So this uh wonderful uh young lady that just led us in the pledge is a sophomore at Shadow Ridge High School.

She's a resident of Ward 3, and um she's uh a youth leader.

She's compassionate and she's committed to community service and to the overall improvement of our community, and she's not just trying to do that in word only, she reached out to me in my office.

I connected her with Mayor Goines Brown.

We sat down together and she gave a very articulate and eloquent argument on why North Las Vegas, the third largest city in the state of Nevada, um, should have a youth advisory council.

And so um, she planted the seed for that, and she's uh committed herself to be engaged in um pioneering that effort along with our staff.

And so I just wanted to say how fortunate we are to have young people like Riley in our community.

She she asked me, um how do we work on referrals or how do we get our clients?

And the answer is all of the above.

So we do referrals via physicians.

Um a lot of times that can be the most uh the best way to get uh uh prosthetic patients, but also we do it through you can contact us through social media.

Um anyway, uh word of mouth, anything like that.

If you do contact us, you do have to get a referral to come see us, but we can still kind of um point you in the right direction and get you set up.

So we often say that you're always if as you call, you're welcome to come in for a free consultation at any point.

Uh no no hassle, no questions asked, uh no cost.

So it's just kind of uh, you know, how can we help you meeting?

And then from there, if anything actually has to be done.

Uh luckily most insurances do cover prosthetic devices, and so that's a great benefit for us is that um you know, a lot of times uh they are very expensive items, so a cash price is a really really tough ask for people.

Um there is nonprofits out there that can help, but most of the time insurance companies will take care of that for us, and we work around that.

You have been an amazing partner for the city, a great team member, great employee, great everything all around, Cass.

Um from the day I first met you.

Um, such a kind spirited guy, such a nice guy, great sense of humor.

Um, just always show up when it's needed, show up when we need you, and when everything counts, and you work tirelessly for us, and we totally will.

I can I totally appreciate everything that you have done.

Um, we're gonna miss you tremendously.

Um but I understand you know, things happen for reasons, things happen for our seasons, and so um just wanna say I I appreciate you to the fullest and so glad for your years of service here with the city of North Las Vegas, and I wish you the best in whatever you're gonna do, whether you hang out on the golf course every day or you're at the beach or whatever, traveling around the world, just enjoy, enjoy life.

So Cass, um, when I first met you about nine years ago, I was like, wow, that guy came from the gaming industry as an HR professional, had a full career and came to North Las Vegas at the right time for the right reasons to help us.

And you kind of became a quick Swiss Army knife doing a little bit of everything.

And I thought, how does he do it all?

And then I realized he has an identical twin.

So are you really Cass?

Okay.

Are you the brother?

But anyway, uh Cass is really just a tremendous guy, a positive guy, really believes in the North Las Vegas brand and what we're trying to do and what we have done over the last decade or so, and you've been an integral part of the success of the city, and we'll miss you greatly.

Thank you so much for everything you've done for us.

In my family, I think uh you were known as a nice guy from parks.

With my husband, and I think you met my husband.

He said, That older gentleman who was just so friendly in a nice way.

Um, and I said, You mean Cass?

He's like, just have the the most warming, you know, like smile.

But you know, I um but I do want to thank you.

I do want to thank you for all those years of service.

I had the privilege of knowing you since I joined the council, which has been wow, almost four years.

So um thank you again, and you know, well, we'll wish this on your next chapter in life.

And you know, Cass, when she said that about her husband, she was talking about your brother.

Just so you know, you're the handsome one.

I always even meet at Nellis, you know, you're the handsome one.

Um you know, the mayor, the mayor really said it all.

I mean, you know, we you're gonna miss this.

You'll miss us, but we're gonna miss you more.

You know, uh, I didn't realize you live so close to City Hall, so there's really no reason for you not to come and visit once in a while.

You know, but um, you know, I want to thank you, you know, specifically for guiding me to work with Nellis, you know, and getting me involved over there.

I think that's a blessing, not for me only, but for the city as well.

And uh you were if I believe you were at the old city hall with me.

Okay, but a couple of days.

Well, it's so we handles a couple of days over there.

But you know, uh, you've been a good friend, and like the mayor says, you're an awfully nice person.

And I I'm not going to be redundant and say everything else here that they said because I can't add to it, you know, except to the fact that you are gonna be missed, and uh we love you.

And the certificate, I mean, the the plaque reads Cass Palmer in recognition of your distinguished public service and dedication to the city of North Las Vegas.

Well, Mayor, Council, everybody in the audience, thank you.

It's been I signed up for two years and stayed 11 because I was having so much fun.

