North Las Vegas City Council Meeting – September 16, 2026

The North Las Vegas City Council convened on September 16, 2026, at City Hall for a regular meeting. The meeting opened with an invocation by Pastor R. W. Smith of Tried Stone Baptist Church and the Pledge of Allegiance led by Somerset Academy North students. During the meeting, the council approved the agenda and consent agenda, received councilmember reports and the city manager's report, held one public hearing on a right-of-way vacation request, and heard one speaker during the second public forum. The public hearing resulted in unanimous approval of the requested vacation; no action was taken on comments made during the second public forum.

Consent Calendar

  • The council approved the meeting agenda as published.
  • The council approved the consent agenda, consisting of items 2 through 21, as recommended by staff.

Public Comments & Testimony

  • During the first public forum for posted agenda items, no blue cards or written comments were submitted.
  • During the public hearing on item 22, no blue cards or written comments were submitted.
  • During the second public forum, Elihu Palmer spoke about the need for 'grounded ethics' in governance. He criticized government actions during the COVID-19 pandemic, alleged government dishonesty, and opposed what he called the 'DEI, BLM, race hoax nonsense' trend, arguing that these approaches divide American society and undermine individual liberty. He said better ethics were needed, or else 'lefty lunatics' would continue destroying society. Per the rules announced before the forum, no council deliberation or action was taken in response.

Councilmember Reports and Recognitions

  • Councilman Baron announced a new fishing club through the Neighborhood Recreation Center and described a trip to Sunset Park where the group caught a baker's dozen of fish. He also thanked the police community engagement team for a 'Pan Dulce con la Policía' event at La Bonita, hosted with Christina Martinez, and promoted Fiesta de la Culturas on September 25 at 5 p.m.
  • Councilman Churchio reported on Commissioner Kirkpatrick's quarterly luncheon at Sun City Aliante, where water table, Lake Mead, and continued building in North Las Vegas were discussed. He also recalled the 9/11 remembrance at the Thunderbirds hangar at Nellis Air Force Base and promoted the seventh annual Paws in the Park event on October 24 at Aliante Nature Discovery Park.
  • Councilwoman Garcia Anderson highlighted speaking at a National Honor Society induction at Somerset Academy Lone Mountain, the grand opening of La Cantina, a locally owned restaurant on Craig Road, and Hispanic Heritage Month events hosted by the city. She also led the council and audience in singing 'Happy Birthday' to Mayor Pro Tem Lloyd Black.
  • Somerset Academy North students, introduced as representatives of the school's 780 students, led the Pledge of Allegiance.

Public Hearing – VAC 062026

  • The public hearing concerned Multi-State 1 LLC's application, presented by Lexa Green on behalf of the applicant, Lennar, to vacate a portion of the public roadway and an NV Energy utility easement at the northeast corner of North Rancho Drive and Corn Lane, identified by APN numbers 139-19-615-205 and 208.
  • Green explained that the site was the former Texas station site and that prior approvals included a 2023 master plan amendment and zone change and a 2024 final development plan for a mixed-product development of 373 units at a density of 10.23 dwelling units per acre, made up of townhomes and detached single-family homes. The vacation was a cleanup item to remove an old commercial driveway and utility easement that were no longer needed; planning and public works recommended approval.
  • Councilwoman Garcia Anderson expressed support for the vacation, stating that the project was in her ward and that the vacation was necessary to move construction of the homes forward.

City Manager's Report

  • September is National Library Card Sign-Up Month, and the North Las Vegas Library District is celebrating with '80 reasons' to get a library card, including a commemorative card for the city's 80th anniversary, challenges, and prizes such as Kindles and autographed Las Vegas Aces and Vegas Golden Knights items.
  • The city's Hispanic Heritage Month celebration will be held Saturday, Sept. 19, at Craig Ranch Park from 3 to 9 p.m., with Mariachi Plata from the College of Southern Nevada, the grito de Dolores ceremony, live performances, dancing, children's activities, resource booths, food trucks, and more than 30 local vendors.
  • Glowtoberfest will take place Friday, October 2, at Craig Ranch Garden Plaza, with check-in at 5:30 p.m. and the event running from 6:30 to 8 p.m.; it is free and all ages, welcoming bikes, scooters, skateboards, and walkers.
  • The grand reopening of Fire Station 51 will be Saturday, October 3, from 11 a.m. to 2 p.m. The original station was replaced with a new 15,000-square-foot, $15.3 million facility housing eight personnel, one engine, one rescue unit, and a battalion chief; the event will include free tacos and live entertainment, with Councilman Baron expected to cook on a plancha.
  • Paws in the Park, the seventh annual event, will be held Saturday, October 24, from 10 a.m. to 2 p.m. at Aliante Nature Discovery Park, offering vaccinations and microchipping by reservation through Hearts Alive Village, a pet health and wellness fair, doggy parade, trick-or-treat, food trucks, live music, and a doggy costume and dog-human twinning photo contest running September 28 through October 19.
  • The finance team processed $31.9 million through PaymentWorks in July, part of more than $92 million processed over the last three months; the city is transitioning to a new Workday system.
