Unassigned speaker

1:02

I

Speaker 1

1:02

don't know.

1:04

Yeah, I remember when as a kid we did it sometimes and it was a pledge of allegiance to the Texans.

1:11

It was something like that.

Speaker 2

1:12

I don't

Speaker 1

1:13

know.

1:15

Uming.

1:19

It is 6 30.

1:21

Are y'all good?

1:22

Okay, 6 31 p.m.

1:24

and I call the Thursday, May 15th, 2025 Planning and Zoning Commission work session to order.

1:30

A quorum of the planning and zoning commission is present, and the meeting has been posted in accordance with the Texas Open Meetings Act of the Texas Government Code.

1:38

Staff will discuss the items on tonight's work session agenda.

Speaker 3

1:48

Good evening, Commissioners.

1:49

I'll get started with just updates on community activities and things coming up.

1:54

Uh tomorrow is the last of these Sounds of Spring concerts here outside of City Hall.

1:59

It's Fleetwood X, uh Fleetwood Mac tribute band.

2:02

Uh should be really good.

2:03

Looks like weather might cooperate for this one as

Unassigned speaker

2:06

well.

Speaker 3

2:07

Uh also we are beginning our library in the park events, which are on Tuesday mornings at various parks around the city uh throughout the summer.

2:14

So for the next four weeks, we have those dates listed on the screen to just give you an

Unassigned speaker

2:19

idea.

Speaker 3

2:20

Just as a reminder that city offices are closed on Memorial Day.

2:24

However, garbage and recycling services will continue as normal.

2:28

It seems to be a question every holiday, so we just want to add that in there.

2:31

They will continue on schedule.

Unassigned speaker

2:39

And

Speaker 3

2:39

then this is something that's not in here, but uh July 25th, it's kind of putting it out there in the future, just to put it on your radar.

2:45

We'll have an elected and appointed officials um training provided here by the local Texas APA chapter, and it'll be held here at Grand Hall, so it might be convenient for some of you to attend.

2:55

So that's a bit further out.

2:56

I just want to put that on your radar.

2:58

That's scheduled for the 25th of July.

Unassigned speaker

3:12

All

Speaker 4

3:13

right, on tonight's agenda, we have uh one plat and a couple of the zoning cases, and then also a text amendment uh that Corey will talk about momentarily.

3:20

Um but just to brief you on those, uh the plat uh that's under consideration is uh almost four-acre tract at 8320 Davis Boulevard.

3:28

Um some of you may recall this uh when this went through a rezoning from agricultural to office district.

3:34

Uh this is that property right there between Timber Drive and Thornbridge Drive on the east side of the road.

3:40

Um currently being proposed for subdivision into six lots for office park development.

Unassigned speaker

3:48

So

Speaker 4

3:48

it's just currently a track right now.

3:49

It's got an existing house and garage.

3:51

Don't think it's been occupied for quite some

Unassigned speaker

3:53

time.

Speaker 4

3:54

This is the plat.

3:55

Um six lots.

3:57

Uh the most most of the lots front along uh Davis Boulevard.

4:00

There's a couple of lots here towards the back.

4:03

Um the applicant will have a presentation at the regular meeting to kind of show the concepts

Speaker 2

4:06

for what they're working on

Speaker 4

4:07

with their engineering design and site design for it.

4:11

Uh but there is a driveway.

4:12

They're planning on trying to use the existing driveway location there on Davis.

4:17

And there'll be a common drive, common access that kind of winds around through the property to provide access to all of

Speaker 2

4:22

those lots.

Unassigned speaker

4:23

Uh

Speaker 4

4:23

part of this application, uh, their engineering plans include a detention pond area, which is down here in the south corner of the property.

4:30

Um that's a separate zoning application that's been submitted, so you'll see that probably at your next meeting in Jul in June, first one in June.

4:38

Um it's the plat's not dependent on that.

4:41

That's all the design of the project, so the plat can go forward as it is.

Summary of Proceedings

North Richland Hills Planning & Zoning Commission Meeting - 2025-05-15

The North Richland Hills Planning and Zoning Commission convened on 2025-05-15. Vice Chair Greg Stamps presided in the absence of Chair Justin Welborn, with Alternate Mike Kerby serving as a voting member. The work session began at 6:30 PM and the regular meeting began at 7:16 PM. The Commission unanimously approved a final plat for an office park, two zoning changes (all 7-0), and continued a public hearing on proposed data center regulations to the June 5, 2025 meeting.

Consent Calendar

  • Minutes: The Commission approved the minutes of the April 3, 2025 meeting. (Approved 7-0)

Plat 25-0087: The Hills at Davis Park

  • Proposal: Samuel Tully, representing Davis Blvd JVA LLC, presented a request for a final plat of 3.925 acres at 8320 Davis Boulevard, subdividing the property into six lots for single-story office park development.
  • Discussion: Commissioners discussed the single driveway access, common access easements, future maintenance responsibilities for private drives, solid waste service access, and a planned detention pond on the south end of the property. Staff recommended approval with conditions from the Development Review Committee (DRC).
  • Outcome: Approved 7-0 with DRC conditions.

ZC25-0132: Douglas Lane (Valentine & West)

  • Proposal: A request to rezone 3.04 acres at 7816 and 7900 Douglas Lane from AG and R-3 to R-2 to facilitate a lot swap and future platting.
  • Discussion: Applicant Troy Valentine detailed the land swap with Curtis West, which would square off lot boundaries and grant Mr. West approximately 3,860 square feet. Commissioner Amy McMahon asked for clarification on the boundaries and the flag lot access. Staff noted the subsequent plat for the flag lot would require future Commission approval.
  • Outcome: Approved 7-0. Forwarded to the City Council for consideration on June 9, 2025.

ZC25-0134: Hewitt Street (Holland)

  • Proposal: A request to rezone 0.4026 acres at 6900 Hewitt Street from AG to R-2 to allow the construction of a new single-family residence.
  • Discussion: Applicant Jonathan Holland stated the property was acquired in 2025 and an existing 1953 structure was demolished. Commissioner Jared Ross discussed the demolition and construction plans.
  • Outcome: Approved 7-0. Forwarded to the City Council for consideration on June 9, 2025.

TR25-02: Data Center Facilities Regulations

  • Proposal: Planning Director Cori Reaume presented a proactive text amendment to Chapter 118 (Zoning) to define and regulate "Data Center, Small Scale" (under 10,000 total sq. ft.) and "Data Center, General" (over 10,000 sq. ft.). The proposal included a 100-foot setback for cooling equipment from residential boundaries, specific parking requirements, and permitted use tables.
  • Discussion: Commissioners raised several concerns in the work session and regular meeting:
    • Jayashree Narayana: Requested a work session before future public hearings, advocated for specific SUP criteria, and suggested defining the use per lot.
    • Amy McMahon: Stressed the need for more research and discussion before making a decision.
    • Mike Kerby: Raised concerns about generator noise and vibration, cooling equipment, fuel storage, power grid demands, and the general impact on neighborhoods.
    • General Commission Discussion: The appropriate locations for data centers in C1 and C2 districts were debated, with concerns about the lack of foot traffic and the burden on specific commercial areas. Staff provided research on how neighboring cities regulate data centers.
  • Outcome: The public hearing was continued to the June 5, 2025, meeting to allow for further staff revisions and Commission work session discussion. Motion by Commissioner Narayana, seconded by Alternate Kerby, carried 7-0.
