Well, I just returned from the Dominican Republic.

After spending 23 plus days, uh I just uh finished building a home for 13 orphans, and so I was down there doing the final touches.

Um I also uh is still working in Congo, Democratic Republic of Congo, where I have now over 70 boys and girls orphans at the universities throughout Congo, and I have three in the Dominican Republic studying to be doctors.

So I keep busy.

Um I just got back at 3 a.m.

Palm Sunday and had masses, and uh I'm back.

That's awesome.

It's always great to be here with you guys.

We always love having you, and thank you for the work that you were doing.

I was a part of that.

I was a part of something special.

So I just wanted to say basketball is amazing, it's fun, it can lead to education, it could lead to a career.

But uh two Sundays ago we had the ribbon cutting at the at the park for the Aces um court, and there were two young ladies from the team.

Which ones were they?

That's the competitor.

Well, then I will say this.

I will say this.

The leadership, the personal growth and development, the ability to set goals and accomplish them is really, I think that will you'll carry with you throughout your life, whether basketball is your pursuit or not.

So I'm super impressed with these young ladies.

If you see my soul long since I've been here, like uh for the first meeting of the month, I'm normally I'll wear C C S D.

Hey, I I just don't realize uh Summer St.

Losey, they're still in Ward 1.

I I should have um I should have made uh what you see if it's happening the championship's happening in North of Vegas, it's happening in Ward 1.

But uh, I guess uh that's what by me, but I guess that's okay.

Um I'm wearing purple today, and that's because uh some of my colleagues over at the city uh over at CCSD, they're wearing purple for purple for military families day and month, I guess, which is today.

They're doing something called a purple star awards for some families uh that are um doing things I I guess for uh the military uh in CCSD.

So uh I'm on those Earth under, but I just thought I'd uh point that out here for uh Military Families uh Military Families Day.

Um last week I had the uh the great fortune to attend uh the very beginning, the launching of the Hispanic Citizens Academy uh that was uh launched by our the North Vegas PD's community engagement division.

They did a fantastic job of organizing that, so I wanted to give a shout out to them.

And of course, for the police leadership was there, uh uh the chief and the chiefs and uh several of the other uh ranking uh members of our police department were there.

I wanted to thank them for doing everything they can to again to build bridges between our residents, uh especially in this case our Spanish speaker residents, and our uh police force.

Um I wasn't able to make it there because they had another event going on, but I wanted to uh give a special shout out and thank you to our staff, the neighborhood recreation center for a successful and exciting Easter celebration.

That was last Saturday, uh uh March 28th.

Uh I wanted to make uh of course a special mention to uh a young leader over there who's really doing a fantastic job, Ms.

Jacelle Lopez, and she's a recreation coordinator there at our NRC.

Got a gem there, right?

Don't let her slip away to like Henderson or County.

Uh make sure, and maybe you guys can recruit or grow some more just like her, you know.

Sprinkle the seeds, water it, make sure it gets lots of sun.

We'll have more giselles, you know.

Finally, um the Hispanic Community Connection meeting uh is organized by the North Autos Police Department again, the community division.

And it's gonna go down on April 7th, 6 p.m.

at our fantastic Dolores Werter Resource Center.

One last thing that's not on here.

Um if he's listening, I wanted to give a special shout out also to Mr.

Andrew Watson.

He's um yesterday on the way uh to meetings here, I pulled over because there was a little uh dog, um, an elderly dog that was in the middle of uh of um the street there, and um it might have been hit because there was a little bit of blood in its mouth, right?

Because he's elderly, he had some tumors.

But between the two of us, we're able to well, I stopped traffic, I'm really happy they stopped.

And uh Andrew helped me scoop the little dog up.

Uh he made it, he's okay, and he took him over to the Animal Foundation.

Um sometimes uh a gentle act of kindness, you know, from uh from a stranger can make all the difference.

I know it's just a little dog, right?

But I think it says a lot about Andrew, and it also helps restore faith uh in me, you know, for humanity.

When you see so many examples of things that are not so nice going on around us, right?

So I just wanted to thank Andrew from the bottom of my heart for uh stepping up for a little animal that was definitely in distress.

You know, um those are God's creatures.

And uh I'm sure he appreciated that, particularly this week, being holy week and coming in too.

