Clark County's women of the month celebration was on March 3rd.

The Board of Commissioners did honor our mayor, Pamela Gordon Brown, uh, for her service to the city and for years of service to Nevada and the school district.

I want to say that uh it was a real it was an honor to be there.

Mayor, Mayor Gordon Brown does uh a very good job here.

Uh she's kind of brought everything together for us, and uh you know I personally appreciate that as being a fellow council member here.

Uh but I also want to uh take a moment just to uh acknowledge uh there were so many very qualified ladies that they um that the county commission is uh recognized, but one in particular for me, besides our mayor was uh Trish Williamson, who uh uh works out of Sun City Aliante.

She's uh she's a vital part of uh my writing an article for the breeze every month.

Um she's very dedicated to the community, and besides just doing that, she's uh she's an all-around, very qualified, very nice lady.

So I I wanted to I wanted to make sure that I uh I mentioned that for her uh at this uh count this uh council meeting here.

Um the other thing we have, Mayor, is uh of course our state of the city address coming up next week on the 26th at uh I think it's the Scottsdale room at the Aliante Casino.

Um it'll be live streamed on the City of North Las Vegas YouTube page, and the program starts at 1245.

So uh I encourage uh and I really do mean this, I encourage everybody who won't be able to attend uh the state of the city personally to watch this and uh share with uh some of your your neighbors because this will show everybody as to what the city has become over the years, and the other part of that is where the city is going in the coming years.

So we appreciate all of you uh uh attending today.

And uh I uh apologize for coming in slightly, but I guess I'm here right for this.

Um to begin with, uh, I I haven't had a chance to be here in a while, but uh I know uh uh a couple of my colleagues here, especially uh um uh Mayor Pratem Scott.

He was out reading what I was out there reading too, but I uh I I I crisscross from one side of the valley to the other and throughout World One.

Um I wound up reading at six schools, CP Squires, uh Civica, McCall Elementary.

Uh I missed coins, but I did hit Rogers and Hickey Elementary School.

It was a fantastic uh it was a fantastic experience like I always had in the past, and I came back uh learning also some things from the students that are read too, whereas most teachers wind up uh getting taught by their students as well.

Um speaking of uh learning and uh seeing really cool things.

I attended something called the third annual sphere, EXO student design challenge.

Of course, at that magnificent sphere uh sphere, it's the the new the newest icon here, I think, for the valley.

And we have a North Latha's connection.

It turns out that one of the winners there at the college level uh was the dot is the daughter of one of our detectives here for our police department.

So a big shout out for uh detective Anthony Wen.

His daughter what uh the college level uh now is on March 11th, you know.

And I I think I did tell him that I was gonna mention it.

Um around the corner here, uh, one of our schools, uh, Jim Bridger Middle School.

Um, I got invited to go and score one of their science project presentations.

And uh I'm happy to see the the really high level uh and um industrious work and and nature that our our the kids in the neighborhood are uh are producing.

Um and uh not that just yesterday, I toured Safe Nest.

Um here's uh uh it's uh one safe place, a hub for individuals and families affected by domestic and sexual violence.

Um I was given a fantastic tour of the entire campus there uh by uh Ms.

Megan Lopez, and I look forward to whatever work that we can do with them in the future.

Um, and finally, uh here's uh some happy stuff here.

The neighborhood recreation center will be hosting the egg exciting Easter celebration on Saturday, March 28th from 10 a.m.

to 2 p.m.

It's a free event, uh fun for the whole families.

I hope to see you there.

I guess I did.

Uh I also participated in Reading Week each year.

My goal is to read at all seven of the Ward 3 schools.

Um I did that this year, and then I was also invited to read at three additional schools.

So I read at Going Simmons, Triggs, Cozine, Bruner, Wolf, and Guy, those are the seven in Ward 3, and then I was invited to read at Ruby Duncan Elementary School, uh, Watson Elementary School in the Civica Academy right across the street from City Hall.

It was an awesome experience.

Um I had the privilege of touring on March March 9 local North Las Vegas company called Cinder Light.

Uh, their plant is located off of Craig near Pecos.

It's um a company that builds uh makes cinder blocks, and a high percentage of the buildings that you see that are built out of block or the block walls and new developments come from Cinderlight, and they are celebrating their 80th anniversary here in Southern Nevada, just like North Las Vegas is this year.

