I think I started at the age of about 20.

And then eventually started taking classes.

0:32

So I was 21 or 22.

0:34

And 16 years later, I'm still here.

0:39

And after taking the classes, I learned that I could turn reality into art.

0:46

Or something I saw in my mind.

0:49

And print it out.

0:50

Physically for others to say.

your roles as uh appointed officials.

2:15

Then also uh just to keep you in the loop, I didn't add a slide in on this as well.

2:19

But a couple of meetings ago, I talked to you about some progress that we were making with city council on discussions for single family and short-term rental regulations or implementing new ordinances to those both of those two categories.

2:32

We've had additional work session discussions since then and are working on some final draft ordinance language.

2:37

So the single family inspection program is not anything to do with zoning and will likely not come back before you, but I just wanted you to be aware that the city council is going to be considering some changes to that program, uh, really just to provide landlords who have exhibited

good

Speaker 2

2:52

um track record for maintaining their rentals to not have to have city inspections every time they have a new tenant uh and a couple of other minor changes.

3:00

The short-term rental piece is gonna be a little bit more complicated and will likely involve some zoning restrictions, and so that will be coming back to you over the summer at some point when we get kind of a better narrow down scope and conduct the public hearings on that item.

3:14

So just to kind of put it on your radar, um welcome to tune in to Monday's city council meeting if you'd like more information.

3:22

Okay.

Unassigned speaker

3:54

The

Speaker 2

3:54

plant includes 200 single-family homes, a mix of attached and detached, and is in compliance with the subdivision ordinance and the zoning that was approved uh by council uh I believe April 14th.

4:08

Um, with this the exceptions of those items that are listed in the DRC comments, which are recommended as a condition of approval tonight.

4:18

Anyone have any questions on this item?

Speaker 3

4:23

One, how do you distinguish between the lots of a locked down homes and the regular lots?

4:30

The single family versus Delhome.

Unassigned speaker

4:33

The

Speaker 4

4:33

town home lots are a little bit narrower than the detached lots.

Speaker 3

4:37

But there's no notation on the on the plaid that says these this is these are the lots that don't hold's up provided versus no

Speaker 4

4:45

the width of the lots that are shown on the plat, if you zoomed in far enough to see the difference in those matches up with the regulating

Unassigned speaker

4:51

plan.

Speaker 2

4:52

Yeah, you can so we can.

Unassigned speaker

4:54

I mean, we could talk about notating them somehow, but the sizes of the ones that are noted that are here as uh attached are narrower than the required width for the detached.

Summary of Proceedings

North Richland Hills Planning and Zoning Commission Meeting - June 5, 2025

The North Richland Hills Planning and Zoning Commission held a work session (noted as starting at 6:00 PM per agenda, 6:30 PM per minutes) and a regular meeting at 7:09 PM on June 5, 2025. All seven voting members were present. The commission approved all five agenda items unanimously (7-0), including a preliminary plat, three special use permits/zoning changes, and a text amendment regarding data centers. Key topics included a new 200-unit residential subdivision, an accessory dwelling unit, a church daycare, a detention pond, and new regulations for data centers.

Consent Calendar

  • Approval of Minutes (May 15, 2025): Approved 7-0.

Public Comments & Testimony

  • Detention Pond (ZC25-0136): Brittany Roach (8609 Timber Drive) expressed concerns about long-term maintenance of the pond, mosquito remediation, and the project timeline. Staff and the applicant addressed the maintenance agreement and noted construction was awaiting a TxDOT variance.

Discussion Items

  • Preliminary Plat – Greenway Parks (PLAT25-0088): Staff presented a 13.815-acre, 200-lot subdivision (mix of attached and detached single-family homes) at 8851 Bud Jensen Drive. The plat complies with the previously approved residential planned development zoning. The commission discussed lot differentiation and parking concerns. Approved with conditions from Development Review Committee.
  • Accessory Dwelling Unit (ZC25-0131): James and Lisa Jennings requested a special use permit for a 803 sq ft pool house/ADU (exceeding the 650 sq ft by-right limit) at 6129 Abbott Avenue. The structure is detached and houses a golf simulator. The commission noted the outdated ADU standards and approved the SUP.
  • Zoning Change for Church Daycare (ZC25-0135): ANA Consultants requested a change from C-1 to NR-PD at 8251 Bedford Euless Road to allow a daycare center (previously prohibited in the Freeway Corridor Overlay District). The existing building is being converted into a church; the daycare would be open to the public. Staff explained the overlay restrictions and noted that allowing the daycare would require a zoning change. Approved.
  • Detention Pond (ZC25-0136): Samuel Tulley requested a special use permit for a detention pond at 8320 Davis Boulevard as part of a six-lot office development. The pond is needed due to insufficient downstream capacity. Staff described the required maintenance agreement and landscaping. A resident raised maintenance and mosquito concerns. Approved.
  • Data Center Text Amendment (TR25-02): A continuation from the May 15 meeting. Staff proposed adding data centers (small scale ≤10,000 sq ft and general >10,000 sq ft) to the use table with regulations. Extensive discussion occurred during both the work session and regular meeting regarding noise, generator testing, location restrictions, and the need for special use permits. The commission moved to approve with modifications: (1) small-scale data centers in C-2 require a special use permit (instead of by-right), (2) a noise study is required for all applications, (3) generator testing restricted to 10 AM–5 PM daily, and (4) sites within 200 feet of residentially zoned property require a special use permit even in industrial districts.

Key Outcomes

All items were approved by a vote of 7-0.

  • Minutes: Approved.
  • PLAT25-0088: Approved with conditions from Development Review Committee.
  • ZC25-0131: Approved.
  • ZC25-0135: Approved.
  • ZC25-0136: Approved.
  • TR25-02: Approved with the four modifications listed above.

Next steps: Items will be forwarded to City Council for the June 23, 2025 meeting.
