As we approach the holiday of Hanukkah, we are reminded of the timeless story of the Maccabees, who with courage and faith overcame seemingly insurmountable obstacles to reclaim their place of worship and preserve their way of life.

Just as a small spark of light can illuminate a dark room, may the light of hope, justice, and compassion continue to guide our leaders in our community.

May the spirit of Hanukkah inspire us to be agents of positive change to stand strong in the face of adversity and to shine our light in the darkness.

I'm Education Initiatives Manager Ingra Johnson.

This year, our annual microgrand program received a record 128 applicants.

This initiative puts funding directly into classrooms to drive innovation, boost achievement, and prepare students for success in college, technical training, and the workforce.

Tonight we are awarding thirty-eight exceptional educators from twenty-five schools across North Las Vegas, a combined total of two hundred and fifty thousand in funds.

From tackling chronic absenteeism to strengthening family engagement, the projects awarded tonight will impact eighteen thousand North Las Vegas students through STEM programs, simulated work environments in special education classrooms, and much more.

Over four years, North Las Vegas has invested nine hundred and twenty thousand dollars in education microgrants, supporting the teachers and administrators who shape our students' futures.

We are honored to support you.

We're gonna move on into council items.

And since Councilman Barone has not made it here yet, I'll just go ahead and read his council items, unless I have any volunteers that want to do it for me.

I volunteer you.

So tomorrow, starting at 4 30 will be our fifth annual tree lighting event tomorrow, and you won't want to miss this.

Hope your holiday season has begun uh in a good way, and you're looking forward to uh a happy and safe uh December.

If you look outside in our chambers area, just outside the door here, you'll see uh our Christmas around the world art exhibit in our stone soup gallery area, just outside, like I said, the council chambers.

It's it started on December 1st, which is uh one day before my wife's birthday on December 2nd.

I'm saying that because I know she's watching.

Uh and it'll run through the 29th.

It features artwork from our youth and seniors uh at the uh different recreation centers, such as neighborhood rec center downtown, Silver Mesa, uh in War 3, MPT's area, and uh Skyview YMCA in my area.

Umge last night I had the privilege of attending a fundraiser for if you don't if you're not familiar with Hearts of Live Village, it's a non-profit uh clinic for animals, cats and dogs out on the corner of uh Decatur and Cheyenne.

Uh they did a fundraiser last night at Canyon Gate Country Club.

And uh I don't know the number of uh the amount of money that they were able to collect, but I could tell you that if uh if you're ever looking to contribute to a nonprofit in this particular area, hearts of life village truly is the one to consider.

Um Christie Stevens does an amazing job.

The amount of work that she puts into this and her volunteer staff's put in is surpasses anybody I've ever seen over here in in Nevada.

So uh keep uh hearts of life village in mind for any Christmas donations, uh bags of food for cats and dogs.

They're always looking for that.

Um secondly and lastly, um, I had the opportunity this morning with my colleagues here, uh Mayor Pro Tem and uh Councilwoman uh Ruth to attend um a senior law programs at Nevada Hand on Rome just off of North Fifth.

And we had uh a team of uh well-versed attorneys in there helping all of these seniors, and we have quite a few there with uh legal lease papers to fill out and whatever they need over there.

Um they so much appreciated this.

Uh and uh I I was happy to be part of that by showing up and just uh showing my support to all of them and of course our our our council people here as far as uh our counselors actually for what they do to go into the community to help these senior people who very much need help at times, particularly the people living in uh Nevada Hand nonprofits uh community centers.

So let me just end by saying uh have a very safe and joyful holiday season, and uh we'll hope to see you back over here on the 17th, okay, which is the next council night.

I'd like to announce a few, uh, some of which are in ward three.

Uh, the first one is this Saturday at uh 11 a.m.

at the Silver Mesa Pool.

It's the second annual pool plunge.

Um you probably heard that uh cold plunges are a thing these days.

If you don't believe it or you're curious, come join me.

Uh jump in the pool and then enjoy some hot cocoa that goes from 11 a.m.

to 1 p.m.

Oh, yeah, I'm jumping in.

You gonna jump in?

I'll let you know how it goes.

Um on the that that same day from two to five, the Silver Mesa Rec Center winter uh winter ball.

I've attended this event many times, and I just had a very surreal realization that this year I can go legally because it's 55 and a yikes.