Um the 12th, I had the privilege of attending the Watson Elementary School Leadership Day.

It's their third annual leadership day.

They are part of the Leader in Me program.

It was awesome.

It's a student-led leadership program, and it was really, really awesome, well-organized and super impressive to see these young people uh take uh such a serious approach to learning leadership.

Um the 13th on Friday the 13th, I spoke at Joe Mackey Elementary School, or actually Joe Mackey is a K-8, such a really unique school focusing on technology and leadership.

And I spoke to all of their sixth, seventh, and eighth graders over an hour and a half period on uh what the city council uh position entails and had a really really good experience talking to those kids at Joe Mackey.

Um on the 14th, I attended the Bunny Bash at Silver Mesa Rec Center, an awesome community event put on by our Parks and Rec.

It was just so cool to see the families there, parents, grandparents, little kids hunting Easter eggs, playing games, and uh our parks and rec really do an amazing job building community here in North Las Vegas.

On the um the first of April, I'll be doing the Ward 3 neighborhood cleanup.

I'll be doing the ward three neighborhood cleanup.

It goes from 9 a.m.

to 1 p.m.

in the neighborhoods within Alexander Valley Gold Crest and San Mateo.

Come uh say hi to me, uh, grab a snack.

We'll have some city departments out there with information, a great way to interact with your neighbors, do some spring cleaning, and uh participate in this awesome cleanup program we're doing.

Uh I want to make sure I mentioned uh our annual El Adondo day that we had here this year.

Uh every year we have an event um at the school named in his honor.

And uh this year we had a good turnout.

I know that the uh the neighborhood uh really enjoys it when we have all of our first responders and VIPs vehicles riding around there with all the sirens going and the lights blaring.

But you know, it's a small way for us to thank one of our officers who lost his life in service many years ago, not only to to name a school in his honor, but to remember him every year uh as we do.

Item 18, status check on city council review pursuance of section 11.03 of the second amended and reseeded development agreement for the villages at Tule Springs regarding closure of villages at Thule Springs Regional Park and Master Developers alleged non-compliance with requirements in the villages at Thule Springs Parks and Trails Agreement.

Welcome, Bob.

Good afternoon, your honor, members of the council.

My name is Bob Gronauer, 1980 Festival Plaza Drive.

I'm here representing the master developer of the master plan community, Thule Springs.

This is a status update.

What I have before you on the overhead is the existing park, which we call the Regional Park Phase One.

We had your staff management out at the park early this morning at 8 o'clock in the morning.

We also invited the homeowners association that we've been working with over the last year and a half to come out onto the property.

And then we had our consultants from Brightview and the management company out there today to walk the park.

So what I'd like to do is just take you through a few things and uh of what we discussed out there.

Uh there is a punch list that I'm going to call roughly a punch list that we're going to be putting together or that we put together today.

Uh we are hopeful that that punch list should be done in the next two to three weeks.

Um that's the game plan.

Um it could it could be a little bit longer, it'd be a little bit shorter, but I'll explain what we're doing, which was going to take the extra two or three weeks.

Um, but our intent is um uh based on talking to your city management team that we would probably like to officially open the park with the bathrooms next week as we're maintaining the park.

So, although the park is already open, it's we remove the barriers that if you're familiar in this area here.

This used to be barriers up on the northern part of the property.

Those have been removed over the last couple of weeks.

Uh, that allows residents to use the park.

People have been using the park.

Um, but um we did not have the bathrooms in this area open.

Um, but we today uh in going through it.

I'll go through um our our walkthrough here in a second as I go through.

I'll get to the bathrooms here in a minute.

So this is a C is the southern portion of the park down in this area here.

Uh these are the basketball courts.

Uh these are the basketball courts that is you may recall a few months ago.

Had a backboard, I believe one of the backboards was destroyed.

Uh there's some uh nets that were missing and so on.

Those are all put in place.

Everything's active in this area.

Same thing with the southern board uh portion of this property down here is everything.

We got our trees and our our landscaping in, and as the park plans were required and approved previously.

Uh currently we are under soding in these areas here, uh, as with the major grass area there.