Um where the city was and where the city is now and where the city is going in the future is just phenomenal.

Phenomenal.

It was just the right time for me to step down.

Uh I started work when that youngster at the same age at about almost 16.

So I've got pushing almost 50 years of work and I'm tired, and it's time to go play golf.

Time to go do a little traveling.

And reminisce of about all my friends here and some of the great programs that we've done here.

We did a lot.

We did a lot in the last 10 years, 11 years.

And it's been fun, and I appreciate all of you.

And most of all, thank you for your friendship and your leadership.

And just for anybody else sitting back there, don't even think about it.

Nope, nope, nope.

We're not doing this anytime soon.

Things are changing.

Moving on to council items.

Councilman Churchill.

Thank you, Mayor.

Um, I just mentioned something about uh about Cass Palmer and uh him kind of uh introducing me to Nellis Air Force Base and getting me involved, uh, not just as an individual, I don't have a military background, uh, but as a representative of the city.

Um he and his brother, even though he's the nicer look we won't have the both of them, they're both actively involved as um uh base commanders uh there.

Uh and that was the program that I got into honorary base commander.

Uh but everything that was said about him is uh completely true.

Um I know that uh we had a meeting there the other day.

Uh we meet quarterly in the offices club.

And uh it wasn't but the next day that uh uh we got notice that some of the programs and the people that are gonna be allowed on base is going to be uh discontinued uh because of what's going on uh around the world.

So uh, you know, you get involved over there and you go to briefings, then you actually get real information in real time.

And uh it could be very frightening.

You know, it isn't what you read in the newspaper, either in the newspaper it's very good or it's very bad, but you you get reality over there as being part of the Air Force Base, and you actually get to see just how uh how good our service members are in protecting us and how well equipped they are and how ready they are to do what they need to do.

So I I want to personally thank uh thank Cass for for that and also for his service over here.

Um today uh we uh we were at uh an awards uh ceremony at uh at Aliante Casino.

Uh and when I first walked in, I wasn't sure what I was gonna see there, uh, but there were so many people over there.

I thought it was like uh like a practice for the state of the city coming up.

So we had everybody there from the police department, we had Metro there, and uh I want to personally thank uh uh the chief, Chief Gravat and his command staff, and everybody else who's involved in putting on that uh that awards dinner for all of our police uh uh members.

And uh I want to personally thank uh you know the chief, Chief Gravat and his command staff and everybody else who's involved in putting on that uh that awards dinner for all of our police uh uh members.

Um I think it was an amazing thing to do.

I think it was top it was just top notch.

And uh I appreciate uh the fact that uh people do realize that our offices are out there daily.

Unfortunately, sometimes uh people just see right through them like a piece of glass.

You know, they don't realize just what they provide for us uh on a daily basis, putting their their lives in jeopardy.

Um, unfortunately, we recently lost one of our police officers.

So uh I just want you to know that uh that uh our police officers, at least in North Las Vegas, and I'm sure around the uh valley, we have the the best of the best over here in North Las Vegas, best of the best.

Um and uh I had the uh again the uh the privilege of attending uh I am possible graduation over here in our correctional center.

Um and uh we had uh two graduates over there who made it through a course, and now they're they're going back into uh to real life.

And I say the correctional center because you know, thanks to council, our colleagues over here.

It used to be a detention center, and just the terminology itself is very uh very depressing.

Uh we we as a council we turned that into something uh positive, a correctional center.

Uh and uh it's it's so good to see people who uh who are brought back thanks to the hard work of the people working over there to uh a real life, a good life again, and give them that opportunity to come back into civilization uh and to the community as well.

So I want to thank all the people at uh at that uh program, runs that program to to thank them for what they're doing and uh just to continue the good work on on all our parts.

On February 21st, I had the privilege of representing Mayor Goines Brown and the city council at the Silver State Education Foundation's uh annual event at the Italian American Club.

Uh this year they recognized um with the Lifetime Achievement Award, a person you may or may not know, depends on how old you are.

Uh Tony Orlando for that ringabell.

Tony Orlando and Don from the 70s.

Uh he was an icon of music back in the 70s and 80s, uh a prolific um philanthropist when it comes to veterans and educational issues.

I had the privilege of going up on stage with Mr.

Orlando and presenting him a uh certificate of recognition from our city.

And he's such a nice, gracious man.

Uh, he donated, I think 250 robots to um the Clark County School District, and it was awesome to be there to celebrate that with the Silver State Education Foundation, especially when they're investing in along with us the homegrown teacher uh pipeline at Canyon Springs High School.

So they honored uh those uh students as well.

