It's been about 22 years that I've been coming to these meetings and praying ever since uh Mayor Montandon was here back.

Uh Discovery Church was on the corner of Losi and Craig for many years in a storefront there.

We were able to purchase a facility uh at Valley in Cheyenne, right across from the North Las Vegas Airport.

We are under part of a third of our buildings under construction.

We didn't realize when we bought it, but some of it was not permitted, and so you run into things, and we uh but we got we have it all going.

Your inspectors are coming along and passing us through, and so we are having our grand opening on June 7th, and we are looking forward to launching our ministry into the community right in in that specific area, and it's been a pleasure to be a part of this city, and we're grateful for your leadership and the entire council.

Now, therefore, we the city council of the city of North Las Vegas do hereby proclaim May 3rd through the 9th, 2026 as Professional Municipal Clerks Week, and further extend appreciation to our professional municipal clerk, Jackie Rogers and her amazing staff.

I'm the founder and president of AAPI Chamber.

This recognition is very important to us, especially this year.

Since inception, when we started three years ago, API Chamber, this city and this council member and the mayor have been nothing but supportive.

Your partnership is truly meaningful to us.

Thank you for allowing us to do our job and our duty in supporting small businesses so much easier.

And I still remember our first year.

We were outside with 10 vendors.

So this year, Saturday, we have Rosal, over 80 vendors.

We have over 80 vendors.

And of eighty, I think we have 28 food vendors from some one to Lao Asian to Thai to Filipino and even Vietnamese.

So I invite everybody in this room to please celebrate with us.

Last week, uh April 28th was um a transformative day for us, right?

Because right here in Ward One, uh, we kicked off uh we uh had our groundbreaking for Nevada State University.

Um it's Las Vegas campus groundbreaking.

Um it's transformative, of course, because um we've never had a university within our uh with with all respects to our college, right?

Uh Nevada State, uh I mean uh our uh College of Southern Nevada here, uh almost in a downtown area, but it's a big deal.

It's uh it's gonna be a transformative thing, and um again uh and talking to my students, you know, it was kind of a promise that had been made, so a promise that got kept.

Um just uh last uh Friday, I think it was.

Uh is it May 1st Friday?

I think it was.

It's the last days are just running all together.

I had the honor of attending uh the German American Social Club's May Fest.

Yes, it's kind of like um, you know, like their October Fest, but it's in May, huh?

May Fest.

It was great, you know.

I'm really honored.

Um we we we see the real diversity here.

Just think about this.

The uh the center of German uh culture in the Las Vegas Valley, it's in downtown North of Vegas, right next to like one of the most popular Mexican restaurants, right?

Uh standing room only kind of thing.

Um I'm I'm waiting for uh for October Fest to roll around again, and I want to go, of course, congratulate our friends at the German American Social Club.

And they've been here with us for 50 years.

And uh, of course, uh we had a taste of a lot of uh taste of North of Vegas, the 80th anniversary of the kickoff.

It happened uh on May 2nd on Saturday, uh just right outside in uh Liberty Park here.

And on that day, when it was happening, uh it was happening in in Ward 1.

So it was a proud day there, Mayor.

So um I will see the uh I'll see.

Okay, next.

Councilman.

I just want to mention that uh I was involved and I participated in a cleanup in Ward 4 uh in the Legacy Estates neighborhood.

And just let me give you some numbers.

Um I did get an opportunity to actually uh drive one of the bad uh bobcats out there and and paint in one fire hydrant.

And the rest was done by a very, very team of employees as well as um uh republic services.

In this particular area, uh we had 186 homes that participated in the cleanup.

300 yards of trash were collected, seven used tires were disposed of.

17,500 square feet of walls were refurbished using 65 gallons of paint, plus that one uh one fire fire hydrant that I did, eleven fire hydrants, other ones, and three light poles were painted, five illegal signs were removed, and chemical graffiti was removed from three light poles uh in that area.

And again, I want to thank uh the team that was out there, the public services, and all our employees that that get out there early, uh set up everything for us, and then we come in and uh we kind of help out.

And we enjoy doing that.

Um the other items, mayor.

