We pray for direction that we may make choices that will uplift uh the entirety of our community at this time of turmoil and strife in our world.

We pray for peace and common sense.

We pray that leaders will be guided by wisdom and the desire to be instruments of peace and kindness.

I pray for our first responders that put themselves in harm's way each day in our community to protect and serve and preserve life and property.

And um, I'm glad that we see we have the pipeline of leadership flowing well with young Mr.

Curesmo over there.

Um just last week uh we went uh fishing here at uh Lorenzi Park with the uh club of some club members for the Nevada, I mean from uh the neighborhood recreation center.

Um we did take the uh frozen hot dogs, uh, but it didn't work.

We did get a bite, I have to admit, but um it was hot that morning, and uh the children, well, let's just say they melted faster than the hot dogs did.

Uh so uh fortunately that the the bite that we got was about the the best, but we're gonna take another whack at it uh on August 11th, and then we're gonna try it in the afternoon this time.

Um the City of North Vegas.

Uh I'm really happy that we're gonna uh yet have another uh backpack uh school uh school event um where of course uh the councilwoman uh and I will be teaming up together here.

Um does anyone know uh do you recall how many times we've done this now?

All together uh anyone from parks know just uh you can shout it out if you're out there if you know.

It's more it's more than three, less than 10, right?

So you're a fourth.

We only did it a couple times before that, so I've already forgotten how many times we've done this before, but uh well uh we we have to uh really be uh very thankful for our partners who have been very generous uh to help us with this.

And our next one will be here on August 8th, uh from 8 a.m.

in the morning to 11 a.m.

Uh free supplies and haircuts will be available on a first come, first serve basis.

Uh school age children must be present.

And again, uh last year we also get we're able to give away some shoes and uh just a lot of uh you know uh having a lot of people from the community come together to help the kids in our kid in our uh neighborhoods here.

And uh tomorrow, right here in our um City Hall City Hall Chambers, we'll be having an appreciation ceremony for participants and volunteers of last year's Hispanic Heritage Month celebration.

And so that's uh tomorrow, July 16th at 4 p.m.

And it's neat preview, and this will be having our Hispanic Heritage um presentation on September 19th.

Uh that'll start hopefully with a parade and a whole day's worth of uh activities and cultural presentations.

Uh I had the uh the opportunity and uh actually the privilege to uh 10 day fundraiser uh for Hearts of Live Village.

It was uh a uh let me read this right out over here.

It was for uh the uh the new uh uh building that she's she's built over there in uh Las Vegas.

Um having a little bit of a hard time uh keeping our heads above water.

But um I could say that uh what they did over there the other night was it was really amazing.

They had a uh uh a drag queen bingo.

I don't know if anybody ever had an opportunity to go to a drag queen bingo.

My wife is a big bingo fan, but I I think this was kind of over the top.

You know, uh that wasn't the kind of bigle we used to go to.

But they did raise an awful lot of money.

Uh and uh matter of fact, they had sold 60 seats and uh they wound up having uh over 120 people there, which meant a lot of us uh had a stand up in the corner somewhere.

Uh but it was very well worth it.

And uh I have to say thank you to uh Christy Stevens for all the hard work she puts into to saving our animals and making their life uh uh the best it could be under some very very difficult uh uh situations.

Um also as being um uh uh representing the city being an honorary base commander in Nellis, uh represented in 99th wing.

You know, if you're familiar with uh with the military, they change leadership like uh like every six months.

As soon as you get a new colonel come in, uh another one comes in, another one goes out.

It's like a it's like a lazy Susan.

So uh we have another uh uh uh what do you call uh command change this coming uh week on the 16th that I'll be attending?

It'll be taking uh from uh Justin Glenn, who uh is retiring to Colonel Christine Little John.

Um this is gonna be in the um the uh Thunderbird wing uh of the um of the base.

And uh I don't know if uh anybody, any military people here ever got an opportunity to go on Ellis.

It's a huge, huge, huge base.

Uh and uh there's plenty of room for expansion in there, and uh we're working collectively as a city uh to kind of uh get together with them on some projects right over here in the middle of North Las Vegas, which uh probably bring more information to you on that um sometime in the hopefully near future.

Uh on July 10th, myself and the mayor had the opportunity to uh participate in the ribbon cutting at the Culinary Academy's new 710 coffee bar.

The culinary academy is located at 710 Westlake Mead.

If you have not been there, they have an amazing new uh coffee bar, but also the West Side Bistro is a great restaurant for lunches.

Uh the the prices are affordable and the quality of the food is amazing.

And the culinary academy, if you're not familiar, is the culinary union's training center.

It's an awesome place where people can uh learn new skills and get gainful employment through the culinary union.

Um working in as a room attendance, uh restaurants, conventions, and then now uh baristas and and bartenders.

So it's really a great program, and it was awesome to be there um to support them with the mayor.

On um July 25th, it's not this Saturday, but the next Saturday, the NRC Bike Club will meet up again at uh Craig Ranch Park at the Garden Plaza is where we'll start, which is on the north end of the park.

And we do uh a couple laps around the park.

We had a large group of kids last time.

Uh you don't have to be part of the club to come if you have a bike.

Um come on over, bring your bike, bring your helmet, and come ride uh around the beautiful Craig Ranch Park with me and the kids from the bike club.

And also on August 1st, uh the ride the way back to school uh event that I partnered with Marilyn Kirkpatrick on each year.

I think this is our seventh or eighth uh time doing it.

Um we have an awesome time at um Silver Mesa Recenter at the Pool.

It's uh sponsored.

The entry is sponsored by the Southern Nevada Health District Move Your Away program under their chronic disease prevention.

And so uh the admissions free.

Uh Meryl Kirkpatrick brings the uh yummy food and snow cones.

Our team provides the entertainment and the fun at the pool.

I'll be raffling off some awesome BMX bikes.

We have uh toys and raffle prizes and uh backpacks to prepare kids to go back to school, and it's always a fun time.

People come year after year and they love it, it gets better every year.

On July 8th, I was invited to um attend the Vegas Chamber eggs and issues breakfast with Congresswoman Dina Titus, she was a main speaker.