Um on the 24th uh of February, I partnered with uh Board of Regent Susan Brager.

Uh she's a member of the Governor's Workforce Development Board, as am I.

She's the chair of the subcommittee on uh workforce child care, and so we held a symposium here.

We had a room, our conference room upstairs was was filled with uh child care experts, local leaders and decision makers, and we had an amazing conversation around the um the things that we're doing in North Las Vegas as well as other best practices in the workforce child care space and how we can collectively, as uh uh community in southern Nevada advocate with the legislature for uh supports to help us um close basically eliminate the barrier for people that are in the workforce to have uh adequate access to affordable child care.

Um to something really fun.

Each year during Nevada Reading Week for the last four years, I have the read to ride program.

I get really awesome bicycles donated uh from a uh local bike shop, the BMX Bikes.

I uh took the bikes to all seven schools in Ward 3 as the display.

The contest started this past Monday with the beginning of uh Nevada reading week.

It was really neat.

I walked into one of the schools where they staged the bike in the library.

There were a group of students in there, and kids, a kid says, Oh, read to ride, and he pointed, so it's it's catching on, and the kids are excited.

Um speaking of Nevada Reading Week, I uh challenge myself each year to read at all seven schools in uh my council district, and this year somehow got invited to two more, so I have seven down, two more to go.

On February 23rd, I had the opportunity to attend the Southern Nevada Forum by the Vegas Chamber.

It took place at the Las Vegas Cham uh Council Chambers.

And this event was very informative and very insightful because he brought together legislators, community leaders, and others that were interested in identifying regional issues that should be prioritized for the upcoming legislative session.

So I learned a lot.

I connected with great smart people and experts in their fields.

And if anyone is interested in participating in any of the four committees that they will be making it free and open for the public, and they will all be in March.

Those four committees will be transportation and infrastructure, healthcare, education, and economic development.

Like I said, they are free and open to the public.

And then the next day, I attended an interinstitutional round table.

It was hosted by Padres and Liderasco, which in English is Parents in Leadership.

This is a nonprofit organization that is doing a lot of great work in our community.

They brought 10 representatives from 10 different institutions here from our valley, and including CCSD and NSU.

And the purpose was to kind of understand each institution and how some of the things that they're working on and then identify two projects that institutions can work on together.

It was such an amazing initiative.

And I I really enjoyed learning from everyone that was there.

And I had the pleasure of sharing some of the work that we're doing here in the city of North Las Vegas.

I told everybody about the Dolores Huerta Resource Center that we have, the libraries and our education division.

And so I will be bringing them all to our DHRC soon so that they can just get to see it.

And so it was it was just a really great experience.

And then the following day, I had my Ward 2 neighborhood cleanup.

So I have uh stats from our team, and this was so successful.

It's probably one of my favorite things to do as a council member.

Um I'm just gonna read off what they share with me.

But we um had 297 homes participate in this effort.

Um, and then days prior to the cleanup, our parking services, they issued um several citations and towed just vehicles that shouldn't have been on the streets.

Um we just you know cleaned up.

We were able to educate our community on some of the things that um are important for our city.

And then during the event, our public works department also collected 540 cubic yards of trash.

They removed 45 used tires of various sizes and properly disposed of over 130 gallons of used paint, oils, and other liquid solvents.

I had the opportunity to walk the streets during the cleanup, and we found oil that somebody had just left on the sidewalk.

And we have children that play near a park there, and so these um efforts really matter, and I'm just so grateful to um to our team for for their hard work.

I'm grateful for the partnership from Republic Services.

Um, and there was just so much more that was done.

We we painted walls, um, three light bulb light light poles were painted as well.

Um, and then four mattress bags uh were distributed to cleanup participants.

Um, and so thank you again to our amazing uh city departments.

This was a great um great successful neighborhood cleanup.

Um, and then the following day I attended the youth core graduation.

Um councilman Churchill mentioned the I Impossible program over at the municipal court, and there is another um program also that takes place.

It's called the Youth Court, and Judge Ketter is just doing a great job over there and his team.

So I just want to congratulate the three graduates who uh finished the program.

They are better equipped to make better choices, um, as they now have the knowledge and the resources needed so they can thrive as adults.

So thank you to our partners that make this possible.

Um, and then last but not least, on Saturday the 28th, I attended the wonderful lunar new year celebration.

It was my very first time attending.

Um it was organized by the AAPI chamber, and it took place at the Korean Plaza, and I was in heaven because Rizel from the ninth floor has introduced me to K Drama.

And I mean, this was just the most amazing thing I had seen.

And so I I really enjoyed it.

Um, you know, offer services and goods to to our community.