Uh the purple star designation, the purple heart, uh, was given to Findlay uh middle school on April 30th, which was the last day of the month for the Purple Heart designation.

And uh right now in North Las Vegas, I believe we have 22 schools that are designated as Purple Heart Schools.

And I think there's something like 94 here in the valley itself.

So that's a very, very uh important designation to receive.

And uh the reason for that is to give a lot of our military families who who migrate and move to different parts of the country.

If they move to North Las Vegas, they'll know which schools are part of the designation, and they get uh exceptional extra service for their children, and their children are made to feel more at home, knowing that they move from state to state uh probably uh too often uh for their own uh educational purposes.

And lastly, uh extra space stores facilities, ribic cutting uh ceremony was on April 30th, which I have to say was uh a long time in coming.

I think I was like 11 years old when uh when they started that project out there, it's right on the corner of Deer Springs and um I would say Commerce or Revere, whichever street intersects over there.

Uh it's right behind um Dynamic Dental.

That piece of property was uh kind of an eyesore for many years.

Uh, but if you ride up there right now, uh I live right down the street on Commerce.

If you see what that uh that building looks like, it was very nicely done.

The colors complement the area and and the homes.

And um, I have to thank uh Mr.

Gassan for all of the uh all of the hard work that he put into getting that facility built for us over here.

So thank you, Mayor.

On April 17th, I had the privilege of being a speaker at the Hope for Prisoners graduation at the Metro Police Department headquarters.

Uh, if you're not familiar, this is a program that focuses on providing services to the re-entry population individuals that have been formerly incarcerated.

They help with work uh workforce opportunities as well as family reunification, and there were over 100 graduates.

It was their largest graduation class.

Um I represent North Las Vegas since 2018 on the workforce development board, and I know the value of having uh gainful employment, especially for the re-entry population to prevent them from uh re-offending.

So that was really a great experience.

Um on April 27th, I was able to join our awesome police department at our new police station for biking with badges.

Uh that was so much fun.

We had a really uh nice turnout of residents that enjoyed cycling like I do.

We uh we had a really nice police escort on the city streets until we hit the wash trail system.

We were riding along the wash trails, we could see parks and new developments.

I put the screeching halt on the ride when I saw the graffiti down in the wash.

I taught the group that was with me that weren't familiar with the city app on how to report graffiti.

I reported graffiti at 845 by 10:30.

It was re uh remediated, which is incredible.

So kudos to our uh graffiti uh the abatement team.

And uh we continued our ride.

We put in uh I put in 16 miles total because I rode from home to the police station and then and then back.

So look forward to the next one.

Um, on April 16th, I had the opportunity to participate in the park cleanup over at Kyle Ranch.

And I want to thank our parks department and all the volunteers from Cox Cable who came and helped with this beautiful project.

Uh, Mayor, you and I were there, and it was a great event.

I think the mayor helped uh prune some trees and did some trimming.

And um, it was it was just so it was just wonderful.

Um, all the trees are growing.

So um, and I think some of them are ready to bear fruit this summer.

So if you haven't had a chance to go and check it out, visit Kyle Ranch, which is in North Las Vegas in work too.

And then on April 27th, I joined the team at Nevada Hand for the Pierce and Pine Senior Apartments Grand Opening, which is also in Ward 2.

Um, they've had a 60 beautiful unit, and this is an independent senior affordable housing project.

Um, back in February, I had the opportunity to go and tour them, and I was very impressed by their quality and the um the intentionality behind the the design for our seniors.

Um there were representatives from all levels of government, um, including the federal government, um county were there as well in the state, um, because this was a true partnership.

Um, I want to thank our housing division for all of their hard work and everyone that was involved in this.

And if anybody wants um information about these apartments, um number to call it 702-647-7434.

And then on Friday, May 1st, I was able to attend two awesome Cinco de Mayo celebrations, one at the government uh center, which was hosted by Commissioner McCurdy, and the other one was at Bolka Park and hosted by Commissioner Kirkpatrick.

Um, it was just great to be able to see the community come together and for the efforts of the county to uh celebrate the cultural diversity that makes Southern Nevada so special.

So thank you to the county.

We're grateful for their partnership.

