Aaron demonstrated exceptional leadership and operational expertise and is responsible for driving impressive growth, enhancing the gust and golf experience, and elevating the club's standing as a premier golf course within Greater DFW Metroplex.

0:13

Aaron is a proud alumnus of the University of Kansas, combines his management background with a deep appreciation for the game of golf outside of his professional accomplishments.

0:22

He's a devoted family person.

0:24

He and his wife Brianna are proud parents of a son, Landon, and a daughter, Riley.

0:29

Aaron also supported the Iron Horse Kemper Sports Transition team when I Kemper came on as the management uh group in April of 2022.

0:39

So he was familiar with Iron Horse at that time.

0:41

We were thrilled to be able to have him come back in this general manager role.

0:46

Um also this evening, Val DeSusa, the Kimper Sports Vice President of Operations is in attendance as well.

0:51

And so I'll invite Aaron to just pop up for a second and just say hello.

Speaker 2

1:01

Um thank you here.

1:02

Let me raise that up.

1:03

I'm a little bit taller.

1:05

Um thank you.

1:06

Uh it's a pleasure to be here.

1:08

I'm I'm extremely excited and and grateful for the opportunity to uh lead Iron Horse moving forward.

1:15

Uh I'm I'm excited to be here.

1:17

I believe that uh my Lord and Savior Jesus Christ has called me and prepared me and equipped

me

Speaker 2

1:24

for this exact opportunity.

1:27

I am uh true competitor in every sense of the word.

1:30

Um as a Kansas alum, you know basketball runs through my blood, so you uh I am I'm very competitive.

1:39

I'm also a Chiefs fan, by the way.

1:41

Um so I I've experienced a little bit of winning in the last few years.

1:46

Um, but I don't that doesn't change.

1:49

Uh I I'm a competitor, I like to win.

1:52

There's no challenge that is too big or even too small, and I will not shy away from tough situations.

2:00

But rather I will stare them in the face and meet them head

2:03

on.

Speaker 2

2:05

These are opportunities to learn, to grow, and to improve, both for me personally and as a collective organization.

2:14

My vision for Iron Horse Golf Course is to make it the premier daily fee golf course in the Fort Worth

area.

Speaker 2

2:22

To do this,

Unassigned speaker

2:24

I

Speaker 2

2:24

brainstormed a little bit, and I'm a person who likes words and definitions, and so I would like to incorporate the four E's and uh through the term elevate.

2:38

And uh, if you're like me, I I use elevate quite often.

2:43

Um, but when I dove in and looked at the definition, I found that it was a lot more than maybe the way that I was using it.

2:54

And the definition was to raise or lift something up to a higher position, and it also is to raise to a more important or impressive level.

3:05

So the first phase of elevating is with the employees.

3:10

I plan to educate and train and also empower the employees of Iron Horse Golf Course to make the right decision to serve our customer and golfer the way that they would expect to be treated at any other facility.

Speaker 3

3:27

The second

Speaker 2

3:28

um elevate is the experience.

3:31

I want to elevate the overall experience of Iron Horse Golf Course and what a golfer or somebody who's coming in to dine in the restaurant or experiencing uh some of our catering events.

3:43

I want to elevate the experience so that it is unlike anything they've seen from Iron Horse in the in the past.

3:51

Once we've elevated the experience, I want to elevate the expectation.

3:56

Once they've experienced it, they now have a level of expectation that is raised and elevated to the another level.

4:04

And so we will I will expect my staff to recreate those experiences day in and day out.

4:14

And the final uh elevation is the expansion or our customer reach.

4:20

I believe that in this greater metro area, there's a lot of people who still have not uh been to or maybe participated or played around a golf at Iron Horse, and I think that uh with the population density as it is, that we have an opportunity to expand and elevate our customer reach.

4:39

So with that, I thank you again for the opportunity.

4:42

I'm excited uh to lead the team at Iron Horse and uh elevate to new levels.

Speaker 4

4:50

Thank you.

4:50

I uh I'll just say this real quick.

4:52

Uh the being a Jayhawk, right?

4:56

Uh

Speaker 2

4:56

that's right.

Unassigned speaker

4:57

It's not uh this is not acceptable weather you've given us the last month.

Speaker 4

5:02

So you're gonna have to fix that because we don't play in this kind of weather.

5:06

You might have, but we don't.

5:08

No, I'm a fair weather of the golfer myself.

5:10

So Russ, do you have that?