The resoding, we just did that about two weeks ago for reseeding.

Uh Brightview, who is a contractor for Summerlin projects for the master plan up there.

We have them, they're doing the similar stuff that they do for reseeding in uh on this property they do up in Summerlin.

Uh they have told us it would take about approximately 30 days before hopefully people can be on and playing on the park space here in the green spaces.

Uh so uh we do know that that will take at least 30 days to take a look at it.

There is a guarantee to make sure the grass is going to be in perfect condition or condition that is going to be able to be maintained, and um, as long as it's maintained, there will be no other issues.

So we do have a guaranteed contract with uh Brightview on that.

And as you move forward in this area, as I mentioned, you have the bathrooms.

Uh we're gonna still do another power washer too as we are doing general repairs.

Uh, your staff was in there, everybody flushed the toilets, water is running, everything's checking out.

Uh the one thing is we've had the bathrooms locked.

Um, however, and talking to my client this afternoon.

Confirmation is we're gonna work with Brightview and come up with a plan to open the park, the bathroom doors in the morning and close them at night.

Uh so we'll be working with your staff on that next week, so at least the bathrooms will be usable in that area.

I think one minor little issue was brought up about the um the sink in there for the the water that you drink out of the fountain.

I guess it you know, there's a little adjustment we got to make on that, but it's very minor.

So uh that that will be done here within the next couple of weeks, if not sooner.

Um, when you take a look at the water park here, uh this is a splash pad.

Uh the splash pad in this area, it's going to be uh Friday.

We're gonna have the uh the playground, the people who put the uh the uh playground portion of this together are gonna come out and turn on the water and the splash pad.

We'll do a video of it, and then we'll invite your staff out there so they can see that it's functioning.

Um this is the picture of the splash pad area there from this morning, as I'm showing you splash pad area there.

Um in the in the park area, uh we are still missing two swings, those are in order.

Uh so we will be adding those two swings here in the next couple of weeks, hopefully sooner than later.

But nonetheless, is uh those those are on order, and uh with respect to the park equipment, uh that is what we need to repair still as I'm I'm here.

Uh, this is just another picture of just a landscaping cleanup that we've done in the area, uh the roundabout area, and this gives you pictures of at least you can see the current state of the park as we were there earlier today.

As we move further up in this area here, the most of the work that we still have to be done is located up in this area here.

Uh what we we need to do is we're ordering the rock that needs to be put back down to the DG, the post-granite uh that will be laid out there per the specs that were approved.

Uh, and then we'll be putting in all the plants that have been torn out along with any dead trees.

So we're getting that list from Brightview, our landscape um consultant.

They're gonna go through the park with the list, make sure whatever trees need to be replaced, will be replaced along with the uh planters or uh the shrubs that are supposed to be in the places where they are, and that should take within the next two two to three weeks.

Um this give you there's a picture of earlier today of the actually your parks directors located there showing as you can see is inspecting everything.

We have all new nets.

We have actually the good news is sprinkler system went off this morning in there.

Uh one of the things I learned today after dealing with this park is actually the sand pits, they have sprinkler systems that go off there so that it keeps the sand down, so it wet's the area there.

So they went off earlier today, so that those things are working, and everyone was there to actually see that um in place when it was actually working.

Uh, the landscape area, as I showed you here.

This is as you can see, everything's being re reseeded in the area.

Uh, we're still working on that.

Uh as I mentioned earlier in my presentation here, is uh we expect within the next 30 days that um you'll be able to be playing and being using this as active open space.

And then finally, uh, we are notified also.

I think the gate in the entryway to the park area, which is up here in this area, needs to be repaired also.

And then I believe in this gazebo area, there's some uh decorative rock that needs to be repaired.

So again, uh we're moving along.

We expect that this stuff to be done in the next two to three weeks.

Could extend an extra week, could be less than a the week uh the time frame I'm giving you, but uh uh all this stuff is moving along, and our goal is is to with our maintenance program with Brightview is to open up those bathrooms per the request of your staff.

So that being said, I'm here to answer any other questions that you may have outside of thanking your staff for working with us continuously and uh on these matters.

Good evening, Mayor Goines Brown City Council members.

I'm Doug Guile, Director of Parks and Recreation.