Um, and then last but not least, I've got these little, I don't know, flyers you can call them flyers.

Yes.

Um it's just a reminder that through the redevelopment um agency, we are launching our curve upheal, our residential curve up yield program and a commercial facade improvement program to be able to help residences and um businesses with 50% of the cost to make improvement to their businesses and their homes.

We have a team that's prepared to help you out.

I walked some of the streets of the RDA with Scott Carter from our economic development um last week, and it was just great to be able to share this information in person with homeowners who actually qualify, and uh they were all really excited.

So we'll continue to reach this area to ensure that everybody knows about this program and they take advantage of this opportunity.

Galois de Everist, uh North Las Vegas A 9030.

So recently the Senate passed the uh American Home Ownership Act.

You know, and the reason why this is pertinent is because it mirrors um, you know, the ethics and the the perspective mirrors uh the policies of master plan communities and this this idea of community building through welfare state subsidization through the government rather than actual production through individuals.

Um the reason why this is such a big problem is because the government is a parasitic entity, it cannot exist without the people.

It requires each individual's productive capacity to be forcibly taken from them to actually operate.

You know, uh while you know commerce taxes, I think that's all right.

You know, property taxes and income taxes and things like this is a severe contradiction in our constitution.

We have these inalienable rights to our life, liberty, pursuit of happiness and property, especially especially in Nevada.

And it just completely seems to go out the window.

Nobody seems to have this perspective that in a grand scale economic sense, each individual's action is their own.

You assume that to build a community, you just pick target groups and just throw money at them.

Well, simultaneously you're taking the money from the productive people, money that could be better used for them to expand themselves or perform any charity that they choose to do.

You know, uh it's just a complete contradiction.

Now, this goes to what's happening in Washington State.

Nevada, we have protections against uh taxes on our property and some of our income.

Now in Washington State, they also have similar uh protections, but they circumvented it, use the idea of helping the collective, helping the majority by taxing the billionaires who has all this money as if uh economic growth is this zero sum thing where uh is finite resources can't uh expand in their uh value, you know, through the productive action and the use of the mind and the capacities of the human capability, you know.

And it's it's just really sad to see you guys constantly talk about communist talking points and stuff like this.

We should have freedom, capitalism, and liberty, American spirit, dude.

Good afternoon to everybody.

My name is Jeff Alpert, and I am the official unofficial historian of North Las Vegas, having written a book about it not too many years ago.

I've been invited in the honor of the 80th anniversary of our city to do a 10 to 15 minute presentation about our history.

So I'm going to go through the decades and take us right up to the present.

Schools and churches were formed, but for 20 years the town remained small and there was no need for street addresses.

He subdivided his land and began selling lots.

Soon homes were built, and a town sprung up, which would eventually turn into North Las Vegas.

In the 1920s, prohibition was underway and pressure was on the bootleggers in Las Vegas.

They relocated to Tom Williamstown and purchased 31 out of the first 80 lots he sold.

Crops for alcoholic purposes were cultivated.

Tom Williams started his Oasis Auto Camp that had a general store and sold gas.

In the 1930s, Boulder Dam construction was underway.

Tents and crude shacks appeared in our area as men awaited word about job openings for dam work.

Williams put 400 more lots up for sale and started a water association.

Telephone lines came in, but the Great Depression delayed the building of the town's first school.

A volunteer fire department was formed, and residents named their town Vegas Verde.

A short time later, another vote was taken, and the name North Las Vegas took hold.

With a 1932 population of 700, a post office opened, a church was started, and the Washington grammar school soon opened.

In the 1940s, a recreation department was created and garbage collection started.

North Las Vegas was incorporated in early May of 1946.

It had 2.3 square miles and a population of 2875.

In July of 1946, the city had its first election, and Horace Tucker was elected mayor along with three commissioners.

They chose a police chief, city clerk, treasurer, city attorney, and judge.

A small fire station was built, and it housed all the departments of the city.

In the 1950s, streets were improved and the town's water system expanded.

A recreation center was built.

Many ordinances were approved, and the city had seven police officers.

In 1953, a planning commission was created, and the city had an official city manager.

The 1950s saw North Las Vegas get its first woman mayor, Dorothy Porter.