This was a great event that brought together business leaders, policymakers to discuss very important topics that are affect our state.

So I was really um I had the honor of attending and learning and being informed.

And um, I just want to thank the Vegas Chamber for all they do in our community, uh, especially for organizing this event and um for what they do to for the business community here in Southern Nevada.

The next day on July 9th, my uh city colleagues and I were invited to Chipotle uh to attend the ribbon cutting at Hilo Park, which is in Ward 2.

And I see the Award team is here in the audience.

Hello.

Um and so Isla Park is a former Texas Fiesta site.

Um, this was really really exciting uh for I think for all of us to uh to be there and support.

And if you haven't driven by the area lately, I encourage you to go and check it out because it's really taking shape and it's just growing into an awesome neighborhood commercial center that is gonna be amazing.

Um, so we just want to you know give a warm welcome to Chipotle, and I wish them much much success.

On July 11th, um I was able to play with the phone machine at Craig Ranch at the Splash Bat area.

Um this was uh this is a recurring event that's been taking place throughout the summer.

It's called Splash Bash, and I think it's becoming uh a community favorite.

It was amazing.

I felt like a little girl just playing with everybody, I mean adults and children, they were all just having the greatest time.

Um, and then we had a really uh super fun DJ, he's a member of our parks team, and he was great.

Um, I also met several Ward 2 residents who heard music and just walked over to the Splash Bad to play.

And and so I was able to tell them about our newsletter, and um, you know, just share some of the great things that we are doing here at the city, and they were very, very happy to see um all the things that we are doing for our community.

So thank you to our parks team and for all the wonderful events that are being organized for our community.

Our next one will be this Friday from 10 to 12.

Okay, so I have the privilege of uh presenting this proclamation for World Drowning Prevention Day.

Good to see everybody.

This is exciting.

So I am going to read the all the word asks.

Here he goes.

Whereas the city of North Las Vegas is committed to protecting the health, safety, and welfare of every resident and visitor, and recognizes that water cre water recreation is a cherished part of life in Southern Nevada, particularly during the summer months.

And whereas drowning is the leading cause of unintentional injury death among children and Southern Nevada Child Drowning Prevention Coalition underscore the urgent and ongoing need for public awareness and prevention efforts within our community.

And whereas the city of North Las Vegas, warm climate and abundance of residential pools, spas, splash beds, and nearby waterways create year-round opportunities for water recreation and correspondingly heightened risks, especially for young children and inexperienced swimmer swimmers.

And whereas the vast majority of drownings are preventable through layers of protection, including constant adult supervision, secure pool fencing, swim lesson enrollment, properly fitted life jackets, and widespread knowledge of CPR.

And whereas the North Las Vegas Fire Department, Parks and Recreation Department, Beliz Department, and community partners continue to provide swim instruction, water safety education, and life-saving training to residents of all ages.

And whereas World Drowning Prevention Day declared by the United States the United Nations General Assembly is held annually on July twenty-fifth.

This global advocacy event serves as an opportunity to highlight the tragic and profound impact of drowning some families and communities and offer life-saving solutions to prevent it.

Now therefore, we, the City Council of the City of North Las Vegas, do here recognize July 25th as World Drowning Prevention Day in the City of North Las Vegas and call upon all residents, families, caregivers, and organizations to learn and practice water safety measures to supervise children closely in your water at all times and to support ongoing local efforts to prevent drowning and save life.

In When this were off, we have burnt here on to set our hand in Casa Seal of the City of North Las Vegas to be affixed this 15th day of July 2026.

My name is Greg Blackburn.

I've had the opportunity to be the chairman of the Southern Nevada Child Drowning Prevention Coalition since 2010.

I'd like to thank my fellow board members, Tom Martins and Baldemar Gonzalez for being here with me as well, too.

Baltimore Gonzalez led the Hispanic community for committee.

Unfortunately, when the the coalition started, there were approximately 10 deaths, child deaths per year.

One year all of them were Hispanic children.

And Baltimore took the reins, represented the city of Henderson, represented the community, and went out in the community and realized we had a cure for one of the leading killers of our children.

It's education, it's awareness, it's classes.

As chairman, I'd like to thank the city of North Las Vegas for your continued support, your continued leadership in this effort.

And Councilman, thank you so much for everything you do.

We really appreciate it.

Uh members of the City Council.

Uh for the record, my name is Bob Gronauer, 1980 Festival Plaza Drive.

I'm here representing Pulti Homes on uh this matter and the following matter.

So I'm gonna put all my presentation in the one so you make separate votes on those, so you don't have to hear me twice.

Okay.

Okay.

So we'll kill two birds with one stone here.

Uh that being said, um, the first thing that I want to do is point you to the overhead here, is give you a uh big general overview of where our property is actually located, and then we'll focus in on the property itself.

So generally speaking, uh, we are located here in the yellow, which is tropical in Low C on the picture here.

This is Losi, which runs uh north and south in this area.

Up here is the beltway, the 215.

The purpose of that is is what I want to show you here that you see in the blue and the green.

Our screens didn't change to the overhead.

I know you all can see it out there in the audience.

Thank you.

So I'll start over fairly quickly.

Um again, as I'm showing you here highlighted in yellow, the general area here is tropical and locy.

Low sea runs north and south in this area.

This is the beltway, which is 215.

I'm showing you the blue and the green area, and the reason is is this is a piece of property which many years ago, as you may recall, what we call this the Binion property.

This was planned for a huge uh indoor-outdoor mall.

This was in the uh early 2000s, mid-2000s.

Um, obviously that didn't come to fruition since the great recession, as we explained.

And what happened here is Poulty came in uh several years ago to purchase this property.

They came in and they built an active adult community located here in the in the blue, and then a regular traditional single family home subdivision in the blue here.

And the reason why I have this in green here up by the lo-seen the 215 is this product the product that you see here is a product that we're gonna be proposing for this application that's before you today.

And this was a very successful product here.

It was a single story and two-story uh development um in this uh in this area that sold very well for Poulty.

