Sometimes we forget it, but there's broadcasting these work sessions now or recording right.

0:15

So that helps them make sure that all of our citizens can participate.

Speaker 2

0:19

We've had a lot of interest in watching these videos simply, so I would say well we're teasing the microphones so we don't get questions later about what so and so said at this minute works.

0:25

So thanks so

Unassigned speaker

0:26

just

Speaker 3

0:26

to start off with a few community updates here.

0:27

This upcoming Saturday

Speaker 2

0:28

place for now we have a really unique um happy library for the submarine culture series.

0:32

This uh group some bathy my pronunciation there.

0:36

Um kind

Unassigned speaker

of

Speaker 2

0:36

blended all sorts of different genres and cultural background uh in the afternoon Saturday, so it's open to everybody it's free to attend.

0:41

Next Saturday, Janice here back at the city hall at the plaza for the beginning of our autumn sound concert series, uh kicking off with the Elton Johns on September the 27th.

0:48

That'll be followed by a couple more after that um and then conclude on the 11th uh with a digital projection along with that concert.

Unassigned speaker

0:53

And then don't forget the XA and the 28th or I feel bad for 225 and MRHO and all the pro C O the benefits um go to the uh the internal adoption rescue center.

day.

Speaker 3

1:04

Then what we have not been doing of

Speaker 2

1:06

uh we'll begin to do in that coming meeting just to kind of provide you a rehab of recent council action.

1:10

Umless every single item that's come to lately bear written that's been approved by the spy went forward and then was approved uh by the state council.

1:15

These specific things I wanted to kind of highlight and make sure

Unassigned speaker

1:17

you

Speaker 2

1:17

know what's going on where we stand.

1:18

Um I think probably some people are expected to see a public hearing on this agenda for the DOD portion of the short-term mental ordinances.

1:22

Um that's advertised previously to come here.

1:24

However, at the last city council meeting,

Unassigned speaker

1:26

uh

Speaker 2

1:26

there were public hearing on the kind of uh initial phase of the short-term mental ordinance um zoning component uh was continued until October the thirteenth.

1:31

That was really done uh because of the overwhelming amount of public feedback that we received, and we all got it a bit at your meeting, and that continued to just pour in

Unassigned speaker

1:37

in

Speaker 2

1:37

those days between PNZ and the city council.

Unassigned speaker

1:38

So to make sure we heard um from everybody that wanted to speak and we got all the feedback together, really kind of put a chance to consider all of those questions and comments.

Speaker 2

1:44

Um Mira had asked the council to continue that hearing.

1:46

So I'll continue to October the thirteenth, and we can discuss what that might uh impact this public hearing that such tonight uh for the study portion.

1:51

Um maybe the decisions just hold off and re-notify um

Unassigned speaker

1:54

to

Speaker 2

1:54

advertise for that one, so it'll be coming back to October 2nd, uh so we can consider it at that point, and then we'll still move forward to sit cancel on October 13th so that they can consider both of the zoning pieces uh in conjunction.

Speaker 4

2:01

Um but

Speaker 2

2:02

rather than have it tonight, we're pushed we pushed it out October second so that we can have one more work session with C council, get a little bit more legal advice, on couple topics that are still kind of pending, and then we'll have a final draft and um though again I know that you know you don't vote on the job or 18 regulations.

Unassigned speaker

2:12

We want to make sure you have a really good idea where we stand on those uh registration and regulation pieces of the short term before we ask you to consider any additional action on the zoning component.

Speaker 2

2:18

So

Unassigned speaker

2:18

uh

Speaker 4

2:18

our

Speaker 2

2:18

goal is to then provide that to you shortly thereafter from the October 20 seconds and council meeting, so that you have that information coming to you before the um COD zoning hearing that's scheduled down for October 2nd.

Unassigned speaker

2:26

So

Speaker 2

2:27

that's kind of the the first two there.

2:28

And we don't

Speaker 1

2:28

need to open that public hearing tonight since it was.

Unassigned speaker

2:36

So that'll be kind of a quick turnaround on that one, but it's really just trying to get that piece to catch up with the original sending ordinance that's already been open and we'll continue on the 13th at cancel.

Unassigned speaker

2:42

So

Speaker 3

2:43

then any questions on that on those pieces or anything.

Unassigned speaker

2:45

Um if you hear anything, seeing anything that'll be possible we'll come to reach out to me any time I'm answering questions, I'll be a reading the sort of from everybody, so you will not be bothering me.

Speaker 2

2:51

It's probably something that already entered and can quickly send over to you.

2:53

Um sorry.

3:00

Yes.

Unassigned speaker

3:00

Yeah, that's a the reason we wanted to push out October 2nd for that piece because we are actually making changes with the regulations from what you saw previously.