The 1950 50s also ushered in the city's first city hall, rancho high school, and a larger, more modern post office.

The city got its first hospital in the 1960s, and city manager Clay Lynch worked endlessly to annex land to greatly increase the size of North Las Vegas.

The city's motto became living at its best.

In 1966, a new civic center brought a large city hall and library to North Las Vegas.

By the end of the decade, North Las Vegas was declared the fastest growing city in Nevada.

In 1971, the city celebrated its 25th anniversary and also introduced its 911 emergency coal system.

The region's freeway expanded to run through North Las Vegas.

In 1971, the city's police department hit 75 employees.

Rose Gardens opened in the 1970s, and a fire station was built on Carrie Avenue.

In 1973, Therone Goines became the first black city councilman.

City View Park and the Cheyenne Sports Complex were opened.

The 1980s saw the creation of the El Dorado Master Community, and Martin Luther King Boulevard expanded north of Craig Road.

Another new fire station was built and parks as well.

In 1990, the North Las Vegas downtown redevelopment plan was born.

Lake Mead was widened, widened, and in 1991, the town's second high school was built and named Cheyenne.

The 1990s saw both the Fiesta Hotel and Casino along with Texas Station open.

Mojave High School opened and the city expanded to four city council wards.

The 2000 2000s brought us the Aliante Master Plan Community, Canary Casino, Silver Mesa Rec Center, Canyon Springs High School, Sun City Alleante, Legacy High School, and the Downtown Justice Center, along with the Aliente Hotel and Casino and Alexander Library.

But by the by the end of the decade, the recession sweeping the nation would inflict great pain on North Las Vegas.

The start of the decade of the 2010s saw a housing collapse, great unemployment, and the start of massive city cutbacks.

City employees soon dropped from 2100 to around 800.

The city would teeter on the brink of insolvency.

The city had to close its jail, and some fire stations went dark.

Yet the city completed the construction of its massive new city hall and saw the opening of Craig Ranch Regional Park.

John Lee was elected mayor and began the unenviable job of bringing North Las Vegas back to life.

He termed the word Gronomics, and with the help of his city council and staff began a slow turnaround that eventually led to a balanced budget and a more stable and responsive government.

Major warehouses began to appear, and the city's bond rate rating zoomed higher.

The Myacinum is opened as well as the historic Kyle Ranch Park.

The vast area of undeveloped land called Apex in the far north portion of the city began to be discussed as a location for new development to create jobs and revenue for the city.

Ground was broken for the start of home building at the huge new plain community called the Villages at Thule Springs.

To the west, another new housing development called Park Highlands followed.

Now on to our most recent history.

Councilwoman Pamela Goins Brown was elected mayor to follow Mayor Lee.

She was the first black mayor in North Las Vegas and the state of Nevada.

The COVID pandemic presented many challenges to the city.

City leaders received much praise for the create their creative efforts to help residents and businesses.

Federal funds were used wisely for mortgage utility and rent assistance.

The city supported food pantries and created the Southern Nevada Micro Academy to offer classes to students.

Now on to our most recent accomplishments.

The Veterans and Community Resource Center was open to offer a one-stop hub dealing with employment, housing, education, mental health, along with financial and legal support.

The city organized the opening of the Huerta Resource Center that offers bilingual assistance assistance to residents, covering health, legal, educational, and food concerns.

The city has seen some 10 million square feet of industrial complexes built with 20 more million square feet in the planning stages.

This has led to thousands of new jobs created with an impact of many tens of billions of dollars.

The downtown revitalization project is underway.

It will offer a walkable mixed-use urban core and will include a new Nevada State University campus.

The mayor's Sparkle program is bringing needed improvements to our city parks.

A medical district is in the planning stages.

Some 6,500 acres east of the villages of Tully Springs will be a job creation zone and will eventually be home to a new North Las Vegas, excuse me, a new North UNLV campus.

Finally, Highwell Park is going in where the old Texas and Fiesta Rancho Casinos were located.

It is bringing homes, businesses, and entertainment opportunities.

Now with a population approaching 300,000, North Las Vegas has become a has come a very long way in its 80 years.

Happy birthday, North Las Vegas.