So now, as we take a look at the property here and we zoom in a little bit more, you can see here this is approximately 17 acres of property.

This is currently mass uh is zoned for PUD for commercial PUD.

You may know this property from early 2000s when we zoned these properties here.

This is uh was for a proposed hospital and commercial area.

Obviously, things have changed over the years.

The ownership has stayed the same, but the vision of what they thought was going to happen did not happen, and as you can see, residential is built in the area here.

So today we're asking to change the PUD on this piece of property from a commercial PUD to a residential, single family residential uh PUD that's before you.

And if you take a look a little bit closer here, this actually fits right into the area as far as transitioning.

Um you have this is located over here that we've zoned a few years ago, which is the American Homes for Rent Development that is located on the other side of the wash.

You have the wash that splits our property with that property there.

On the other side of Lose here, you have some RCL lots that have already been approved.

You have some townhomes to the south of us, and you have our three apartments that are zoned to the north of us.

So on our 17 acres, we sit perfectly as a good transition from all those other uses to the north, south, east, and west of us.

Um to show you the site plan.

The plan that you see here is um on our on our approximately 17 acres is 121 homes.

Uh what's unique and uh innovative about this development here is as I said, we're gonna have two product lines.

Um, we're gonna have single story product line that's gonna be located here, and we have two uh floor plans in this area that we'll be proposing.

If you're not a home buyer that's looking for a single family home or a little bit larger lot, but you're looking for a two-story with a smaller lot, you have these lots that are located in here.

And what's what's unique about this about a PUD versus coming in with an RCL.

With an RCL, we'd have your traditional 35 foot wide lots by 100, and we can come in, we could have all 10 foot rear yards.

What you have with this development here that is different and unique, or you can use the word innovative, is you have larger lots that are 4500 square feet plus or minus in this area, along with other lots that are less than uh 3600 feet, 3600 square feet lots in this area.

Um, but regardless what size lot you have here, the rear yards are traditionally larger than what you would get with your typical RCL type of development.

And we provided that in your backup where you're gonna see some of the rear yards in the back here can go up all the way up to 59 feet in a rear yard.

Uh majority of these are about 25 feet, depending on the house size of floor plan that you're gonna buy.

So just knowing those numbers alone gives you more private open space than you otherwise would have with a 10-foot rear yard.

In addition to that, we have open space that you were providing in this area here where we also exceed the open space requirements.

We ought to come in with the final development plan to finish our amenities, uh, which we will be coming in.

There was one point of clarification on the subsequent matter when you come in with a PUD, and that is there's a condition on there that we need to make sure we have change, which is in the uh ordinance form, and I believe that's gonna be on condition 7D as in dog, um, and that is where it talks about one dog park located away from any homes.

Uh, that is what we're gonna ask them to remove as approval.

And the reason for that is is because initially we were going to put a dog park up in this area, and then we started having discussions with the councilwoman and staff, and what we're gonna do is do a promenade up in this area.

And if the future HOA wants to come in with their own dog park, they could put something in this area.

But for now, we'd like to keep this open space uh to be more usable for other activities in this area.

Um, that being said, um, as I in my closings, I want to thank councilwoman uh Ruth Garcia Anderson on this.

Uh, she's put a lot of work into this.

We started a few months ago.

I want to thank your staff uh with Alfredo and Amanda.

They've done a phenomenal job.

We did a lot of research.

There's a lot of questions.

We provided a lot of information, and from the beginning, the council uh councilwoman, you said you were gonna have an open mind with this.

We did a lot of education together, so I do appreciate all that.

And on behalf of Pulte, they're excited to be here with this type of product, but I want to thank you for allowing us to go through this process.

And then the last thing I just want to do is just give you an idea.

These are similar elevations that are already up in the northern part of the um of on Low C by the 215.

This would be the single story plan that is about a 3,517 square foot home.

As you'd see from some of the single-story elevations that I'm showing you from the uh 3,500 square foot home.

This is uh two-story homes would be about 2500 square feet, and you can see some of the different elevations on this.

So we have multiple elevations here with five total floor plans on the entire development, and staff is recommending approval of both these applications, which is the amendment to the master plan and also the PUD application.

Your planning commission also recommended unanimous approval in support of these applications.

So I'd ask you on behalf of Pultee that you would recommend approval of these applications so we could uh commence uh construction.

Um, since this is a public hearing item, I'll open the public hearing first.

Uh Mayor, I don't have any blue cards.

Thank you so much for um for the time and effort, you know, you invested in this project for having work with staff.

I also want to thank staff for their thoughtful consideration.

Um, I did learn a lot, and I'm actually I feel very good about this project.

I think it's gonna be very compatible with the surrounding neighborhoods.

Um, the amenities that you guys that pool will be bringing in are will be great.

Um, just a quick question.

I love the prominent idea.

If it's not gonna be a dog park, um, can you just may maybe mention a little bit of what the residents could expect in in that area?

Will there be uh benches, um, maybe doggy bags if if residents have dogs can walk?

Yeah, uh great question.

Uh the answer is yes, it will still be like doggy stations or whatever.

It's one thing I I realize my kids have dogs when they come over, they walk the neighborhood.

We don't have a dog park, there's doggy stations all around, uh, which makes perfect sense in today's world with people with animals.

Um, so that will definitely be a part of the amenity package.

Uh we will have benches in a covered shade area up in that area.

Um we do have some tot lots, uh, the totlot space in this area, cover uh patio.

We have some open space in this area, which is important uh to play in.

Uh so um we will come back and we will work with you and your staff as we finalize the uh in the uh the amenity plan and the final development plan.

But as I said, is what's even more exciting about a product that's innovative like this.

You'll have people that could use your private open space for more than just hanging out, which you could use pools and other things you can have for your own privacy there.

So we believe that's an addition bonus for this type of development that we're proposing.

Yeah, very good.

I love it.

And I love the attached sidewalks as well.

That's it'll look really nice.

Um I don't have any other comments.

All right, well, with that, I would like to make a motion to approve AMP 03 2026, and that motion passes.