Um that is a really weird uh thing to say out loud.

But uh how about the second annual ugly sweater run on Saturday the 13th at Craig Ranch Park from 9 a.m.

to 10:30.

I'll be there with my hideously ugly sweater.

So come run around the park with me with your ugliest sweater and have a great time with our community at the beautiful Craig Ranch Park.

Also that same day, uh at Silver Mason Rec Center will be breakfast with Santa.

Also an awesome annual can't miss event.

Um, I'd like to highlight a few events that I participated in recently.

Um, three of them actually took place on the same day.

It was a really busy day.

I I know everyone's doing great things in our community.

Um November 22nd, I met two youth groups at 8 a.m.

in the morning on the Saturday morning at Desert Horizon Parks in Ward 2.

Um, they helped our parks team mold trees, pick up trash, and just continue uh with our beautification efforts.

Um and if you haven't stopped by Desert Horizon Park, I invite you to stop by soon and see the beautiful flowers that we planted.

Um, we also have some new trees along the walking path.

Um so I just want to thank our volunteers, um, our community and our teams for all your hard work and dedication.

Uh the same day, um, I stopped by the sign Methodist Sweet Potato Fries Festival.

Um PT met me there, and our mayor as well.

And it was this was the third annual event, and it was just awesome.

Uh, this is a free event, it's open to the public.

And attendees were able to harvest fresh fresh vegetables.

They learned about what they can plant during this time of year.

Um, and they enjoyed a yummy lunch and um pumpkin pie.

I also met the new pastor, Dr.

Khalif, um, who is in charge of the Scient Methodist Church.

Uh, and I learned about uh their efforts in um bringing programs for our community.

Once again, I invite you to stop by the science garden and check it out.

It's um it's a public garden.

Um that same day, a few hours after I stopped by the blind center uh with MPT, and to celebrate their 70th anniversary.

Um, they had an open house, and this is an organization is phenomenal.

Um, they're focused in supporting the blind and visually impaired uh by providing skills training and education and just opportunities for for them.

And we're just grateful for their work and their their partnership.

So check them out if you haven't uh visited the blind center.

And then last night, the mayor and I attended the CED um quarterly community meeting at the um Alexander Library, located in ward two.

And I just want to thank our North Las Vegas uh police department for another fantastic uh community meeting with uh engaging with the residents.

Uh the topic this time was um how to prevent fraud or fraud prevention.

Um, and everyone that attended, they were really grateful to be able to learn um such important um you know knowledge uh and how to protect themselves from scams, which we know are taking place you know all the time, but especially this time of year.

Um and then uh last but not least, this morning I attended with um everyone in the city council.

We attended the care programs veteran treatment court graduation.

Um, and it was just it was just so great.

Um it was great to to be there and support this great initiative in our municipal court.

And we also want to thank our new judge, Judge Cannon.

This was his first graduation in our entire team at the municipal court for all they do.

And that's all for me, Mayor.

This is just a season of giving and so many great opportunities to give back to our community, it's happening in all of our wards.

And I just like to say thank you again to Ingrid Johnson, our education manager, for all the work that she does to support our education initiatives.

And if you participated in in going through the applications, it was such a hard decision to decide which schools get awarded what because we have some phenomenal ideas out there.

So Ingrid, thank you for all the work that you do.

On Friday, I'm excited to participate with the Las Vegas Chamber, the Leadership Foundation.

They're um they're welcoming their class of 2026, and um just leaders across the valley elected officials will be able to go and share all the great things that are happening.

I'm always so excited to brag about North Las Vegas, so I'm looking forward to that on Friday morning.

Item 20, AMP 052025, comprehensive master plan specific planning areas, resolution number 2025-1.

City of North Las Vegas request to amend its comprehensive master plan to amend portions of Chapter 6, the specific planning areas in Figure 6.1 planning framework by adding specialized area plans as a component and adjusting various boundaries.

Madam Mayor and members of the council, I'd like to bring up Mark DeLature from MIG.

Here in North Las Vegas, we make no small plans, and we've really pushed the team and work with management and yourself to come up with a plan for the future of North Las Vegas.

It's an exciting time for us to think about the next 10 to 15 years, but also for this plan, I think we're going to start talking about 10 or 15 months.

So this is really something excited for us.

