Speaker 1

0:59

We're waiting on you.

1:03

Or you, either one.

1:04

Pick one.

1:10

Yeah.

1:11

I was actually just giving him a hard time, not you.

1:20

Okay.

1:20

Well, let's go ahead and get started since we have a rather long one today.

1:24

Um

Unassigned speaker

1:25

good

Speaker 1

1:26

evening and welcome to the Northwitzland Hills City Council work session.

1:30

It is 4:30, and I am calling the Monday, January 27, 2025, City Council work session to order.

Unassigned speaker

1:36

A

Speaker 1

1:36

quorum of the city council is present, and the meeting has been duly posted in accordance with the Texas Open Meetings Act of the Texas Government Code.

1:44

Items listed for discussion in the work session agenda provide an opportunity for city council to discuss the items and receive information from staff.

1:51

City council will not take action on any of these items listed for discussion during the work session.

1:56

Any members of the public wishing to address

Unassigned speaker

1:58

the

Speaker 1

1:59

council regarding items listed in the work session agenda may do so during the public comments portion of the regular meeting.

Unassigned speaker

2:06

The

Speaker 1

2:06

first item is to give the council here an opportunity to ask questions on any of the items on the regular agenda that the council has not had clarification for at this time.

2:17

Anyone?

Speaker 2

2:18

Yeah, I was hoping we could get some kind of a good explanation or overview on uh items B2, B3, and B4 in the consent agenda relating to the uh tag stuff.

Speaker 3

2:32

Okay, I can address that.

2:34

Um essentially, so we we are part of the Texas anti-gang unit, and what are what our role is as part of that is we are the fiduciary for that group caught tag.

2:45

Um and what that means is we are the entity that uh receives and then distributes the money, the grant funds.

2:53

So what those items are are positions that are funded through tag, they are not our positions and the money isn't the city money, it's um positions that are with the tag unit and that are funded with those tag funds, but because we're the fiduciary, we distribute those funds to the entities or or tag itself where those positions are

Speaker 2

3:18

okay.

3:18

So when when people see that you know we're increasing compensation rates for someone to 193,000 plus dollars, we're not spending city money, these are things that we are in charge of distributing the money.

Speaker 3

3:32

And we're not the ones making the decision on those increases for those employees or anything like that.

Unassigned speaker

3:38

Uh

Speaker 3

3:38

that that's a that's the tag itself in some of these instances because those are positions that lie with the tag unit.

3:44

Um and in some instances it's if there are positions that

Unassigned speaker

3:47

are

Speaker 3

3:48

funded in different cities, it's that, but we're not the ones, we're just distributing the money that we're told to distribute.

3:54

That's why we place those on consent a lot of times because it's not really a decision for the council to make, but as the fiduciary, you have to approve distributing the funds.

Unassigned speaker

4:03

Okay.

Speaker 3

4:03

Does that make sense?

Speaker 2

4:04

Yeah.

4:05

Are we getting kind of an uh update about our position soon related to this?

Speaker 3

4:09

Yes, and so uh the next meeting on February 10th and work session, we're gonna be bringing you a detailed presentation about our role in tag and about um our role as a fiduciary and asking the the council whether or not you want to based on the information we present, whether or not you want to continue as the fiduciary in that regard.

4:28

Um we can maintain our membership in tag.

4:30

There's some other requirements that we would have to do if we aren't the fiduciary, and we'll present that as well next council meeting.

Speaker 1

4:40

Anyone else?

4:41

Anything else?

4:42

Nope.

4:43

Moving on.

4:44

Ethics training, Bradley.

Unassigned speaker

4:53

Good

Speaker 4

4:53

afternoon, Mayor and Council.

4:55

I'm excited to be here with you again this afternoon.

Unassigned speaker

4:57

I'm excited to get to to bring you ethics training.

Speaker 4

5:02

Let me talk with you first about what we're going to cover this afternoon.

5:05

First, we're going to talk about the purpose of ethics training.