Item number 18, ZN-03-2026, and ordinance number 3278, an ordinance related to zoning, a property reclassification of 16.81 plus or minus acres from a PUD planned unit development district to a PUD planned unit development district, consisting of a 121 lot single family residential subdivision for property located on Losi Road, approximately 360 feet north, uh, the northwest corner of East Tropical Parkway and Losi Road and providing for other matters properly related there too.

What I'd like to do is incorporate all my comments from the previous item into this with the clarification once again is that we would ask that on the ordinance section there in section two would be uh item number 7D as in dog to remove that that uh clause in there, and we'll be coming back with our amenity plan from there.

Item 19, Zn-04-2026, an ordinance number 3279, an ordinance related to zoning, reclassifying 16.26 plus or minus acres from R-A-PSP, redevelopment area, public semi-public district to a PUD planned unit development district to allow a combination of commercial and multifamily residential uses for property located at the southeast corner of Civic Center Drive in North McDaniel Street and providing for other matters properly related there too.

This item is a uh rezoning to a PUD.

This is for a portion of the what was the old city hall site.

And what's before you is a PUD for both a mix of residential and commercial uses in this.

There are two commercial buildings that would have a minimum of 27,000 square feet of commercial plus residential between one to 500 units.

That will be determined with the final development plan.

The goal is for approximately 300 units.

And then in between the buildings is open space, recreation space, uh ball courts, and recreation for the uh multifamily residences.

And I'm here to answer any questions you might have.

Yeah, again, these are buildings that um of course were a big part I know of your life.

Yeah, you know, and visiting your dad there, you know, our legendary um uh uh teacher, our original uh teacher uh councilman.

Um and of course, for me is it was a big deal seeing this and uh having that the campus setting.

At the same time here, we're gonna we're about to have uh a really wonderful amenity uh that will have um housing and some commercial and uh a civic space.

So um I'm really looking forward to uh to that uh building going up.

Um just uh real fast.

Um perhaps uh you can speak to this.

We are gonna have one of the buildings that are gonna that's gonna be built.

Uh it's gonna be built as um uh it's gonna be a um I guess a civic building, thus it'll also be um by um by ordinance by uh it'll uh be subject to having the employment, any employment being being built on the civic building will be uh having to be uh um be built um with uh the standard of it being uh a uh um uh a certain wage, right?

Prevailing wage.

If I may, the um the civic building is adjacent to the proposed PUD, but it's not directly part of this zoning action in front of you.

What's in front of part of the zoning is the the multifamily residential and the commercial buildings, but the civic building remains part of the uh the remaining portion of the city hall site and it's adjacent to the uh justice facility in the courthouse.

Oh fantastic.

I just want to make that clear.

Um I'm really pleased with uh with with the direction of of this um of this site here, and um with everything else going on.

Um it's gonna be a nice bookend to uh this side of um of action here on the redevelopment uh and if there's no other um comment, I'd like to make a motion to approve.

Item number 20, presentation by Barry Dunn regarding parks and recreation master plan.

Good afternoon, Mayor and Council, Valerie.

Valerie Deer, Deputy Director of the Parks and Recreation Department.

For this item, I'd like to introduce Jason Gennick, project manager with Barry Dunn, the city's um consultant leading the parks and recreation master plan project.

Barry Dunn has been working closely with city staff, community stakeholders, and residents to evaluate our parks, facilities, programs, and future needs.

Jason will provide an update on the master plan process, your key findings for the community engagement efforts, and discuss the next steps towards completing this important planning document.

And happy Parks and Rec Month.

Welcome.

Thank you.

Thank you for your wonderful hospitality yet again.

Thank you for the time to give you an update for this important planning process.

Just the first photo you're gonna see here is really of your staff.

I think that's paramount to the planning process.

Your staff continues to be really a step or two ahead of us.

Even just now, we are prepping for a visiting session tomorrow.

They're asking about CAP recordation and how the planning folds into that, as well as some preliminary visioning information that they've been harnessing from staff.

So always a step ahead just to make sure we're maximizing value and aligning with citywide initiatives, your staff and community have been absolute stellar.

And we do this type of planning all over the country, and I could say North Las Vegas is top tier as far as I'm concerned.

We'll continue, we're going to provide just a brief overview, and we're happy to uh certainly entertain and address questions you might have as well.

But for tonight, we really want to talk about kind of where we're at right now, what are the preliminary findings that we've discovered, as well as uh just making sure everyone knows what are the next steps, what's the what's the next timeline that's that's ahead of us.

So, as a reminder, uh, and I know you've seen some of this information already, but this is a framework of a plan intended to be integrated into citywide initiatives and citywide strategic planning that is intended to be flexible and uh really is also to be something to be considered over the next 10 years.

You know, think that's something really important to focus on because you know, seeing a lot of these things, you might say, wow, we have so many you know demands on the city and you do, but really this is a long-term guidance of a document that has been uh researched that I'm presenting some findings for you this evening.

Right now we're in analysis and visioning.

I mentioned tomorrow we have a visiting session with about 70 or so of your of your parks and recreation staff, and we're taking a lot of the data and information into that visioning session.

Um certainly they've seen some of that already, but to really be thoughtful and react and talk about actions and opportunities and really what did we learn from this planning process and how it really goes into setting our goals.

Rich Newman, my colleague who leads our public engagement, is gonna provide a quick overview of uh public engag of the public engagement findings of the planning process.

And I realize that you may have seen a lot of our um engagement findings already.

So this is very high-level uh review, but it was my indeed my honor uh just to echo Jason's sentiments to work with your staff who did such a stellar job of engaging with the community.

And to that end, Barry Dunn um has a unique approach to public engagement.

We really prefer uh to meet people where they are.

We don't expect them to necessarily seek us out to give the information.

We do the hard work working collaboratively with staff to take the message to places where people gather in the community.

And you're seeing on a slide here just uh a simple graphic that represents a lot of the tools we use, um, quite a few uh tools in our arsenal, but again, really focusing on immersing ourselves in each of your wards and all wards we're represented during our engagement.