This first uh ordinance, um I'm sorry, this first um item is is a sort of it's relative to the internal document, but the second item is actually all-encompassing for the plan.

So Mark's the reason why we're here, so we're gonna uh let him do the presentation.

Welcome, Mark.

That's good to be back.

Thanks so much, council members.

I'm not the only reason y'all are here, but um I'm happy to be here tonight all the same.

Um, if you don't remember me, uh hair's a bit longer, beard's a bit scruffier, and personal grooming aside.

I'm really excited to be here at the at the end of what's been a really amazing process.

And to start, as Alfredo is noting, really an amazing opportunity for the city of North Las Vegas.

Um want to step you through some information about the project area, the project itself, next steps.

Um, as y'all likely know, the Tully Springs uh East area encompasses about 7,000 acres um bounded on the north by Moccusin Road, largely 215 on the south, fossil beds national monument to the west, and then the extension and alignment of what we land boulevard to the to the east.

We we took the big juicy conclusion and brought it up to the front because we were really excited about sharing this information.

And in the end, the resulting factor of the land use distributions based on the vision for the area, the market realities, infrastructural and transportation-oriented constraints, the resulting um development capacity is is around 70,000 new jobs for the area as well as 32,000 new homes.

Probably have a question how do we get there?

Um, in that space, the document itself is organized around an area framework, the concept diagram being really that guiding land use vision.

There's a lot of other supporting elements within the plan that provide a little more specificity as to how we go about uh envisioning the um implementation of those of those different concept elements, the place types, chip generation, utilities and infrastructure, and the amenities importantly.

The concept diagram itself uh has evolved over time.

It's been a continued work of refinement based on community input, based on continued conversations with staff with various departments, um, taking into consideration in market and construction realities and conversations with institutional partners, um, builders, uh, a number of folks throughout the area.

But um, I'm not going to go into too much detail about the intent of this, but you can see the general organization around a strong core, both one associated with 215 as well as one in the center of the site, and a general taper of density and use as you move to the northwest uh of the project area.

As I know that place types are really important piece.

So if we take break down all the beautiful rainbow of different uh land use distributions there, the place types themselves are really important elements, and all of the different place types have a have a place in this document, and they provide greater specificity as to the appropriate use percentages within those different areas.

Um neighborhood activity center is a great representation of one of the denser residential products in the area.

Employment and innovation center has a different use distribution of what's appropriate in those areas, and they've been cited within the Tolly Springs East area accordingly.

We know that the uses get us so far, but within that, there are special conditions as we have uses meeting each other and in new ways, um, and also the uncertainties of development adjacent to the site.

So the university corridor is a great example of making sure we don't repeat the same, I'm not gonna say mistakes, but the same issues that have risen in the Maryland Parkway when we think about accessing UNLV's campus as UNLV comes to the north.

We want to make sure that interface with the development of Tully Springs East is really intentional and really harmonious, so that there is a great relationship with that campus, and then perpendicular to that, thinking about special places where we can take corridors into uh into the campus as well in the main street environment.

All those new jobs, all those new people, there will need to be services and amenities to support them.

So in coordination with service providers with police and fire and school district and libraries and public works and parks and rec, we've built out the distribution of the appropriate size and approximate location of those facilities that would be serving as amenities or resources for the larger um community, both for new residents as well as adjacent residents south of 215.

Great Mark.

We have all the volumes, we have all the numbers.

You know, what's the look and feel?

Design recommendations are an important part of supporting the distribution of place types throughout the uh Tully Springs area, and we've organized those in the three major categories.

Kind of how you move around to streetscapes, uh the buildings and sites and the design of those themselves, the character and feel, and the parks, recreation, and open space, and we provide greater nuance and detail into the the character of the the the built environment and those three categories for design recommendations.

We know that 7,000 acres is not developed overnight, nor should it be.

And as part of that, we've developed a phasing strategy to make sure that critical mass comes online in a way that the market can support to encourage then the diversity of uses as you move further into the site.

You can see using and leveraging proximity to 215 as a starting point and other adjacent developments, and then moving northward from there.

And that's it.

Try to keep it short and sweet for you.

There's a lot of information.

It's a big document, but available for questions if you have any.

It is a lot of information, but so very, very important.

So I want to thank you first of all.

And Johanna, just raise your hand because we know you you're sitting there with that big smile on your face, but just know that we appreciate all of the work that you and your team have put into this document.

