Today we have the uh the privilege of recognizing someone in our community that uh that we truly appreciate now and uh in the future for what he does.

Today we are honoring Mojave High School Assistant Principal Tim Wells, who has recently recognized, was recently recognized by the National Association of Secondary School Principals as assistant principal of the year, representing Nevada.

Is that correct?

Okay.

The assistant principal of the year program recognizes outstanding middle level and high school assistant principals who have succeeded in providing high quality learning opportunities for the students as well as demonstrating exemplary contributions to the profession.

Tim was recognized for his commitment in building strong school culture, empowering educators, and driving student success.

He has presented a numerous, numerous recuse numerous conferences on leadership and school improvement, always with a focus on practical people centered solutions.

Whether he's supporting teachers, guiding students, or just keeping chaos in check, which I could relate to that too.

Tim leads with clarity, purpose, and a relentless drive to make schools better for everyone.

We want to appreciate and say thank you for all of that and what you do here in the community.

Let me start by saying I apologize in advance for looking like I was I wasn't well because I wasn't, and I should have had one of those energy drinks before I made that uh that video.

And somebody says, Counsel me, you need to smile a little more often.

So I'll make sure I do that next time.

But I have to tell you that uh also that uh John and his team over there have at least my estimation.

I'm sure he's not the best kept secret in North Las Vegas, but I remember when his building uh was pulled onto that lot.

I thought it was one of those tiny home things, okay.

And I'm looking at as I go by and saying, This is not gonna last, you know, whatever.

There's nobody around them over here.

Nobody's gonna come back there on that lot, you know.

So that was how many years ago?

1213.

And I was right again.

I mean, but you know, he and his team over there, and I've heard so many good things about his coffee and his service over there that uh that I had no choice, and I'm happy that I did take time to recognize him and his team and off alongside him, and we have the lovely wife and daughter.

Uh the way they serve the community and all the work that they do in the community to reach out and help others is is very exemplary.

So uh this was a very good choice on our part to do this, but uh it was a very good choice for to recognize this very nice young man over here.

I say young man because I'm just a couple of years older than you, you know.

So the recognition presented to the human being on okay, I'm not even gonna say that.

A couple of times I called the human being.

I'm thinking AI.

The human being on February 4th, 2026, for your commitment to delivering superior service that creates memorable experiences to our residents.

Your dedication, and I mean that, sets the standard for excellence and inspires others to deliver with the same passion and care.

Okay, I would like to invite Dr.

Tara Raigns to come and join us, please.

I'm gonna read a very, very impressive bio about Dr.

Rains, and then we're going to present her with the City of North Las Vegas Black History Month Proclamation.

Dr.

Tara Raines is Senior Director for Policy and Advocacy at the Balmore Institute for Children's Behavior Health, where she is working to establish a workforce that is trained in behavior health prevention and promotion at the undergraduate level across the country.

She is the former deputy director of the Children's Advocacy Alliance of Nevada, a nonpartisan organization working to improve outcomes for Nevada's most vulnerable youth.

She is also a former associate professor and director of clinical training for the child family and school psychology program at the University of Denver and assistant professor in the UNLV psychology program.

My goodness.

Among her many achievements is the presidential award from the National Association of School Psychologists for leading a task force to better understand the role and impact of policy in schools.

She was also awarded a presidential citation from Division 16 of the American Psychological Association for her work in promoting anti-racist practices in the field of school psychology.

Dr.

Reigns championed SB 165, which passed last December, a groundbreaking initiative that will expand mental health services and create new opportunities for psychology students and interns in Nevada.

Well, congratulations on all those accolades.

Let's give everyone.

Through this organization, Dr.

Woodson initiated the first Negro History Week in February 1926.

Dr.

Woodson selected the week in February that included the birthdays of Abraham Lincoln and Frederick Douglass, two key figures in the history of Black Americans.

And whereas in 1975, President Gerald R.

Ford signed a resolution recognizing Black Awareness Week, urging all Americans to recognize the important contributions made to our nation's life and culture by Black citizens.

The following year, the ASALH urged the president to issue a proclamation recognizing Black History Month.

And whereas Black History Month stands as a solemn and proud commemoration of the achievement, contributions, and enduring legacy of African Americans in shaping the history, culture, and progress of our nation.