So thank you to Catherine Francisco, AAPI president for a successful event.

Um, and then I'm being reminded to also mention the Hispanic Citizens Academy taking place March 25th through May 27th.

It's a 10-week academy held on Wednesdays from 6 to 9 over at the North Central Area Command.

So make sure that you um follow um our social media or check out the city's website for more information.

So yesterday morning, uh myself, council colleagues uh had the privilege of uh going to the county building.

Two days ago, to recognize our amazing mayor of it.

I was there.

Uh, but anyway, our mayor was recognized for women's history month, and it was an awesome ceremony.

The there were banners on uh the back of the wall of all these incredible women from the Southern Nevada community and their contributions.

Our mayor uh you were so proud of her and her contributions to education for so many decades, and more importantly, her time and service and commitment to this community that uh that we all love.

And so I just wanted to make sure that if you weren't there, that it was a packed house.

Uh, you can go back and watch the transcript.

This lady's famous.

You snuck that in on me.

Item three new residential curb appeal program by the City of North Las Vegas Redevelopment Agency.

Oh, it's thank you, Chairwoman Garcia Anderson, um, agency board members for the record, Terry Sheridan, director of economic development.

Um, we do have a few items for you.

I know item number one um was just was just presented.

I'm going to uh give the microphone over to Scott Carter, and he is going to do the presentations for you all.

So thank you for your time and consideration.

Scott Carter, redevelopment specialist for the City of North Las Vegas Redevelopment Agency.

I have the privilege of presenting to you a new incentive program, which I hope you approve.

We're calling it the Residential Curb Appeal Program.

Not my term.

So in this residential curb appeal program, the key is it the home the homes have to be within the boundaries of the redevelopment area.

And we're displaying a map here.

Um it is a reimbursable grant, so it's not a loan.

We're not giving money up front for them to do improvements on their property.

Once you have approved their application and then they do the improvements, we will then reimburse them up to 50% of their costs to a maximum.

So for a single address, the maximum is a 25,000 dollar reimbursement.

So if they did $50,000 worth of work, they could get $25,000 reimbursement.

We've determined that if you have multiple properties as single family or a four-plex, we'll reimburse up to $90,000.

Again, the key is this is for residential properties.

If you don't know if you're within the boundaries, we've got the map on our website, but if you go to the county tax county tax assessor, I've got those mixed up.

You can look at the district that your property, the tax district your property is in, tax districts 253, 255, and 256 are within the redevelopment area.

Here's an example of some of the exterior improvements that would qualify for the program.

Wanted to call your attention to the last one, co-compliance.

If a property has code issues, we will allow them to use this program to resolve those code issues, but we don't want them to use the program only for code issues.

We want to change the view of our streets, the feel of our neighborhoods.

And so there's an idea of some of the things they can do.

We will accept full applications.

This is first come, first serve.

So we have an annual budget to spend from with a complete application.

Staff will do a little underwriting of the program guidelines.

We will come to you for your approval.

Once they receive your approval, we'd like them to start the improvements within the next 45 days.

If they don't get the work done in 180 days, they can apply for an extension.

But the idea is if they don't do the work, the money goes back into the budget, and we can process another application.

We've set up a QR code for our residents, our property owners to scan that will take them right to the application.

So we can address our property owners who speak Spanish or English.

No language barriers.

And we present this to your for your approval.

That's a one that was wonderful.

I'm super excited about this.

I just have a couple questions, just um on the first part.

So with borrowing, if you're gonna, you know, for to be inverse reimbursed for an amount that's substantial, most homeowners would probably have to use a bank loan for home improvement or something like that.

Knowing that 50% of that will be reimbursable if if they like have an accounting good standing, does that help?

Or how does that work with borrowing money if they use a bank or something like that?

If we have documentation from the board that you have approved a grant not to exceed a certain dollar figure, I think that gives them credibility as they are applying for funds from a bank.

Okay.

That's what I was hoping.

And it doesn't have to be a bank loan, it can be savings, it can be a gift from family.

Okay.

I was thinking of City of North Las Vegas, our good neighbors coming together to help out one of their own and contribute towards the improvements of the home in one of their neighborhoods.

So it doesn't have to be a loan.

Okay.

And then my second question do these require a licensed contractor to do the work, or can you know a lot of handyman coming and do this type of work as long as they uh have receipts, or can this just be like a handshake deal?

We want them to be protected, and we feel that to be protected, they should be using a licensed contractor.

Um, I'm really excited about this.

I think it really ties in nicely with our commercial redevelopment efforts and creating an identifiable, walkable, connected, uh, vibrant downtown area uh over the next coming years.