Um, last year's um focus at our state of the city was you know, a complete city.

And so this kind of solidifies that, and it just shows the planning and the depth of it.

And I think what was really great for us is the amount of community participation we had when you were compiling all of this data.

And so it just shows that you know that there's great interest in the future of North Las Vegas, which will not be the future to me, because it's you know, it's coming fast and it's moving faster.

So um just want to say thank you so much, and you've been a great partner for for our teams.

Um, I know we've had uh a lot of discussions about this, and this is very exciting.

Um I just wanted to, I guess it was more of a comment.

Um, I have someone ask me recently uh, you know, how they can have access to some of the information that is talked about during these meetings.

And so I um I printed the staff report, which is all public um information.

Uh, you know, if folks go to the to the city's website, they have access to this meeting, um, as well as all of the documents um that are attached to each um item.

Um, and so reading the the resolution, which is one of the documents uh that we have attached to this.

I just wanted to read something that I thought it was it was great.

Um, this is going to guide it says here the decisions, the city's decision makers as they work over the next 20 years to implement the comprehensive master plan and achieve the envisioned future of the city.

Um so 20 years, you know, sounds like a lot, a long time, but I think it's it's very important for um for the residents to know that we've been very intentional about how we're going to grow our city.

And there will be many more conversations, there will be many more opportunities for residents to continue providing feedback as we shape um you know the future of our city.

And so for me as a mother that has you know four kids to uh two of them are still you know young and I mean they're all still at home.

Um, but I I my wish is for them to choose North Las Vegas to have a city that they can be proud of.

Um, and I think we are we are on well on the way, you know, in bringing that to our families and to our residents.

So I thank you for for your hard work and to our team for uh their intentionality and the dedication.

I just wanted to also thank Mark and his team and our our staff.

Uh, you have to start with a plan, and a plan takes a lot of effort and a lot of thoughtfulness and intentionality to have a vision of where we would like to see this incredible opportunity go.

Uh, several months ago, maybe three months ago, I parked my car at Pecos in 215 and I rode my mountain bike three miles up north north-north Pecos to look back at the city and just see this vast piece of uh of desert and the and the slope and the view of North Las Vegas and what the future could look like, and it's really incredible to see it in its current state, but what the potential of our future is in our city.

And it takes leadership, it takes a team, it takes uh smart people that um help us guide us, and so it's it's really been a great collective effort to this point.

Um you know, I have to say uh it's amazing, you know what the future's holding for the city.

And uh I just want to say, and I've said it many times before, you know, we're we're we're living at a time over here in North Las Vegas that that is taking a point uh on something that has never been done before.

We have a staff here uh in the city, we have a council here that that that works in concert with one another uh for the benefit of the entire community.

And uh if it wasn't for all of you out there, and I see over there, you know, uh we wouldn't be able to accomplish uh half of what we do.

But it's just the ability to work together uh for the common goal, and the common goal is to serve our community both now and in the future.

So I'm very privileged to be part on the council in this very, very exciting time.

And I just want to say thank you to all of you for what you're doing for our residents here now and in the future.

Uh my name's Bob Gronauer, 1980 Festival Plaza Drive.

I am here representing KB home in this matter.

Uh with respect to making some uh comments on the record.

Uh, first and foremost, on behalf of KB and myself, I want to say this is an exciting time for North Las Vegas because if you think about the last 25 years, is you had the development of Aliante Master Plan Community, Valley Vista, you have Thule Springs now under construction and in existence, and that took 25 years.

That was 9-11.

That was Great Recession and COVID that you went through for those three big master plan communities.

So today, tonight, and just standing up here, it's like the passing of the torch for the next 25 years.

Now, as you look at the development that's going to be in this area.

Uh, just a couple of comments, and the reason why I'm here is because about a year ago, KB and the representatives met with some staff to discuss some of the design of road designs up in this area.

And that was in November of last year.

And just I want to put some comments on the record because we have an amendment to the Master Streets and Highways plan that's coming through.

It's scheduled for this December for a planning commission hearing, but I believe that's being held until now till January.

So that means you're gonna see me again in February, probably, God willing, uh, to have a discussion.

I'm gonna say, hey, remember I was here before Christmas and we were having this discussion, so fairly quickly, it's about a minute or two here, and I'll get out of your hair, but um I just want to put some stuff on the record here.