Um we celebrate individually um this coming weekend.

Um I did have the opportunity and the pleasure to uh to revisit North Star Academy's one-year celebration um on the 25th of March.

I really couldn't believe that uh one whole year had gone by already since uh doing the ribbon cutting over there.

And they happened to uh the facility is right down the street from where I live.

And in that one year, um my wife went with me this time, and we kind of took a tour again of um uh what we have over there and the services that we provide for our employees here and what well-deserved uh services.

Um I'm so proud to be a part of um the council here and to see the good work that we do, not only externally within the city, but also internally as well.

And recognize and appreciate our employees and the difficult times that they they go through, particularly our fire and police.

Uh and I just wanted to thank uh my colleagues for being part of making that happen, and of course, staff who sits in front of us over here for for making that come about the way they all did in one year.

I can't believe one year already.

Um secondly, um Sun City Aliante uh had a retirement of the flag um event every year.

Sun City Veterans Club.

Uh and they they give me the privilege and the honor of attending and saying a little something.

And uh but because of the uh the wind being what it was this year, they they didn't burn the flags, which is the appropriate thing to do.

Uh and we should all realize that you know, if you have a flag that uh that is kind of tattered and all, um, the proper way is to get it to one of our veterans clubs, uh, or you can call me, but the uh Sun City vets are available at any time uh to do exactly that for you, but we don't want any of our flags thrown in the garbage because they're old.

Um and their their number up there as far as uh the members go is kind of uh dwindling a little bit, only because of the age factor.

Um they have an amazing auxiliary up there, an amazing uh board of directors on that veterans club, and they do amazing things uh for the community, not only here at North Las Vegas, but the valley as well.

So I just wanted to say thank you to all of them for recognizing uh our veterans within their community as well as outside their community, and for having a procedure uh that's uh according to where it should be for retiring the flags.

And one thing that they do every year, uh, and it kind of reminded me of it, um uh how you fold uh an American flag.

There are 13 folds through an American flag, and every fold means something.

So you may want to Google that to find out exactly what those folds mean.

I was kind of amazed.

I knew what it was, but uh I'm amazed every time I hear it.

Uh the first one on the 28th of March.

I had the privilege of going to the Silver Mesa Rec Center for the Youth Basketball Winter Championship.

Our parks and rec leagues are amazing, they're vibrant, the demand is high, they're growing each year.

Uh Eric Cole runs a great, great program.

He was the um the announcer at the I felt like I was at a college or uh basketball game.

It was it was that energetic.

But um had the privilege of being there and awarding the championship trophy.

Uh both games were super close, uh, two-point uh differential at the end for the winners.

Um also on Monday, I um I'm growing up, I'm ready to travel the world.

I got my passport at our new North Las Vegas passport office here on the first floor adjacent to the city clerk's office.

Um yesterday, how many of you uh most of us probably consumed water or used water today?

Yesterday, Mayor Gwyns Brown and I went on a tour with Michaela with uh leaders at the Southern Nevada Water Authority out to Lake Mead, uh the Alpha Merit Smith um water treatment facility, as well as the intake pump system.

They uh they that system, the investment that was made, uh, can pump 900 million gallons of water a day, pump it and treat it and deliver it safely all throughout our community.

Our utilities team does an amazing job as a purveyor member to take that water and distribute to our customers.

But um, I just want everyone to know that because of the investment, because of the amazing people we have working at the water authority, we're the most water secure community in the desert southwest, which is really, really something to be to be thankful for and proud of.

Um today, this morning, uh I hosted the Ward 3 neighborhood cleanup, and uh it was really, really successful.

The neighbors are very thankful.

Our public works team uh was out there in partnership with Republic Services.

Uh, I'm gonna share some stats with you.

Um at the cleanup, uh 310 yards of trash collected, 11 trash bins full, 18 old tires, 10 uh paint buckets disposed of, 21,492 square feet of walls were refurbished, uh, six fire hydrants painted, uh, one of which I was able to paint, one control box and three light poles painted, uh, two illegal signs removed from two light poles.

But what really impacted me the most is not necessarily just the cleanup, but the community that was brought together.

Our tent was there.

We had uh Claudia Kantasha, we had uh people from Code Enforcement, we had uh Dustin from our community engagement um component of our police department.

