This morning, uh it was really a beautiful scene at the Northwest uh command center at Washburn.

It was the dedication of that building to one of our fallen police officers.

A few people asked me who is on the lapel pin that I have on my jacket.

His name is Chad W.

Parquet.

He joined the North Las Vegas Police Department in 2007.

He served as an officer, he was on the problem solving unit, and he uh was uh uh uh working as a detective at the time of his passing uh on this day, nine years ago in 2017.

And so his family was there.

Um, the parking lot was filled with uh people that um you know believe in law enforcement and support uh the men and women that serve our community, and uh it was humbling to be there.

It was a great experience.

Mayor was there, councilwoman Garcia Anderson and Councilman Barone, um, our city manager made some beautiful remarks as well.

And so uh it was bittersweet, uh kind of somber, but also uh a celebration of a person who dedicated a great deal to our community.

Um on January 13th, I just wanted to announce if you want to be inspired by something that's awesome in our community.

Attend the Care Court graduation.

It's at our municipal court under the direction of Judge Christopher Cannon.

It's a court that enables people that come into our justice system to overcome their challenges and barriers of uh what brought them in there uh to be able to course correct and uh move on their with their lives and reconnect with families, gainful employment, all types of great gains come out of the hard work that people put in through the care court.

So that's on the 13th at 9 a.m.

Um, it's great to be back.

I traveled to see family and I'm ready to start the year.

Uh, so many great things are happening in our community.

I'm gonna go back a couple weeks because I want to highlight some events that we participated in that it's are worth mentioning.

Uh, on December 18th, several members of our team um and I we had the privilege of attending the I Impossible graduation uh the new at the North Las Vegas Municipal Court.

Uh, we celebrated the graduation of three amazing men who finished uh six-week very intensive rehabilitation program uh to help them with substance abuse challenges and help them make positive choices after they are released.

Uh, this is an amazing program, one that we are very proud of, and we just want to wish them success and thank our team and all our partners for ensuring the success of this program.

Um, and then on December 20th, um Mayor Pateman and I we attended, we were invited to the Donna Street community, um, Donna Street block party.

And so I just want to give a shout out to Mr.

Robert Straughter, who hosts um that's an amazing job hosting an annual party for all the residents in this area.

And um, it was just just great to be able to be there with the residents and interact with them, chat with them, um, and also learn about some of the initiatives Mr.

Strauder is doing in our North Las Vegas community.

He is a great partner, and so we want to thank him for his efforts, and we are just excited um for the great partnership to be able to work together and lift our community.

Um, also I want to invite the public to the Martin Luther King parade that will be taking place this Monday, January 19th.

This will be at the at downtown Las Vegas.

The parade will begin at 10 a.m.

So we encourage you to um early and pick your spot.

It's really really fun.

We will be there as a council to represent our awesome city of North Las Vegas, and then last but not least, babies bounty diaper bank will be um in our community.

Uh they'll be at the Martin Luther King Senior Center in Ward 2 on January 14th from 9 to 11 a.m.

So register on the baby's bounty app and make sure you bring required registration.

Item 29, discussion and our action regarding annual review of city attorney Andrew Andy Moore.

Well, my uh name is Andy Moore.

Um, and I did prepare just some statements.

I know I had provided all of you with a memo about the city's accomplishments over the past year and the city attorney's the attorney's efforts and in making those uh things happen.

But I wanted to just kind of give a general speech about some of the highlights.

Um, I did want to say that when I got up this morning, I had two things on my mind.

I was at 59 days on my wordle streak, and I was only one day away from getting my 60 day badge, and then obviously this evaluation was hanging over my head.

But I'm happy to report that I got my 60 day badge in Wordle, and I'm hoping I can ride that hot streak into a positive evaluation today.

Um admittedly, I'm a bit nervous.

Like I've had awkward evaluations in the past where I've been evaluated by an attorney I never worked with at a law firm, but I've never had a like an evaluation actually at a public meeting.

So I hope this my comments make sense and go smoothly.

Um, when you appointed me a city attorney in November of 2024, in the comments I made, I made reference to like a quote from Clark Griswold, and I made reference to the Milford Academy and arrested development, and it was kind of in the context of whether or not I was actually like gonna be able to perform this job.