And whereas this observance affords the opportunity for all citizens to reflect upon and deepen their understanding of African American history while honoring the centuries-long struggle for equality, justice, and freedom.

And whereas we pay tribute to the countless men and women whose unwavering courage and tireless efforts advance civil rights and equality for all, enriching the fabric of American society and inspiring future generations.

Now, therefore, be resolved that we, the City Council of the City of North Las Vegas, do hereby proclaim February 2026 as Black History Month in the City of North Las Vegas and call upon all residents to participate in educational programs and community activities that celebrate African American heritage while reaffirming our shared commitment to championing inclusivity, inclusivity, representation, and equality for all, in witness whereof we have hereunto set our hand and cause the seal of the city of North Las Vegas to be affixed this fourth day of February 2026.

And I still don't know if I said that word right.

I am humbled and honored to accept this proclamation.

Um I'd plan to talk about the history of Black History Month, but it was all in the proclamation.

Um we're in the 100th year of this celebration, and so it is a testament to the folks on whom standard to shoulders I stand.

Um, all of my work as centers equity and access and recognizing that kids and families need to be whole so that they can have access to the things that will help them feel successful.

And so I am grateful for this proclamation.

I'm grateful for this opportunity.

I'm grateful for the work that you all do to make North Las Vegas a better place.

All right, we're gonna move on to council items and councilwoman, we're gonna start with you first today.

Okay, thank you, Mayor.

Um January 28th, I um had the privilege of attending the Shepherd's Breakfast at uh Wealthy Place Ministry.

This was a wonderful opportunity to connect with local clergy and hear from community leaders.

Um and for those in our community that are interested in connecting with faith-based organizations and learning more about what um wealthy place ministries does.

Um this meetings occur every last Wednesday of the month at 9 a.m.

And you may register online.

Um and then that same day, um, I joined local industry experts to discuss a feature of construction in their region.

I went to the uh Nevada Contractors Association luncheon, and this was just a wonderful um just platform for learning and networking with leaders that are building a communities infrastructure, and it was just great to just be there.

And then, like I said, learn learn so much and connect.

Um and then on January 30th, I attended the Latin Chamber 50th anniversary luncheon, and this was held at CSN in the North Las Vegas campus.

Um, and once again, we it was just another great um event.

Um this time they had uh panel up, there was a panel discussion um on the future of education.

Um they discussed challenges and opportunities for um you know facing our students.

Um and so this was it was just so great to learn about what's currently being done in the education space to support our students.

And then last but not least, I had the honor of speaking um at the college fair at the East Las Vegas Community Center.

I was invited by Padres and Liderasco.

This is uh bilingual um nonprofit, and they focus on supporting families by providing important information um about the school system here in Nevada.

I was able to share um some of our um key city initiatives, such as the Lord is Huerta Resource Center, which we opened last April, and I also spoke about the education advisory board that we currently have, and I share the exciting news about our upcoming NSU campus coming to North Las Vegas.

So it was uh a great last um it's been a last few few days have been really busy in the last few weeks.

That's happening in our community.

Uh so I I announced at the last council meeting that I had the crazy idea that I wanted to see what I if I had what it took physically to try out for the police department, the PT test.

So I went to Craig Ranch Park on the 24th, and I'm I'm not gonna bore you with all my stats, but I am proud to say that I was uh probably old enough to be most of those uh awesome young people's dads, and I passed not only the entry level requirements, but uh the level to be able to uh graduate from the academy.

I ran the you're allowed 20 minutes and 20 seconds to run the one and a half mile, I did it 14 minutes and 34 seconds.

You need to do 18 push-ups, I did 32, and I jumped 19.5 inches instead of the 11 and a half minimum requirements.

So next stop for me, the written test.

Wish me luck.

Um the really the cool thing about that is the two dozen people that were there to um to try out just I talked to a lot of them, uh, people from IT, people from security, people from the military wanting to serve our community to uh protect our community.

It's such a noble profession.

I have tremendous respect for the work that the men and women of the police department do.

Um on January 29th, uh myself along with about 140 volunteers met here at City Hall uh just uh after 4 a.m.

Uh councilwoman was there, I think.

I was sleepy, you were sleepy, right?

Uh for the point in time uh census count for the unhoused in our community.

It's a critical um endeavor that our community does to identify who and how many individuals are unhoused in our community to make sure that we uh are uh have the the resources available to help meet their needs and overcome their barriers to help them to have stable housing and the things that go with that.

