We have our Christmas services uh on Wednesday next Wednesday at uh 6 p.m.

and 8 p.m.

And we take pride in just uh getting together with the community and uh as well as our police officers to to go and serve them whenever there's a crisis or where there is a need.

So, council let's go down front is all good stuff.

Well, hello, everybody.

My name is McKenna Enriquez.

I uh work for our economic development department.

I oversee our small business connector here at City Hall.

Some of you are familiar, and some of you may be thinking, what is that?

So our small business connector is a partnership that we have the city between the city employee NV and Nevada SBDC.

Uh, our partnership is absolutely amazing.

It's honestly one of a kind in the valley as well.

We are able to help people from basically just an idea to a full-started business.

So any business owner, any person with an idea, anyone even throughout the valley can come into our location and get assistance on the spot.

Um, our amazing team, which I'm gonna call out in just a moment, is available to help our businesses grow, succeed, reach their milestones, and get to the next step in entrepreneurship.

So today we have an exciting award.

Um, our small business connector team carefully picked out uh businesses that are absolutely amazing, um, that have been extremely connected with our connector in general, um, but are just succeeding in in life in entrepreneurship and just being amazing business owners.

And we we want to thank them for being in North Las Vegas and doing their thing.

So I'm gonna bring up my team first.

We have um Carlos and Jenny from Nevada SBDC at UNLV.

Um, they're amazing.

And then we also have here at City Hall Zinda Young, who's with our employee in v business hub.

And this is the dream team.

Um, but I do want to hand this back over to Mayor so she can hand out our amazing awards.

Uh, we I do also just want to call out we did have a business that had something come up just on her way here.

Um, I would like to still recognize her.

Her name is uh, well, her business is Lorena's Party Rentals.

Uh, she's absolutely amazing.

She's done multiple different balloon arches that have been outstanding for a lot of our events.

So just want to call her out.

We had her selected for the creative business award.

She's just outstanding.

So just want to give her a quick shout out since she's not gonna be here to get her award today.

Um, number one, I I really do want to uh congratulate uh all of our entrepreneurs who are uh again, you know, they're making their green uh dreams come true, and it's something that of course, you know, helps the city.

It's it's progress, and I'm I'm happy that uh part of the municipality that made that part of its uh part of its policy.

Um I I see uh a couple of members here from uh uh I see Doug and part of his team here from uh from Parsons Recreation.

And uh yesterday we had our talk with Santa Um at the at the neighborhood recreation center, and I want uh them to know that their team there never hit recreation, they knocked it out of the park there.

They're uh we're talking like a basis loaded home run.

They won the World Series, right?

They should take the victory lap.

I think that was the best event ever.

Mary, you were there, and of course, uh Mira Patem was there.

Um people uh they loved that the tacos were fantastic, the little kids were happy, you know, all the little who's they uh they all got their uh their their gift and uh a picture with Santa Claus.

Not many asked for you know a picture with the grants, but I guess that's okay.

Uh anyhow, um it was uh I think that the very best of event we've ever had, and we had a whole series uh uh uh of uh people who helped us from our volunteers uh to uh a lot of donors here, uh businessmen from the community uh far and wide, and so I wanted to express all my thanks to them as well.

Um I won't read all of them because I'll probably miss one and you know offend someone, but maybe I can I'll send them a letter or something.

Um and of course, we're also gonna have the annual toy giveaway uh this Saturday.

Um I know um uh director uh uh director Wilson Ramos is back there.

Uh he and uh uh Maggie are putting together that the toy giveaway for the for the Saturday, December uh twentieth, eight a.m.

at uh City Hall Liberty Park.

Um if you're hearing this and you and if you want to be a part of it, make sure you get there early because it's only until supplies last.

And um uh apart from that, I just wanted to tell everybody um Merry Christmas here.

Um it's it's uh it's been a heck of a year, and uh it always makes you feel good to see so many people come together to give service to other people.

Uh every year, thanks to our police department and community engagement.

We have our annual um shop with a couple event.

This year was on December 10th at uh thanks to Target at the 7990 North Fifth Street.