Um, because I had some worry about being able to perform this job.

But I think I mean I still suffer from a bit of imposter syndrome, albeit a milder case than I had November of 2024.

But I feel like after serving as acting city attorney for six months and city attorney for 13 months, I'm starting to get the feeling that I can actually thrive in this position rather than just merely surviving.

Um, in preparation for this evaluation, like I said, I reviewed the various projects that the city attorney's office has handled in late 2024 and all of 2025.

And after doing so, I can definitively state that the civil and criminal divisions of the city attorney's office are getting things done for the city and its residents.

Before highlighting my accomplishment uh before highlighting the city attorney's office accomplishments, I do want to acknowledge that there have been some missteps, like in my service as city attorney.

I really feel like when I served as a parade organizer at the Hispanic Heritage Month kickoff event back in September.

I'd really did the city of disservice.

I was tasked with capping the number of entries in that parade at 50.

And when I walked the parade route, I noticed there was about 12 to 15 other cars that had entered the parade after I had like thought that I had stopped it at 50.

So I really don't think I should be any kind of a parade organizer in the future.

And I did want to acknowledge a major solid that Noel Eidesmore, assistant city attorney uh did for me back in August of 2024.

I learned a valuable lesson on that.

Chief Gravat had called me in the middle of the night related to an officer-involved shooting, and I had unbeknownst to myself, turned my phone off that night, and Noel sprung into action and took care of whatever needed to be done that night, and I've learned my lesson since then.

I haven't had that happen.

So anyway.

So here are some of the highlights that the city attorney's office has accomplished in 2025.

There's been a lot of effort and time spent in assisting with the city's downtown redevelopment efforts.

After entering into an exclusive negotiation agreement with Agore in May of 2025, Rihanna Marissa put in an incredible amount of time and effort to draft a disposition and development agreement with Agora for the former city hall property that went before council in October of 2025.

Riann continued working on this project over the next month or two and drafted a lease related to the civic building Agora is developing as part of the project.

Madison, well, I so I'm saying this, I should use the full names.

Obviously, I'm talking about Chief Deputy City Attorney Rihan Jarvis Denman and Chief Deputy City Attorney Marissa Rodriguez.

Um worked closely with economic development throughout 2025 on various drafts of an agreement related to the proposed Nevada State University campus in downtown.

Ultimately, the city entered into an interlocal agreement with NSU related to the city, providing a rent subsidy paid by the RDA for the higher education campus.

A lot of time was spent in 2025, obviously dealing with there were two legislative sessions in 2025.

We had the regular session and then a special session.

Rihanna was responsible for a large portion of this work.

And I also assigned a lot of bills to a senior deputy city attorney Adrian Viesca and Daniel Holt, uh deputy city attorney too who joined the city in um October of 2024.

Um and they did a great job.

Everybody that worked did a great job and provided the advice and guidance that government affairs needed for like a smooth legislative session for the city.

Throughout 2025, Marissa Rodriguez has assisted planning public works and communications with legal advice related to the new Windsor Park development.

And she also assisted the planning division with zoning code amendments that went before council in December of 2025, and the Thule Springs East Master Plan that went before council in November of 2025.

Marissa also played an integral role in the negotiations of the services contract for the animal shelter operator with Clark County, Las Vegas, and the Animal Foundation.

First got involved in the Fire Station 53 litigation matter in 2019, so that's dating back over six years.

And has been assisting outside counsel on that matter ever since.

That matter resolved in 2025, and the construction and design defendants involved in the matter have agreed to pay the city $2.95 million in the settlement.

Sorry.

In 2025, the firefighters union and the PSA CBAs were approved by counsel in both Noel and Madison assisted on those matters.

Adrian has been integral in assisting Cass Palmer, Director of Strategic Initiatives in the formation of the city's nonprofit North Star.

And he's been assist like we got approval for the nonprofit earlier in 2025.

And he's also been integral with the transition to Microsoft and providing advice related to email retention issues, document retention issues, and also like providing advice related to litigation holds.

I can highlight in litigation matters, both Madison and Danielle had summary judgment motions granted in matters they were handling in 2025.

Madison and an employment litigation matter and Danielle in a negligence matter.

We had a number of ordinances that went before council in 2025 to amend portions of the city's municipal code.