Uh, I've done it every um year it's been available since 2018, and it's really uh a moving and and worthwhile uh experience.

On the 29th later that day, I had the privilege of speaking really briefly at the fire department uh promotion ceremony held here in uh council chambers.

There were eight individuals that were promoted.

We have an incredible fire service in North Las Vegas, and I'm very thankful for the work that they do.

Yesterday, um Mayor Goines Brown and I went over to JD Smith uh middle school to uh participate in the CCSD Bright Futures Community Walk.

Smith uh middle school to uh participate in the CCSD Bright Futures community walk.

Um I did that uh last fall as well, but uh it was really incredible.

I went out with this, the school counselor, one of the teachers, and a person from communities and schools.

We interacted with about a half a dozen students, and the reasons why the students don't come to school are broad in their scope, but it was very moving to hear you know, two brothers that have to work instead of go to school.

Um uh minimal English skills.

One girl who uh has to walk through a really dangerous area in order to get to JD Smith, uh Washington and I-15 area through Foremaster to get to JD Smith and the challenges associated with that, and one girl that literally just is bored of school and her mom has five kids and she's a single mom and is at her wits end on how to get her daughter to school.

So it's really awesome to be able to interact with these kids and try to find ways to help them overcome their challenges so they can be educated in our community.

Um lastly, uh read the ride challenge is the fourth time I'm doing this in connection with Nevada Reading Week, uh, starting on March 2nd at the seven elementary schools in Ward 3.

I have a challenge uh for the kids to read throughout the entire month of March, in addition to the Nevada Reading Week, those students that reach the minimum number of minutes of uh 400 are eligible for the drawing, and I give away some really awesome BMX bikes uh to each school.

And so I'm excited to do that again this year, very boys.

Uh on uh January 27th, um, I had the uh the opportunity and privilege to uh to attend at the rec center downtown here, the uh lunar new year celebration.

Uh this is uh the year of the horse.

And uh I had my uh my colleagues with me, particularly Mayor Pro Tem, um, who uh I I think he wanted to dance a little bit with the uh with the uh the the children out there, but uh they were kind enough to allow us to take pictures with them, and it was a very, very beautiful event.

Uh our parks department uh put on an amazing event the way they decorated the building.

And of course, I think it was uh uh what was it, uh Panda.

I can't think of the correct name.

Panda Express provided all the approved food for us, including the uh the uh the cookies.

So uh we appreciate all that was done for us down there, and there was a pleasure attending and seeing those young children uh bringing forth their uh their heritage the way they do.

Uh this morning, uh, of course, February 4th, uh North Las Vegas Police Department, North Central Area Command station was dedicated in honor of Officer Jason Roscoe, who was killed in the line of duty one year ago today, February 4th, 2025.

Um I had an opportunity to speak as as well as the mayor and uh councilman Barone.

Um for me, it was a very, even though it was in my ward, it had nothing to do with being in my ward.

Um, you know, I I I knew uh Officer Roscoe not very well, but I knew him.

And uh I remember I had mentioned that uh most people don't know that uh when uh something of serious issue happens with our police department, uh we get notified by text.

And it's it's never a good thing.

Uh and we don't take it uh you know lightly.

But in this particular case, uh not very often, thank God.

Uh this was one of the worst calls that uh that we received that that I received for for various reasons on how this uh how he lost his life, which I won't get into right now.

But this is an example on uh um how important it is that we recognize the presence of uh our police in our community.

There's absolutely no guarantee to the families of these men and women that when they leave home that it's a routine day and that they'll be back later on for dinner or whatever it is.

It's it's not a given.

And uh, you know, Officer Roscoe is an example of that.

So if you have an opportunity uh to go visit our station up on Deer Springs and look at the plaque that was uh that was placed on the wall outside.

It was uh uh an amazing, beautiful likeness of uh our officer.

And uh I just want to uh say uh uh kind of on a personal note, these uh these pins that we have over here of uh the officer's picture on there was made for us by Mayor Pro Tem.

And uh, you know, we thank him for doing that.

This again is gonna be something that uh that we'll be wearing on uh our lapel.

I will be uh and remembering the day as being not only a uh a day of remembrance, it was a solemn day, it was a nice day, celebration of life, so to speak, but it's a very sad day in reality.

Um, lastly, uh on uh February 12th, uh 2 30 to 4 30.