Seeing some samples here, um everything from uh local businesses to uh uh special events, especially the uh Halloween event, which was massive and impressive and very um beneficial.

Focus groups as well, and lastly but not leastly um um interviews and meeting people at places like Discovery Park.

You see your beautiful park there with the uh dinosaurs, what a beautiful site that was.

Telling the story a little bit differently.

It's not just about how many people took a survey.

Now we did a statistically valid survey, which is an important core piece of this.

Um, but we tell a different story.

We talk about how many people are and quantify how many people are invited to the conversation, and that could be things like emails, looking at open rates, people that visit the website, actual um survey contributions, comments that we receive online, all of those tools put together.

And it's it's staggering.

It's literally almost three-quarters of a million touch points.

And those are not made-up numbers, those are actual numbers uh based upon your site visitation and hard data.

It's an incredible um effort, Herculean effort, one of the highest we've seen, and we we do this all over the country.

So kudos to your amazing staff for all of their hard work and efforts on this.

What does it all come down to is really understanding what are these unmet needs?

It's it's we know how important it is to do community engagement because how do you plan for the future if you don't know what people want and what they value?

Through this process, we've been able to identify the priorities that are most likely to have an impact against those unmet needs.

The highest priorities came out trails and pathways, land acquisition, obviously for parks, trails, natural areas, community and neighborhood parks, and arts and culture programming and special events for their unique ability to bring a community together.

Medium priorities were senior programming, wellness and fitness, shade structures and trees, open space and natural areas, aquatic facility, playgrounds, and restrooms.

And we identified other priorities as well.

And I won't read through all of these, you'll see them on the screen.

One to emphasize that just because something is higher low, we're just giving a starting point to that conversation.

Um, because a lot of other decisions go into just because a survey says one thing doesn't mean that's what you're bound to do.

There are a lot of considerations that go into it.

Things like resources, staffing resources, budget, obviously all those things.

But it is a way to kind of start to sort those into buckets for the discussion.

Um I hope that uh we can answer any questions you have after this.

But again, really great job.

I have to commend your staff.

It was such an honor to work with such a dedicated and devoted um group of individuals.

Thank you, Rich.

So that's just a brief overview of really the voices of your community and some really we thought great findings to share with you.

From a level of service standpoint, we're talking about level services, the access to your parks and recreation by your constituents.

And so we have a brief inventory of your existing facilities, which I know you're already familiar with, but to kind of give us kind of a foundation to understand kind of what we're measuring.

That's a lot of data there.

This is just to say that one of the several ways, and this is not the only way that we measure your system is just to compare it to national standards, national averages.

Uh, so a gap, you know, while playgrounds might show a deficiency of 12 playgrounds in your system based on your population.

The fact is you have other providers.

We just had one, I think, right before us talking about services, and there's some questions about dog parks and other things coming into play.

So this isn't necessarily a good or bad thing.

It's one of several tools that helps refine priorities with your limited capital and uh and other resources.

So one of the things we do is look at um the average uh comparable systems and what they offer their communities as one way to benchmark that.

Another thing that we do is we plot and take a look at all the amenities in your system, and we do things like an amenity conditions analysis to determine really what is a life cycle, what is you know, where we'd recommend investments to occur based on the quality of those components.

We also know considering wards and the geographic distribution of these services, is important to the North Las Vegas.

So we also conducted that as well and help determine that right now, uh estimated about 56% more than half of your community uh within a 10-minute walk, which is half a mile from a city provided uh service for outdoor uh uh parks and recreation, which is which is wonderful.

So, again, that's just another way we're measuring that could likely inform future decisions as to where you're deciding to uh prioritize your expenses and investments.

Generally, these are just some you know key findings I wanted to share with you.

I won't read them all to you, but you you you have a high performing system, yet growth has outpaced your service levels.

That's probably no surprise to you.

So we have seen a decline in your access to your services from your population uh over the years as we do car comparables.

From a um uh from a benchmarking uh context, you know, not surprising.

You have amenities and offerings that fall below national standards, then you have amenities and offerings that go above national standards.

And it's really important to help uh take a look at those areas that maybe may need assistance as far as looking at improving those areas at the same time.

We want to make sure that that is complemented by the community engagement and their priorities as well.

So we don't just make recommendations on one particular area of assessment.

We also took a look at your facilities, and we partnered with an architect firm, BRS, uh, who looks at your facilities to provide recommendations of how to invest and consider the quality and the amenities in your facilities.

And there's a lot of information there, but really talking about some key themes is that your staff, your city works very hard to maximize everything you do.

We we saw that.

We saw the changeover of rooms, we saw uh how programs and services are offered, and staff are working incredibly hard to do that.

That being said, similar to your access, as I said earlier to your park amenities, the population expansion and your aging facilities have had a hard time keeping up with impacts of your rapid growth.

And those are just a few highlights of some of the uh facility assessment findings.

Uh, but really, you know, here again, just a few more findings on the facilities, but probably one of the more uh important they're all important, but the idea the opportunity to identify funding opportunities uh and resources to renovate, replace, and expand existing facilities.

Certainly we know you have limited funding and you have many departments that you're uh uh leading, and we respect that and appreciate that.

We just want to make sure that the that the recommendations that come forward are supported by the data and can and centered in the community's voices as well, but really taking a look at what opportunities for funding do exist, and then also making sure you're prioritizing how you're making those uh having the data to help you prioritize on those decision points.

Also, we conducted an assessment on your services, uh, because of course we would look at your wonderful programs and services.

And this is just a quick graphic.

Again, probably no surprise.

A lot of what you do currently, you have some of the most vibrant, active, attended special events and offerings and partners in the community to bring your community together that frankly is a role model for the nation.

I'll tell you that.

It's just something we were really taken back by going out through your system.

You guys are crushing it uh in bringing the community together largely around cultural experiences, special events and those sort of things.

Arts and culture, wellness, certainly.

Now, that being said, you can say, wait a second, what about the opportunities to expand?

You're gonna see wellness again.

And that's just because your community really expressed their voice on wanting to provide more uh fitness, wellness, and uh those types of uh considerations for future growth.