I so appreciate listening to your stories and sharing.

You know, we learn something every single time that you talk with us.

And it's just history always repeats itself.

You know, it's a circle.

And so when you say that they were the fastest, we were the fast and growing growing city way back then.

We still say that today, which is totally amazing, totally fine, just because of all the setbacks that we had.

And I just remember up to decatur seemed far away, and Craig Road or didn't even exist when I came here.

So just to see the phenomenal growth from the 60s when I came here until today, it's just I would never call any other place home.

So thank you so much for that.

Um Mayor, yeah, thank you.

Um for people who are here who um have been here just all their lives, uh, like myself, Scott, you, Mayor.

Um, just looking to see, you know, I mean, this what we're sitting at here was kind of like um along in the tooth um trailer park, right?

Um never when I was a little kid uh riding my bike here in the area, did I ever think that I'd be sitting here overseeing and you know, uh advising uh to a city of now almost 300,000 people that the dirt lot that I used to jump bikes in, right?

Um would become into uh it would become uh first and apartment complex and have Maya Cinemas.

Um the USS Fish and Chips, right?

Was gonna get raised along with the uh a lot along with the um uh 7-Eleven there and become home, you know, to uh the very uh heart of our new reimagined downtown area and become uh again Maya Cinemas, right?

I mean, that's right, Nevada State University.

And we go on and on, you know, um, the beautiful black building here by uh built by Agora, the medical center.

I actually I've run into people in the community um that one woman, um my constituents, she talked to me how she actually walked her mom to um the imaging place that's right there that um just a few years ago you couldn't find medical imaging here in the downtown.

And uh she actually walked her mom uh to the medical imaging center.

And that was something that now just a few years ago, you know, I used to have to drive my uh auntie uh to another part of the valley to get imaging done.

And we go on and on about uh all the services that we've been bringing uh into uh into the area.

And I just want to more than anything is I I wanted to first think the residents for having patience with us, for believing in us, right?

Standing by us because a lot of people they didn't move, they're resilient, you know.

And uh Mayor, if you remember, um way back in 2012, it was north of Vegas that was um tied with um a city in San Bernardino with uh most foreclosures, you know.

And um, when I was walking these precincts, right?

Every house that was abandoned, it wasn't just a house that was abandoned.

It wasn't just an investment.

It's um it's someone's American dream.

You know, and those houses were abandoned, and um it was uh a site uh of sadness.

But we've come back.

We we came back really hard, you know.

And we we worked really hard with our uh with our the people who believed in us, the business community, are again our residents.

Uh we enticed people to come and and not just move into where uh here but invest with us.

And I I I also want to really thank our staff.

Uh a lot of them, you know, they have their backs against the wall.

And there's a lot of people here who uh remember those bad old times.

And you stayed with us too.

And I wanted to thank uh all our staff that has hung on with us back when we didn't know, you know, um that we were just a few weeks away from closing doors, and you stayed with us.

Thank you very much.

And finally, I wanted to thank um again our residents who moved in.

And I really wanted to thank, you know, uh our uh partners in the community who they believed in what we were doing, that we could offer a service to them.

This is still the city of choice.

If you want to build and go from plans to groundbreaking to ribbon cutting, right, and get to work.

There's no place else in the valley that you can do it faster than right here.

There's the city of choice for that.

And I can um I also want to thank, of course, you know, uh our our first responders who you know they were also our our main partners and all this and keeping everybody safe.

And I go to bed at night, sound that I have, you know, uh the best set of uh city responders are fire and police looking after my residents.

I think I said enough, Mayor.

Yeah, I'll be uh brief, Mayor.

Uh I don't go back as far as uh councilman barone, although moving here in 2001, uh actually on my birthday, September 10th, the day before 9-11.

Um it's been 25 years.

I can't believe how 25 years went by so fast.

But I got involved with the city uh almost right away, although uh I told my wife Gloria that we're moving to Nevada so I could retire after carrying mail for 24 years, but that didn't happen as you could see.

Uh the choice I made to get involved here in 2009, filling a seat, the the uh remaining two years of the um then uh ward for councilwoman uh Sherry Buck, um I was appointed in the uh old city hall.