Um this year, uh if I'm not mistaken, my colleagues who were all together over there.

It hasn't gotten any earlier, you know, five o'clock, six o'clock, I think it's early enough.

But the uh the amount of vehicles over there, the amount of police that volunteered at times to take uh you know these children around uh to pick out something at the store, it really makes their Christmas something very special.

But I I have to say, I always wonder if the neighborhood uh knows that we're having that event at like six o'clock in the morning.

When you have uh 25 police cars and I don't know how many motorcycles will riv up their sirens, not thinking uh what's going on over there.

But uh I I know it's an event that I've attended for many years, as my colleagues here, and we appreciate all that the police department does.

Um I think that's it, Mayor.

I also would like to applaud our amazing Parks and Rec team for two really fantastic events over the last few weeks that I've been able to participate in.

I think the common theme between all of the events that they do is that there are me, they're meaningful, they're memorable, and they're enjoyable, and they bring the community together.

The two that I participated in on December 6th at the Silver Mesa Rec Center was the uh second annual pool plunge.

Um I jumped into the frosty cold water with a whole bunch of other brave individuals as the mayor and councilwoman just laughed at us.

And I deserved the laughter because it's not necessarily the smartest thing to do, but it was very fun and very cold.

Then I went down the slide a few times with some of the people into the cold water again.

So uh join us next year.

It was a lot of fun.

And then this past Saturday uh at Craig Ranch Park was the uh annual second annual ugly sweater 3K, 5K run.

Uh the mayor was there as well.

And last year that was the first event, we had about 30 people.

This year we had 150 people.

We had Chick-fil-A there donating some tasty uh breakfast sandwiches.

And so again, thanks to the Parks Erect team for some incredible community events.

On December 4th, um, Mayor Bro Tem Black and myself, we were invited to tour the Deza mega site, uh, which is actually owned by Carvana.

And this is a major vehicle restoration and auction center, which is located in Ward 2, the ward that I represent.

Um, and we learned about the work that takes place in this facility, um, as well as the impact that they're doing in our local economy in our community.

Um, it was um I was very impressed by the their focus on workforce development and seeing so many young adults uh working, being hired by this uh company um and seeing the many opportunities that they have to um have a great good career in their future.

Um we also stayed for a few minutes to see their auction center, and it was just fascinating.

Did you know that there's actually an auctioneering school?

I think that's how you say it.

Um, and they hire professional auctioneers to say the chance when they are doing the auction, their auction work.

Um anyway, it was just amazing.

Uh so if you want to learn more or visit this amazing uh company, you can visit at Dessa Las Vegas.com.

Um, and then on December 9th, I had the privilege of sitting down with Anya Earl, she's the executive director of SAFI, which stands for Specialized Alternatives for Families and Youth.

Um and I also tour their facility.

It's located right outside of Ward 2.

Um, but they're a great partner and they do wonderful things in our community.

They're a nonprofit organization in their Nevada branch.

Um they provide services in Southern Nevada focusing on foster youth and supporting families in behavioral health uh health.

Um so if anyone is interested in supporting their work or learning more about becoming a foster parent, something they are in need of at the moment, you can reach out to them at Safi.org, Nevada.

And then a couple of days ago, I had the absolute privilege of attending Johnston Middle School Mariachi winter concert.

This a wonderful school recently became a STEM certified school thanks to the governor's STEM designation program and the assistance that we provided them by receiving uh grants for their from the from the city of North Las Vegas so that they can move forward some of the work that they're doing.

The concert was amazing.

So I just want to thank Ingrid.

I don't know if she's here.

Um Wilson, thank you.

Um, in our grants department, everyone the help from our team and our educators.

Thank you to Principal Poster and to Mr.

and Mrs.

Torres for the great job that they're doing.

This time of the year is filled with so many different events where we're giving back to our community and you know, our parks and rec department do an amazing job, but it takes so many stakeholders in various departments across the city to put these events on from just even setting up cones or emptying trash or sending out notices, and so everyone plays a key apart, a key part to make sure these are accept a success.

So I just want to say thank you to the entire family in the city of North Las Vegas, and then those donors, our partners.