I I appreciate the comments of Mr.

Gronauer and uh appreciate the uh the support um that we each have for each other and the respect we each have for each other.

So I'd like to provide an update on the Toothy Springs Regional Park located, it's Revere and Durell.

And as you're aware, parks and recreation does not maintain this park, but we'll assume responsibilities once the phase two portion is complete and the park is formally turned over.

My goal this evening is to share updated conditions observed both earlier this week and uh during a follow-up site visit this morning, and we are pleased with the progress.

First, the Jersey barricades have been removed as Mr.

Gronauer mentioned.

Um, I do have a picture of that I'd like to show.

This is this is there we go.

You can kind of see what it looks like now without the Jersey barriers there opened up.

Um since my last visit there, there have been uh notable progress in um several areas, and I do have a few pictures to show.

I want to kind of do a deeper dive of the condition of of the park.

Um, first of all, the uh the trash has been emptied through the park, which is appreciated and improves the overall cleanliness.

However, the trash cans were full when I visited the park yesterday, and this morning they were emptied.

So this is this is the condition they were in yesterday, and here's another one.

This is yesterday, and but they were cleaned up, and this is this is from this morning.

So quite a turnaround.

That's these are the same two trash cans from the picture I just showed you.

So the ones when they were full were yesterday, these are from this morning.

Um the restroom building was open this morning, and I can confirm that there were several successful flushes.

So that's a positive step forward.

Uh knowing the plumbing work.

So this is the men's room, the men's side with the gate open.

This is the women's side, the gate open.

This is and that has been pressure washed.

The concrete in the front has been pressure washed, it needs a little bit more, but compared to where we were two months ago, much improvement.

This is inside the men's restroom, not bad.

And then this is inside the the women's restroom.

Um they do need to be pressure washed and disinfected before they're completely open to the public.

So that's from this morning.

So it's a it's a good sign to see that the uh restrooms are open.

Next, I want to comment on the on the turf conditions and the and the establishment of of the seed.

The grass seed has been applied within the past week.

And this morning, we observed that some of the grass has begun to germinate, which is encouraging.

So here's a I've got a few pictures here to show you.

This is the grass seed that's been top dressed.

There's another one.

Here's one you can see some of the germination in some of the weeds.

Um, this is this is the the larger turf with the irrigation on from this morning.

Um, while the seed is beginning to germinate, and here's a here's a I'm trying to get you a good picture of you can see the germination.

Just it's you can see it along the sidewalk there.

It just small tufts of grass are starting to break through.

Um, but while it's beginning to germinate, the seeded areas have been covered with a heavy organic material consisting of peat and wood chips, which I don't see too often.

There's a there's a picture you can kind of see what they use for top dressing.

Normally it's uh it's a it's a light top dressing there in the past they've used steer manure.

There's there's organic material, but it should be like a light coat of top dress, and it's used to support germination of the seed.

In this case, the material was applied to appears to have buried the seed pretty deep, uh, which may limit growth.

We did see some germination, but it was in selected areas, so we'll continue to monitor that.

Also, the turf grass, this area has not been fenced off.

They have caution tape, which you know.

I think it makes people aware that it's there, but it's not going to keep people off the area.

Uh the landscape contractors indicated that they the seed is guaranteed and will be replaced if needed.

And that said, we do have high temperatures approaching 100 100 degrees this week, and which could impact the seed germination, it could it could be too hot.

So we'll continue to monitor this.

Uh, I did see germination this morning, which is a good sign.

We also, as you saw earlier, the picture, the uh the irrigation does work on the volleyball sand.

That was the earlier picture that Mr.

Gronauer took of me taking this picture.

Um, but it is operational.

The sprinklers that wet the volleyball sand are located within the volleyball posts, so there's eight posts, there's eight sprinklers.

Um, which is to keep the sand moist and from from blowing out onto the other areas.

Irrigating the sand should be part of daily maintenance schedule and should be programmed to turn on and off.

And I do have two more pictures I'd like to show you that are pretty cool.

There's one, and this was a little bit further away, so you can kind of see the uh in action.

You can see how the sand on the left side is a little damp.

That's preferred to keep the sand from blowing into the planetary areas and parking lot.

Speaking of sand.

