Speaker 1

0:10

Good evening.

0:11

It is 6 30 p.m.

0:14

and I call the Thursday, February 6th, 2025 Planning and Zoning Commission work session to order.

0:20

A quorum

Unassigned speaker

0:23

of

Speaker 1

0:23

the Planning and Zoning Commission is present.

0:25

And the meeting has been posted in accordance with the Texas Open Meetings Act of the Texas Government Code.

0:31

Staff will discuss the items on tonight's work session agenda.

Unassigned speaker

0:36

Thank

Speaker 2

0:36

you, Mr.

0:37

Vice Chairman.

0:38

Good evening, Commission.

0:40

Making sure we have a quorum real quick.

0:45

First, on the city council agenda from January 27th, that was the last city council meeting since you all had last met.

0:55

Number one, the Starbucks across the street on Boulevard 26, just in front of where space was approved.

1:03

I know it's getting a lot of uh social media uh attention after City Council approved

Unassigned speaker

1:08

it.

Speaker 2

1:08

Uh again, one of the main things about that, and and we talked about it at the DRC.

1:12

I'm sorry, the DRC and the planning zoning commission level is

Unassigned speaker

1:15

that uh

Speaker 2

1:16

Starbucks locating south of the loop is a good sign for growth south of the loop.

Unassigned speaker

1:22

Uh

Speaker 2

1:22

I know it's a coffee shop, it's an um we were getting a lot of coffee shops, we understand that.

1:26

But where Starbucks goes, typically other retailers, other restaurants go as well because the Starbucks site selectors, the professional site selectors uh that work for Starbucks are critical of uh demographics, traffic counts, things like that.

1:40

Uh they don't typically uh select a site unless it is a good site for future growth.

1:45

So it really says something about the growth of City Point here, and then also the potential for growth in the area.

1:53

Um

Unassigned speaker

1:55

other

Speaker 2

1:55

items.

1:56

The uh the sign ordinance was also passed.

1:58

Remember, this was a uh revision that we made what we kind of talked a lot about a little bit actually with another zoning case that was before

Unassigned speaker

2:06

you.

Speaker 2

2:06

Uh, but there are now uh an allowance for three building signs on a commercial building.

2:12

Um so before it was two sides of a building could

Unassigned speaker

2:15

be

Speaker 2

2:15

signed with wall signs, and now it was increased to three sides.

2:19

Um and then we also talked about digital um reader boards, uh digital message boards, and those were approved for um kind of increase the allowances and uh standards for those.

2:31

Uh we also redefined the um

Unassigned speaker

2:36

how

Speaker 2

2:36

we calculate and how we come to the maximum size for a sign.

2:40

So we took looked at the wall area and redefined that from an interior ceiling height to actually the exterior wall height of the building.

2:48

I made it more in line with a lot of the other uh municipalities and how they measure signs.

Unassigned speaker

2:53

Uh

Speaker 2

2:53

we did apply or we will be applying for a grant um before I leave tomorrow for a TA set-aside uh project for pedestrian facilities master plan.

3:04

Uh City Council did approve a resolution in support of an application for a pedestrian facilities master plan, essentially a sidewalk plan and active transportation plan for North Richon Hills to allow for us to kind of focus on where we need to fill those sidewalk gaps, um, get people to transit, safe routes of schools.

3:24

Um there was an ADA transition plan component to it

Speaker 3

3:28

uh in that as well.

Speaker 2

3:30

Then I think that was mostly it with regard to um planning type items.

Unassigned speaker

3:37

So

Speaker 2

3:38

moving on.

3:38

Um seems a little silly for me to be announcing my own farewell reception.

3:43

Uh but if you guys wanted to come join us tomorrow in this room at three uh three to five tomorrow, um please uh come.

3:50

Certainly what you're welcome to.

3:52

Um, but there will be refreshments, I think.

3:54

I I don't know, I'm not planning it, but but um my last day is tomorrow.

3:59

Um tonight is my 218th planning and zoning commission.

4:04

Um out of 230 since September of 2011.

4:08

So 95% attendance rate.