We couldn't do these things without you as well.

So we appreciate all of those who participate in the way of giving back our churches, community partners.

Lived in North Las Vegas for over 20 years.

This property that they're wanting to build on is right over our back wall on Lone Mountain.

And our home will actually face their building site.

And there was just a couple of things that my husband and I wanted to bring to their attention.

I know there were a few lawsuits that went through.

We have cracks running all the way up our two-story house.

Downstairs, the flooring had so many cracks in it that when we had a problem with our reverse osmosis, we had to have the whole floor replaced because the cracks were so from the foundation were so prevalent.

And I feel like this property is also gonna have the same problem.

So I'm just kind of stepping forward because I hate to see people have to go through what we had to.

And then also the area where they're building uh Lone Mountain right there between Donna and between Fifth Street is two lanes.

And since the 7-Eleven got built there, when people are wanting to go into 7-Eleven parking parking lot, they actually go on the wrong side of the street when they're heading west.

And so if you're heading east, they come on straight on.

There's nowhere for them to turn into.

It's very dangerous there.

The rest of Lone Mountain is good once you get past Donna.

It's a nice, you know, like two lanes on each side.

But this particular part of it is not good, and it's not safe.

And we hear um people racing all the time.

It's um it's just a dangerous thing.

You can hear them spinning out and leaving their tire marks, and we've called the um police, and by the time they get there, they're gone.

And so their competition of like, you know, to see who's gonna win, I guess, it's just scary.

Um I'm done, I guess.

Good afternoon.

Uh, my name is Justin Carroll.

I live at 709 Agate Ridge Drive with my wife and young son.

Um, just like the woman who spoke before, our property um faces our back wall faces where they would be building.

Um approved, the proposed development would place multi-story buildings with multiple windows looking directly into my backyard.

Uh, this is not a general concern about uh density, it is a direct and unavoidable loss of privacy for my family.

We have a five-year-old child who uses the backyard daily, allowing multiple residents or offices to look uh directly into our backyard.

We also intentionally purchased our home for the open views and uh character of this area.

Those views would be permanently lost, and increased exposure and density would negatively impact both our quality of life and the value of our property.

We understand and respect uh responsible development, but this proposal is in the compatible with existing single-family homes and families already living there.

For these reasons, we respectfully ask the council to deny this rezoning request.

Yes, I think I can address some of what is raised.

Um, if you could look at the overhead, please.

Thank you.

So I'm I'm gonna go um a little bit in reverse order from the comments that were raised.

I want to start with this.

This shows where our site is.

I believe the people who were talking are in this um area right here to the south.

What is important about this aerial to the comment about how people are making movements to try to get into this 7-Eleven is the fact that you can see it on here.

This part of Lone Mountain hasn't been fully developed.

So whatever comes in and comes in to develop on this yellow area of the site, the rest of Lone Mountain for the duration of the yellow color will get fully improved.

So I do think that that will help some of the traffic problems that they're seeing out there today, because right now Lone Mountain is only improved on the north.

The next thing I wanted to show is the site is currently zoned C1.

So we would view the application before you tonight to actually be a down zoning.

We are changing that zoning to be um single family residential.

It is not for multifamily.

We are showing um single family residential lots, and all of our homes, which are for sale homes, are single story homes.

We did have a neighborhood meeting as part of this.

I would say there was maybe seven or eight people there, some of whom sit on the HOA board for the homeowner association uh to the south of us, and I know that they were ready to um express their concerns about this project, but they let me complete my presentation.

I was a little bit longer than what I'm giving you right now, but at the conclusion of that, they were all very supportive of it.

In fact, they encouraged um the builder to try to acquire this lot as well, which is also vacant today because they like the idea of the size of the lots, the fact that they were single story homes, um, and they were very supportive of it.

So I hope that that takes care of some of the concern again, single story homes.

We're going from what would be otherwise developed as commercial to a single story R1 development.

I'd be happy to answer any questions.

Um, since this is Ward 2, I'm gonna start with councilwoman first.

Okay, thank you, Mayor.

Um, I appreciate being here and making yourself available to answer the questions.

