North Las Vegas City Council and Redevelopment Agency Meeting – April 1, 2026
The North Las Vegas City Council and Redevelopment Agency met on April 1, 2026, to conduct routine business, recognize community achievements, and act on several resolutions and ordinances. - Noted that street racing had decreased with increased police presence.
- Requested an update on parking signs previously discussed (Item not on agenda, referred to Mr. Black).
- Reported a school bus (number 22056) running a red light and speeding.
- Asked about the feasibility of installing red light cameras at Simmons and Tropical, and at Aliante and Deer Springs. The resident also jokingly mentioned a parking ticket on Mr. Black’s vehicle.
Discussion Items
- Item 16 – VAC 13-2025, Green Art Planet: A public hearing for an application to vacate a public utility easement at 433 North Las Vegas Boulevard. Kira Byrne from Green Art Planet (nonprofit building school gardens and hydroponics labs) presented the project, noting their new headquarters will include a community garden, hydroponics lab, and STEM classroom opening this summer. Councilmembers expressed support, and Councilwoman Garcia Anderson noted the project is in Sunrise Manor but provides utilities from North Las Vegas. The public hearing was closed with no opposition, and the item was approved.
- Items 18, 19, 21, 22 – Resolutions and Ordinance to Adjust Board/Commission Meeting Frequencies:
- Rebecca Gibson, Assistant City Manager, presented the proposals as part of strategic goals to increase efficiency and save taxpayer funds. The city currently has nine boards and commissions; analysis found that reducing required meetings (by 14 total) could save over $50,000 per year (each meeting costs approximately $4,000). No boards or commissions would be eliminated, and special meetings can be called as needed.
- Item 18 – Resolution 2747 (Education Advisory Committee): Amends bylaws to reduce minimum annual meetings. Councilmember Roan spoke in favor, citing past challenges with low attendance on similar boards. Approved unanimously.
- Item 19 – Resolution 2748 (Parks, Arts, Recreation, and Cultural Advisory Board): An amendment was proposed (read by City Attorney Andy Moore) to shift quarterly meeting months from January/April/July/October to February/May/August/November. Approved unanimously.
- Item 21 – Resolution 2750 (Citizens Advisory Committee): Clarifies grant application responsibilities, revises meeting schedule, and reduces minimum annual meetings. Approved unanimously.
- Item 22 – Ordinance 3272 (Utility Advisory Board): Amends officer election frequency, board composition, reduces minimum annual meetings, and revises definition of excessive absences. Approved unanimously.
- Item 23 – Ordinance 3274 (Delinquent Utility Charges): Amends process for sending delinquent accounts to the Clark County Treasurer. Approved unanimously.
- Item 24 – Ordinance 3273 (Zoning Reclassification – Introduction Only): Introduces a zoning change for a parcel at 235 Westbrooks Avenue from M2 General Industrial to M1 Business Park Industrial District. No action taken; introduction only.

Um I also uh is still working in Congo, Democratic Republic of Congo, where I have now over 70 boys and girls orphans at the universities throughout Congo, and I have three in the Dominican Republic studying to be doctors. So I keep busy. Um I just got back at 3 a.m. Palm Sunday and had masses, and uh I'm back. That's awesome. It's always great to be here with you guys.