Uh and that was uh that was a uh uh a trip in itself there um being appointed uh took about three, four hours, and uh then they put me right up on the uh the dais and they started telling me to make decisions.

But uh I could tell you over the years, um I kind of look at what we've done here um almost like if you looked at the uh the chart of the um of the stock market, you'll see it go up, come down, go up, come down.

But uh it seems to naturally keep on growing.

And we've had our ups and downs over here.

And uh I I you know I I've always I've said it so many times in the past.

Uh I I feel that I've been blessed to be part of this.

Uh I I share my seat with an amazing team here uh and uh an amazing uh employment uh compliment here, people that have since retired, but people that are still here right now, uh it's a family, and I could tell you just by being on different boards here and just being around the valley myself for 25 years.

What we do over here um isn't what's done unfortunately in a lot of other jurisdictions.

Actually, we we like one another here.

We go along.

And I think you could see that.

And I think that's basically because our employees, even though they've gone through some tough times over here going back to 2009, 2011, particularly our police and fire, you know, uh, we care for one another.

We care for the city, and what we do uh we do for all of the rivalries.

And so I'm just gonna stop there and say that when we moved here to give you some idea of how fast the city's growing.

Um the city did not go further than Deer Springs.

Uh matter of fact, I remember when they were building Legacy High School.

Everything north of that was desert.

And uh you can get a sense of how fast in 25 years the city is expanding.

So uh again, um, thank you everybody who've been working very, very hard over the years and who is now retired.

Uh and all of you who are still working, thank you for what you do.

We really appreciate that.

Thank you, Jeff, for that amazing trip down memory lane.

That was really awesome.

Um North Las Vegas became my home in 1980 when I was a fourth grader.

My mom and younger brother moved here to uh start a new life, basically.

Um put our lives together in North Las Vegas.

Uh some of my best friends are my best friends today that I made in fourth grade at Lincoln Elementary School.

So I'm super proud of the North Las Vegas I grew up in.

I'm incredibly proud of the North Las Vegas that I've uh been uh a partner with uh in building, and I'm really excited for the future.

Um I was just thinking it's a random experience of a of a recollection.

We we were at the uh US Bank re-grand opening, and I had a flashback of my first job that was across the street on Lake Mead at Miller's Outpost clothing store.

Uh then we did the NSU groundbreaking last week, and I look across the street and I see my old church on Lola and White.

And uh, you know, just just the the community that has been such an intrinsic part of of who I am.

It's an honor and uh humbled, um I'm humbled to have the privilege to sit up here with these fine people and to uh rub shoulders with our amazing staff to serve the residents that count on us for so many important things.

I think we all do.

Um I actually have your books as well, so we appreciate all the um you know all the efforts to keeping and preserving our our history, it's so important.

Um I'm I just want to express my gratitude um for um to this council and for being part of this team.

I'm so emotional right now because it's been a wonderful day.

You know, just celebrating um the 80th anniversary of our city.

And um I just want to say how grateful I am to be part of this to the to this team to this um community.

We uh my husband and I and our and two kids, we moved to North Las Vegas at the end of 2012.

So I um feel like I've seen and experienced a piece of the transformation.

Um I was eight months pregnant, my husband was newly graduated from chiropractic school, and we started our lives here, and knowing we're still here and we love it.

Um, and we are raising our family here in North Las Vegas because it's really a great place to live.

And the mayor, you said this morning that um in your letter that no city is perfect, and that's right.

I think we have, you know, it's it's there's no one city that is completely perfect.

Um, however, despite all the challenges that it's experienced, we've been able to thrive in I think North Las Vegas.

I know that North Las Vegas will continue to do so because it's filled with people that truly care.

Um, and so I'm just grateful to everybody that stuck around during those really dark times.

Um and thank you to the council to each of you for your efforts for having worked so hard.

Um, you know, we can't understand that community unless we understand its past.

And it's being a privilege understanding the the history of this council, the history of this community.

Well, um, you know, joining the baby of the council, that's what I tell them.

The mayor says that'll change very quickly in the next few months.

And I'm a little nervous, but um, but it's true.