Chris, Adrian, and Danielle assisted on a number of those ordinances.

And we also had a number of franchise agreements that went before council in 2025, and Marissa and Danielle assisted on those franchise agreements as well.

Much to my relief, Madison took over as the primary person responsible for public records matters after I became city attorney.

And she has done a tremendous job on this, often overlooked and thankless responsibility.

And I do want to highlight, I know Deep is here.

I want to highlight all the efforts of our criminal team.

And along with Felicia Hernandez and Danny, they serving as victim witness advocates and Jessica Cappuccino, who over who's the office manager and oversees all the legal assistance over there.

They continue to amaze and impress me with the way that they are able to get through their large caseload.

The prosecutors on the criminal team experienced a lot of turnover in 2024 and 2025 with four attorneys departing at various times.

But this current group of five prosecutors do an amazing job of handling incredible an incredibly high volume of cases that continues to grow.

And to highlight that, both George and Deep actually won bench trials this week and battery domestic violence uh trials.

And then one other, there's also some turnover in the civil division as well.

Tammy Bonner, who served as legal office administrator for a number of years, retired in February 2025.

And Liz Correa, who had been previously uh promoted to senior legal assistant, took on the job of legal office administrator in February of 2025.

And she's done absolutely tremendous job acclimating to that new role and is providing the support I need in terms of like budget issues and all those types of things.

And then also to replace Liz as office secretary.

We hired Anjali Sandoval in March of 2025, and she's been doing a fantastic job as well.

And lastly, I'd be remiss if I didn't acknowledge the efforts of everyone in the civil division who stepped up when Chris Kraft was out of the office for a prolonged period of time in 2025.

Everyone stepped up to assist and make sure nothing was missed on all the various litigation matters that Chris was handling.

This includes the attorneys whose accomplishments I've highlighted, the paralegals, Monica Matoyer and Crystal Williams, and also Liz and Anjali, and I appreciate all of their hard work.

I provide that overdue, highlight I provide that over to overview to highlight the various achievements and efforts of the great people I get to work with in the city attorney's office.

After having served in this role now for, like I said, acting city attorney for about six months and city attorney for 13 months.

I feel very fortunate to have this job and to work closely with all of you on council and all of the dedicated and fantastic team members at the city.

So that was the extent of my prepared remarks.

Are you still nervous?

I am nervous.

If there's one thing, I get nervous public speaking, but when I have to talk about myself, that nerve kind of skyrockets me.

I understand.

And thank you for providing us some backup documents as well.

From the criminal side, everything that you do to protect the city, the litigation, the public records request.

I that could be a job within itself.

And then all of the franchise agreements, all the projects, the things that you get to read and sign off on.

It could be daunting.

You handle it with such stride with first of all with passion, with confidence.

And I've noticed I've just watched that grow over the time.

You're extremely confident in this role.

I remember when you first were, you know, I kept saying, what are you going to do?

And you're just like, I just I don't know because you I can, and I think we all asked that question are we up for this task?

Can we handle these roles because they are very important and very vital for the success of the city?

And I think you've done that quite well.

Um we don't see that stress side of you.

Um when you come into my office, there's always a smile on your face, and you're always very cordial and very present pleasant.

So I totally appreciate that.

Um so I want to just say thank you for the work that you've done and that you will continue to do for a long time.

Um we're we're excited to have you um as our city attorney, and I couldn't be more proud.

Andy, you have been a great chief legal advisor.

And I want you to know that um you are thriving because we all are in this in this, we're a team, and I can see it um in our in our community.

We're all doing great things, and I'm the news member of our city council, and um I know that feeling of not feeling um, you know, like we're we're doing the best that we should, the imposter syndrome.

Um but I think with the right support, we we can thrive.

And I I've seen that in your in you as well.

Um I want to I named uh a few, I listed a few qualities that I've been thinking about while I was you know preparing uh or thinking about what I would say.

Um, and one of the greatest quality that I that I appreciate from you as our city attorney is that you're a great listener.

And I um and I appreciate that.

Um I'm really grateful for your legal guidance.

Um you're very, very knowledgeable.

Um, and I and I can see that yeah, during our meetings during our our briefings, and when you don't know something, you take the time to go out and and search for the right answers.