So a long list of gaps, these are gaps your program staff to consider and look at ways again, aligned with your the voices of your community to bring together a plan of helping to address those programmatic gaps.

Just a few more on that page.

Also, uh, we wanted to make sure that we didn't forget about golf.

Golf is a very important investment and resource and interest of the community.

So we did take a look at uh things like golf usage, where your trends are, also the voices of the community, and we certainly have some recommendations to also support golf operations from capital funding to programs to taking care of the course and looking to enhancing your amenities and the customer uh experiences on fees.

Uh you uh uh based on other um organizations in the region, you have a larger subsidy, generally speaking, to your services, which isn't necessarily a good or a bad thing.

I mean, uh you do provide more access that way by reducing one of the barriers, which is certainly fees, but that's not we know the only barrier.

But uh generally speaking, you provide more access to your programs and services than other providers, is really what I'm trying to say.

So, your scholarship program, the ways you provide access to services are really uh important and appreciated by your community, and that's why you have such great usage, and there's always opportunities to look to improve that and consider to maximize that into the future.

Some general observations on programs, uh, and very similar to some of the things I said earlier, so I won't repeat um these items.

But generally speaking, there's quite a high demand for types of things that bring the community together in an outdoor setting, as well as some very strong interest in the area of indoor programming as well, but generally trending more outdoor connectivity in North Las Vegas than we had seen in other types of planning efforts that we do.

So, next steps, and I am wrapping up, I promise, is we do have a couple more steps ahead of us.

We are finishing our analysis.

I mentioned visiting a couple of times.

We have some visioning with staff tomorrow as soon as tomorrow.

Then we go through and take your input, the visioning input, all of our analysis and begin to develop the plan looking for the timeline for uh potential adoption, if that's the action to be considered uh by the end of this calendar year, uh, going into I think the date we said was January, but looking towards the end of this calendar year for consideration.

Um, and I I so appreciate this detailed, very organized.

Um that you guys are undertaking, it's extremely important to the city and to our residents.

And Rich, um, I absolutely love the outreach because you like you mentioned was so important going to the people, and I think when you do that like in a less formal setting, you get a bigger bang for your buck, and you catch people in the now, so to speak, and then they really I think are being more honest in what their wants and their needs are.

So I appreciate you doing that.

I actually saw you in action doing that, so thanks again.

Um, and you mentioned this throughout the presentation, also just about, and we had talked about this about team programming, how important that is because that's that critical age.

You know, you you could be great or you can get in a lot of trouble, but then you have to ask yourself do teens want so much organized stuff where they just want to hang, and then what does that hang out with their friends and things looks like?

So I think that's an important topic too to further explore.

And I know we had mentioned that um in previous meetings.

So again, thank you for the work that you're doing, and that you will continue to do.

And I am just looking forward to the outcome and the plan moving forward.

Thank you for that wonderful report.

I do have a few questions.

Um, I know we're still in the analysis phase of the very first one, correct?

Um, and um, you know, we're reviewing the findings, but were there any trends or data points that um surprised your team or differ from expectations?

Yeah, great question.

And you know, a couple of things we've been talking about as a project team where uh it's interesting from Statistical Valley survey to our public across our engagement efforts, the amount of emphasis on outdoor connectivity and outdoor gatherings, um, outdoor events and opportunities, and and partly because you guys do a great job with that.

I think that there's that awareness.

Less with to typically we see a higher rate of a balance between indoor offerings and indoor interests.

Now, the question might be is that because our community is finding indoor recreation opportunities elsewhere through other providers, or are they looking for that still from the city?

So that that question remains remains to be explored.

That being said, yeah, the the data did tell us across all of our engagement is that there is a very strong desire from your community to have places to connect outdoors.

That would be one.

And I would say, as far as our the work that we do in uh in your region and even other parts of the country, yeah, we usually see um you know uh uh more of a focus even beyond that on things like in you know indoor recreation as an example.

That would be that would be one.

And then I'd say uh, even though arts and culture, I keep saying that is one of the areas of growth, it's also an area where it's so successful.

People love the heck out of your arts and culture programs, your special events, and they want more of them.

And I think you know, Rich mentioned the Halloween event.

I don't know, there's 18,000 people there or more, it felt like it.

Yeah, I was there.

Okay, thank you so much.

And then the other question is are you comfortable?

Are you comfortable sharing with us what you feel um or what you see as the most urgent for community needs at this time?

Sure.

Uh at this time, I'd say that there's uh a few areas I would say reinvesting in your dish your existing infrastructure, and I think that would be citywide.

Um, you know, we were boots on the ground at all your parks at every park site you offer, and uh there's uh there's needs for improvements, and we have the data that that that showcases specifically what that is.

So it's it's really um from the life cycle from the aging of the areas of the park areas to really being thoughtful about reinvesting, you know, in those amenities.

So I would say people, and that also lines up with the idea of hey, I want to go and and gather outdoors in a setting, but if if it's not safe, if it's not um uh if it's not well maintained, if there's failing, and I'm not saying there is, but if there's failing playground structures or pavilions, those definitely you know need to be addressed.

I would say that.

I would also say right sizing your priorities, and what I mean by that is that you know, even tonight, I I I loved how much how much mentioning the rose from parks and rec.

And I mentioned that to Valerie, and she almost I think was a little uh taken back.

She's like, Yeah, I know, but it's just it's hey, July is parks and recreation month.

So I think that that's pretty cool to be able to do that tonight.

That being said, your community does have a lot of demands.

So I would say a significant focus of being about that one bullet that talked about funding, as well as making sure whatever you're providing has the adequate operations and generally what I would call business plan in place to be able to sustain those because the last thing you want to do is start building up and realize you have deficient areas of your system, you can't even keep up with those, and as well as the new areas as well.

So I would say investing into those parks and the operations to sustain those is going to be uh a big part of your of your future.

I just have an observation I'd like to share.

I think that the timing of this um developing this plan is quite ideal because we're still a growing and developing city.

We have a lot of developable land.