Do we know approximately how many single family residences are within that boundary?

Good question.

No, I have not counted them.

We've received an application for our commercial facade improvement program.

I have Pete McHugh with me, McHugh with me, representing Poker Palace Investments LLC, and he has an announcement for us.

Hello, for the record, Pete McHugh.

I'm on here on behalf of Truckee Gaming LLC, operating with Poker Pellas Investments LLC.

Um, Truckee Gaming operates 10 current casinos in Nevada, one in Henderson, Nevada, and we're only Southern.

And we're excited to announce that we're going to be opening the poker palace casino.

Would be as a new name known as Club Fortune North Casino in late of April of this year.

Um, the new Club Fortune North Casino will operate with 105 casinos, and we're excited to be a part of 1005 casinos.

Oh, sorry, 105 employees, and we're excited to start the employment process here shortly.

So we're excited to be part of North Las Vegas.

We've been um targeting North Las Vegas for some time to be part of our business portfolio, and this was a great opportunity to take on this project, and that's why we were able to bring it on, have a lot of excitement and enthusiasm for this project to take it on and really uh go after it.

So I think you guys saw we took ownership of the property on October 1st of 2025, where then we immediately closed the property for extensive renovations.

So, including those renovations will be a lot of the facade improvements that you guys see, and we very much thank you guys for your support as we improve this project.

So I wanted to give you and our commercial business owners in our redevelopment area and an overview of the program.

Here's our redevelopment area map once again.

This is commercial, it's a reimbursable grant of figures here.

75,000 for an individual property.

If it's on the corner and has two frontages, we'll go up to 90,000.

This is a reimbursement, 50% of the costs up to these figures.

And part of staff's job is to evaluate and underwrite the application.

We will also allow multi-tenants, like in a shopping center to apply for this program.

And if there are code compliance issues, we will allow the funds to be used towards co-compliance, but not just code compliance.

We want to renovate and revitalize our commercial properties in the redevelopment area.

An example of some of the eligible improvements.

Notice these are all exterior.

Ineligible are the things that are interior or residential projects.

So no interior fixtures, no interior security systems.

If they want to do an exterior security system as part of their exterior renovations, that's allowed.

Staff will accept full applications, complete applications, bring the complete applications to you for approval.

Once they have received your approval, we'll obligate the funds.

Hope they start within 45 days and complete the work within 180 days.

So they qualify for the full 75,000 reimbursement grant.

They're going to decastle the facility, and I'll show you some drawings of what Dcastle is.

So here's a before or a current picture of what the property looks like, and all the red is what's coming off.

Different side of the building.

That point 2.8 million dollar investment as it rolls through the economy, direct, indirect, and induced, has a total output of 11 million dollars.

So for 75,000, we not only get 2.8, but as it rolls through the economy, it's a total of 11 million.

And then Pete mentioned 105 new jobs.

On their application, they mentioned approximately 75 jobs.

So I did an analysis on the payroll impact of just 77 jobs.

Direct, indirect, and induced, that's an annual economic impact of 18.8 million.

That's just payroll.

That's not gaming, that's not property taxes, that's not sales tax.

That's just the impact of their payroll in the community.

So 75,000 grant to get an 18.8 million dollar annual return seems to be an easy yes.

Um the first time I met Pete today, I I mentioned to him that Poca Palas is like been in the family over here for I don't know, 50 years.

Um, the time limits that you have there, excuse me, the 45 days or the 180 days, what if for whatever reason they don't finish within that time frame?

We allow a 60-day extension in the program.

Uh we need the work to be done to give you what you've approved.

If they're not doing the work, then we should free up the funds for a new applicant.

Item five presentation by redevelopment agency staff on the status of the environmental protection agency's brown field assessment grants.

Scott Carter, redevelopment specialist for the City of North Las Vegas redevelopment agency.

Back in 2022, Congress consultants helped us complete an application to the EPA for this brown field assessment grant.

We then did a request for proposal, and we have contracted with Beck Environmental to help us manage this program.

It is offered by the EPA.

It's an assessment grant, not a cleanup grant.

We're looking for properties that like a former gas station, the auto repair, manufacturing facilities, anybody who's been using chemicals or have had underground tanks, and it can be older properties that have asbestos lead-based paint.

The program pays for a phase one environmental site assessment, which is research on how the property's been used.

And if they find in the research or in their inspection of the property potential hazardous material, then this program also pays for a phase two environmental site assessment where they take samples.

And then based on those lab results, we can inform the applicant if there are any issues.

So this is for commercial property.

If they are buying, selling, or remodeling, they can apply for this program.

We started with 472,000.

