our community.

So that's the whole purpose of it.