And I think um that is uh that's a sign of great leadership because there's not one person that knows all the answers, right?

Um and I also appreciate the fact that you recognize your team members.

I think that's a testament that you um that you're a great leader.

Yeah, I know that they respect you and they see your your potential.

And so I'm really grateful to have the opportunity to work with you and and learn uh from you.

Um, like I said, we're all a team, and it's just a privilege being a part of um the North Las Vegas family.

So thank you again for everything.

And like the mayor, I hope uh you know you can stay with us for a long, long time.

Councilman Churchill, I want to go to you next if you have any comments.

Yes, yes, I do, mayor.

And just for a second, it keeps saying Churchill.

Maybe I'm not saying Churchill good enough because of your councilman Churchill onwardly.

So it is Churchyo.

Go ahead, councilman.

Okay, I recognize it.

Um I'm gonna keep it fairly simple because my reception where I am is uh kind of going in and out.

But uh I I could say without a doubt.

I got on council in 2009 and 2011 as an appointment.

Uh, and then uh continuing on after I uh became an actual uh elected uh candidate, council person.

Um I felt that uh that we as a city uh have been blessed with the uh with the quality of city attorney that we've had all along.

Um I I think uh in these last few years though, and particularly uh what we're going through right now, the growth pattern that we're going through.

Um it's been an extra burden on our city attorney uh to keep us updated.

And uh I really had no doubt that uh that Andy uh was capable of doing the job uh when he got on board.

But after the fact, right now, I could say that uh I'm extremely happy with his uh way of working with me.

He's he's extremely detailed, he keeps me informed.

When I say he keeps me informed, I know he keeps all of us informed, and that's something that uh the average resident probably doesn't fully understand the importance of uh having uh uh solid briefing from our city attorney when we come out to council meeting as we are right now, even though I'm not there and I miss being there.

Uh we we know exactly what we're doing based on uh the team that is behind us.

And uh in this particular case, uh Andy uh has been second to none with uh with letting me know, letting us know exactly what is going on, and when he needs to call me back, or when I have a question, or sometimes when I don't even have a question, he'll call me back and uh make sure that I don't have a question.

So uh that's uh that gives me a lot of confidence in doing what I'm doing.

And uh lastly, he's uh he's really uh a pleasure to work with.

He's got a good chat of humor, and uh he's very professional and uh he's a good person.

I and I just enjoy working alongside them.

So the the word unflappable means not easily upset or confused, especially in a crisis, imperturbable, which means incapable of being upset or agitated, not easily excited or calm.

And I think that really captures uh you as uh as a colleague and as a person.

You're you're very calm, um, you're very humble, and I respect your humility, and I think you lead with humility, and um that's uh a trait that's that's very very valuable and very important, and you're funny.

Um we we've had some laughs together and and laughter and and a little bit of levity, especially in difficult situations goes a long way.

And I think there's great value in that.

Um so Andy uh has been someone that I've relied upon well before well before became the city attorney when I was on the housing authority board as the chair.

There were some challenges that I was trying to navigate through with that organization, and you were a tremendous guide there, and then also at the workforce development board when I was the chair uh navigating that.

And so I just think about the the job that we have as as council members and how important it is and and how we take it seriously, and to be able to make decisions with confidence um comes from great legal guidance and support and advice.

And I would not personally be able to make the decisions that I make or do the job that I I try to do um with the level of confidence that I do without your support and that of your team.

You have a professional team, they're very capable, they're super committed to North Las Vegas, and it and it shows if if I show up to a briefing or a meeting, and any one of the folks that are on your team are in that room, I have that same level of of confidence that uh I'll be able to do my job to the best of my ability because of their skill set and their commitment.

Um the the last thing I would say is that um, you know, being being uh uh a humble leader and someone who I think truly cares about the city that you work for, it shows by the fact that you're at many city events, you're at the fun runs, you're with your your wife planting trees in the park on a Saturday.

Item 30, ordinance number 3267, an ordinance of the City of North Las Vegas repealing and replacing Chapter 5.05 ambulance and other medical services of the municipal code relating to the licensing of providers of ambulance and other mobile medical services by amending definitions, providing for updated application procedures, providing for certain duties and exemptions, and providing for other matters properly related thereto.