I think um there's a lot of things that this council has gone through and past mayors as well uh to ensure that this continue thrives.

And there are things that the public will never find out, they will not know the sacrifices that have been made.

Um and so it's important that we recognize um some of the people that have made this city so great, and uh, one of them is you, mayor.

So thank you so much for everything.

And to everybody that has that has stayed and helped this city thrive.

So thank you and happy birthday, North Las Vegas.

Let the party continue.

And um it's just a good feeling to know that when I visit different cities or go to different events, people always comment about North Las Vegas' friendliness to do business, how we are transparent, how we are able, you know, they can talk to their elected officials, they can always get a hold of a person.

And so thank you from the bottom of my heart to everybody who helps make that happen and who's very responsive to our residents to get back to them super duper quick, and it just makes them feel better that makes them feel heard, that makes them feel respected.

So thank you for everything that you all do.

Item 31, ordinance number 3276, an ordinance amending chapter 2.40 of the North Las Vegas Municipal Code by repealing provisions related to the records management committee and providing for other matters properly related there too.

Well, I'm with you guys.

I'm trying not to be super emotional, but I am.

Um you know, I came to the city.

Uh that's what I did for the longest time was helping restructure businesses, and that's what drove me to come here is to help save the city and help turn it around and help revitalize it.

We've all gone to the line together here today, and I'm just so proud everyone.

So sorry.

I didn't turn my mic on.

Um really proud of our team, most importantly, because together we have figured out how to navigate through all the different scenarios, including a pandemic through this all.

And so um we've been, as you've heard over and over again, really resilient, really nimble, but really dedicated.

And so again, so that's I think the team, and I'm really, really glad too that you know, for 20 years, this is going to be part of the facade of our city hall, and every employee or every visitor that comes through here is gonna get to see this commemoration.

And uh I hope you guys have set your calendars that in 20 May 2026.

I don't know if we have a date.

Well, I didn't even check which day is a Monday or Wednesday, but we're gonna put that on the calendar somewhere.

So very excited.

And then I wanted to just post oh my clicker's not working.

I wanted to just you know, show the picture of the groundbreaking from our awesome NSU event.

Um, this really is going to be a big game changer for a city, as um Councilman Barrow says, and and and indeed, promises kept, Councilman.

So this weekend, uh, we are going to have our A N H P I Heritage Month celebration at Nate all Yante Nature Discovery Park from 10 a.m.

to 2 p.m.

Um as you heard, there's this is gonna be the biggest ever, so I'm really excited uh that for the schedule, and we're also going to have a lot of events in our parks, libraries, and rec centers throughout the city.

So please check out the full schedule at City of North Las Vegas.com slash A N H P I Now this I think is a super impressive slide um highlighting our land development team.

Um in March, land development completed 5,930 inspections, a 45% increase over February and the highest single month total in the reporting period.

New business licenses issued more than doubled from 63 in February to 141 in March.

Permits issued climbed to 895 up from 540 the month prior.

These numbers reflect the city where development is accelerating, and our team is keeping pace.

So thank you to our land development team.

And on Monday, I joined our home team for a morning of street outreach across four encampments, enrolling one person in the outreach program and connecting another with transportation to the Social Security Office.

Their real-time coordination across city departments shows the city's ability to address homelessness with compassion and purpose.

I really do want to thank our home team as well as our police department and our beautification team for the coordination of first they have and court enforcement, of course.

Um and it's just incredible what our team does.

If you are someone you know needs resources, we are going to have a homeless pop-up on May 13 from 10 to 2 at Tonapuck Park.

And another favorite event.

It was Take Your Child to Work Day here at City Hall on April 23rd.

And let's just say our youngest visitors made quite an impression.

So there is hope.

There's hope that us as American citizens, North Las Vegas, as Nevadans will not be taken advantage of by these communists, these socialists, and these collectivists who who use emotionalism and lack of reason, uh primacy of emotion and sentiment in rational uh reason.

Uh we have defenders, you know, and there's case and this precedence that that suggests that it were it's not a complete lost cause.

You know, you got the Baylands versus Las Vegas, uh court case that recently happened, and in addition, Badlands and Las Vegas versus Clark County that happened.