Um, as you know, um, currently in this area here is Village Two of the Master Plan community for Thule Springs.

Uh, just uh within the last year or so, you approved the master plan amendment for the uh Thule Springs 2 area for KB home to do some development in this area for single family homes.

One of the things that we realize that although on paper, this looks good, the existing conditions that are out there that are going to impact the area, which is going to be in this area, Low C in Grand Teton.

And we brought this up to your staff, and we have this in in um in our application.

We're gonna be asking to take Low C in this area off alignment to come about a quarter of a mile to the east in this area.

And the reason is is and I'll remind you again in a couple months.

In this area that I'm showing you, you have a bunch of constraints in this area that make it difficult to take Low C straight up and over past uh Grand Teton in this area.

And the reason is is because you have the range wash, which is located here.

You have a 72-inch um pipeline water line.

Like give me 30 more seconds, I'll be done here.

I think.

So sorry about that.

So we have a 72-inch water line in this area, and then we have power lines.

So we I think we're almost there with staff as far as moving this line over the road.

The last thing I want to mention here is Grand Teton in this section.

If you take a look in your back up with the um the exhibit that your consultant did, it's about 3,000 trips in this area.

We're gonna be asking to remove Grand Teton in that area because we don't think Grand Teton is needed, but any action tonight does not impact what we're gonna be coming through with.

But I just wanted for the record, so thank you for your time.

Good evening, Mayor Goines Brown and Council members.

On behalf of the Clark County School District, it's truly an honor to be here tonight.

We are incredibly grateful for the partnership we share with the city of North Las Vegas.

Um, the ward of tonight's grants is a prime example of that.

That was truly amazing.

So thank you.

This evening, I'll be sharing the disaggregated data that was presented to the school board of trustees during the third quarter of 2025.

Topics include student achievement and Nevada School Performance Framework.

To begin, I would like to share an update on our compliance status.

On October 30th, 2025, the compliance monitor reported that the district has completed the process of our school of our improvement plan shared with the school board of trustees related to the district's ability to provide accurate, complete, and timely information necessary for the development and implementation of the school plans of operations.

Let's begin by celebrating the most important kind of progress in our schools, the academic success of our North Las Vegas students.

The achievement data that was provided to you is not merely a collection of numbers, it is evidence that our targeted foundational strategies are working.

We are seeing success because we have committed to the non-negotiables consistently using tier one instructional materials, having licensed teachers in every classroom, establishing solid structures for student support, and maintaining a dedicated focus to getting students to school and keeping them engaged.

Let's begin by sharing our English language arts performance, where we are seeing significant upward momentum.

Elementary school ELA proficiency has increased from by 3.2%, reaching 35.8%.

Middle school ELA is showing a 4.6 improvement, and high school ELA is at 4.2%.

And most notably, the proficiency rate for our students eligible for special education has more than doubled.

While we celebrate, we also see our next challenge.

We must genuinely and urgently address the expanding gaps for our English language learners.

The story in mathematics is one of stability.

And all student groups are showing improvement.

And high school mathematics is up 3.3%.

And they are um that is notably increased due to engagement and support programs in our schools.

Finally, let's look at the impressive trajectory in science.

Middle school students have shown a steady three-year increase, reaching 22.9% proficiency.

The most dramatic changes in our high schools.

Students have more than doubled their proficiency rates in science over the past three years.

This progress across every subject and every grade level is not a matter of luck.

It's undeniable result of intentionality.

We are succeeding because we choose to be relentless in implementing strong tier one instruction, because we value the expertise of our licensed teachers, and because we rely on solid support structures to lift every student, and because we continue to prioritize student engagement and attendance.

This work is not yet complete as we recognize that we have a long way to go, but we are absolutely committed to building upon this strong foundation for even greater success next year.

Up next, I would like to share about our school star rankings.

Our commitment to strategic instructional alignment is clearly reflected in the Nevada School Performance Framework, or the NSPF.

We are witnessing definitive system-wide growth with a substantial number of North Las Vegas schools improving their overall index scores.

Over the past three years, 5.6% more schools across North Las Vegas are now rated three stars or higher, demonstrating sustained momentum and instructional improvement.

This success is powered by our focus on tier one instruction, effective professional development, and strong leadership.

We especially want to celebrate the following North Las Vegas schools that have climbed one store, one star or more in the most recent NSPF release.