I was on site the last week, and sand was kind of all over the parking lot, even though they had done the initial cleanup because of the winds, it had started blowing back in the parking lot in the planter areas.

Um this week it it's been removed.

Very good job.

They they did a great job getting the sand out of the parking lot.

So there's one picture showing that.

This is another picture throughout the roadway area inside the park.

And the last one.

So much improvement with the sand in the in the in the planter areas and in the parking lot.

Now, mayor, there's still important items that need to be addressed to bring the park back up to the specs given to the developer.

The plant material replacement remains incomplete, and there are still dead trees that need to be removed and replaced.

I'd like to show you that.

Here's an example, and the developer agreed that they're good, they are going to replant all the missing plant material and trees.

So we're looking forward to that.

Here's a picture of some of the trees that need to be replaced.

Those are dead trees that just need to be replaced.

The stone columns that Mr.

Gronauer mentioned.

I did take a picture of that.

These are these are uh the stone columns that hold up the uh picnic shelters.

You can see some missing stone there.

So we're hoping that can be repaired.

And two swings that are missing.

Here's that picture.

That picture was shown earlier.

Here's here's a better example.

You can see the uh the infant swings on the right, and then there's some the belt swings should be here, and they've agreed to replace that.

Again, and it was mentioned earlier that the uh the gate was damaged.

Here's a picture of the gate on the entry exit part of the park.

You can see where it fell from this position down to here, and then this pole right here.

So, and they agreed to repair that.

So, I just I just wanted you to see those conditions.

Um, and then mentioned earlier the splash pad does need to be tested to make sure it's operational.

Um this morning, we didn't test it.

Uh we're now 60 days into maintenance repair of this park.

And these important items have still not been completed.

Um, but there has been improvement.

Um while progress has been made, regular daily maintenance is still a concern.

Maintenance appears to be occurring, but not yet at the level of regular, reliable scheduling.

Moving for moving forward, maintenance should occur on a routine basis, not once or twice a month.

I also want to emphasize an important point that uh the mayor and city council have expressed that the park should be open.

If the park is going to remain open, then I recommend that the restrooms should be open daily and cleaned daily.

That the trash should be picked up regularly and the trash cans emptied regularly.

And mainten maintenance should be consistent and proactive.

Without going without ongoing maintenance, it will take a long time to bring this park back to the level that the city expects.

Also, our residents have a clear expectation that when they enter a public park, it will be safe, clean, and functional, including restrooms that are operational.

In closing, well, we have seen meaningful progress since earlier this week and since the February 18th hearing.

Several key issues remain.

Our focus is to continue working collaboratively with the developer with an emphasis on consistent daily maintenance and completion of all outstanding items in the next 30 days.

And we'll continue to monitor the conditions weekly and provide updates to the city council.

I would hope as a constituent that you guys would continue to maintain and make sure that we get what we're paying for.

And um I'm thankful to the park managers and even to uh the masters, and that they're making an effort to do what they're supposed to do.

So the park is uh essentially open because I noticed we have those gates at sea strand as well.

Uh all the the first thing that uh took place with the repairs was to make sure that the water was running through all of the circular uh the circulation through the irrigation system.

And ever since that was repaired, um the trees that are living, and we'll get a whole report on that, are being maintained the way they're being maintained today.

Um as I and the purpose of my beginning of my presentation, because I wasn't aware of this until I was standing there, because I didn't meet, I haven't talked to Brightview in these you know these days that we've been doing this, is Brightview, which now I realize as I live in Summerlin, does all the open space parks in Summerlin, they're reseeding what they do in Summerlin, where our my parks are is good where the grass is.

These are guys that know what they're doing, right?

They're a professional.

I'm gonna put my, you know, whatever their whatever their recommendations are, I'm gonna follow their recommendations.

They gotta make sure that park grass is up and going and is in good shape.

So uh those those are the representations that I could give you is that it's guaranteed by Brightview to get done.

That's part of their contract.

There's a guarantee in there.

So if there's any dead grass or if it doesn't work, I don't know what plan B is because they're the experts.

But there is there they got to have a plan B in place.

And um uh Mr.

Director, uh quick question.

Uh at the playground, um what I always notice that uh at some of the uh our playgrounds.

