North Las Vegas City Council Regular Meeting – December 17, 2025

- Terrence Maria (6103 Theatrical Road) complained about speeding, burnouts, and lack of stop sign compliance on Coleman Street from Tropical to Centennial, including school buses. He said police response was insufficient and requested action.
- Silence Doo Good (North Las Vegas) argued that excessive regulations and zoning classifications stifle business diversity and innovation, urging the council to reduce regulations to encourage entrepreneurship.
- Dr. Gail Anderson Holeness (new resident, moved from Washington, D.C.) commended Mayor Brown and Councilwoman Ruth Anderson for their welcoming outreach and newsletters, expressing appreciation for the city’s work.

- Councilwoman Anderson (Ward 2) confirmed the downsizing and compatibility. Councilmember Rome expressed caution about converting commercial land but acknowledged the benefits. The motion to approve passed unanimously.
Item 17 – ZN102025 / Ordinance 3263
- Related zoning ordinance for the same property (4.05 acres from C1 to R1). Jennifer Lazovich incorporated prior comments. No public speakers. Motion to approve passed unanimously.
Item 20 – ZN092025 / Ordinance 3262 (Royal Flush Yard)
- Applicant Ryan represented a sanitation and fence company requesting reclassification of 3.31 acres from PUD to M1 (Business Park Industrial). The facility will store portable restrooms but not clean them on-site; all dumping occurs at the county water district. Operations involve drivers starting at 5–6 a.m. and returning by 3 p.m. Councilwoman Anderson (Ward 2) clarified the scope. Motion to approve passed unanimously.
Item 21 – ZN122025 / Ordinance 3264 (Diamond MLK Commerce Park)
- Jennifer Lazovich returned for an applicant requesting reclassification of 0.9 acres from C1 to M1 for two small warehouse buildings with yards, near Martin Luther King and Cheyenne. The neighborhood meeting had no opposition; planning commission recommended approval. Councilwoman Anderson noted the use is well-suited to the area. Motion to approve passed unanimously.
Item 22 – ZOA012025 / Ordinance 3255 (Zoning Code Amendments)
- City planner Alfredo presented amendments to Title 17 clarifying limitations on car washes (half-mile spacing), convenience stores with gas pumps, mini-warehouses, and liquor establishments. Three minor amendments were proposed to correct oversight. The ordinance was introduced December 3 and recommended by planning commission. Council members expressed support for diversifying commercial uses. Motion to approve passed unanimously.

City Manager’s Report
- More than 200 children attended Breakfast with Santa at Silver Mesa Recreation Center last weekend.
- Craig Ranch Regional Park hosted 86 permitted events, 312 on-site shelter reservations, and 70 citywide in 2025. Projected 2026 gross revenue is $300,000. Annual visitation nearly 2 million (214,900/month), making it the second most visited park in Nevada and 159th nationally. Planned improvements include a new amphitheater roof and 1 million sq. ft. of multi-use space.
- City employees Jorge Gonzalez (water systems operator) and Gary Hancock (city surveyor) were recognized for 30 years of service.

Well, hello, everybody. My name is McKenna Enriquez. I uh work for our economic development department. I oversee our small business connector here at City Hall. Some of you are familiar, and some of you may be thinking, what is that? So our small business connector is a partnership that we have the city between the city employee NV and Nevada SBDC. Uh, our partnership is absolutely amazing. It's honestly one of a kind in the valley as well. We are able to help people from basically just an idea to a full-started business. So any business owner, any person with an idea, anyone even throughout the valley can come into our location and get assistance on the spot. Um, our amazing team, which I'm gonna call out in just a moment, is available to help our businesses grow, succeed, reach their milestones, and get to the next step in entrepreneurship. So today we have an exciting award. Um, our small business connector team carefully picked out uh businesses that are absolutely amazing, um, that have been extremely connected with our connector in general, um, but are just succeeding in in life in entrepreneurship and just being amazing business owners.