4:10

Only missed 12 meetings in 13 years.

4:13

It's not bad, I must say.

Summary of Proceedings

North Richland Hills Planning and Zoning Commission Meeting

The meeting is recorded as having taken place on 2025-02-06 12:30:00+00:00 (the Work Session began at 6:30 PM CST, with the Regular Meeting at 7:00 PM CST). It was Managing Director Clayton Comstock's 218th and final meeting for the commission, serving 13.5 years with a 95% attendance rate. Corey Reim was announced as the incoming Planning Director. The commission acted on five public hearings and one continuation item.

Consent Calendar

  • Minutes (B1): The minutes from the January 16, 2025 meeting were approved 7-0.

Public Comments & Testimony

  • General Public Comments (A2): No speakers came forward.
  • Item C2 (Thrift Store - ZC24-0121): Nine Diamond Loch residents spoke in opposition to the secondhand goods dealer special use permit. Residents cited existing problems with trash, rodents, loitering, drug use, and safety concerns at the Diamond Lock Plaza, arguing a thrift store accepting donations would exacerbate these issues. Many speakers stated they supported the applicant's mission but believed the location was inappropriate.
  • Items C3/C4 (Wing Drone Delivery - ZC25-0123 & ZC25-0124): Bernice Espinosa of Kimley Horn spoke in support of the three-year extension, emphasizing the move toward permanent shore power and permanent structures.

Discussion Items

  • C1 (Lifetime Commercial Roofing - ZC24-0120): Applicant Joel Webb presented a plan to convert a 13,500 sq ft space into a contractor's office and warehouse. The project includes new ADA-compliant sidewalks, a screened dumpster enclosure, parking lot re-striping, and lighting upgrades. The masonry screening wall on the west side was waived to preserve mature trees.
  • C2 (Juanito's Giving Tree - ZC24-0121): Applicant Jazmin Rangel proposed a 1,600 sq ft thrift store. Discussion focused on whether site-wide improvements (fencing, landscaping) should be required of a tenant when the property owner is not present, with staff recommending against disproportionate requirements. Commissioners debated the history of code enforcement on the property and the potential for donation dumping.
  • C3 & C4 (Wing/Walmart Drone Delivery - ZC25-0123 & ZC25-0124): The applicants requested a three-year extension for the drone delivery sites at both Walmart locations. Operations average 40-60 deliveries per day per site. Key discussion points included FAA regulation of airborne noise, the requirement to replace generators with permanent shore power within the first year, the aesthetics of the shipping container storage, and whether a shorter term might better align with future ordinance updates.
  • C5 (Ragle Inc. Office Building - ZC25-0126): Applicant Troy Shaylor proposed a 23,000 sq ft office building at the corner of Smithfield Road and Newman Drive. The sole variance requested was a 25-foot setback from Smithfield Road instead of the required 0-5 foot build-to zone, necessitated by a 25-foot gas pipeline easement.
  • D1 (Scott Hoberer Plat Exception): The applicant requested waiver of the platting requirement to build a $4,500 carport, citing the $5,000 cost of platting the property. Commissioners discussed whether a monetary cost constitutes a hardship or a mere inconvenience under the code.

Key Outcomes

  • ZC24-0120 (Lifetime Roofing): Approved 7-0. Conditions require exterior lighting brought up to code and a screened refuse enclosure.
  • ZC24-0121 (Thrift Store): Approved. A discrepancy exists in the official record: the formal minutes document the motion carried 7-0, while the raw meeting transcript reports the chair announcing a vote of 4-1.
  • ZC25-0123 (Wing Loop 820 SUP): Approved 7-0. Granted a three-year special use permit extension with a requirement for permanent shore power by February 25, 2026.
  • ZC25-0124 (Wing N Tarrant PD Revision): Approved 7-0. Granted a three-year revision with the same shore power condition.
  • ZC25-0126 (Ragle Office Building): Approved 7-0. The special development plan was approved including the setback variance for the pipeline easement.
  • D1 (Plat Exception): Approved 7-0. The plat requirement for the accessory structure at 8900 Amundson Drive was waived.