I mean, I go to nature discovery, take my little kid, and of course, you know, uh I'm always tripping because he's climbing up as high as he possibly can because he thinks he's Spider-Man.

And I'm always checking out, you know, with the the landing that little spongy surface.

The surface for the the playground is it in pretty good shape.

Yes, the actual playground is in really good sh condition.

The surfacing, the equipment, and the shade covers.

Well, I'm I I think I uh I'm hearing a lot of good things here.

I think we're moving in the right direction.

Um so I and then just I just keep asking, you know, what are we waiting for?

Why are we even having these issues?

And not that doesn't require an answer.

Um, because I feel like we're devoting staff time to do something that your client should already have taken care of, and it just seems like even with what we had in place from last time until today, everything is not complete, and I understand it takes time, but we're never gonna advance to what we need in the standards that we require if we have to keep revisiting these same things.

These trees just didn't die this week.

It needs to be taken more seriously, and I don't know if we're there yet.

Um, and you just can't make the park pretty because you know we're coming to inspect it that day.

Um, and I'm sure you may not know this, but the um the water on the volleyball course that just didn't get put in, so that's been there, correct?

It doesn't we just didn't know if it was working or not.

It's it's been shut off, like everything for about a year plus.

So it doesn't take two days to repair a park.

Um, respectfully.

We're dealing with the management company, contractors.

Um, and I I agree with you.

I 100% agree with you as if I was in your shoes in in this hearing, I would say the same exact thing that you're asking me, and I have an answer for you because I prepared for this because I figured I walked it today, and I know the conditions where it was, and I spoke to my client.

What we need to make sure we have is um maintenance that's continuous.

I'm not in disagreement with you.

My client is not in disagreement.

Uh we are contracting with Republic Services, reserve uh services are gonna continue, I believe, the 28th, or whatever they're supposed to come out there on a regular basis.

We have Brightview that's picking up the garbage now.

We have Brightview where we're gonna be contracting them where they're gonna be opening the park in the morning, the opening the park.

The parks are already open.

Yeah, the barriers have been gone, but the um, as you're as uh Doug has mentioned, is we're gonna make sure the bathroom is open and then close the bathroom.

So there's things that we're gonna uh move on.

Uh but I agree with you 100%.

If I'm you I'd ask the same question, and I'm giving you the answer is in talking to my client today.

I made sure that we will have continuing maintenance because I don't I don't agree if there's if there was a game being played about leaving garbage here and then picking it up the day of.

I'm with you.

I don't want to do that.

I want to make sure there is a continuous program.

I was assured that that's being negotiated with Brightview to make sure that's there.

Okay, and I don't know if your client is listening or not, but just hearing the same thing reiterated over and over.

I don't think it gets old because these residents deserve what they paid for.

This is their park, and they deserve to have the best.

And I just think, like I said earlier, that um people will respect the park if they see that the park is being respected.

Um, like yesterday, and and and like Doug said it it requires daily maintenance.

And so we're not taking our foot off the gas, not yet, until the city is completely satisfied with the progress of the park.

So on Monday, I had the opportunity to work with public work storm water compliance inspector Alan Frischman to learn how to locate and mark the approximate location of buried utility lines, pipes, and cables.

It was a great opportunity.

See firsthand how our team helps protect electric communication, water, sewer, and storm systems while preventing damage to critical infrastructure during construction and excavation.

And really a big shout out to Alan, who is extremely knowledgeable about all these things.

So congratulations to the North Las Vegas police and fire departments on their recent commendation ceremonies.

These events honor the individuals and teams whose life-saving actions and outstanding service keep our community safe.

It is always inspiring to recognize the dedication and bravery our public safety professionals demonstrate every day.

Last Saturday, March 14th, Craig Ranch Regional Park hosted its first St.

Patrick's Day 5K and take 10 10K run and walk.

Um, I just want to posit another um rationale, logic for why this mixed economy nonsense that we live under is the one of the most oppressive regimes, only second to socialism, communism, right?

So suppose there's a characteristic equation to define the finite button countable aspects that influence human life, the feedback between those aspects of life and the various things inherent in existence that influence human life, happiness, right?

Uh and for a definition of human happiness, I'll use egoism's definition.