It was awesome.

People were coming out talking, asking questions, neighbors were meeting neighbors.

Uh I learned that uh this lady named Karen and Dottie walked the neighborhood together with their little dog buddy, um, that Karen is the neighbor to a new family that just moved here.

They're from Cuba, then through uh Miami.

They literally moved in yesterday, brought out a bunch of stuff to throw away, and Dottie had uh brought them cookies, which is you know who does that?

That's amazing.

Um, there was a couple there with their two-month-old baby Oliver.

So just really cool around the idea of cleaning up and and uh making the community look better.

We also brought community together, which was really, really moving and inspiring for me.

Uh lastly, um on Friday I went to Canyon Springs High School.

Paula Anderson uh leads an amazing entrepreneur program there.

They had the juniors and the seniors doing their uh pitches for their business plan.

The senior group that passed through to the next level will be here tomorrow morning at City Hall.

It's the second year doing that.

Uh so we're participating in the uh Canyon Springs Entrepreneur Fest here.

Um such capable young people in our community with so much potential and so many great ideas.

So I'm excited for what tomorrow will bring.

On March 22nd, we celebrated the unveiling uh with the ribbon cutting of the basketball courts at Desert Horizon Parks.

Um I know MPT mentioned it earlier.

Um, this was a really exciting day because this was a partnership with Las Vegas ACES.

Um, so we want to thank them for their generosity for um for what they do in our community, and I also want to thank our parks team for the amazing job that they did for their commitment, their hard work.

Um, if you haven't seen the the basketball courts, go check them out.

Desire Horizon Um Park in Ward 2.

It's just Brian Simmons and Gilmore.

And then I also want to give a shout out to Somerset Aliante.

Um, it's their north of the North Las Vegas campus.

They on March 23rd and 24th, they had their books um Battle of the Books Competition.

I was there both days, and they took first place, the elementary uh Battle of the Books group took first place on the very first round.

So right now they're on their um, they're gonna be heading on to Florida for the finals, so we wish them good luck.

And then March 31st, I attended a very special and powerful event at the Watermelon Consulate.

I hadn't been there, it was my very first time, and it's just a beautiful building.

Um, their event, the event I was invited to is called Memories of Faith, and they highlighted the importance of Holy Week for the Watermelon community, and they showcased meaningful traditions uh and their cultural expressions.

Um, and really just what the holy week means for the Watemalan community.

And uh several community members were in attendance, including the honorary consuls from Chile and Monaco.

Do any of you know where that is?

I didn't had to look it up.

Um but it's the world's second smallest country in the world, uh, after the Vatican.

And it's um it's bordered by by France on three sides.

So um I met really amazing people.

We have great people that live here in southern Nevada, and so we just want to thank um, you know, Consul Pablo Molina for the work that he's doing and at the Watermelon Consulate.

And then this morning, um, the Southern Nevada Child Drowning Prevention Coalition, our team and several other organizations, we joined forces to kick off April Pool's Day at the Silver Massa Rec Center here in North Las Vegas.

It was just an amazing event.

Um, its purpose is to spread awareness about drowning prevention.

So I just want to thank uh Chief Cahoon, Chief Calhoun, uh North Las Vegas fire department for the mock drowning that they did.

Um, and my assistant uh Miriam's daughter, she was an amazing victim, and uh she she survived thanks to the effort of our team.

And so I just want to thank everybody that worked so hard on making sure that this event was a success.

And so we hopefully um I I look forward to the coverage that we will receive because this really is a regional campaign, uh and we hope to keep doing this and bringing and bringing awareness to our community.

And uh as a teacher, um I I'm just wondering uh uh are your um product are they being used in in in some of our schools um here in North of Vegas by chance?

At Cura Burn for the record, uh yes, so um I'm sure you probably noticed there are a lot of outdoor gardens in schools, and then the hydroponics systems that you see in schools that's the indoor growing.

So we're in 250 CCSD schools, so nearly all the schools.

We're in 400 schools across Nevada.

So if I uh so if I go to any one of the schools and I see a hydroponic thing, it's probably yours.

Yes, very lucky.

Actually, I used that term over there at CCSD one time, and some people liked it and some people didn't, but today I'm gonna use it here, Mayor.