I also want to thank residents who have come taking time of their days to uh to come out and um share their concerns.

I was at that community meeting, uh, the ones that were held, and you are correct.

Um we had a lot of neighbors, I think were expecting apartments, and they were ready to you know express their dissatisfaction.

But this we are downsizing, so I guess this is a question for staff.

Just for um, could you tell us?

So currently this parcel is zone C1.

Could you tell us what is allowed in the C1 zoning?

Some examples.

Um, for neighborhood commercial, it could be a small uh strip plaza, it could be uh a small restaurant.

Um, and so the the uses and with a special use, you know, car washes and and and gas stations and convenience stores and things like that.

Um, but it definitely um hours of of operation would be different than like a single family home in a C1 district.

This would be C1 neighborhood commercial.

Right.

So, yeah, we um so that's the current zone for this part empty parcel that is near your homes.

And so when I um we've been working for a while with this with this developer, and we feel that switching the zoning to um R1 would be compatible.

It's we're downsizing when bringing a great product to this community, enhancing the community.

Um, and then in terms of traffic, I hear some of your concerns about traffic.

Um, correct me if I'm wrong, Alfredo, but isn't that will there be a traffic study done if this project you know is approved?

What's the timeline?

Um, yes, they would submit a traffic study um and work with public works here, Mike uh right next to me, my coudgeons.

Um the other thing that would be doing is the improvements on the street uh to make it just safer for everybody.

Um I think we we we heard about burning out and skidding out and things like that, and that's what happens when you're half in the street and half in the desert.

Yeah, thank you so much.

So yeah, we um yeah, there's just a lot of improvements that will be uh that that will be taking place in this community.

And I think you mentioned uh your you know concern about um home values.

Uh the the opposite.

Can you speak about that, uh, Jennifer?

The the opposite will happen, right?

They're their home values should increase.

Yes, hang on.

I think that's something that was discussed during the during the community meeting.

Uh yes, let me go through.

And if I don't um I've got the HOA.

Um, I don't have it.

Hang on one sec.

Um there will be an HOA, and we expect the starting price of the homes.

You know, this is our best guess if we were to take a snapshot in time right now, but to go somewhere starting at 525,000 up to 599,000, and then optional upgrades would be in addition to that.

Um, yeah, no, I think I think this is a great project.

Um with that, I'd like to make a motion to approve AMP 102025.

Well, before we take a motion or questions.

And just keep in mind this item is just related to the zone change.

Um yes, um good to see you, uh Ms.

Jennifer.

Um, real fast here.

So uh the minimum lot size here, it's actually uh the lot sizes are actually a little bit larger than uh many of the lot sizes in the surrounding area, are they not?

Yes, that's right.

Um we our minimum lot size is about 6100 in R1, the minimum lot size is 6,000.

But our average lot size is 6300 square feet, and in fact, we have a lot.

It's kind of one of our corner uh pie shaped lots that is 13,000.

Oh, okay, that sounds pretty good.

And the homes themselves, um, what uh what are we looking at for uh home sizes square footage?

Probably like on the average, you think?

Yeah, we think that um roughly about 1750 to 2735 for the square footage.

Uh, we'd have two and a half to three bathrooms, three to four bedrooms.

Obviously, there's two car garages, full length driveways.

These are single story homes.

Um, will have minimum rear yards of 15 feet in the back.

Um, so yes, it's a it's very compatible to when you look.

I mean, I've done this for a long time, and I think you wouldn't be surprised if I was representing somebody who wanted to try to do something more intense on this lot.

But what Beezer Homes is doing, and I applaud them for it, is they're matching this R1 that's around them.

Yeah, actually, it sounds like it's actually a little bit more of a um because I'm I mean uh 1800 to 2300 uh square feet single story, that's a lot different than you know, even say a 25 to 28 uh hundred square foot house, two stories.

That's right, the lots could be smaller with that square footage, but with a two-story, you need that bigger lot, or excuse me, with a single story, you need that bigger lot.

Yeah, exactly.

Uh it uh I myself, I'm I am loath to to see uh, of course, you know, staff already knows that I I always question this quite a bit whenever we move any uh commercial uh um uh real estate to uh residential.