In the middle column, we've spent 176,000 of that, and underneath in that middle column, you can see all the projects that we've spent the money on.

Old City Hall was a big one.

That was an older building with asbestos, lead-based paint.

So a perfect use of this program.

And we have until August of 27.

So we're doing this report to let our community know these funds are available, commercial properties, buying, selling, or remodeling.

They're welcome to come and apply.

This city hall is where we were doing a demolition.

And wonderful thing about Dolores Huerta is that was an office for Nevada Energy.

So that is a reuse which qualifies for this program.

And we've created this QR code that can take people right to the application and guidelines in order to start their application.

And that's my report.

Um, do we try to see if this even the like can if there's like an abandoned building, um can you reach out to those owners if if you think just that we think that it could qualify for a program like this to see if they would be interested in something like this?

So it's not simply finding hazardous material, it's protecting the community on this property changing hands, or if they're going to do remodeling, reconstruction, and disturb hazardous material.

So simply having an existing building doesn't really qualify for the program.

We're taking projects that you wouldn't typically be able to sell and making them viable.

Uh, my brethren, let me propose to you the superiority of laissez-faire capitalism over the current regime of mixed economic governance, i.e., the butt of socialism.

Not on the basis of evidence in reality, which certainly is plentiful and abundant, uh, but instead in its moral superiority.

First, we must reject the demonization of human nature that supplements the requirement for inherent regulation of human behavior and or regulation through government enforcement, i.e., with force, with weapons, with uh the government's monopoly on force.

Uh the axioms for human behavior under the dominant ethical framework, it's altruism.

When land is a beast to be tamed by fellow beasts, and consensus is what justifies the rule of the beasts.

We are not a democracy, we are a constitutional republic.

Always keep that in mind.

One may ask why must this be?

It's simple.

Despite the attempts to divorce politics from epistemology, uh philosophy, it gives it's an extension.

Politics is an extension of philosophy.

Philosophy or epistemology gives rise to ethics and ethics, it gives rise to the application of ethics upon society, i.e.

governance.

Um this is seen not only in the foundation of America and the found founding principles of the American experiment, but the modern evolution of that experiment, where the lack of morals and all these other uh moral relativism and injection of more relativism in our philosophy has allowed for us to come up with such things such as DEI initiatives that gives rise to uh discrimination based on race, based on uh systemic inequalities or whatever.

Um this is this is completely ridiculous.

Now, we're we're in a morally bankrupt political atmosphere where the altruistic ethics have gained have gone through involution and its converse is just as dominant as the altruist ethics that governs the political economics.

Uh farew and uh socialism sucks.

It's racist, oh, it's systemic racism, et cetera.

No, no, no.

Uh when will you guys address the fact that government intervention can only go so far to influence our culture, influence society, influence freedom, and socialist democratic socialists and their whole tenants on governance of human behavior is completely incorrect.

You know, there's nothing you can do to foster a culture of appreciation of education, a depreciation of criminal behaviors, belligerency, force, and all these other things that we find where and predominantly in the cultures of black American culture, Mexican American culture, and all these other things.

You know, these things government has no place to intervene in.

And I think, you know, looking at the CCSD uh presentation.

Yeah, keep defunding them.

Do not give them more support.

Instead, what we should do is continue the charter school program, foster uh foster of privatization of education so that there's not a dominance uh monopoly, if you will, of the government run uh institution on education, you know, that gives people less opportunities, less less uh chances for different forms of education, different epistemological pedagogical uh basis for the education, et cetera.

You know, there's these are just merely statistics, you know, you can't extrapolate too much from them, but you know, you guys don't give them more money, don't give CCSD more money.

That's all forget CCSD, man.

They're trash.

Garbage.

Good evening.

Um, as always, I want to begin by thanking you for your continued support for our not only our North Las Vegas schools, but all our schools throughout the Clark County School District.

Your partnership is invaluable to the success of our students and families.

This evening, I will be sharing data on two critical pillars of school success: student attendance and student behavior.

These metrics are essential indicators of our school climate and directly impact our overall instructional goals.

We continue to monitor these areas to ensure that our interventions are effective and that our student support system are you are yielding positive results.

We are seeing a positive shift in student engagement.

There has been a decrease in the number of students designated as chronically absent from the last year, and over the last two years, we've seen a 6.6% decrease.

Most importantly, the disparity between different student groups is shrinking.

The attendance gaps are now notably smaller than in previous years, moving us closer to universal engagement.

During the 24-25 school year, we moved beyond the classroom with district-wide truancy sweeps and home visits, meeting families exactly where they are.

This year, a standout moment of community engagement occurred in February with our bright future walks.