5:08

Why are we bringing this to you now at this

Unassigned speaker

5:10

time?

Speaker 4

5:11

What is ethics?

5:12

We'll spend a little bit of time thinking about that.

5:14

We'll look specifically at the Northwest and Hills ethics policies.

5:17

What do we have on our books that you need to be aware of?

5:19

And then lastly, specifically the internal ethics and compliance policy.

North Richland Hills City Council Work Session and Regular Meeting Summary - January 27, 2025

The North Richland Hills City Council convened for a work session at 4:30 PM and a regular meeting at 7:35 PM on Monday, January 27, 2025, at City Hall. The work session included discussions on ethics training, ambulance service fee adjustments, credit card processing recovery fees, and carport regulations. The regular meeting featured public comments on the rental inspection program and carport rules, followed by the approval of a full consent agenda, multiple grant applications, a zoning case for a Starbucks, and several policy ordinances.

Consent Calendar

  • Approved the minutes of the January 13, 2025 meeting.
  • Authorized compensation increases for three Texas Anti-Gang (TAG) Center positions (Kevin McRory to $193,596, Rebecca Ciferri to $100,760.40, Jessica Mast to $95,002.70). City Manager Paulette Hartman clarified the city is the grant fiduciary and these are state grant funds, not city funds.
  • Authorized submission of multiple grant applications: Edward Byrne Memorial Justice Grant, Assistance to Firefighters Grant for vehicle acquisition ($852,500, $85,250 city match), Violence Against Women Justice and Training Program, and General Victim Assistance Program.
  • Awarded the Sewer Main Replacement – Lowery Lane Project to Circle C Construction ($178,000).
  • Approved an annual purchase agreement with Wheco Electric for SCADA system purchases ($100,000), amendments to the Sanitary Sewer System code (Ordinance 3887), and a cooperative purchase agreement with Sam Pack's Five Star Ford.

Public Comments & Testimony

  • Rental Inspection Program: Matt Bryant (Southlake) and Eileen Miller (Keller) urged the council to end the city’s rental inspection ordinance. Ms. Miller stated the program has deterred investors and reduced rental inventory by approximately 50% since it began in 2012.
  • Police Response System: Twyla Reese-Hornsby (8309 Euclid Avenue) requested an automated confirmation for email submissions to police after receiving no response to a road rage report.
  • Carport Regulations: Bill Finstad, Markos Drago, and Sean Nutt advocated for relaxing front-yard carport restrictions, citing property rights and the need for affordable covered parking.
  • Charter Review Commission: Sean Nutt expressed disagreement with the council appointing itself as the sole Charter Review Commission, urging citizen involvement.

Discussion Items (Work Session)

  • Ethics Training: City Attorney Bradley Anderle provided mandatory ethics training covering state law, city charter provisions on conflicts of interest and nepotism, and the internal ethics compliance policy.
  • Ambulance Service Fee Adjustments: Director of Finance Jay Patel proposed raising rates to the 70th percentile of market rates, adopting bundled billing to improve insurance reimbursement, and maintaining at least a 15% discount for residents. Staff was directed to prepare an ordinance.
  • Credit Card Processing Fees: Council discussed a proposed $3.50 per transaction fee to offset processing costs. Staff was directed to place the item on a future agenda for a vote.
  • Carport Regulations: Managing Director Clayton Comstock presented current rules, historical context, and a review of nearby city standards. Council members debated property rights versus neighborhood character and safety. The council generally agreed to conduct a citywide FlashVote survey, update website FAQs, and compile data on carport permit requests.
  • City Manager Report: Ms. Hartman reported that general donations on water bills could be unconstitutional as a gift of public funds. Efficiency audit RFPs saw strong vendor interest (33-63 downloads). Three finalists remain for the Police Chief position, with a council meet and greet scheduled for February 5.
  • Future Agenda Items: Mayor McCarty proposed planning community town hall meetings. Staff will add a discussion item to a future work session.