I've communicated with um County Commissioner Kirkpatrick at length about this awesome program that you're bringing to the community.

So from what I understand, it's it's a STEM STEM program, but it also brings a great deal of value to the entire family, not just young people.

They're gonna have health screenings, dental screenings, opportunities for education.

So it's really an investment in that community.

It's in Sunrise Manor, but we're providing the utilities for it.

So Merrill Kirkpatrick is the is the champion of this project, something that she's super proud of, and that will bring great value to uh county residents as well as North Las Vegas residents.

So it's pretty awesome.

And I am so super excited that you are in so many schools because you know, having been in an administrator in and dealing with the gardens and just seeing the faces of the students when they actually can taste what they have grown or harvested.

I'll just use the correct terminology.

It's super exciting for them.

And then you also do the annual farmers market, correct?

Uh yes, and Kira Byrne for the record.

I would like to propose, even though this is not on the agenda, we would love to do a farmers market in North Las Vegas.

So we do one right now in downtown Summerlin on Earth Day, April 22nd.

And then we do them with Commissioner Kirkpatrick at the at the Clark County building in October.

But now that our headquarters is here, we would love to do them.

I think that's a fabulous idea.

I'll just speak for everybody, right?

Hello, Mayor.

Uh good evening, Mayor and Council.

My name is Rebecca Gibson, Assistant City Manager for the record.

Um, I'm here to just speak briefly on items 18, 19, 21, and 22.

Uh, as the city continues its momentum in achieving the goals outlined in the strategic plan, namely goal number one innovative, efficient, and stable government.

City manager Moore directed a review of the boards and commissions to analyze staff and budgetary resources, measure efficiencies, and evaluate effectiveness while maintaining the goal of community engagement.

The city currently has nine boards and commissions that require meetings at various frequencies with oversight by senior department leaders, city clerk, and legal team members.

In reviewing the structure and frequency of the meetings held across all boards and committees with staff, the analysis found that we could reduce the number of required meetings on several boards by a total of 14.

I want to emphasize that we are not eliminating any of the boards or commissions, and while we propose reducing the number of required meetings, a special meeting can be initiated if a need arises at any time.

In line with strategic goal number six, community identity and engagement, the time and resources could be used to provide more programming for events and other ways to increase community service and engagement.

The intent behind the proposed changes is not to limit community engagement, but to find meaningful ways to increase public participation in less formal settings that we have found successful through workshops, seminars, and community forums.

It is imperative that we remain good stewards of taxpayer funds.

For reference, the cost to facilitate each meeting is approximately $4,000.

And these proposals would save the city over $50,000 per year.

The resolutions and ordinance before you this evening amends the required meeting frequency for the parks, citizens advisory, and education advisory and utility advisory boards and committees.

And I just want to um reiterate that we are not diminishing by any means any boards or commission.

Um and I think we want to be make sure that we are our effective stewards when we do have our meetings.

The agendas are meaningful, that we're just not putting things on the agenda that are not really serving the purpose, especially if it's an advocacy committee, but we want to just be good stewards and then get more bang for our book and make sure that our community is involved.

And so I think this is a great idea, and also just so that we you know we have the right staff at the right time throughout these meetings.

And so I'm in favor of and I'll just turn it over to council, see if they have any comments or questions.

If not, I'll go ahead and entertain a motion for item 18.

Actually, maybe um we used to have something called the parking and traffic advisory committee.

Uh, if you have a matter of fact, that's how I wound up getting um that's how I wound up starting.

But uh there were times when even though it had been posted well ahead of time, would show up and there wasn't a quorum right uh to actually have that meeting.

And you know, uh it was uh kind of deflating because uh again uh staff was there, we had you know support from the legal team and all that.

And so um we tried to keep it on for uh some years, even after I got elected to the board here.

But um as time went on, it seemed like uh the more uh the more went on, even we went through and cycled every more quickly with the the the uh uh the previous clerks.

We went through and cycled new people, but it was difficult getting people there.

So uh had we taken a measure to maybe you know uh take it to a quarterly system, um, we might have been able to salvage that one as well.

But uh I do understand that we need to be as efficient as possible with the NLC resource and the the biggest resource that we do that that uh we can that we can actually be working with are people's time and um to uh to not have uh uh to not respect I think uh the residents if they if they can't make it right.