Uh we'll be having our annual bingo, Valentine's Day bingo at Skyview.

Um, you don't have to be a particular age, you have to be over four years old to attend.

Uh, and uh we'll have uh bingo paper there for you and everything, and we have gifts for the seniors that show up over there.

So uh pass the word along.

It's a fun day, it's a fun morning, fun afternoon over there.

So I hope we look forward to seeing very many of you out there that day.

And even though we are dedicating these buildings, I'm hoping that we don't have to do it again under those circumstances.

But it was just a beautiful, very touching ceremony this morning.

Just a couple things to add.

Um, I have a success story from the walk I did yesterday.

Um, we went to one uh little boy's house, I think he was sixth grade.

Um, and he was all smiles when he came to the door, and we told him who we were, and we just said, you know, we have some concerns because you haven't been coming to coming to school, and then the smile got bigger.

He had braces, and he says, Well, you're happy to know that I have not missed one day because my mom says I have to go to school since the semester started after Christmas, but the only me reason I missed it is because my teeth hurt so bad from having the braces, and we all kind of chuckled and just shared stories about our teeth and the the struggles we had with braces, but he promised and promised and promised that he is not going to miss another day of school, even though he still has to get braces on the bottom.

So we're just gonna be hopeful.

And I told him I was going to check in on him to make sure that he is coming to school regularly.

Um this Saturday, if you're looking for some good soul food, comfort food, smile on your face, food, whatever you want to call it.

The Black History Luncheon is this Saturday at Silver Mason Rec Center from noon to three o'clock, and you won't want to miss it and come hungry because I you're gonna leave happy and full.

And then my annual mayor's black hair care drive is open now.

We're accepting donations right here at City Hall.

We also have a link on Amazon to donate hair products specifically tailored to um black hair.

And you it started out of our students saying, you know, we just want something that's for us that makes us feel good about coming to school.

Because when we don't feel our hair looks good and everything looks good, we just don't want to come to school.

So we started this a few years ago, and it has been so very successful.

So I thank you every single year that we've hosted this, and hopefully we'll have a great turnout this year as well.

So I appreciate any help.

approve the consent agenda move approval consent thank you okay and the motion passed let's go ahead and move on to the second public forum madam city clerk do we have any blue cards or written comments yes ma'am we do we have a request to speak from silence do good okay sounds do good north las vegas say 9030 um experience is the oracle of truth uh where its response are unequivocal they ought to be conclusive and sacred the important truth which it unquivocally pronounces in the present case is that sovereignty over sovereigns a government over governments legislation for communities or contra distinguished from individuals as if it is solecism in theory so in practice is subversive to of the order and ends of civil polity by substituting violence in place of law or the destructive coercion of the sword in place of mild solitary coercion of the magistrate federal papers 20 Alexander Hamilton and uh James Madison emotions are not a cognitive tool uh in the words of uh the great iron rand they are a barometer right uh not as a reason nor should it be accepted as valid reason beyond its use as a cognitive uh use as a barometer yet I see dealing and I see in this uh council more often than not uh it's it's used as uh it's used as a basis for ethical justification for policy um particularly when it comes to political economic governance of the city I recall several years ago during the COVID which still left our economy crippled in shambles you council members denounced stop agent heat uh which was a fictitious uh amplified narrative uh conflating with white supremacy um even more so when it comes to policies that have precedence and are in line with the status welfare socialist uh plans for the economy with evidence of actual outcomes in New York California Minnesota and here various other states uh you guys continue continue with the the policies right uh and you continue using the ethical justification for these policies the emotional ethical justification um government intervention has destroyed our local economy during COVID has ruined the stimulation uh and rebuilding of our economy after and further exacerbates the problems which the government claims to fix and that's all thank you do we have any more blue cards or written comments no ma'am we do not okay thank you um well now we'll close the public forum and I'm now adjourning this meeting of the redevelopment agency back to city council meeting and to you mayor thank you I wonder is that just he was so close to it or we'll see if when we have another speaker yes ma'am I believe that was the case okay all right so we're moving on to the city council's first public forum this is the time set aside to comment on posted agenda items so if you want to speak on any items on today's agenda other than the public hearing items now is the time madam city clerk do we have any blue cards for posted agenda items yes ma'am we do we have a request to speak from Pat McKnight Esquire okay welcome thank you good evening counsel my name is Pat McKnight I am an attorney I represent the owners of 1.5 acres of property on Coleman and Craig Road my office address is 7473 Westlake Mead Las Vegas Nevada 89128 we haven't got to this uh matter yet it is uh item number 3270 and uh there is a public forum I believe at the end of that uh if it be your preference I can wait until that has been introduced today is an introduction of that and then I can address it or I can address it now before we've got to it give me one second mayor item number 21 is ordinance number 3270 it is only an introduction okay this is for intro we're here to uh offer our opposition to this 3270 uh omits the option for multifamily and because of that that is a violation of AB 240 AB 241 states each governing body shall adopt an ordinance that authorizes a person to construct a multifamily housing development or mixed use development on property zone for commercial law the proposal that we have now does not address or offer the multifamily option it only offers the mixed use with residential option the uh legislative council bureau has weighed in on this they've authorized me to read their analysis and I quote AB 241 requires municipalities to adopt an ordinance that authorizes both multifamily housing and mixed use residential development as by right uses of certain commercial property in other words a city cannot adopt an ordinance that allows only multifamily housing development or only mixed use development the city of North Las Vegas interpretation relies on reading or about 10 more seconds okay um I'll I'll finish by saying that uh the uh assemblywoman and majority leader who introduced this bill Sandra Arargi has