Unassigned speaker

3:05

Um before you ask you to take any other action, we want you to have the most up to date in a final draft, if you will.

Speaker 2

3:09

And so based on feedback from council and

North Richland Hills Planning and Zoning Commission Meeting - September 18, 2025

The North Richland Hills Planning and Zoning Commission held a work session at 6:30 p.m. and a regular meeting at 7:01 p.m. on Thursday, September 18, 2025, at City Hall, 4301 City Point Drive. Seven voting members were present, including alternates Mike Kerby and Jacob Whittaker seated for absent regular members Paul Epperley and Amy McMahon. The Commission approved the prior meeting's minutes and all three special use permit requests on the agenda by 7-0 votes.

Consent Calendar / Routine Approvals

  • Minutes of the September 4, 2025, Planning and Zoning Commission meeting were approved 7-0 on a motion by Vice Chair Aaron Carpenter, seconded by Alternate Mike Kerby.

Public Comments & Testimony

  • No members of the public spoke during the public comments portion of the regular meeting, and no one testified for or against any of the three public hearings.

Work Session Highlights

  • Planning Director Cori Reaume gave community updates and summarized recent City Council actions. She reported that the City Council continued the initial short-term rental zoning ordinance public hearing to October 13, 2025, because of overwhelming public feedback, and that the related short-term rental item that had been expected at this meeting would be re-noticed for the October 2, 2025, Planning and Zoning Commission meeting so both zoning pieces could move forward together.
  • Principal Planner Clayton Husband reviewed the three special use permit cases scheduled for the regular meeting.
  • Commissioner Justin Welborn suggested that, before ordinance changes are adopted, staff should reach out to home builders and metal building manufacturers, such as Mueller, to identify unintended consequences. The discussion was informational only; no formal future agenda item was requested.

Public Hearings / Discussion Items

ZC23-0064 - Accessory Dwelling Unit at 9200 Martin Drive

  • The applicant, Marisol Pedroza, requested a special use permit for an accessory dwelling unit on a 0.516-acre property described as Lots 3 and 4, Block 1, Thompson Park Estates.
  • Jocelyn Pedrosa, representing the applicant, said the unit would house her grandmother, who has Parkinson's, allowing her to maintain independence while remaining on the family property.
  • The detached unit contains approximately 995 square feet of living area. The request included modifications to two by-right standards: the building is about 40 feet from the main house rather than within 25 feet, and it exceeds the 650-square-foot maximum living area.
  • Staff recommended approval. The Commission approved the permit 7-0 on a motion by Commissioner Kyle Pekurney, seconded by Commissioner Justin Welborn.

ZC25-0140 - Contractor's Office with Shop and Garage at 5105 Commercial Drive

  • Avid Roofing & Waterproofing requested a special use permit for a contractor's office with shop and garage on a 0.621-acre property described as Lot J, Block 14, Richland Terrace Addition.
  • Applicant Dave Wasson said the company planned to purchase and renovate the 9,500-square-foot building, using about 3,500 square feet for office space and the remainder for warehouse/storage. The roofing contractor use requires a special use permit in the C2 zoning district.
  • Proposed improvements included replacing chain-link fencing with cedar fencing, including an 8-foot cedar fence along the residential west property line instead of the standard 6-foot masonry screen, a new front gate, and upgraded building lighting.
  • Staff recommended approval. The Commission approved the permit 7-0 on a motion by Alternate Mike Kerby, seconded by Commissioner Justin Welborn.

ZC25-0143 - Permanent Accessory Building at 6809 Little Ranch Road

  • MKG Homes, on behalf of owners Mark and Lucio Fly, requested a special use permit for a permanent accessory building on a 1.836-acre property described as Lot 7, Block 1, Morgan Meadows.
  • Applicant Kelly Pollard said the 2,400-square-foot detached garage would store an RV and materials while the existing house is eventually replaced with a larger home; the existing barn would be demolished.
  • The request sought modifications to three standards: building size (2,400 square feet versus 2,000 allowed by right), wall height (16 feet versus 12 feet), and roof pitch (2/12 versus 4/12), with an overall building height of 20 feet.
  • Staff recommended approval, noting that similar accessory structures exist in the neighborhood. The Commission approved the permit 7-0 on a motion by Vice Chair Aaron Carpenter, seconded by Alternate Mike Kerby.

Key Outcomes

  • All three special use permits and the September 4, 2025, minutes were approved unanimously by 7-0 votes.
  • Each approved special use permit case will be forwarded to the City Council for consideration on October 13, 2025.
  • The work session adjourned at 6:59 p.m., and the regular meeting adjourned at 7:36 p.m.