And so I think um we're looking inward at what we're currently doing with our operations and with our infrastructure and with our um you know our our facilities, but also I think here's a tremendous opportunity to determine what the the new growth will incorporate in terms of parks and recreation.

And so hopefully we'll be able to keep our eye on both components, the existing, the opportunity to renovate and um and recreate the existing facilities, but also to get it right on the development opportunity so future councils don't have to look backwards and say, where are we falling short?

When in reality we can set the tone for success moving forward by virtue of this plan.

So I think the timing is perfect, and I just want to make sure that we're capturing uh existing as well as future growth and merging the two together in a cohesive plan that is lasting.

And uh so this is super exciting.

And you're spot on.

I love what you said.

Uh the the idea of you we even had a presentation, I think tonight that talked about the opportunity for some open space.

I think I think it was what I heard during our residue residential zoning consideration, and absolutely we want to be aware of what those benchmarks are today where you might be falling short.

So that when we're adding opportunities in the future, and the city certainly can't do everything alone.

We would never suggest that partnering with developers, partnering with school districts, partnering with nonprofits, you name to help make all that happen is going to be critical.

So, yeah, certainly a very much a balance and not forgetting we have the back backlog needs as well as the future growth needs.

Uh thank you very much for your presentation.

Um I guess uh yeah, you you uh hit one little theme.

It just seems like um I remember years ago where we had the uh the national uh I forget the exact acronym what they were called.

I don't know if you recall whether we recall mayor um uh the the national uh park playground um people they they had their they they had their um convention here in town and um um this was in a dark time uh for the city when you know we were struggling literally to to keep the the the city open didn't have a whole lot of uh uh uh uh helpful partners out there, and um they picked actually one of our parks, um Johne Park to be a park that they invested in as an organization to help us uh uh um to well to redo the park.

And um I made a uh comment to them is uh you could tell when you're over North La Vegas, especially the older part of North Vegas when you're flying in.

I totally remember this.

But you'll see that we have a lot less green space, especially in the mature side of uh of our time uh of our time.

Um the Heat Island Index uh happens to coincide with East Las Vegas slash North Havegas, right?

Uh at least the downtown.

Um we have the the uh the highest heat island um uh in the indices uh to go along with this.

And I'm sure that if we uh checked, actually we have there's been uh some study from you know the that also captures you know particulates in the air, uh, because of course we have I-15 and I-11 that uh kind of goes through it kind of frames East Las Vegas and North Las Vegas.

And you know, I'm happy that we have a plan to have a lot more trees that will help scrub the particulates from uh from our uh um unbedenth to me, it's those uh palm trees that that I was kind of like uh very suspicious about that are some of the ones that I scrub the air more.

Uh I guess the the question that I have is um the uh in particular, have you had uh any thought?

Because one resource that we cannot seem to uh bring more is here on the more mature side of town, one resource that we can't just like invent from anywhere is just make more available land because we have 60, 70 years of development down here.

Um so uh is the plan going to address you know any creative ideas to make more green spaces.

Now, I think one of them, of course, would be the little pocket parks where we there are former uh private, privately held um home sites that I guess were bulldozed over and uh they're now taken over by the uh and then they become little uh uh small little pocket parts, but they still seem very how should I say underserved, right?

Uh well that maybe not understood, they're underutilized.

Uh uh is is there uh uh will there be something in this plan that will take a look at those and try to come up with some more creative uses for them.

Um they're they're nice, but I I noticed that we had a nice mural that was uh tagged not that long ago here.

Um during our uh uh and it was kind of like um shown to us during uh one of our highlights.

So uh those pocket parts, if there's any creative idea to to bring more use out of them because again, every square uh every square inch, every square meter of park space in and in the downtown area.

It's so important.

We have a butterfly park that was once, you know, the old uh boys and uh I guess the girls club uh so long ago.

I don't know if you remember that one, mayor, or you hear off of uh uh on uh Bruce Street.

And that's now a butterfly park, and I'm really appreciative they have it, right?

Uh uh as but um I'm looking for uh more creative ideas, things that that that become amenities that will people will that uh people will really like.

Also, um I guess uh just trying to ring every bit of uh usage from the from this this the um the square um from every again every square foot that we have and I do have someone who uh texted me.

There they're um I don't know if your uh your study will also address um being able to uh uh the um some suggestions for the city when it comes to maintenance and upkeep, you know, to preserve you know the the areas that we do have.

Will that be part of uh of the study?

Yes.

I guess that's two questions.

Yeah, no, uh so that one the second one's really easy answer.

We have an operations assessment that we're conducting as part of this and working closely with your parks and facility staff to provide recommendations.

Uh so yes, that'll be part of it because we certainly don't want to help create goals that that are non-attainable because resources, budget, staff you name it are not there.

We want to be really thoughtful about that.

So, yes.

On the areas of recreating spaces, I think, and some of the areas that are more developed already.

I think I think that's what you said, and kind of what do we how do you rethink that?

Uh you know, I wouldn't necessarily suggest just because you had a park in one area to to we talk about you know a quality or improvement opportunity to replace it with exactly what it stands today.

I don't necessarily think that's necessarily a good idea.

When we we we use tools like um mobile ai to help us understand where traffic and usage patterns are, patterns have changed over the year.

You know, what are people really wanting?

I think it's really important to be you know informed and in tune with the community needs, not just from uh demographics and like I said, you know, uh mobility, uh, but also from really the voices of the community to say, really, what do they want in those spaces?

Some of the things that I observed is that you have um while many of your parks are in great uh high performing uh conditions, I want to be clear about that, you have a lot of work to do, frankly, in some other park settings.

And and when that happens, there's less desired.

So use spaces that aren't really even being activated as strongly as they could today, just because of the of their condition and the opportunity to maintain and operate them similar to you do system wide.

Uh so there's opportunities there already.

Also, I'll tell you the other thing I happen to pick up on when we were out touring is that um the desire for using the public spaces uh significantly after hours uh and gathering and really taking a look at what are the available hours of access of use.

And I'm not advocating to extend that.

I know there's public safety issues, I'm not saying that, but eat from the school district standpoint, for example, I'm not picking on them or other providers, you know, what are their policies and opportunities?

