Um just wanted to update you on how the upcoming next meeting.

Unassigned speaker

2:12

I think once we get to the future agenda items and pass it real quick.

Speaker 2

2:14

So um there's a request previously for an update on legislative um things that pass that in the previous legislative session, so your next meeting we'll have a legislative update on the agenda.

2:21

It will be primarily focused on regular session.

2:23

Uh and then those bills that were signed or not uh after that.

Unassigned speaker

2:26

As I'm sure you're all aware, um, if you ever mark to host any news, we are kind of on Fox Renown special sessions, so we can't begin to guess what will happen with the remainder of the special session uh this summer.

Speaker 2

2:34

Also on your next agenda, we will have an update on a rental housing ordinance.

2:37

Uh that's two different pieces of single family and the short-term rental.

2:39

So and there's questions about your involvement in that, so we'll kind of go through a timeline and where we see and then what has happened today for those uh two different components of the rental housing ordinance.

Unassigned speaker

2:45

And then the final thing, and we mischeduled the work session a little bit earlier, so I wanted to just put it on your radar.

Speaker 2

2:49

We're gonna talk about

Unassigned speaker

2:50

kind

Speaker 2

2:50

of a high level, but a little bit of work plan for this year, just so that you can see the different ordinance updates we like to bring forward to you for consideration.

Unassigned speaker

2:55

So you can kind of see those in what or maybe discuss them.

Unassigned speaker

2:57

Uh we have a list of things that we'd like to take on this year, but like to work with you to maybe either package some of the together, so maybe have have a bigger work discussion, or if at least let you kind of be part of that process and prioritizing what of these you'd like to see come forward first.

North Richland Hills Planning and Zoning Commission Meeting - August 7, 2025

The North Richland Hills Planning and Zoning Commission held a work session and regular meeting on Thursday, August 7, 2025, at City Hall (4301 City Point Drive). The work session convened at 6:31 PM and adjourned at 6:51 PM. The regular meeting convened at 7:00 PM and adjourned at 7:08 PM. Chair Justin Welborn presided. Commissioners Paul Epperley, Aaron Carpenter, Jayashree Narayana, Amy McMahon, and Voting Alternate Mike Kerby were present. Commissioners Greg Stamps and Kyle Pekurney were absent. The primary action was the unanimous approval of a final plat for a 31-lot single-family subdivision.

Election of Officers (Work Session)

  • Due to the absence of Vice Chair Greg Stamps and Commissioner Kyle Pekurney, the Commission unanimously agreed to postpone officer elections to the next meeting to allow full participation.

Planning Director Report (Work Session)

  • Director of Planning Cori Reaume provided city updates. Highlights included the upcoming Fall Gardening Seminar (August 16), completion of water meter upgrades in over 79% of city homes, promotion of the IOM water app for leak detection, updates on the Main Street reconstruction project (Davis to Harwood) as part of the 2020 bond program, and the Budget Roadshow for public input on the proposed city budget.
  • Upcoming Agenda Preview: Staff noted the next regular meeting will include a legislative update on state bills from the regular session and an update on the rental housing ordinance covering single-family and short-term rental components.

Discussion Item: Plat25-0090 – Stonybrooke Park Addition

  • Work Session Discussion: Principal Planner Clayton Husband presented the final plat request (BYD Stonybrooke LLC) for 7.992 acres at 8600 Rumfield Road (the former BISD property). The plat creates 31 single-family lots (R2 zoning) with an average size of approximately 9,600 square feet. Builder Graham Hart Homes will develop the lots over an estimated 16 months. A commissioner expressed strong opposition to wood fences, advocating instead for brick screening walls along Stonybrook and Rumfield Roads. Staff noted the preliminary plat (approved February 2025) included a waiver for screening walls on two specific lots facing Royal Ridge Drive.
  • Regular Meeting Discussion: Michael Goff of Graham Hart Homes reiterated the project details. Commissioner Jayashree Narayana inquired about street offset distances.