Um it's it's not just a simple thing as finding other people, just sometimes you know we can be very uh how could I say complicated lives.

So if we if we can actually have uh instead of having these meetings on a monthly basis, we have it on a quarterly basis.

If that uh if we have um a more full agenda, but we have the members factory show up and we can do uh talk about and discuss things that are prior uh that are uh uh then have these um recommendations to the council, then uh makes uh it makes it more respectful of everyone's time.

And so um again, I I think I am in favor of myself of uh may making things a little bit more efficient, and uh and uh the council and then the members of these boards themselves having more efficiency to uh to uh to their time and how they discuss these things that often uh are these items that are uh and themes that are really important to us.

And with that, I'd like to make a motion to uh to approve uh this resolution.

We can amend a resolution after it is published.

The process is I just have to read somebody has to read the language as it was proposed, and then has to read the amended language.

So I'm gonna do that right now.

Our mayor delivered her final address, and the message was clear.

North Las Vegas is strong, growing, and building a durable future by design from downtown revitalization and the coming Nevada State University campus at public safety investments and historic infrastructure project.

The mayor outlined a city that isn't waiting for opportunity.

We are planning for it and building it.

Congratulations to workers compensation officer Tracy Johnson.

Her ability to manage complex claims, ensure compliance and communicate clearly, has improved outcomes for injured team members.

So we wanted to highlight public works.

In February, our public works team completed 755 traffic safety related work orders, nearly six times the 126 completed in January.

That level of activity reflects a department operating at full capacity in a city that is serious about maintaining safe functional roadways for residents.

It also sets the stage for construction beginning next week.

The cobblestone road is going to go away, guys.

Beginning Monday, April 6th, Las Vegas Boulevard construction between Tonopah and Carrie is going to be underway and run for approximately 18 months.

Expect lane restrictions, modified traffic patterns, and construction activity from 6 30 a.m.

to 4 p.m.

Monday through Friday.

Plan extra commute time and consider alternate routes.

We're gonna keep our team members, of course, apprised as as this is um ongoing.

But we are so excited to get this underway.

But uh, I I guess you know uh the public they may not be aware of just how long and the ballet that was uh was entailed getting all the different entities to be working with us that besides just our uh our our our traffic and of course our utilities uh uh and our roadways, it also entailed working with uh uh department of uh uh um the Nevada Department of Transportation, uh RTC, the flood control, because there's improvements.

There's there's improvements uh from not just on the road there that you can see, but all the way down.

And there uh these are things that you know uh improving a lot of infrastructure that quite frankly was put in a long time ago.

And you know, it's only when um it's only when the uh things are coming up, um there's new uh projects going in that we find just how old the infrastructure is sometimes.

And so um also uh a big thanks to everybody who is making this possible.

Um the safety upgrades themselves are worth the uh they're worth the pain of the of the orange cones.

So uh as you um drive along here, you'll probably curse inwardly, but you'll be so happy when everything's done.

And uh interestingly enough, I won't be in office to see these things completed because uh that's gonna go pretty much it's gonna take like a year to make these things happen.

But again, trust me when I say the pain will be worth it.

Well, I guess that's what mothers say when they're having their children too, right?

Maria welcome sorry about that name is Terry Maria North Las Vegas um I want to start off by saying thank you to everybody that's helped out from last time I was up here um we had a car that was parked in our neighborhood Coleman and it been sitting there forever and ever apparently been tagged once I called up and apparently there's like three other people Ron is one of them you should know um but they played hide and seek with the police officers they put it by my house and the eventually it got towed um long story short that it's gone but thank you for that um the racing on the streets have come down tremendously presence with the police department there again thank you it's come down question for Mr.

Black the parking suns I know we brought that up a few meetings ago they're still not there um nobody's got back to me with that and then on my way here had a school bus part of the system that I stay in where they speed they whatever uh 22056 school bus blew a red light coming through coming here I saw that that's how I was able to get the number um and it was speeding and last thing I have uh is it possible to get the red light cameras for Simmons and Trop and Aliante and Deer Springs because that would eliminate a lot of the red light runners that's what I've got thank you thank you and also Mr.

Black did you know you have a stick uh ticket on your window hey purpose yeah gentlemen Mr.