But this uh this sounds like it uh like it's actually gonna be a good project.

And and again, uh although you know, I um I I'm I'm not uh I'm not really all that keen on on changing um commercial over.

On the other hand, you know, if you have a small supermarket back there, um I could only imagine that uh it could be that the residents might not want to have say dumpsters uh and then with stuff, you know, uh that the flies and associated with that and smells, and then having, of course, yeah, um uh dumpsters getting emptied in uh uh in the early morning or late uh late at night.

Um one uh one concern that did come up, and maybe that's something that uh perhaps you can uh um work with your principals there at Veeaser.

I know they have a good reputation when it comes to the building in Rothbang because they have a lot of experience in building in this area.

Um perhaps, you know, uh if there's anything uh regarding, and of course, I wouldn't tell them how they're gonna build our homes, but uh apparently there are some concerns with settling.

So uh perhaps that's something that you might uh might want to deal with uh with the the residents in the area.

Uh not so much um, I mean it's that it's not a litigious thing for anybody but uh I think the purchasers, but perhaps that's something that you can uh express, and maybe there are plans.

I mean, the other homes that were built in the area, they have they're they've been there for a decade or or a couple of decades, and now with newer technologies and with new uh and with uh his uh site history, perhaps those are things that that can be mitigated uh here when they construct these uh really nice uh nice and and nice entry level or even retirement style homes.

I think that's an excellent point, and I apologize that I didn't bring it up in my initial comments.

We have received a soils report.

Um there's a lot of land out here in southern Nevada, and for whatever reasons, in particular North Las Vegas that have challenges with the soil.

The builders are well accustomed on what to do and how to manage or mitigate that, but we do have a soils report, and I do appreciate the first speaker who raised that as a concern.

I immediately asked if we had done a soils report because of that, and I wanted to assure everybody that we had.

And this right here is vacant, but we believe it's gonna be like a valving.

We have a large industrial project to the east of us and to the south of us, and we're gonna do two three smaller um warehouse buildings with some individual yards.

We did do our neighborhood meeting, no one came in opposition.

I did get questions from or calls, I should say, from neighbors or people who own the properties.

Um it's Ebola Park.

I just learned that from Alfredo today.

I didn't know what the history of that site was, but once they understood where our site was versus where their property is, which is south of Bruce, they were fine.

And so we didn't have anybody come out to the uh neighborhood meeting and planning commission also recommended approval.

So we appreciate both staff and planning commission recommending approval.

Item 22, ZOA 012025, an ordinance number 3255, an ordinance amending Title 17 of the municipal code of the city of North Las Vegas relating to zoning, ZOA 012025 by amending council limitations on appeals and the permitted use table, the accessories use table, and the use specific standards for vehicle washing establishments, convenience food store with gas pumps, mini warehouse establishments, on-sale and off-sale liquor establishments, and providing for other matters properly relating there too.

Yes, uh, Mayor and members of the council.

Ordinance uh number 3255 was introduced at city council meeting on December 3rd, 2025.

City staff would like to propose three minor amendments, which will correct an oversight when drafting the ordinance.

First, we added a new section two, which revises title 17.20.010 B2E to clarify how to read the use specific standards table 17.20-1 by adding uh new section number two.

The number of subsequent sections increases by one, meaning the contents of section four and the ordinance as introduced are now under section five, the contents, the contents of section five and the ordinance as introduced are now under section six and and so on.

The contents, the contents of section five and the ordinance as introduced are now under section six and and so on.

Second, under what is now section eight, section seven in the ordinance introduced, which amends the use standards for automobile washing establishments under section 26D.

We clarify that uh the half a mile limitation for car washes applies to vehicle washing establishments and automobile washing establishments.

Similarly, under what is now section 11, section 10 in the ordinance that was introduced, which amends accessory use specific standards for vehicle washing establishments.

We also clarified that the half mile uh limitation for car washes applies to vehicle washing establishments and audible meal wash washing establishments.

These amendments are consistent with the presentation that staff provided to the planning commission when these amendments to Title 17 were proposed on November 12th, 2025, and the planning commission voted unanimously to recommend approval.