And thanks to our North Las Vegas city partners, these walks mobilize volunteers to reconnect with students and re-emphasize the importance of being in school.

Our commitment to keeping students in learning environments is also working.

We saw 1,956 fewer suspensions that resulted in removal from instruction this year.

This isn't just a win for one group.

This downward trend is consistent across nearly all student groups.

Similar to our attendance data, the discipline gap is narrowing.

The difference in suspension rates between student groups is a historic low compared to prior years.

We aren't just changing our tactics, we're changing our culture.

Professional learning sessions now explicitly focus on trauma informed care and equity in our schools.

Our staff are now better equipped to identify and support our most vulnerable populations.

And finally, we successfully reduced discretionary expulsions by 32 incidents in our North Las Vegas high schools and middle schools.

Again, this isn't a one-time fluke.

We are seeing a sustained decrease across all student groups over a three-year period.

And at this time, I would like to introduce you to Miss Ramona Fricker.

She is the proud principal of the STEM Medical Academy at Jim Bridger Middle School, and she will be sharing our celebrations with you this evening.

I'm happy to do that.

All right, for Gilbert Academy of Creative Arts, the Gilbert Dance Company proudly performed at the Martin Luther King Parade in the North Las Vegas Black History Month Festival.

These meaningful community events provided our students the opportunity to showcase their talent while building confidence performing in front of large audiences.

At Lincoln Elementary School, attendance is a major focus at Lincoln Elementary, and they are a proud partner with the Nevada State Treasurer's Office on a new initiative that celebrates strong attendance while supporting students' futures.

Each month, three Nevada students in pre-K through fifth grade with perfect attendance are awarded $529 college savings account plan.

And this month, Brian, a second grader at Lincoln, was selected as one of the winners.

Lincoln Elementary School surprised him during PE alongside his mom to celebrate the start of his college savings.

He hopes to become a police officer someday.

Simmons Elementary School, the counselor and leadership team hosted another incredible culture night on February 11th at Simmons Elementary School, bringing the school community together to celebrate the rich diversity of the Simmons families.

Simmons was honored to have Mayor Pro Tem Scott Black join them and experience the evening alongside families and students.

This night was filled with vibrant performances, including traditional Samoan dancers, Faye Heron Folklorico, Irish dancers, the legacy poly dance group, and Mariachi, a powerful and powerful Japanese drumming.

Each performance highlighted the beauty and pride of different cultures represented within the school.

Families didn't just watch, they also participated.

Activity stations included Chinese kite making, chopstick lessons, tortilla and tamale making, dreidel and mancala games.

A Kwanzaa Lesson and Kraft origami, Mexican line dancing and pinatas.

Laughter, learning, and connection could be seen from every corner of the building.

Tom Williams Elementary School on February 25th, Tom Williams Elementary hosted folklorico night, one rhythm, one heart, showcas showcasing the talents of students of the afterschool program.

This inclusive program brought together students from the general education and self-contained classrooms, fostering empathy and a sense of belonging and a strong unified school culture.

My favorite, nope, never mind.

Jim Bridger Middle School.

Jim Bridger Middle School has once again been named Magnus School of Excellence for the second consecutive year.

This recognition highlights the continued commitment to high standards and academic achievement and excellence for all students at the STEM and Medical Academy programs at Jim Bridger Middle School.

Jim Bridger Middle School also hosted approximately 35 schools from CCSD and around the country, proudly showcasing our successful cross-curricular project-based learning.

This recognition from PBL Works provided another opportunity for Bridget to highlight our strong commitment to equipping our students to essential 21st century workforce skills.

Jim Bridger Middle School also was invited by the City of North Las Vegas to have its jazz band perform at Black History Month.

Celebration at the Oleante Nature Discovery Park established last year through a teacher grant from the City of North Las Vegas.

The jazz band marked this event as its very first public event.

At Cram Middle School, the A Plus Educators Program created by Fox Five Vegas in partnership with Silver State Schools Credit Union and its people over profit foundation recognizes outstanding educators across Clark County School District and awards $500 to the teacher and $500 to their school.

Ms.

Parker, an 18-year-old veteran at Cram Middle School, was selected for her unwavering dedication to student success and her ability to create engaging curiosity-driven science lessons.

As science department chair and leader of the learning improvement team, she models professionalism, collaboration, and a steadfast commitment to putting students first.

Swainston Middle School celebrated Black History Month with a focus on courage and progress, marking a historic milestone for the campus.

Principal Teresa Evans became the first principal in school history to receive a formal proclamation from the Clark County Board of Commissioners.