Uh happiness is a state of non-contradictory joy, a joy without penalty or guilt, a joy that does not clash with any of your values and does not work for your own destruction.

Now, suppose we have a finite but extremely large matrix of a system of equations that defines every human's happiness in Nevada, just to sim simplify the problem, right?

And then we say we have this vector X, right?

This vector that we have control over that's undefined, and the the transformation between these two give us human happiness in our society as we define it, right?

Now, if you'll see uh along the lines of our forefathers, they come to find that uh this vector X that we have control over, i.e.

the government, uh has three possible states infinitely many solutions, a single unique solution, or no solution.

They come to find that there is no solution, there's no appropriate form of government, but instead we should uh try to minimize the disastrous effects that the government has on our economy, on various uh freedom and just human existence, right?

And in this, uh they come up with the idea of life, liberty, and the pursuit of happiness and pursuit of property.

This nonstop regulation on the pursuit of property ruins a people's ability to have economic growth and all this other stuff.

Too much, too much regulation.

Um I'm here to speak in front of the CDC.

Um my zip code, I don't live within the north of North Las Vegas city limits, but the zip code I do own property in North Las Vegas, so it's 89030.

And just state your name.

Yeah, of course.

Um so I'm here to speak in front of the city's leadership to bring your attention to a unique area of town that could really use your help uh to solve its existing problem.

Um there is a large section of city blocks located on the corner of Reverend Wilson and Revere Street.

I'm pretty sure you know which one I'm referring to.

Um so I'm gonna put it up on the screen since I have a picture here.

So uh these acres of land are currently sitting empty and undeveloped, uh, really for one main reason, and that reason is lack of infrastructure.

Um these parcels are individually owned, and while there's clear potential for development, progress has really stalled for really the simple reason that there are no streets, uh, no sidewalks, and no access.

So to give you a little bit of a better idea of how this piece this acreage is divided between different owners, this gives you a better picture.

So the largest owner seems to be this block and this one, which is actually owned by the same person.

Everyone else is just individual owners.

So back to the other screen where you can see that there really are no streets, no infrastructure, and no access at all.

So as it stands, no individual landowner in that area is really in a position to take on the financial burden of building an entire street system to unlock not just their lot but the surrounding ones as well.

So it's really a clear case of shared benefit without the feasible path for individual action.

So this is where your leadership really becomes essential.

Um by investing in the basic infrastructure and laying down the streets and curbs.

Oh, I think I'm out of time, right?

I'll give you a few more seconds.

So, really, I wanted to bring attention to this area to see if there's anything that we can do to lay out the city streets and sidewalks because this area will really remain stagnant for decades if nothing is done by the city of North Las Vegas to kind of help bring something together.

Um, this particular area, I think is in um councilwoman Ruth Garcia Anderson's territory as part of uh Ward 2, I believe.

She's not here tonight, so I'd really love to talk to her individually if possible to see what we can do about this region.

Um, one really important point is that the little bit of homes that are there located at the moment, um, they really range in value between 180,000 and 250,000.

And that's really an important point because there's really nothing on the market for people who are shopping within that price range.

So I think it's really important to bring some sort of infrastructure here where we can kind of match the home value for people to give people options.

I mean, it's great to bring up values of other homes, but we need options.

Um, my name is Shanita Bryant, and I'm so nervous, I don't even know.

I'm not used to speaking in front of a lot of people.

Um, but my initiative is for the homeless population.

So I wanted to address that.

So I since I've been here in Vegas for the last two years, I've kind of went around and talked to a lot of homeless people.

I have a lot of passion for them and the elderly and um veterans.

So I have a board that's read by veterans, and we came up with a solution.

We came up with the um kind of like a 12-year-old, I mean a 12-month program where the first six months they focus on their trauma.

Um, the last six months they get certified in either um the house of fashion, I have the house of fashion, um, the house, I mean maintenance, they can get certified in that IT and all the popular um, I guess you would say things that you have going on here, like the hotel industry, food service, and things of that nature.

So not only are they coming through the program, but they're exiting um better.

They're exiting with a certification.

They're exiting with all their credentials and everything intact and a better sense of themselves.

So what I was proposing, I was asking for um is what is it that I want to oh, I was requesting a land grant or at least or a dollar lease for the community benefit, if that's possible.