And so this item was been a long time coming, and so um we're recommending approval as well.

We've uh taken a lot of uh questions uh on the last few uh few years because it seems like we have a plethora of uh uh communion stores and uh gas stations and then uh a lot of car washes that seem to be uh uh clustered in in North Las Vegas.

And so I uh although I don't have anything really against the you know the the so-called CS tours, and uh I I don't wash my vehicles enough to uh actually you know have uh a big opinion.

I do understand that it'd be best for uh the city to diversify, you know uh um it's convey it's uh um commercial uh areas that we have left uh as they're being um as they're being um uh as our neighborhoods as our communities being developed.

We we have uh of course, you know, I I would rather have uh more uh more active and uh more amenable uses.

Um just you know, there's only so many car washes that we can that we can actually like absorb as a community.

And uh I I think this goes a long way to uh actually uh remedying that.

And unless anyone else wants uh to to have a comment, I'd like to make a motion to approve this.

I think um counseling can have a comment.

The only thing I wanted to mention is that as a resident, I appreciate the changes that staff has uh proposing here, and uh also as a representative ward four.

Uh we have some concerns out there, so I think this is uh very much appropriate.

Um, and in the you know, in the staff reports and then the documents that are provided and um open to the public.

I just want to read this quick little sentence here.

Um, that these modifications to the zoning are made in order to address um and to address some of the I guess over uses and some um with some establishments, but we want to encourage an increase of other commercial uses.

So this is actually really good for for our community, and um I too speaking as a resident as well.

I'm I'm grateful for um you know to be part of a team that is intentional in in our growth.

And um, I also don't have anything about you know against car washes or sea stores.

Um, I think we're we're doing great things here in our city, so thanks again to the staff.

Moving on to the city manager's report.

Last weekend, more than 200 children from our community had breakfast with Santa at the Silver Mesa Recreation Center.

They enjoyed a delicious breakfast entertainment and the chance to pick out a toy and the smiles in their faces said it all.

Thank you to everyone who made that event such a success.

As we're wrapping up the year, I wanted to highlight one of our gems with some noteworthy um tidbits from Craig Ranch Regional Park.

And so there were this year, there were 86 permitted events at Craig Ranch, plus 312 on-site shelter reservations and 70 citywide.

For 2026, we are projected to generate about 300,000 in gross revenue with additional concerts and festivals planned in the fall.

The visitation at that park was nearly 2 million annual visitors, averaging 214,900 per month.

And so it is currently the second most visited park in Nevada, 159th nationally.

And coming in 2026 is we're going to be redoing the new amphitheater roof and one million square feet of multi-use space to cut to continue supporting our growth.

So really really exciting for uh the investments that we've made to Craig Ranch and what's to come in 2026.

And it is a big milestone when uh our employees have been here serving our community for 30 years.

And so I really want to recognize two of them, um, water systems operator Jorge Gonzalez and City Surveyor Gary Hancock.

We are so grateful for your dedication and decades of service to our city.

Are either of them here?

So let's just give them a round of applause in case they're listening.

Congratulations to them.

And I've been there since I was five, and so that's over 60 years.

So anyway, these pro these apartments that are here already, they're vacant.

They've been vacant at least three years.

So this guy out of California is coming in, and he wants to put 49 more apartments on that vacant lot right there.

So what you see here is a four-story just went up and just was completed.

So that's senior apartments.

And then you got these ones here that are sitting here, the six buildings on Morton Street.

They're vacant.

And then you have across the street and back of the Pearson, the Marion Bennett going up with their second phase of apartments.

And then you have 93 homes going up on the back side of these apartments for Winsl Park.

So we we love to see some development, but we don't need a more senior apartment.

So I'm hoping as someone listens to this, and if nothing else, if if they could just do a field trip and come and see for themselves, and I'm sure they'll agree.

I'm uh right across from Gold Crest Park in uh ward one.

And uh we love it there.

We're uh walking to Sister Craig Ranch.

Um it's beautiful.

You know, with uh development comes, you know, pros and cons.