In other words, a city cannot adopt an ordinance that allows only multifamily housing development or only mixed use development.

All right.

So on January 28th, we had a ward one neighborhood cleanup, engaging 142 homes in removing 636 cubic yards of waste.

Efforts included addressing road issues, removing 15 graffiti tags, painting 18 infrastructure items, and refreshing 14,232 square feet of walls.

Pre-event enforcement resulted in seven towed vehicles, 94 parking citations, and 49 warnings.

So special thanks to Councilman Barone, Republic Services, and the city departments for their efforts.

Let's also recognize the graduates of Leadership Academy Cohort 4, the six-month program, which ran from August through January, equips new supervisors and managers with the city's core leadership competencies through focused professional development.

This year's cohort included 23 graduates from departments across the city, highlighting the strength and diversity of leadership within our organization.

Congratulations to each graduate and thank you for your commitment to growing as leaders and serving the North Las Vegas community.

This appointment reflects Marissa's professional excellence, commitment to public service, and dedication to contributing her expertise.

And you know, I I've been enjoying giving you guys some of these stats every um every two weeks.

And so I wanted to give you a uh report on our social media efforts.

The city continue to expand its digital reach in 2025, strengthening engagement with residents across multiple platforms.

The city generated 7 million impressions, which is a 489% increase year over year, and recorded 563,000 video views, up 145%.

Our audience grew to 109,000 followers, a 19.4% increase, supported by more than 2,000 posts and an average engagement rate of 6.32%, which is up from four point or up 4.3%.

These results reflect the city's ongoing commitment to transparent, timely, and accessible communication.

And that's it.

That's pretty impressive.

So I'd like to talk about uh the rise in advocacy for violence and improper protesting from uh collectivists, the lefties, whatever you want to call them.

You know, it seems like they have misconstruences of what uh the first amendment entails and what peaceably assembling actually entails.

You know, there's a lot of people who are acting like the federal government doesn't have justification for enforcing uh immigration laws and all these other things, despite in our constitution, they have the specific right, and it should be their right to uh deal with international or foreign entities.

Um this section two of the Nevada Constitution specifically says loyalty.

Now you can interpret that if uh that's because of the introduction, our introduction into the union.

You can interpret that however you wish.

But there's still loyalty to the federal government.

So impeding the if you guys are any officials, you know, in in Nevada, and you're impeding ICE and their operations, deporting illegal immigrants, you guys are performing unconstitutional services.

Um, also in addition to that, the rise of racism, identitarian politics isn't solely with uh white supremacy.

We you see the same factionalism discussed multiple times that would cause destruction in our country uh from the Federalist papers being propagated and promulgated modern times.

From 2016 to this very day, we still have belligerency and irrationality associated with identity politics.

That people just nobody calls out, everybody seems to say it's right.

There's this underlying anti American uh philosophy that supports the destruction of America for some uh from some misbegun uh long forsaken original sin that we have so-called performed.

Um, I think that needs to be addressed and that needs to be disavowed.

Uh, and the lefties are straight up lunatics.