Item 31, ordinance number 3268, an ordinance of the City of North Las Vegas repealing and replacing Chapter 8.08 ambulances of the municipal code by amending language relating to ambulance franchising, amending definitions, providing for updated application procedures, updating the annual adjustment to ambulance service rates, and providing for other matters properly related thereto.

Let's move on to the city manager's report.

Okay, I am excited to share that Dan Herman from our public works department was named January 2026, team member of the month.

Dan is known for strong work ethic, positive attitude, and willingness to step in whenever he's needed.

He leads by example and plays an important role in keeping our city running smoothly.

And I'd also like to recognize two city team members who are reaching incredible service milestones this month.

Congratulations to police records supervisor Luz Cheng, who's celebrating 30 years with the city, and to senior office assistant Sherry Hoffman from Utilities, who is celebrating 25 years with the city.

So thank you both for your longstanding dedication and commitment to our community.

I wanted to highlight some of the uh things that our CSC team did in December.

They were very, very busy during the holiday season providing meaningful events and services to bring us all together.

Um and I also want to highlight the ongoing efforts of our home team for the commitment to assist our city's unsheltered and connect them with essential resources to assist with their transition from homelessness to permanent sustainable housing.

So we did a few toy drives.

Um there were 39, 3,978 toys distributed, 40 bicycles, 150 gift cards, um, 571 individuals served at the DHRC, a thousand toys distributed on site, and 250 toys donated to partner nonprofits.

And our home team was able to reach or contact 237 individuals, um, 99 accepted service with successful referrals to shelter, health care, and stabilization services through UMC Crisis Stabilization Center.

Um, and so we do need some volunteers.

Uh, you don't have to be uh an employee.

This could go out to anybody uh to do a point in time count on January 29th.

And so I know some of you have done this, actually, all of you have done this, um, starting at four in the morning.

And this is a really important event to um for us to know and understand and support our individuals that are experiencing homelessness in our community.

Um, Parks and Rec also had some major highlights.

So from upgraded parks to vibrant programs, our parks and rec team has tirelessly invested in North Las Vegas' quality of life.

Their year-round efforts bring joint opportunity to all ages and the busy holiday season is no exception.

So some of the highlights include 34 city parks benefiting from the holiday tree recycling, 620 Christmas trees dropped off by residents in Chip for mulch, 50 new trees planted at Centennial, Lawrence Trailhead, and that adds to our progress towards the 5,000 tree goal by 2030.

350 residents engaged in holiday recreation events, including the 200 served at a Breakfast with Sanit, Silver Mesa, and 150 participants at the Ugly Sweater Run at Craig Ranch.

And we had two of the floorings at our recreation centers upgraded.

And so again, we are reaching out to the community to give us your input.

We are doing our plan today and play tomorrow's survey.

Thank you for uh Mayor and Council Member for letting me speak.

I'm here to respectfully ask that the angel tree not be removed.

The angel tree is a memorial tree planted more than 30 years ago in honor of our child that did not survive.

Over time, it's become meaningful not only to our family but to the surrounding community, an asset to the city and the state.

The tree has been measured and evaluated by the Nevada Department of Forestry due to its exceptional size and stature, and is considered a monumental tree.

Currently, it's under professional review.

These trees take decades to grow and cannot quickly be replaced.

And beauty, uh concern has been raised about regarding a short section of sidewalk near the angel tree that's uneven, about an inch.

And any action affecting it be paused at this time and allowed for right reason rational elaborative decision making appropriate for our community.

Before I close, I'd like to gift this poster I created in hopes to North Las Vegas in hopes that it may inform future tree preservation practices.

Thank you for allowing me to speak tonight.

I'm Kent Anderson.

My address is 3434 Edge Hill Way, North Las Vegas, Ward 2.

I'm a 50-year resident in North Las Vegas.

I'm a disabled United States Air Force veteran and I'm on a fixed income.

I went to high school here.

Um and I raised my family here.

North Las Vegas is my home.

When my wife and I purchased our home 30 years ago, I hand planted trees in our front yard, including the Memorial Angel Tree.

Just oops.

Okay.

Um, which was purchased from the Nevada Division of Forestry, Tree Nursery at Thule Springs.

At that time, the yard was bare in the after and in the afternoon sun made it almost impossible to sit in our living room.