Craig Elementary, Fitzgerald Elementary, Guy Elementary, Johnston STEM Academy grew two stars, Martinez Elementary, McCall Elementary also grew two stars.

Scott Elementary, Simmons Elementary, Watson Elementary, and Wolf Elementary.

At this time, I would like to introduce you to one of those amazing principals who moved her school one star.

I'd like to please welcome Victoria Turner, the principal of Scott Elementary, as she celebrates our celebrations with you.

Good evening, North Las Vegas City Council.

Thank you for allowing me to be here this evening to celebrate with all of you the amazing work that's happening in our North Las Vegas schools.

First, we'll start with Cozine Elementary.

The students proudly wore purple to celebrate Ruby Bridges Day and explore the powerful story of her bravery as a young trailblazer in the civil rights movement.

COZIN just concluded another great season of community flag football.

Students from across the North Las Vegas schools came together each Saturday to compete, learn teamwork, and have fun.

This program wouldn't be possible without the many volunteer hours poured in by our amazing staff who always shows up with enthusiasm and pride.

Finally, Cosine had four teams compete in the Special Olympics Cornhole Tournament, and one of them brought home the championship title.

Lincoln Elementary.

In partnership with UNLV's College of Sciences, the Nature Conservancy, and the U.S.

Forest Service, the Las Vegas Urban Forest Center planted 15 new trees on our campus.

These trees were provided to help reduce heat by expanding our tree canopy as our school is located within an urban heat island.

Before the planting, our third grade students participated in lessons about the benefits of trees and leaves, photosynthesis, native versus non-native species, and animal habitats.

They then had the exciting opportunity to assist the Arborist in training with planting the new trees.

Jesse D.

Scott Elementary School.

Jesse Scott Elementary School proudly celebrated its third consecutive partnering with Northeast Career and Technical Academy, welcoming 15 aspiring educators from NECTA's teaching and training pathway.

This ongoing collaboration gives future teachers valuable hands-on experience as they work side by side with our educators to plan meaningful lessons and then lead instruction in our classrooms.

Congratulations to Mrs.

Jennifer Woods of Jesse D.

Scott Elementary School, who has been selected as a recipient of the prestigious extra yard for teachers grant from the Las Vegas Bowl Huddle, totaling $965.78 cents.

This generous funding will bring true U Tuesdays to life, a program designed to nurture student well-being through structured activities such as self-reflection, journaling, positive affirmations, and empathy building lessons.

Tom Williams Elementary.

Tom Williams Elementary is excited to announce a $5,000 grant from the City of North Las Vegas to support strategies aimed at reducing chronic absenteeism.

These funds will help them implement innovative attendance incentives, including rad or random attendance days with surprise rewards, quarterly positive attendance celebrations featuring a special luncheon, awards, and treats for students with two or fewer absences, and semi-annual donuts with grown-ups to honor exemplary attendance.

Tom Williams is also thrilled to share that they secured a grant to create a first grade community garden on campus.

This hands on experience, or this hands-on project rather, offers students the opportunity to explore environmental education while cultivating an appreciation for nature, plant life cycles, and sustainable growth.

The curriculum emphasizes water conservation and the use of drought tolerant and native plants.

Students will participate in weekly activities, including planting, watering, weeding, and documenting their observations and journals.

Wolf Elementary.

On November 25th, Wolf Elementary hosted an inaugural Wolf Giving, a community building celebration where hundreds of family members joined students for a school-wide lunch on the field.

This event strengthened school climate by reinforcing the message that families are essential partners in our educational community.

And we are deeply grateful for their continued support.

Cram Middle School.

Volunteers planted new fruit trees, added fresh mulch, and supported teachers by grading papers and organizing classrooms.

Their efforts not only beautified our campus, but also strengthened our academic and extracurricular programs.

The Las Vegas Raiders made a special visit to Cram Middle School's flag football game, bringing excitement, encouragement, and a strong sense of pride to our students.

Players spent time interacting with our student athletes, offering motivation, posing for photos, and celebrating their hard work both on and off the field.

The Amazing Shake is an interactive competition that challenges students to showcase professionalism, confidence, communication, and leadership through real world scenarios.

Students rotate through stations to practice firm handshakes, maintain high eye contact, improve public speaking, tackle problem-solving challenges, challenges, and demonstrate professional etiquette.