Summary of Proceedings

North Richland Hills City Council Work Session and Regular Meeting – January 13, 2025

The North Richland Hills City Council held a work session at 5:30 PM and a regular meeting at 7:15 PM on January 13, 2025, at City Hall, 4301 City Point Drive. Mayor Jack McCarty presided; Mayor Pro Tem Kelvin Deupree was absent. The work session covered creation of an NRH Links liaison subcommittee, a citizen capital program advisory committee and possible bond election, sign ordinance revisions, and City Manager updates. The regular meeting approved a consent agenda, a youth programs standards of care ordinance, drainage and generator contracts, an indoor aquatics HVAC award, and a Library Board appointment. Council entered executive session from 6:32 PM to 7:08 PM under Section 551.071 and took no action on that item.

Consent Calendar

  • Approved the minutes of the December 9, 2024 City Council meeting.
  • Approved the 2025 City Council meeting schedule.
  • Authorized the City Manager to execute an agreement with StraTact Media Group, LLC for NRH 2O Family Water Park media advertising, not to exceed $291,500.
  • Authorized a renewed five-year lease with Pitney Bowes for postage equipment and service under Buy Board contract #656-21, in the amount of $64,580.40.
  • Authorized renewal of the Motorola Astro System Essential Plus Package in the amount of $53,684.23.
  • The consent agenda was approved 6-0 on a motion by Council Member Blake, seconded by Council Member Mitchell.

Public Comments & Testimony

  • No citizens signed up for Citizens Presentation or Public Comments.
  • No one spoke for or against Ordinance No. 3884 during the public hearing.

Discussion Items

NRH Links Subcommittee

  • Mayor McCarty recommended a City Council subcommittee composed of Deputy Mayor Pro Tem Vaughn, Associate Mayor Pro Tem Rodriguez, and himself to serve as liaison to the NRH Links Unit for process improvement and efficiency studies.
  • City Manager Paulette Hartman said staff would meet with the subcommittee about once a month to provide updates and receive feedback. Council Member Blake expressed support for the subcommittee and emphasized the importance of examining not just efficiency but also effectiveness, including whether existing ordinances and regulations are still necessary.
  • No formal vote was taken; staff will place an item on the January 27 agenda to create the subcommittee and define its charge.

Capital Program Advisory Committee and Bond Election

  • City Manager Hartman requested direction on creating a citizen capital program advisory committee similar to the 2020 street bond committee. The committee would consider street reconstructions not funded in the 2020 bond, facility improvements/expansions (library, NRH Centre, public works service center), and new facilities such as fire stations.
  • Hartman recommended holding a bond election in May 2026, with the committee beginning work around March or April 2025. Council members discussed open meetings, town halls, field trips, bond oversight committees, and possible structuring of bond propositions.
  • Council expressed general support for creating the committee. Council members were asked to submit names by mid-February, with a resolution to create the committee expected in March.

Sign Ordinance Revisions

  • Managing Director of Development Services Clayton Comstock presented proposed revisions to Chapter 106 (Signs) regarding electronic message boards and wall signs.
  • Proposed changes would allow electronic message signs based on land use rather than zoning district, covering public/private schools, universities, houses of worship as sole property use, parks, government buildings, and outdoor amusement venues. The revisions would align standards with digital billboard requirements, including eight-second static display, automatic malfunction blanking, and automatic dimming. Signs within 100 feet of single-family residential zoning would be required to turn off between 10 PM and 6 AM.
  • Staff also proposed increasing permitted wall signage from two to three building facades and removing the code definition of "habitable wall area." Council members expressed support, noting that stricter limitations are outdated. Staff will bring an ordinance change to the January 27 agenda.

City Manager Report

  • Lean Six Sigma: 50 staff completed yellow belt training in December; 20 staff will begin green belt training, meeting weekly for about 10 weeks. The goal is one process improvement person in each department.
  • Efficiency Study RFPs: Three RFPs tailored for planning/development services, fleet, and information technology efficiency audits will be published the week of January 13. Award is anticipated in March or April, with studies expected to take about 12 weeks and finish in time for the 2025-2026 budget.
  • Police Chief Recruitment: The city received 27 applicants, interviewed six semifinalists, and narrowed the field to four finalists. Finalists will interview with Police Department focus groups on February 5 and with a final panel on February 7; a selection is anticipated by February 14. Chief Mike Young's last day is January 31, with a retirement reception on January 29. Assistant Chief Ed Wright will serve as interim chief beginning February 1.

Future Agenda Item

  • Mayor McCarty requested a future work session presentation on emergency preparedness and fire prevention in light of recent wildfires elsewhere. Staff will schedule a presentation from Emergency Management Coordinator Raelynn Darnell. Council members also asked for an overall look at preparedness for natural disasters and hazardous materials incidents.