This recognition strengthened cool school culture culture, inspired student achievement and highlighted Swainston's strong partnership with local government.

Mojave High School.

Mojave High School is celebrating historic achievement as the girls' bowling team captured the state championship title after an undefeated season.

The team dominated the competition from start to finish, so showcasing exceptional skill, teamwork, and dedication throughout this year.

In just its second year, the Mojave High School Dance Team is already making an impressive mark on the competition circuit.

After entering two competitions this season, the team has earned multiple first and second place finishes across several events showcased showcasing the talent, dedication, and rapid growth of this program.

Coach Pacheco has been named Section 7 Coach of the Year by National Federation of State High School Associations, one of the highest honors in high school athletics.

In a formal accommodation, the Nevada Interscholastic Activities Association praised his outstanding leadership, professionalism, and unwavering commitment to education-based athletics, noting his dedication to sportsmanship, character development, teamwork, and academic balance.

Mecca officers attended the educational advisory committee meeting to share student perspective on chronic absenteeism, campus initiatives, and proposed start time challenges.

They also highlighted culturally responsive events like World Culture Night, showcasing student leadership across multiple high schools.

Their involvement strengthened school climate, elevated school choice and voice and reinforced partnerships with the city of North Las Vegas.

Finally, at Northeast Career Technical Academy, graciously sponsored the 11th grade of City of Las Vegas, North Las Vegas, graciously sponsored the 11th grade ACT boot camp.

Oh my gosh, sorry, there's a lot of hurts, a lot of stuff.

Through a microgram, providing an incredible opportunity for NECTA students to prepare for college readiness at no cost to families.

200 juniors registered for this intensive three-day boot camp held Friday to Sunday.

The results were outstanding.

Students increased their ATC scores by an average of five points between pre- and post-assessments administered during the camp.

And at this time, we will take any questions that you have for either Miss Fricker or myself.

Um, and so friends had been helping him with with bus passes, uh, but we wanted to um, they just wanted to do more.

And so Lindsay here um connected us with their school, and he should be taking care of and their family as well.

So those are some of the things that our um our schools are doing and helping and helping meet the needs of our students, and there's a lot of them that are doing a really, really good job, and some of these kids really need a little bit of extra help.

And so when we work together and reach out to the schools, even if we're not their family, there's a lot of things that they can do to help them.

We are happy to work with the families in the community.

That's our goal is you know to build that relationship between families, the community, and our schools.

The North Las Vegas Library District partnered with the Las Vegas Desert Dogs for a special community event.

Residents received desert dogs themed library cards, enjoyed children's activities, and experienced a 3D printing demonstration.

It was a great celebration of literacy, innovation, and community engagement.

And I wanted to give you guys a human resources update.

There are so many amazing stats from their team, but I wanted to highlight a few uh from this last year.

RHR department delivered major improvements over the past year.

Talent acquisition filled 431 vacancies and processed 151 promotions, increasing full-time staffing to 1,636 employees.

Learning and development hosted 153 workshops for 2,363 team members and launched a new learning management system with more than 4,000 courses.

The city also welcomed 31 interns through new internship programs.

I was gonna go on a whole spiel, you know, about socialism, the terrible of the governance and stuff like that.

But I think you know what's more important is to mention that, you know, as an ethical function of government, your guys' first and foremost right uh responsibilities is to protect individual rights, not act as distributors of wealth, not to act as uh people who give uh favors, political favors, economic favors to specific groups and stuff like that.

That's the most important aspect that you guys must mention.

I mean, we're we are just a small town, you know, in the grand scheme of things.

I suppose we don't matter much, you know.

But at the end of the day, a continuation of this form of governance only gives further credence to the socialists, the democratic socialists who hate America, who hate the foundations of America, who neglect and don't understand the prominence of the American experiment and of the foundation of America that uh America has lost, you know.

Uh at the end of the day, with the Grand New Deal and with the evolution of America, we have lost what it means to be an American.

We have lost what it means to be a capitalist nation, uh nation of traders who deals with each other as traitors, uh people who believe that the individual rights are the first in promo uh prominence when it comes to government intervention, you know.

And this is really important.

The we see here is just a big sham uh people coming over here crying about their economic woes and whatever, you know.

And yes, those are problems that are inherent in society.

You know, but the government doesn't make those problems go away.

All it really does is forcibly takes taxpayer money and gives those taxpayers money to who they deem fit.

You know, we have multiple nations who seek to use those ideological weaknesses to destroy us.

We've had uh the CCP and their Chinese labs, we have uh the CCP funding uh various movements and stuff over here.

Just know that you got when you guys support this, you guys are supporting the destruction of America.