Jim Bridger Middle School.

Bridger has been recognized as a champion school for the Special Olympics.

This honor celebrates the commitment to giving every student the chance to participate in sports and stay active all year long.

Cheyenne High School.

On November 13th, 2025, Cheyenne proudly inducted former Cheyenne High School students and staff into the Cheyenne High School Athletic Hall of Fame.

These remarkable individuals embodied the spirit of our community and spoke about how their experiences at Cheyenne High School helped guide their success beyond high school.

We are grateful for their achievements and their ongoing commitment to our community.

Mojave High School.

The Mojave Rattler Battalion proudly participated in the Veterans Day Parade near downtown Las Vegas to honor those who have served in the United States military.

Cadets from the drill team, Color Guard, Raider Team, Marksmanship, Archery, and other companies participated in the parade, marching with pride and dedication.

Their families were actively involved, supporting the cadets throughout the event and marching alongside them.

The aftermarket and Mojave High School teamed up to host a highly successful community food drive on Friday, November 14th, providing support to approximately 300 families.

Students from all corners of campus stepped up to volunteer, including athletes, student council members, and many others who joined simply out of a desire to help.

Their enthusiasm, their enthusiasm, teamwork, and generosity created an inspiring moment for unity and service.

And lastly, Northeast Career and Technical Academy.

Over the past three years, our 10th grade students have boosted their PSAT scores by 40%, reflecting their hard work, dedication, and growth.

And that concludes our celebrations for our North Las Vegas schools.

And when we see growth, no matter how small or not, no matter how big, it is still growth.

And so we need to celebrate that as well.

But we just gonna shout it from the rooftop, because these are such great success stories and just know how you know hard our educators work on a day day in, day and out.

Yes, you were uh inflicted upon me by my colleagues, right?

I don't think I want to say that word.

Uh thank you very much.

It was a fantastic presentation.

Uh Ms.

Turner, I'm I swear that just uh a little bit over a year ago, I was teaching students who looked about your age.

I am stunned by your youthful appearance.

I just noticed that the district has really done a good job promoting uh a lot of really up and coming uh educational professionals.

And I I have a feeling we'll this will not be the first time we'll be hearing from Ms.

Turner.

Um and I encourage it, of course, uh to stay with us.

Um I do have I I do have one question before I get to that question, uh a comment.

Uh on the way out of uh the board meeting, I ran into one of your predecessors.

And when she came here um some time ago, I gave her the hardest time she's ever had in her life.

It wasn't a great time because of course, you know, um I was speaking from a point of passion on behalf of the children of North Las Vegas, who um they were the ones who are least likely to have a licensed professional in front of them.

And we could see all the dismal statistics, you know, that uh that that boil it out.

It wasn't personal, but it did come from uh from a place of concern for uh for the children that quite frankly, they're they're they're my neighbors' kids, right?

To the kids that live down the street.

They're the the children who are gonna be living and making this city work.

They're taking their future.

And so we're appalled.

But I I told her and I've given her uh since, you know, she has risen to the occasion and uh she's now the director of uh of course the human resources and the district had done a magnificent job catching up to where hey, one of our high schools, Cheyenne High School, that had 37 or 39 uh vacancies uh the year before last.

I mean, they they started the year here with three, which means that's about average for a school that size.

I mean, they've made remarkable progress, and we see the progress, right?

Uh uh in getting students right back to schools.

I like to think that uh, of course, this council also has a little bit of a uh um of a hand in that right, and of course, our our residents have had done what they can as well.

But um their turnaround from then to now is extraordinary, and uh of course that does uh it should be recognized.

Um I I do have one question.

Um, and seeing, of course, all the the progress, right?

Um the one that uh I have still a little bit of concerns are uh ELL, um, the yellow population, how they've not quite uh their their test results have not quite risen.

And so um I'm wondering if uh if we've begun to make uh formulate a plan to address this in particular.

Thank you for the question.

So one of the um we're currently writing our strategic plan for the school district, and that will definitely be something that's embedded in that.

Um, in individual schools right now, and for this year, we are working with our ELL coordinators in each region to really get into our schools instead of just going in and working on data and working on compliance, really getting in and coaching our principals, our teachers to how to pull and support our ELL learners in our classrooms.

It's going to take time to do that.