Uh the biggest con that uh we're running into right now is revere is a racetrack.

Um last week, for the second time in two years, there was a car went through my block wall into my backyard.

Would have killed anybody that was in my yard.

This is the second time in two years, by the way.

Um every one of my neighbors has had an impact.

Uh Tiffany directly diagonal at Revere.

And this is a hundred yards from Goldcrest Park.

My next door neighbor Oscar had a car, so we're talking four cars through block walls in less than five years within a hundred yards of Goldcrest Park.

I know we did the uh 11 million dollar sparkle program, which is everybody loves the park, but my daughter would rather go to Craig Ranch than cross revere street.

There is one crosswalk that nobody even honors.

There's this one yellow sign.

And so I'm just I'm I'm begging you, um Isaac, that we can analyze Revere Street.

It is turned into a major threat for access or deaths.

It's a death in October, a death in July this year on Revere.

There's constant uh accidents.

Um, I beg that you could uh analyze Revere Street.

It is it is very much a hazard, and I have no wall right now again for the second time in two years.

I hope you can consider that.

I'm sure there's some formalities that need to be taken.

But I mean, a speed bump, a digital crosswalk, um, you know, maybe some speed traps.

Uh but something's something's it's bad.

It's the talk of every neighborhood that I live around.

So I hope you can analyze this for us.

Um it basically what I brought in today is all based upon one.

Based upon one type of thing, and that's from Tropical Road to Centennial on Coleman.

It's a racetrack, literally a racetrack.

We have neighbors who have called the police.

I'm one of them.

They we tell them if you don't believe us, don't come out and take a look.

Look at the ground.

You'll see where they've got tire marks where they've been burning rubber all the way down the street.

They got donuts where they've done just been speeding the exhibition of whatever.

Um the speed limit on Coleman is 25.

It states it 25.

We've got people who I very rarely see anybody do 25, and that's including school buses with kids in them.

Um I live on a corner, I have three, four different stop signs I can see.

Not one of them, the school buses stop at.

They roll through it.

Unless there's a car coming, of course, then they have to stop.

But I've never seen them stop.

My thing is I've heard from many people, the kids.

We see too many kids being killed, too many kids being hurt.

Um the parking signs from tropical to centennial on Coleman.

They disappeared.

There's no parking on that side of the street.

Um, one last thing, real quick, if I can, please.

About two seconds.

I've I made calls to 311 and was told, quote unquote, well, we don't have a car available.

We'll see what we can do to get one there.

And if I have pictures, they don't want to see it.

They say, I want to see it in person.

They got to be there to see it.

Uh so I just want to say and move the spirit of the holidays of the silence do good, uh North Las Vegas A9030.

I just want to say in lieu of the spirit, you know, capitalism is the best political economic form of governance, you know.

Uh nonstop regulations and all these other things, time after time has dampened uh progression, you know.

And as as we see going down, Craig, you know, it's really uniform with the businesses due to the classifications and the zonings like that.

We have plethora of uh restaurants, gas stations, stuff like that.

But then uh the diversity of the businesses and the commerce that we have here is not really diverse.

You know, we cannot sustain uh a tourist industry.

Uh, we cannot continue going down this path, you know.

Las Vegas is trying to diversify, but Las Vegas has much more than us, you know.

And even then, they they're they hinge on uh the tourism industry and things like that.

If we want to progress in the future, we have to reduce some of these regulations.

We have to uh allow our citizens and people want to be uh in north Las Vegas to actually innovate, uh produce and uh take those risks to uh be businessmen, you know.

Uh it's it's kind of it's kind of ridiculous.

We're stuck between uh fascism and communism.

You know, everybody can completely disregard on the basis that they believe capitalism to be unethical, they believe capitalism to be something that inherently causes uh problems in society, despite it being the greatest political economic system that has ever occurred, the only system that uh respects truly uh individual rights and the basis of the governance of uh our government is on those limitations of uh uh individual rights, you know.

I think our forefathers would be shocked that the Hamiltonian interpretation of the Commerce Clause and its uh subsequent injections into our state constitutions has turned into such a thing as nowadays, you know.