I think there's opportunities to maximize what you already have, frankly.

Uh and what does that mean?

Revisioning.

I do think it's reinvesting, but we're reinvesting probably you know, more likely in the ways that are grounded in the data and the voices of your community that's been helped by this planning effort.

Okay.

Um I I think you answer you answered to your point.

Um I uh I've come across uh uh our residents accessing some of some uh some of our parks at pretty strange hours.

Uh I I've actually run into um our skate park.

We have two, but the the one that's uh really like uh I I don't think what we really realize is how much that it's utilized is the little skate park over here at at Hartke, right?

Where uh I've been there early in the morning, like you know, 6 30, 7 o'clock in the morning, and there'll be people they're they're well well I could to mean they're pretty young.

They're probably people in their 30s, right?

But they actually access that park, they're out there um exercising because yeah, uh skateboarding and you know, doing all these and um uh scraping the uh scraping their skateboards along those um I don't know what the heck they're called those the scrapeboards, right?

There is young men and well again to me they're young because they're like in their 30s, right?

They're young people who uh uh I would not expect, yeah, but they're actually recreating slash exercising using that park and to do it before they go off to work in the same way that other people would go, like say to a gym, they're uh uh I I think if we had more access, even like in the early morning, I'm pretty sure we we would have uh people recreating and using our parks in a very unexpected way.

And again, I was kind of I was I was kind of shocked, you know, because uh I know that people, you know, young people go there in the afternoon and in the evenings, right?

Uh but I really was not prepared to see um the all the action there uh and the skate park there.

So uh again, um for me, if we could recreate more such skate parks there and maybe give each one its own little in the individual character, we could probably have them uh more utilized, right?

And um uh again have people utilize uh the these spaces that uh that may or may not be utilized, and for me, if it to make things even better, uh if we had a small mini forest, you know, in these little pocket parks, right?

I'd be really really happy then.

I'd even be happy with um with palm trees, you know, with these um what are they called?

Um they they're they call are they called Emperor uh Palm Trees?

They have uh I they have uh a real majestic name to it, you know.

So um I'm cool with that.

All right, so we'll get started by giving a shout out first to our summer interns.

So over the last year, the city of North Las Vegas has hosted 56 interns across 13 departments, including four from Crystal Ray.

Um, this summer we welcomed 22 new interns, including students from our partnership with the Summer Business Institute.

So welcome to the team, our summer interns.

Next, we want to talk about our 80th anniversary.

So this city's 80th anniversary is going strong, and you can show your city support and your city pride with limited edition merchandise, t-shirts, tote bags, drawstring bags, and trunk organizers are available at the Alexander and Aliante libraries.

Polos, jackets, hooded parkas, and vests are also available online at the NLV friends.org website.

Um all proceeds benefit the friends of the North Las Vegas Library District.

Next, we want to talk about our home team.

Every day, our homeless outreach and mobile engagement team or home team works to connect residents with the resources they need during difficult times.

Last month, the team assisted a mother and her adult son who faced homelessness after unexpectedly losing their housing.

Staying together was their top priority due to the son's recovery from an injury.

The team secured them a room at the navigation center.

This is the home team in action.

So with that, everybody likes to talk about KPIs and statistics.

The home team continued its momentum in May, serving 261 individuals experiencing homelessness, homelessness, and connecting 137 people to supportive services.

Both increases from April.

From emergency shelter to housing navigation to behavioral health, employment, and other essential resources.

The team's outreach continues to help residents move forward toward greater stability while strengthening partnerships across our community.

So again, we'd like to give a shout out to them and thank them for all the work that they do for our community.

And last but not least, this last item is um a sober one.

It's with the heavy hearts that we share the passing of recreation superintendent Angela Johnson.

Angela was a dedicated park, parks and recreation professional whose commitment, compassion, and service made a lasting impact to our parks and recreation department and the North Las Vegas community.

Please keep Angela's family in your thoughts and prayers during this incredibly difficult time.

She will be deeply missed, and her legacy of service and kindness will not be forgotten.

Again, uh, it's a tough one to end on, but we are very grateful for the service.

I believe she served more than 25 years for the city and is just a stable to the community.

And uh we are praying for her and her family this for her family at this difficult time.

And that ends the assistant city manager's uh report.

And um, we extend our sincere condolences to Angela and her family.

That was a tough one.

So and I would just like to thank Maggie.

Um she did not waste any time.

Councilmember Rowan and I received an email from one of our constituents who was having some issues with NV Energy, and tell you how dedicated she is.

She just didn't pick up the phone.

She actually drove over to the NB Energy Headquarters on Sahara and talked to someone in person, and they helped her out and they helped out this constituent.

She's a single mom with five children and was just struggling with some financial issues, and so they they're working on assisting this mom.

And so I just want to say thank you to her, and again, just a testament to our awesome team members here at the City of North Las Vegas.

This is the time to speak on issues that were not on the agenda tonight, but that are within the jurisdiction or control of the city council.

I just wanted to see if I could get maybe some clarification from the council members.

Um our street has been given the radar equipment to record the speeding racing that goes up and down the street.

And I've talked with the uh I can't remember the director of public works and an assistant director of public works, and both of them said that as of the last meeting we had, they looked at the paperwork and they've seen a big you know racing that's been going on.

And I've I said, okay, who and what is going to be done about it?

Who is going to go and look at this stuff that you've pulled up?

Because they can look at the month, the I mean the day, the hour, everything.

How fast they were going.

Um they're still doing it now.

It's like it's yeah, okay.

I'm just checking my speedometer now.

I'm just gonna see what I can do.

Um school's gonna start soon.

Um, I need to speak with Mr.

Black if possible about something that we've talked with the Republic Services.

Um, there's they're still doing their thing.

Um, but yeah, right now it's just uh it's great to have it, but what can we do to enforce it?

Because I mean, it's just like a test to see what they can do, how fast they can go, and it goes through all parts of the day and night.

I mean, I'm out at night at night taking my dogs out, and I heard it at 10 30, 11 o'clock at night.