It was recently brought to our attention that one branch of the tree did not make the 10 foot clearance requirement above the sidewalk.

Enforcement told us that, and we were working with them.

And then I contacted the other way.

I contacted the Nevada Division of Forestry regarding that branch and the tree's status as one of the significant trees of its kind in Nevada.

Well, I awaited this information.

Code enforcement came by several times and they observed that the sidewalk was slightly uplifted, which my wife discussed, and said about six of the five by five squares of sidewalk would need to be replaced.

Uh the gentleman then told me it would be 50,000, but I've done searches on that, and it's quite different, quite lower than that.

But anyway, when I called to confirm the branch to be cut off, I was told by the gentleman, I don't care about the branch anymore.

I'm coming after the whole tree.

Um I want it gone.

Because of these trees, our energy costs are lower.

Our home is up to 30 degrees cooler in the summer.

The angel tree is an asset to the community.

It's loved by many.

I guess that's it.

How much more do you have?

Uh about 20 seconds.

Okay, unless you have 20 seconds.

The choice in front of us is simple.

Replace concrete versus an irreplaceable living tree.

Six squares of sidewalk can be replaced.

A healthy tree with 30 years of growth cannot.

I respect the city's duty to protect public safety.

I'm asking that the solution not be to remove a healthy historic irreplaceable tree over a concrete sidewalk issue.

I respectfully request the city to grant a stay on this issue and stand back while we gather more information before any final decision is made.

Um I want to start off totally off with uh what I was what I wasn't gonna do, which is I got a knock on my door at 8:30 on Christmas night, which was un was unreal.

I don't have anybody that I know.

Anyway, it was a young lady with her husband holding a baby.

She says, I'm looking for an old man.

I'm like, that's not me.

But anyway, um, my wife said, Yeah, that was you and your neighbor across the way, the fireman that's retired, had come out on the middle of May, and uh she was in an accident.

She T-boned the person who made an illegal U-turn on the street.

That last meeting I talked to you with already seen that was going on.

Excuse me.

Racing's still going on.

Um happened, happens all the time.

But the young lady was talking to my me and my wife, and she I looked over and the husband's holding the baby.

I'm like, how old is the baby?

She goes, three months.

Do the math.

May the accident, Christmas, three months.

She was pregnant when she t-boned the person.

She came out of, found me to say thank you.

So again, I wanted to say if you can do anything on the issues I brought up on Coleman from Tropical to Centennial.

Um then from Centennial to Coleman on Clayton in that whole area.

It's really needing to be done because two days after Christmas, we had two cars racing side by side up Coleman, and then come back down to Tropical.

Two days after that, we had the rice rockets, excuse me, the motorcycles.

Excuse me.

For a couple more seconds, please.

Same scenario.

They were racing up and down.

Um, last thing is the buses.

They're not going the speed limit.

School buses with kids or without kids.

And matter of fact, we had one today.

And the last thing is post office, they had a truck that just literally blew right through our whole street with I mean, no content to stop at all.

Just not even the brakes at all.

So again, I wanted to say there was some good that came.

I had some person.

I stand before you as a Marine that has held the line.

Uh, this is on the corner of Forth and Charleston.

Uh I am a Marine who's held the line.

In the old saga, the shield wall only holds if every person values the life of their brother or sister as their own.

Today, this wall is crumbling.

Not because of the people, but because the leaders in the chairs held high have forgotten what it means to keep an oath.

My flesh bears the truth you may find uncomfortable.

There will be no peaceful revolution.

This is not a threat of violence.

This is a promise of resistance.

There is no peace when over 900 of my brothers and sisters in arms are left to rot on the concrete of this valley.

While you scramble to attract tourists to a city that is bleeding out.

Left with nothing but a bowl to beg.

That is the story of the North Las Vegas veteran today.

You cheered for us when we left, but now that we're back, broken by your housing cost and forgotten by your clinics, you hardly know us.

And yet you're rolling out.

I'll give you bite 10 more seconds and then you're gonna wrap it up.

No worries, ma'am.

I'm reminded of a woman from the Ukraine who said to a Russian invader, take these seeds and put them in your pockets so that when you lay in our soul, sunflowers may grow.

However, the drought leaves nothing to grow here.
