North Richland Hills Sign Review Board Meeting – May 27, 2025

The North Richland Hills City Council, sitting as the Sign Review Board, met on Tuesday, May 27, 2025, in the Council Chamber at 4301 City Point Drive. The meeting convened at 9:03 p.m. following the regular City Council meeting and adjourned at 9:18 p.m. All seven board members were present; member Kelvin Deupree was absent. The board approved the previous meeting minutes and unanimously approved two sign variances requested by Birdville ISD.

Consent Calendar

  • Approved the minutes of the March 3, 2025 Sign Review Board meeting by a 7-0 vote. Motion by Board Member Parks, seconded by Board Member Roberts.

Public Comments & Testimony

  • No members of the public signed up to speak, and none approached the podium during either public hearing.

Discussion Items

  • SRB25-0017 – 7020 Mid-Cities Boulevard: Principal Planner Clayton Husband presented a request from Birdville ISD for a variance to Chapter 106 (Signs) to allow a 12-foot-tall monument sign at the Birdville Center of Technology and Advanced Learning (BCTAL) property (14.894 acres, Lot 1, Block 1, Career & Technology Addition). The standard monument sign height is 7 feet; the proposed structure area of 68 square feet and message area of 37 square feet comply with code, but the required masonry surround around the message area is not proposed. The sign would include an electronic messaging area and BCTAL, BISD, and Unity One Credit Union logos. Applicant representative Wayne Reynaud of HKS Architects spoke in support, citing branding consistency and precedent of larger signs along the boulevard.
  • SRB25-0018 – 4100 Flory Street: Mr. Husband introduced a request from Birdville ISD for a variance to allow a 96-square-foot, 8.4-foot-tall monument sign at Mullendor Elementary School (8.52 acres, Lot 12, Block 10, Hillview Addition). The sign exceeds the 7-foot height and 75-square-foot structure area standards; the message area is within limits and masonry is provided. The sign includes a full-color electronic message center, permitted for school properties. Applicant representative John Klien of VLK Architects presented the design. Board discussion addressed the sign's orientation near a residence, and staff confirmed that the sign would be required to be turned off at night because it is within 100 feet of residential property.

Key Outcomes

  • Motion by Board Member Rodriguez, seconded by Board Member Delaney, to approve SRB25-0017 carried 7-0.
  • Motion by Board Member Blake, seconded by Board Member Rodriguez, to approve SRB25-0018 carried 7-0.
  • The board adjourned at 9:18 p.m.