Las Vegas uh specifically impeded uh the construction of uh Baylands, etc.

You know, we have Nora Peterson versus the city of Newton, you know, where the city council tried to oppress them for his free speech uh that is constitutionally protected in a uh limited uh public form.

We have Sean Rayer versus Nashville, you know, which fought against the unequal uh application of the law on business owners during the COVID pandemic.

How some business owners, you know, if they weren't daycares person, private daycares, they couldn't operate their business legally in their own home.

And then we have Las Vegas Review Journal, Inc.

and the Eighth Judicial Circuit.

You know, and that's a really important one.

It shows that you know these judges can't just go willy-nilly with their uh law activism.

Uh Terry Maria, North Las Vegas.

Um I'm not gonna go back on what I've said before in the last meeting.

So it's still kind of the same.

The school buses, of course, yes, they're still speeding, they're not stopping with or without kids.

Um I just noticed I just want to say that in three days there were 77 arrests.

Um 59 vehicles were towed, 10 attempted takeover locations, 19 uh state out of state participants were identified, and four uh firearms were recovered.

That was on the news, and also Simmons and Craig, they had a crash on Saturday with the fatality caused by speed as well as uh impaired.

These are the things that are going on.

One thing that can stop the school bus from doing this, look at um uh the distribution centered um Amazon, the Amazon trucks, they have to stop, they have to go the speed.

It's called a tattletale.

It'll tell them their bosses, and if they get caught so many times, they get tossed out.

That should be on the buses.

Um, those the other thing is they have a system where you can roll a uh thing across the road, it tells how many cars go across, how fast they're going, and there's a new thing with that.

It has a camera to it, it takes pictures of the vehicle.

It is not a license plate camera, which is outlawed in Nevada.

And hopefully we can look at that.

Uh I run a business here in North Las Vegas called Entertainment Concepts.

I'm sure you've heard of me.

Been here 25 years.

I went to the uh uh birthday party, and I never got a piece of cake, but I guess you're saving one for me.

Hey, I saw four bands down there, and uh they were all bar bands, they were not had no entertainment value at all.

These are all world-class shows that I play all over the country, all of some play over the world, and I would have given you a great price.

You probably paid more for the uh bands you had than what I would have done for you.

And instead of people being bored out of their minds, they'd be talking about that party for years to come.

I was there for three hours.

I came, I took a break, came back and went to the midway at night.

The midway was filthy dirty with old rundown rides.

They were charging $10 a person to ride a Ferris wheel.

Uh none of those uh rights, by the way, had a sticker on them, so they had not been.

I'm assuming that they were not inspected.

Uh, we should check into that because that could have resulted.

The other thing was the food was sky high.

Uh, why was the food so high?

I mean, went to one venue, uh, one uh truck, two chicken sandwiches, uh, two Cokes, and uh some cheese thing, 47 dollars.

That's a lot of money for people because people don't make the same money in North Las Vegas that you do in Las Vegas.

I'm here to ask the city of North Las Vegas to consider increasing the parking lot of uh Aliante golf course.

Sun City Alleante is right next to the golf course.

It has the golf course, it has 108 parking spaces, with six of them being handicapped.

Sun City Alleante, which has 2,028 resident homes, parking lot has 201 parking spaces, with 10 of them being handicapped.

When the golf course has an event, a tournament, which they have three this week, hundreds of people come and park.

What happens is they park into Sun City Alleantes parking lot, and the senior citizens do not have a place to park their cars in their parking lot.

The golf course opens up at six o'clock in the morning, whereas the most major event, which is a lunch and learn at Sun City Alleante, starts at 10.

Parking spaces are gone.

And as Mr.

Albert here has stated, North Las Vegas has increased the parking community ended at Sun City Alleante way back in Pali 2013.

Now it goes all the way down to Revere, where Heartland, Thule Springs, etc.

All of those golfers come to the public golf course to golf, and they take our parking spaces.

At 80 something years old, most of us can duke it out with these young golfers.

So we are relegated to going back home and either not going to the got going to the Sun City Aliante Community Center or trying to catch a ride with another neighbor.

So I'm asking the city of North Las Vegas to increase the parking for the public golf course.