Um, also our instructional materials, our tier one that I spoke about earlier, they have some good supports in them.

So it's helping our teachers navigate how to plan for our students um in our classrooms.

So we're spending a lot of time on that, but it's definitely we know we have a long ways to go with that.

Um, but we do have some things planned uh moving forward that we're continually trying to build that hopefully we'll be rolling out to support our ELL learners because and we know that the strategies that we use for ELL learners help all students, so we we need to strengthen that across the board for all kids for sure.

I wanted to also um add to that is um when we look at the data for ELL students, it's based off of an assessment that's given once a year.

Um so something that our district has done for this year is purchase a curriculum that aligns exactly with the exam that the students are taking.

Um so I feel like if you're in the classroom, would you actually see that the students are learning?

They've been learning, but then we use one assessment to tell the story of our students.

So I'm hoping that it's called Summit K-12.

I'm hoping this year with the district wide um assessment that we're giving.

I'm sorry, with uh with the a curriculum that we're giving that aligns with our Wita exam.

I'm hoping that we see better results this year.

That's great.

Uh I've I've already asked for um uh a primer on one of our reading program.

I myself am uh am I literacy phonetic.

Uh uh, I do come from a certain point of view when it comes to literacy.

Um I'm a crash and I to Stephen Crashin.

Um, but um I I'm very interested in seeing and I'd be very interested to see uh about this summit K 12 just to keep current on uh on what's going on and we'll go to Scott for that.

That sounds like a plan.

Uh I'll I'll I'll say one last thing.

Um, what what uh uh I'm as well go ahead and put it out there.

Um what uh award is our uh superintendent getting tonight?

Do you remember the name of it?

I don't.

Thank you for putting me on the spot.

I apologize because I was focusing on being here tonight and not there, unfortunately.

It's some excellence award, but I'm not for sure which one specifically.

I'll get back to you.

You know, um, in the olden days, whenever um on the high seas, whenever a captain took a prize, it was it was customary for that prize to be shared with the crew.

And uh in this case, whatever prize she gets tonight, uh I I think in my mind it should be shared with you and uh of course uh um uh young Ms.

Turner here, and you know, and all the other partners who have come a long way.

You know, I mean, even the teachers union, you know, they they worked quite well with you know what with uh with our leadership to come to an equitable solution that wound up having you know the uh a substantial pay increase that attracted more uh teachers to come and work for us and not and not leave.

So, you know, I I think there's uh uh a lot of uh praise to go around.

So uh thank you so very much.

I'm I think I've hogged the the limelight enough.

So our municipal court launched its new case management system, J Works.

Um it's the first major upgrade they've had in over 20 years.

Um it's fully paperless, streamlines case processing, improves online access rate, strengthens data security and audit tracking, and enhances public trust.

Our staff staff has done an outstanding job adapting while continuing to provide excellent customer service.

Today I want to give a big thanks to our city attorney's office who joined the senior law program for a free legal workshop at Rome Pines Family Apartments.

Our team provided residents with legal information and support, including help of documents and notary services.

Thank you to our city's city attorney's office for your commitments to serving our community.

And I know this guy doesn't need an introduction, um, but I was very proud to um recognize our own the legend, Eddie Rodriguez, um municipal forester as our December 2025 team member of the month.

Eddie is leading the re-landscaping of Liberty Park, including planting 14 new 20-foot palm trees.

And I'm sure you guys have already heard about all the countless awards we have won thanks to Eddie's efforts.

His dedication continues to elevate our city's outdoor spaces.

Congratulations, Eddie.

That is awesome.

Just um I I can't get um I can't get uh over saying it.

Um I was mega wrong about uh the uh the date palms right.

Yeah, I thought there were gonna be those ghetto.

I thought they were gonna be those ghetto-looking palms that you see like all over the place.

The ones where you know people go and they get them shaved down, there's pieces all over the place, and it looks, you know, dude, you know, to do that in Miami or something, not here.

But I was wrong.

Uh I was totally wrong about it.

And uh the king uh of being wrong is uh not uh is not so um um proud that the Academy is wrong, and it really came to a head that I was wrong when we uh conducted our parade, and the final stretch was along what we are now calling uh the Pascel de Palmas, right?

At Plaza de Palmas, right here in front, and people are asking to rent that for events.

So um, yeah, where is Eddie here?

Yeah, so uh I'm cool with that.
