A

Speaker 1

0:51

quorum of the Planning and Zoning Commission is present, and the meeting has been posted in accordance with the Texas Open Meetings Act of the Texas Government Code.

1:01

The first item of business during our work session is election of officers.

1:07

However, I'm proposing since we're missing two members who I know have an interest in being officers that we just go ahead and postpone that until a later meeting.

1:18

Is there anybody that has an objection to postponing that?

1:23

All right, then we'll go ahead and postpone

Unassigned speaker

1:26

that.

Speaker 1

1:30

And the next item is uh staff is going to discuss the items on tonight's work session agenda.

1:36

Corey, go ahead.

Unassigned speaker

1:40

So

Speaker 2

1:41

I should get started here with a couple of just community updates like we do at every meeting.

1:45

Uh tomorrow, Friday, uh July 18th.

1:49

It's a movie in the park.

1:50

It's Moana 2.

1:51

It's presented at the NRH Center Plaza.

1:56

Other fun summer activities.

1:58

Next Saturday, July 26th is another drone show that the city has offered in the past.

2:03

This one is coming in at NRH20.

2:06

It is a drone show that is shark themed, and there will be food and vendors.

2:11

Um I should have mentioned at the movie in the park, there will also be popcorn candy kind of movie snacks and drinks available there.

Unassigned speaker

2:17

Uh

Speaker 2

2:17

but vendor food vendors and just all sorts of fun live music uh there with the DJ to come out and watch a drone

Unassigned speaker

2:25

show.

Unassigned speaker

2:26

And

Speaker 2

2:26

the last thing we have here on just an update, they're still accepting applications for the Citizens Police Academy.

2:31

If you've thought about participating, it kicks off again next month.

2:34

It will run through the middle of November.

2:36

It's a once-a-week commitment for a few hours each

Unassigned speaker

2:39

week.

Speaker 2

2:39

Uh so applications are still available on the website to participate this uh upcoming class.

2:47

And then uh just a point of interest.

2:49

I think a couple of you may have heard before the meeting started.

2:52

Jalen, our planning technician did resign, accepted another job uh in another city.

2:56

And so uh Chad is going to be filling in in the meantime until we get that position posted.

3:01

Uh so if you have anything

Unassigned speaker

3:04

you

Speaker 2

3:04

know, point any questions or anything about upcoming meetings, feel free to reach out to Clayton or me.

3:08

Uh, but also Chad will be stepping in a little bit more with PNZ for the time being.

3:14

Okay, so to items on the agenda this evening.

3:17

Uh the first item we have listed is an application from the Meadow Development Group for an exception to the city's subdivision regulations related to placement of utilities within the lots.

3:26

Our current subdivision ordinance requires uh that those utilities be placed on the rear of the lot within an easement, and they are ex requesting an exception to that um requirement.

Unassigned speaker

3:39

This

Speaker 2

3:39

is the location map.

3:40

This is a project that you may have seen some dirt moving.

3:43

It's under construction currently for the infrastructure portion at the southeast corner of Reef Snow and Burcy.

3:51

This is a copy of the final plat that was approved for the subdivision.

Unassigned speaker

3:57

If

Speaker 2

3:57

you'll see here on the final plat, there is actually an easement located on the front of the lots to accommodate the utilities, which I'll get into a little bit later here.

4:06

Oops,

Unassigned speaker

4:07

sorry.

Speaker 2

4:08

This is uh an excerpt from the civil plans for this project from the grading plan to show the immense amount of retaining walls that are planned for this subdivision.

4:19

Uh it's there are a lot of elevation challenges on the site.

4:23

Um, and I'll let I'll let the experts speak to that a little bit more than I can, but just to kind of put into perspective the amount of um retaining walls both at the back of and between some of the lots throughout the site.

Unassigned speaker

4:36

So I

Speaker 2

4:37

mentioned that this was a requirement within the subdivision regulations that section 110 256 C requires that all of the utilities on subdivisions that are platted after 2003 uh be placed in an easement at the rear of the lot.

Unassigned speaker

4:52

However, the code a couple of uh bullet points down uh 110 367 F uh allows for uh planning and zoning commission to grant an exception to that requirement.

Speaker 2

5:03

So it was some forethought that this may come up and these parameters were put in place that you may grant an exception as long as all of these other conditions can be uh adhered to, and the applicant has indicated that they do intend to adhere to all of those.

Planning and Zoning Commission Meeting - July 17, 2025

The North Richland Hills Planning and Zoning Commission held a work session at 6:31 PM and a regular meeting at 7:02 PM on July 17, 2025. The commission approved three items: an exception for underground utility placement, a zoning change for a two-restaurant development, and a zoning change for a residential infill project. All votes were unanimous (6-0). The meeting adjourned at 9:08 PM.

Public Comments & Testimony

  • ZC25-0137 (5301 Davis Blvd): Two residents spoke in opposition. Timothy Duckett (5400 Greenwood Way) expressed concerns about alcohol sales, traffic, noise, cooking odors, headlights, and the dumpster location. Teresa Franklin (5305 Greenwood Way) requested removal of the driveway across from her house due to traffic and headlight concerns.
  • ZC25-0138 (8301 Sayers Lane) and PLAT24-0072 (The Meadow): No public comments.

Discussion Items

  • PLAT24-0072 – Exception to Subdivision Ordinance (The Meadow): Scott Williams (Westwood Professional Services) and Scott Baumbach (Oncor) presented the request to place underground utility lines at the front of lots due to extensive retaining walls (many lots had 5-foot-wide wall structures). Commissioners discussed transformer placement, screening of above-ground appurtenances, and compliance with exception conditions. Staff confirmed the developer agreed to screening. Approved 6-0.

  • ZC25-0137 – Zoning Change to NR-PD (5301 Davis Blvd): Applicant Mad Concepts Group (Cameron Hays, Bob Gregg) proposed two restaurants: Jake's Burgers (5,000 sq ft) and Tacos & Avocados (4,000 sq ft) with a 30,000+ sq ft outdoor activity area, 151 parking spaces, and retention of the community garden. Commissioners and staff discussed building elevations, landscaping (21% of site), screening along Greenwood Way, sidewalk requirements, and potential closure of the Greenwood Way driveway. The public hearing included opposition from residents. Approved 6-0 with conditions.

  • ZC25-0138 – Zoning Change to RI-PD (8301 Sayers Lane): Jerrod Goff (MJ 6 Enterprises) proposed subdividing 0.461 acres into three single-family lots (each ~6,600 sq ft) with front-entry garages. Staff confirmed the standards mirror adjacent properties approved in 2019-2020, including three trees per lot, front porches, and board-on-board fencing. No public speakers. Approved 6-0.

Key Outcomes

  • PLAT24-0072: Approved (6-0). The exception allows underground utilities in front lots at The Meadow (29.553 acres, southeast corner of Rufe Snow Drive and Bursey Road).
  • ZC25-0137: Approved (6-0) with the following conditions for city council consideration:
    • Install a sidewalk along Greenwood Way.
    • Install a short wall in addition to the hedgerow along Greenwood Way to screen headlights.
    • Close the driveway on Greenwood Way if warranted by a traffic analysis.
    • Add landscaping around the refuse container enclosure.
  • ZC25-0138: Approved (6-0) for a zoning change to RI-PD at 8301 Sayers Lane, enabling a three-lot subdivision. Final plat and building permits to be administratively reviewed.
  • All recommendations will be forwarded to the City Council for final action at the August 11, 2025 meeting (public hearing open for ZC25-0137).
