Sir

Unassigned speaker

5:32

uh

Speaker 5

5:32

Brian Goldstein, uh 6405 Pemberton Drive in Dallas.

5:37

Uh I am the president of Kingfisher Realty Partners and uh the managing member of shops at Crown Point LLC, um, who's the owners of the property.

5:47

Um I wanted to give you a very brief uh background on who we are and just how we got to this point.

5:52

Um when I say we, that's my wife and myself.

5:55

That's the full of we um we own our properties.

5:58

We have a portfolio of various types of properties, different uses.

6:03

We pretty much specialize in properties that we find that have upside value um that we come in and whether they're mismanaged, um just various reasons, but that we can we find and a lot of them are in Terrant County, um, different areas, but um we just uh that's kind of what we do.

6:20

Um as far as how we got to this property, it was brought to us, I guess the fall of last year, and when I first came out and looked at the property, I to be honest, I did not was not interested at all just because I learned early in my career that a two-story retail property has a lot of challenges.

6:39

And uh so I was like, no, uh, told the broker find something different.

6:44

Um but as I learned more about the area, I learned more about the property.

6:47

Um I very much warmed up to it, and obviously we decide ultimately to move forward.

6:53

Um the upside is very uh intriguing there to us as far as I think that there's potential um that has not been realized really, it seems like to us, and you all know better than I do, but the life of that property has had some challenges over the years.

7:09

Um the biggest challenge that it has, to be honest, is the signage.

7:14

Um I think because of how the property is set up.

7:17

Originally it was a very large property, I think you know, 30 plus acres that has two pylon signs.

7:22

It's just two pylon signs existing, uh, one on the south side facing 820, and then one on roof snow.

7:28

Um the one that on roof snow has been uh divided up over the years so that for the properties that we purchased, which includes 5142 um where Free Holys is, and then the two-story portion at 5198.

7:43

Um those both are we'd have to share both of those with these six uh the six panels that are included on that that are still that conveyed with this property.

7:54

Um the challenges are that because of the way the buildings are configured because of the two-story uh configuration of the one on the 5198, and then the perpendicular uh orientation of 5142, it makes it very difficult for businesses to thrive in those locations.

8:12

And so um I'm sure you guys have seen we put a lot of effort into trying to gentrify that property, and I think it's we've come a long way with it.

8:20

I think we're very, very optimistic about it, but I think the more that we've we've really looked into this, and the more the feedback we've gotten, I think it's really really evident that getting this pylon sign approved is gonna be critical um to the success of this property.

8:35

I'm a very optimistic person, and I'm not saying that it's you know we wouldn't be successful without it, but I think the trajectory of of the success of this, I think is gonna be much, much, much different with you know with or without this sign.

8:47

Um to give you an example, tropical smoothie who's located in the property.

8:52

I spoke to that franchisee this morning.

8:55

Uh this is a new franchisee that took over from the the original franchisee.

8:59

She told me she owns a another tropical smoothie in Terrant County that is bringing in about $20,000 a month in sales.

9:06

The one here is bringing in $8,000 a month in sales.

9:10

And so she's over the last few weeks conducted a survey of everybody coming in the door and

Unassigned speaker

9:16

to

Speaker 5

9:16

a T, everybody says we didn't even know you were here.

9:19

And that suite there has probably the best visibility of any of those in that property because of the frontage on roof snow.

9:26

So it's in order for us to fill that second floor, in order for us to have success, kind of going back into the property, going east.

9:42

I'm confident we are going to be able to fill that building and have uh a successful project.

Summary of Proceedings

North Richland Hills Sign Review Board Approves Two Sign Variances on August 11, 2025

The North Richland Hills City Council, sitting as the Sign Review Board, convened on Monday, August 11, 2025, at 8:52 p.m. following the 7:00 p.m. City Council meeting. Chair Jack McCarty presided with board members Cecille Delaney, Ricky Rodriguez, Danny Roberts, Matt Blake, Billy Parks, Russ Mitchell, and Kelvin Deupree present. Staff included City Manager Paulette Hartman, City Secretary Alicia Richardson, City Attorney Bradley Anderle, and Assistant City Secretary Crystal Dozier. The board adjourned at 9:16 p.m.

Consent Calendar

  • Approve minutes of the May 27, 2025 Sign Review Board meeting: motion by Russ Mitchell, seconded by Ricky Rodriguez, carried 8-0.

Public Comments & Testimony

  • No public appearance cards were submitted, and no audience members came forward to speak for or against either public hearing item.

Discussion Items

D.1 SRB25-0019 - Kingfisher Realty Partners request at 5198 Rufe Snow Drive

  • Principal Planner Clayton Husband introduced the request for a variance to Chapter 106 (Signs). The property is 1.64 acres and has no freeway frontage; it is about 900 feet from the freeway overlay where pole signs are permitted by right.
  • Applicant representative Brian Goldstein, president of Kingfisher Realty Partners, said the property was acquired in fall 2024 and proposed a second pylon sign on Rufe Snow Drive at the two-story building to help fill empty retail space. He said a Tropical Smoothie franchisee reported sales of about $8,000 per month at this location versus $20,000 per month at another Tarrant County location, and customer surveys showed people did not know the store was there.
  • The proposed sign would be 29 feet tall with a 208 square-foot sign area. Mr. Husband noted pole signs were permitted citywide until 2002, when they were restricted to the freeway overlay; an existing pole sign on the property predates 1990 and is non-conforming.
  • Board members expressed support, and one member asked about a previously denied lighting request nearby; staff clarified that denial was unrelated because the landlord did not consent and no SUP application was filed.
  • The public hearing was closed with no speakers, and the board approved SRB25-0019 unanimously.

D.2 SRB25-0020 - Five Star Parks & Attractions request at 8651 Airport Freeway

  • The applicant requested a variance to add 200 square feet of electronic message signage to the existing Malibu Jacks pole sign. The existing sign is 45 feet tall, has 400 square feet of sign area (the maximum allowed in the freeway overlay), and was originally built in 1992.
  • Applicant representative Chris Petruska of Five Star Parks & Attractions said the proposed 10-foot by 20-foot LED screen would be installed below the Malibu Jacks logo. He said the digital sign would be a critical tool to attract the 700,000 annual visitors expected for the indoor theme park.
  • Staff reported electronic message signs are permitted in the freeway overlay, so the variance request relates only to the additional square footage, bringing the total sign area to 600 square feet.
  • Board members commented that the sign is hard to see from the freeway and supported the addition. No public speakers came forward, and the board approved SRB25-0020 unanimously.

Key Outcomes

  • Approved the May 27, 2025 Sign Review Board minutes (8-0).
  • Approved SRB25-0019 for a 29-foot, 208-square-foot pole sign at 5198 Rufe Snow Drive (8-0).
  • Approved SRB25-0020 for an additional 200 square feet of electronic message signage at 8651 Airport Freeway, for a total of 600 square feet (8-0).
  • No conditions were attached to either variance approval.
  • Meeting adjourned at 9:16 p.m.
