The North Las Vegas City Council met on February 18, 2026, to discuss zoning changes, a legislative mandate compliance ordinance, and a status update on a regional park. The meeting opened with an invocation and pledge, followed by council member reports on community events and initiatives. The consent agenda (items 2–18) was approved unanimously. Public hearings were held on two zoning requests and a zoning ordinance amendment. A business item addressed the Villages of Tule Springs park maintenance progress. The city manager reported economic development wins. The second public forum allowed residents to raise concerns about neighborhood issues.
Well, hello everyone. The North Las Vegas City Council welcomes you to its meeting. There are two public forums set aside for comments at this meeting, one at the beginning and one at the end. If you wish to speak, please complete one of the blue cards, which are located on the table outside the main entrance and right here at the podium rail. Please give your card to the city clerk when called upon to speak. We request that you limit your comments in no more than two minutes and that you avoid repetition. Madam City Clerk, are we in compliance with the Nevada open meeting law? Yes, ma'am. Thank you. Today we have the opportunity to have the invocation given by Mayor Pro Tim Scott Black. Following that will be the Pledge of Allegiance as led by Councilman Churchill. Please rise. Pray us good. Our dear Father in Heaven, we pause at the beginning of this city council meeting to express gratitude for this day for each day that we're blessed with to live and to learn and to grow. We pray for a blessing upon us as decision makers and as elected officials that we may make decisions and wisdom guided by the desire to do good and to help the most people we can help. I pray for those that are worshiping and celebrating Lent and Ramadan at this time that we have gratitude for the religious freedoms we have to exercise our beliefs and grateful for the community that we live in. I pray for a blessing upon our public safety, our police officers, firefighters, and those that put themselves in harm's way. I pray for a blessing upon the families that call North Las Vegas home. So let's start with councilwoman Garcia Anderson. Okay, thank you, Mayor. Um, let's see. I've got a few items. Some of them are really exciting. All of them are actually. So on February 5th, I had the opportunity to tour the Pearson Pine Senior Apartments. They're located in Ward 2. Um, and this is an affordable housing community. They're going to provide quality housing for our residents for our seniors who are in a fixed income. Um and I gotta say, I was blown away by how beautiful they are. Um they were built by Nevada Hand, and so I want to thank them for their partnership. And also I want to thank our team, our neighborhood services team, Rick Damien and his team for all their hard work and um for their commitment to bring, you know, supporting some of these projects that are really great for our community. And then also on February 10th, I was able to uh go into uh Soren Health Center. And they are a comprehensive primary care, and they offer personalized integrative care, focusing on prevention, chronic disease management, and nutrition. And I was also blown away by um just the care that they provide. Um, I think a lot of the their patients are also seniors. And I learned that all of their doctors are MDs and they are bilingual. And they're also located in Ward 2. They just opened their doors, I believe, last October. The address is 3860 West Lake Mead Boulevard in North Las Vegas.
